    Man fatally shot by ICE in Houston was not intended target, DHS says

    The Immigration and Customs Enforcement officers who fatally shot Mexican national Lorenzo Salgado Araujo in Houston this week were looking for a different person when they stopped his vehicle, the Department of Homeland Security confirmed Thursday.

    “After receiving a credible tip from our law enforcement partners, our officers conducted surveillance on a target’s address. Weeks prior to the incident, they noted two white vans at the property,” DHS said. “On July 7, officers were almost at the target’s address when they observed a white van with an individual who resembled the target. Officers then initiated the vehicle stop.”

    DHS initially said Tuesday that ICE officers were targeting Salgado Araujo because he was living in the country without legal permission. The department alleged he was shot after he ignored “multiple verbal commands” and attempted to ram an officer who fired his weapon in self-defense. Houston firefighters said Salgado Araujo was struck in the abdomen, and then his car hit an ICE vehicle.

    He was taken to the hospital but died of his injuries, according to DHS.

    Salgado Araujo, who lived in the U.S. for decades, was driving a crew to a homebuilding site when he was killed, his family and a Texas congresswoman said Wednesday. His son said he had been working toward securing legal status in the U.S. after neglecting to do so for years. The shooting has drawn nationwide scrutiny and calls for investigation.

    Salgado Araujo had no criminal record and was close to obtaining a work permit after living in the U.S. for more than three decades without legal status, his family has said.

    Federal officials have not released video or images showing the shooting or damage to the vehicles.

    The ICE officer who fatally shot him was not wearing a body camera because officers in that field office were not yet equipped with them, according to a DHS spokesperson.

    The officers in Houston “had not been issued body-worn cameras due to back-to-back Democrat shutdowns,” the spokesperson said, blaming a series of government funding lapses that arose when Congress failed to pass measures to fund department and agency operations. There was a 43-day government shutdown in late 2025, as well as a separate 76-day DHS shutdown that started in February and ended in April. The spokesperson said that the shutdown interrupted the body camera procurement process for ICE field offices.

    The spokesperson went on to say that half the field offices are now equipped with body cameras, and the other half are expected to receive them in the next 60 days.

    The DHS spokesperson said in Thursday’s statement that providing ICE officers with body cameras is a priority, particularly because “our officers are facing a more than 1,300% increase in assaults against them,” adding that the restoration of “historic funding” would provide ICE with necessary resources, “including body cameras.”

    The Harris County District Attorney’s office said it would conduct an investigation into the shooting. The office is consulting with local prosecutors in Minneapolis, where federal agents fatally shot two U.S. citizens, to learn how they have navigated investigations into federal immigration agents, spokesperson Rafael Lemaitre said.

    “Although access to key evidence remains under federal control, we are pursuing investigative avenues available to us and will conduct a review of any information we collect within our reach,” Lemaitre said in an emailed statement to The Associated Press.

    Three men, including Salgado Araujo’s brother, were detained by ICE during the fatal traffic stop, according to Juan Proaño, CEO of the League of United Latin American Citizens, who has been communicating with their families.

    LULAC has yet to obtain video footage that clearly shows what happened during the moments of the shooting and has offered a reward of $5,000 for information from witnesses, Proaño told AP. The position of Salgado Araujo’s van and ICE vehicles has obstructed security camera footage LULAC has reviewed, he added.

    “It’s going to make it even more difficult to find the truth in all this,” he said.

    President Donald Trump revealed Wednesday that Israel backed out of a plan to eliminate Islamic Revolutionary Guard Corps General Qasem Soleimani in 2020, forcing his hand to eliminate the general with U.S. strikes.

    Israel recently shared intelligence with the United States indicating Iran had developed a fresh plan to assassinate President Donald Trump, according to a Wall Street Journal report Thursday citing people familiar with the matter.

    The reported intelligence would mark an escalation in the longstanding threats against Trump, who Iran has repeatedly vowed to retaliate against over the 2020 U.S. strike that killed Islamic Revolutionary Guard Corps Gen. Qassem Soleimani.

    The White House referred Fox News Digital to Trump’s remarks Wednesday when asked about the report.

