A court document released by the White House revealed that the National Park Service (NPS) plans to drain the reflecting pool again after Independence Day to conduct repairs after it was allegedly vandalized.

In the document, which was filed in federal court on Thursday, NPS Deputy Director for Operations Frank Lands states that on June 9, U.S. Park Police responded to a report of damage to the reflecting pool.

Lands stated that the damage to the pool included caulk over the foam sealant that was cut with a “sharp knife or razor” and “destruction of delaminating surface material.” He also said approximately 70 fence post tops were thrown into the pool.

Lands said NPS plans to drain the reflecting pool to conduct repairs, including “assessing and repairing any damage to the lining,” and will begin “following the Independence Day celebration.”

The damage comes after more than two months of renovations on the reflecting pool ordered by President Donald Trump.

Washington, D.C., is expected to host massive crowds for Independence Day celebrations marking America’s 250th anniversary. Preparations have been set back by additional incidents, including the National Mall being marked with “8647” and a blood-written message on the Washington Monument.

Among the incidents cited by the Department of the Interior unfolding on the National Mall were multiple “8647” markings. The administration has previously interpreted the number “86” as a political threat, pointing to its common use in the restaurant industry to mean removing or refusing service, while 47 appears to refer to Trump as the 47th president.

“It wasn’t until several days thereafter that there were recurring cases and videos of people ripping at the coating began to circulate,” says the Department of the Interior.(Department of Interior)

In a separate case, an individual used their own blood to write “I’ve come” on the Washington Monument, according to a police report reviewed by Fox News Digital.

According to the White House, seven individuals have been arrested in connection with the alleged vandalism of the reflecting pool, seven others have been issued federal citations, and 18 police reports have been filed.

This week, U.S. Park Police asked for the public’s help identifying a person captured on camera during an investigation into damage to the reflecting pool and alleged destruction of government property in Washington, D.C. Video released by police shows what appears to be a person kneeling next to the pool and reaching an arm into the water.

The White House released a statement on Thursday, positing “this isn’t random mischief – it’s targeted sabotage by anti-American crackpots who despise a strong, proud, and beautiful country.”

California Gov. Gavin Newsom on Friday proposed a national tax on billionaires that he says is the first part of an “economic reset for America” agenda, which aides explicitly say is part of his considering to launch a presidential campaign.

“The system America’s founders built was designed to prevent the concentration of power in a few hands, but we have allowed that concentration to happen anyway, slowly, in plain sight, over decades,” Newsom writes. “We can reverse it together, as a country.”

It is extremely early in the presidential campaign cycle for a policy proposal — but comes as Democrats continue to embrace economic populism and moves against the wealthy. It also comes as California voters in November will decide on a billionaires’ tax after the governor and opponents of the tax late Thursday failed to reach a deal to keep it off the ballot.

Newsom, who is term-limited in California and will leave office in January 2027, lays out his proposal in a Substack post that went live on Friday morning, calling for a minimum tax on anyone worth more than $100 million so that they pay at least the same rate, rather than less, than the average American worker who doesn’t have loopholes and other maneuvers to benefit from.

Various wealth tax ideas have been proposed by Democrats before, including by Massachusetts Sen. Elizabeth Warren as part of her 2020 Democratic presidential campaign. Newsom says his idea comes out of wanting to create a bulwark against how artificial intelligence will reshape the economy, also proposing what he calls a “national public equity fund” to give every American, rather than just tech companies and investors, a share in the wealth likely to be produced. That fund, an aide said, would cover worker transition benefits, universal childcare, free higher education and career training, healthcare and a national industrial strategy for AI.

Newsom also called for rewriting the rules around inheritance, arguing that with what he says will be the largest intergenerational wealth transfer in human history coming over the next 20 years, “if we do not act, that transfer of wealth among the ultra-wealthy will lock in a permanent American aristocracy of inherited wealth, with all the political consequences the founders warned us about.”

Newsom explains why that he will personally vote no on the California proposal, which would levy a one-time 5% tax on residents with a net worth over $1 billion.

Backers of the measure gathered more than 870,000 signatures and include progressives like Vermont Sen. Bernie Sanders and California Rep. Ro Khanna – himself a 2028 contender. Newsom and others fear it would drive businesses out of California, and that the revenue collected would not be spread around widely enough.

“We’re competing with 50 states,” Newsom told the World Economic Forum earlier this year. “Capital flows and move(s). That’s real. It’s not imagined. It’s very, very real.”

In his Substack post, Newsom writes that while he understands “the anxiety” driving interest in the California proposed tax, it “turns a blind eye to safety-net clinics and reproductive healthcare providers that Planned Parenthood has fought for decades to protect. There is nothing for housing, nothing for childcare, nothing for public safety workers who must answer 911 calls, and nothing for our public universities that have powered California’s economy for a decade.”

Long a presumed candidate for president in 2028, Newsom has begun to show his political hand more explicitly with a video last week about what he said was a Justice Department investigation into his wife, Jennifer Siebel Newsom: “Donald Trump isn’t just coming after me because of my mean tweets, he’s coming after me because I am considering running for president.”

CNN confirmed earlier this month that Jennifer Siebel Newsom is under investigation. However, a person familiar with the probe denied that it was launched by the department’s Trump-appointed leadership in DC.

John Bolton, former Trump national security adviser, pleads guilty to retaining classified information

Greenbelt, Maryland — Former Trump national security adviser John Bolton pleaded guilty Friday to one count of retaining classified information and agreed to pay a $2.25 million fine.