    The Journal reported the intelligence surfaced as Trump and Israeli Prime Minister Benjamin Netanyahu have diverged in recent weeks over how to proceed after last month’s conflict with Iran. Netanyahu has advocated for continuing military pressure on Tehran, while Trump has sought to preserve a fragile ceasefire after U.S. strikes on Iranian nuclear sites.

    5 big questions in the battle for the Senate after Graham Platner drops his bid

    Graham Platner’s announced exit from the Maine Senate race Wednesday concluded one of the longest-running — and most-consequential — sagas of the 2026 battle for the Senate.

    But many questions remain — both in Maine and in races around the country — that could shape how much of a chance Democrats have of flipping that chamber.

    Here are some of the big ones.

    1. How quickly – and thoroughly – can Maine Democrats turn the page on Platner?

    Getting Platner to leave the race after the emergence of a rape allegation this week was the big first step for Maine Democrats; Monday is the deadline for being able to replace him on the ballot.

    But that doesn’t mean it’s smooth sailing from here on out.

    For one, Platner’s announcement that he’s suspending his campaign — two days after the allegation, which he denies, came out — wasn’t exactly a kumbaya moment. Instead, he aired a series of grievances over the course of an 11-minute video. His base might not be as strong and passionate as it once was, but Democrats would be wise not to alienate the 72% of primary voters who backed Platner with the replacement process.

    The other big factor is whom Democrats replace him with.

    The Maine Democratic Party announced that the replacement is expected to be selected by an impromptu 600-person convention, and a number of candidates — including gubernatorial runner-up Nirav Shah, Platner/Bernie Sanders ally Troy Jackson and others — have already thrown their hats in the ring.

    Whoever is selected will likely be an improvement over Platner and his declining poll numbers.

    But does the party try to get someone with a similar populist appeal (à la Jackson) or does that risk allowing Republicans to tie him to Platner? (Also: Even Platner wasn’t doing as well with working-class voters as you might have thought.) Do Democrats go with a more traditional — even generic — candidate who can better keep the focus on President Donald Trump rather than themselves, but might not be as exciting to Platner devotees? And how happy are people with the process that produces the nominee?

    All of these are major questions. GOP Sen. Susan Collins has proven resilient in the blue-leaning state, and the stakes are high for Democrats to get the next steps right. They need a net gain of four seats to win the Senate majority, and Maine — the one state Kamala Harris won where a Republican is up for reelection — is supposed to be among their best shots.

    Maine wasn’t the only place where some Democrats have feared their nominee might jeopardize what’s likely a must-win state. That’s also increasingly the case in Michigan.

    And all eyes will be on whether Abdul El-Sayed wins the primary on August 4.

    Democrats have nominated candidates like El-Sayed — a Sanders ally with pretty far-left positions — in deep-blue areas, but generally not in swing areas. That could change in this high-profile race, where El-Sayed has gained traction in the primary.

    The race did shift recently, with state Sen. Mallory McMorrow’s decision to drop out. That means it’s now one-on-one between El-Sayed and Rep. Haley Stevens, whom Senate Minority Leader Chuck Schumer has signaled support for.

    But it’s not clear that McMorrow’s exit helps Stevens. Nor, it’s worth emphasizing, is it clear that El-Sayed would necessarily perform worse in the general election.

    And again, the stakes are high for Democrats to get this right. Just like with Maine, it’s hard to see how they win the majority without holding Michigan.

    3. Are Iowa and Texas really in play?

    Democrats’ most likely majority path goes like this: They flip Maine, hold Michigan and Georgia and flip North Carolina. But then they have to flip at least two states that Trump carried by double digits in 2024.

    The most likely possibilities are these four: Alaska, Iowa, Ohio and Texas.

    Alaska and Ohio appear to be pretty solidly in play, but it’s not so clear that’s the case with Iowa and Texas.

    In Texas, state Rep. James Talarico has generated lots of buzz and just raised an astounding $30 million in the second quarter. But somewhat similar to Platner, it’s not totally clear he can match the hype. Democrats think he can speak to conservative-leaning voters as a man of faith and pick off voters from state Attorney General Ken Paxton, but Talarico has also previously adopted a number of positions that the GOP is eager to blast as too “woke” for Texas.

    In Iowa, state Rep. Josh Turek looks like a great recruit in an open-seat race — a Paralympian who has held down a Trump district in the state legislature. And Democrats also have a strong nominee for governor in state Auditor Rob Sand. But Iowa has swung pretty hard to the right in the Trump era. And there’s not a baggage-laden candidate like Paxton on the GOP side.

    What’s clear for now: Both Texas and Iowa are polling competitively. Recent New York Times-Siena polls showed Talarico tied with Paxton at 47% among likely voters, and Turek running about even with GOP Rep. Ashley Hinson.

    When there are wave elections — like 2026 could be for Democrats — there tend to be races that surprise us.

    So, which could those be?

    Keep an eye on Montana and Nebraska, where the leading opponents for Republicans appear to be independents rather than Democrats. (This is an increasingly common strategy for Democrats — effectively stepping aside for independents — though to this point it’s mostly just made the races closer rather than caused Republicans to lose.)

    Also keep an eye on Kansas, where renowned methodist pastor Adam Hamilton is setting records by raising millions in a long-shot Democratic bid against GOP Sen. Roger Marshall.

    On the flipside, if the 2026 battlefield narrows and Republicans start doing better, don’t forget that two former GOP senators, Scott Brown and John E. Sununu of New Hampshire, are battling for the right to replace retiring Democratic Sen. Jeanne Shaheen in that blue-leaning state.

    The last month has featured a big to-do in Alaska over whether a second Republican Dan Sullivan will appear on the ballot, running against GOP Sen. Dan Sullivan and Democratic former Rep. Mary Peltola.

    The state Supreme Court ultimately cleared the way for the second Dan Sullivan last week. The incumbent senator and his allies fear this could cost them some votes if voters get confused, which could certainly happen.

    But Alaska has ranked-choice voting, meaning anybody who is confused could rank both Dan Sullivans and their vote would eventually go to the incumbent. At the same time, someone could pick only one candidate and pick the wrong Dan Sullivan.

    Also keep an eye on whether the challenger Dan Sullivan will be one of the four candidates to advance past the August 18 primary. Republicans would prefer he didn’t, but Democrats could vote for him to try and push him through.

    It’s worth following this quirk — especially given how close this race is polling and how it could decide the Senate majority.

    39 killed in southern China flooding after days of heavy rain

    Authorities in southern China said Thursday that 39 people died in flooding after a tropical storm dumped heavy rainfall, as the country’s east coast and Taiwan prepared for a typhoon expected to make landfall in the coming days.

    Most of the deaths were in Hengzhou, where the partial collapse of a reservoir dam sent torrents of water into the city and claimed 26 lives, said Ding Wei, the vice mayor of Nanning city, which has jurisdiction over the area. Nine people remained missing in the broader Guangxi region.

    Tropical Storm Maysak brought record rainfall to Guangxi starting Saturday, breaching reservoirs and stranding people for days in homes and other buildings. The previously announced death toll on Tuesday was six people.

    A second storm, Typhoon Bavi, was at sea on a northwest track that would take it over some remote Japanese islands and then just north of Taiwan before making landfall in China’s Fujian or Zhejiang province on Saturday. Fishing boats could be seen tightly packed at ports in northern Taiwan on Thursday in anticipation of heavy rain hitting the island of 23 million people.

    Bavi, which brought violent winds to Saipan and other U.S. territories earlier this week, was downgraded Thursday from super-typhoon strength but still had maximum sustained winds of 114 miles per hour, according to Taiwan’s Central Weather Administration. Classes were suspended in several cities and towns in the Philippines and ships were prohibited from leaving northern ports as the typhoon passed east of the northern island of Luzon.

    In southern China, military rescue teams finished bringing out more than 10,000 trapped students and teachers from a cluster of schools in Guigang city, about 40 miles northeast of Hengzhou. Video on state broadcaster CCTV showed the students, wearing bright orange life vests, clambering onto boats that took them away from the surreal scene of school buildings rising out of a lake of muddy water.