Bolton, now a staunch critic of Mr. Trump, was indicted last year on 18 counts related to his handling of sensitive government information that prosecutors said he shared with two relatives in “diary-like” entries over a seven-year span for possible use in a book he was writing. He had pleaded not guilty in October.

According to the terms of the plea agreement read in court Friday, Bolton’s legal team and the Justice Department agreed to a prison term of no greater than 60 months in federal detention, as well as the fine. The parties said they also agreed that Bolton would debrief national security officials on information he had unlawfully retained and would perform 100 hours of community service to assist in government efforts to stop unlawful disclosure of classified information.

Bolton appeared before U.S. District Judge Theodore D. Chuang, who approved the settlement Friday.

Justice Department attorney Tanner Kroeger read through a summary of the allegations against Bolton, and recapped his use of messaging apps and email to distribute the diary entries to two family members.

Bolton said he agreed with the summary of facts, telling the judge that the government’s statement was “accurate.”

“I did your honor,” Bolton said when asked whether he had committed the actions at hand. He added he was “sorry for it.”

Bolton’s sentencing is set for October 28.

In a statement, Bolton’s lawyer Abbe Lowell said that his client “did what real leaders do.”

“He took responsibility for a mistake he made, thereby saving the government resources to pursue a case that could expose additional sensitive information,” Lowell said.

A federal grand jury indicted Bolton in mid-October on eight counts of transmitting national defense information and 10 counts of retaining national defense information. Prosecutors claimed that from April 2018 to August 2025, Bolton shared more than 1,000 pages about his daily activities while working in the White House for Mr. Trump with two unidentified relatives, some of which contained classified information. The indictment also alleged that Bolton kept documents, writings and notes related to the national defense, including information that was classified, in his home in Montgomery County, Maryland.

The Justice Department alleged in court papers that Bolton’s “diary-like” pages were typed transcriptions of handwritten notes that were then sent to his two relatives through a commercial, non-governmental messaging app. Prosecutors said Bolton also used personal email accounts, like those from AOL and Google, to email classified information to the family members.

California Gov. Gavin Newsom is calling for a national minimum tax on billionaires and a federal fund that would give every American a stake in the wealth created by artificial intelligence, laying out a populist economic agenda in an essay published Friday on Substack.

At the same time, Newsom, who is mulling a 2028 White House bid, announced he will vote against a billionaire wealth tax on the ballot in California this November.

His pitch for the federal tax on the nation’s wealthiest is what he calls a “true minimum tax on billionaires — a modern Buffett rule — that ensures the people at the very top pay at least the tax rate their own workers pay.”

“Today, the office worker can shoulder a higher tax rate than the heiress,” Newsom said. “The construction worker could pay a higher rate than the developer. And the delivery driver can end up paying a higher rate than the founder of the company whose packages he delivers.”

He blamed a system that grew out of “decades of loopholes written by lobbyists and upheld by politicians who knew exactly who they worked for.”

“But this system can be undone,” Newsom wrote.

One day earlier, the union-backed state billionaire tax measure qualified for the California ballot. Newsom says he opposes it in part because the fight over taxing the ultrawealthy should not be one undertaken by a state, but rather, by the federal government. Because billionaires can simply relocate to avoid any single state’s taxes, he argues that the battle belongs at the federal level “where this broken system was created in the first place.”

A number of California-based billionaires may already be taking steps to relocate to havens like Florida in order to avoid the possible tax — Mark Zuckerberg, Larry Page and Sergey Brin are among the tech titans who have been buying homes in the Sunshine State, the Los Angeles Times reported.

Newsom also objects to the California billionaire tax because the revenues would mainly be used to fund state spending on Medicaid, and not on other needs.

“It ignores our public schools,” Newsom wrote, and said the California proposal would also overlook women’s health clinics, housing and child care.

He maintains that it’s the Legislature that should be making decisions about California’s budget, not a single stakeholder, “no matter how worthy the cause.”

Newsom’s federal billionaire tax proposal

Newsom suggests ending what he calls the “tax-free lifestyle loan” — the practice adopted by many billionaires of borrowing against stock holdings, reporting no taxable income, then passing the appreciated assets to heirs untaxed.

He calls for rewriting inheritance rules ahead of a generational wealth transfer over the next two decades, citing a figure of $124 trillion, which he warns could lock in “a permanent American aristocracy of inherited wealth.”

Newsom would also like to see a return to corporate tax rates that were in place before the 2017 Trump tax cuts and the closing of offshore loopholes that let multinationals shift profits on paper, he said.

He called “trickle-down economics” a 50-year-long “failed” experiment that funneled record profits into buybacks and executive pay while workers’ wages stagnated.

Newsom proposes a national public equity fund that would take a major stake in the AI economy. Revenues would help fund transitions for workers displaced by AI. His plan would help fund severance, portable benefits and enhanced unemployment insurance. The broader program would underwrite universal child care, tuition-free higher education and career training, health care and an industrial policy for what he calls the “AI century.”

Newsom, who is term-limited and set to leave office in January 2027, is widely viewed as an early frontrunner for the 2028 Democratic presidential nomination, and his proposals place him squarely in his party’s debate over AI and economic insecurity — two of the biggest issues in this year’s midterm election cycle. A YouGov/Economist survey this month found 71% of Americans — including 77% of Democrats and 68% of Republicans — said AI is developing too fast.