    Animals were also stranded or swept out by the floodwaters.

    A zoo in Guigang said more than 100 animals were missing, including two zebras, four porcupines and dozens of tropical birds. In Hengzhou, encounters with snakes that reportedly escaped from a farm prompted authorities to stock up on antivenom and advise residents on what to do if they were bitten.

    An animal shelter operator in Binyang county, about 50 miles northwest of Hengzhou, struggled in recent days to rescue about 200 cats and dozens of dogs, bringing the dogs two at a time through deep water. The cats climbed up to the rafters as the water level rose.

    Drones and some 5,700 boats have been used in a massive relief and rescue operation to deliver drinking water and other supplies and bring out trapped residents. About 130,000 people have been evacuated.

    Ding said the floodwaters are receding but more rain is expected in some areas in the next two days. Crews have been deployed to clear mud and debris and disinfect several towns in Hengzhou.

    Road repairs are ongoing and electricity has been restored to more than 60,000 homes, Ding said at a news briefing.

    Heavier-than-expected rain battered southern Guangxi for days, with cumulative rainfall of 4 to 16 inches in some areas and more than 35 inches in hard-hit areas, the national meteorological center said.

    Severe weather also hit central China this week, leaving 11 dead and many others homeless in Hubei province after thunderstorms and tornadoes on Monday night.

    Elsewhere in Asia, landslides caused by monsoon rains have killed at least 13 Rohingya refugees in camps in Bangladesh this week. Authorities were moving refugees to safer areas on Thursday.

    Marine veteran Victor Marx, whose wild claims – including saying he was forced to kill a man at age 7 – have drawn widespread attention and significant skepticism, will win the Republican nomination for governor in Colorado, CNN’s Decision Desk projects.

    Marx, a ministry leader and martial arts enthusiast with a devoted social media following, prevailed over two more experienced rivals, state Sen. Barb Kirkmeyer and state Rep. Scott Bottoms, both of whom have said they wouldn’t endorse him if he’s the party’s nominee.

    He faces difficult odds, however, in the general election to succeed outgoing Democratic Gov. Jared Polis in a state that has not elected a Republican governor in more than two decades. Marx will face Democrat Phil Weiser, the state’s attorney general, in November.

    At his election night party on June 30, Marx described his campaign as “nothing shy of beyond incredible,” saying he had taken on Democrats and Republicans alike who brought up questions about his life story.

    “This is a battle of good and evil. This isn’t so much parties anymore,” Marx told the crowd. “This is about Coloradans who care and want common sense, less government, stop the spending, get crime under control, let law enforcement do their job, make our state affordable, get people out of the addiction cycle. All these things that matter, that’s what we’ve talked about from the beginning. Our opponents have simply attacked me the entire time.”

    A self-described “high-risk humanitarian” who leads an anti-human trafficking nonprofit and a practitioner of “Cajun Karate,” Marx’s colorful personality resonated with grassroots conservatives, powering him past skeptics who raised questions about his claims, which range from rescuing abuse victims to ordering an airstrike targeting ISIS.

    In an interview with local news outlet 9News in May, Marx insisted he was telling the truth but often declined to provide details, such as how he allegedly ordered the airstrike.

    When asked if that man he claimed to have been forced to kill as a child is the only person he has killed, Marx paused before responding: “Well, I would say, as a child, yes.”

    “But I’ve been in other situations where, you know, possibly, people or persons died as a result of me defending myself and other countries,” he added. Pressed if he thought he had killed people as an adult, Marx asked, “Does it matter?”

    He also faced scrutiny over a claim on his campaign website that said “his teams have served over 45,000 women and children, many rescued from captivity and given a second chance at life,” which was later removed. Marx suggested that the line could have come from an independent contractor when the website was first built.

    When pressed about how many women and children he has saved, Marx said there is “no need to” give the number out, pointing to “security reasons.”

    “I would say it’s more than one and less than a bunch,” Marx quipped.

    Marx has also said he has performed hundreds of prayers to “set people free” from “demonic oppression,” which he argues is different from exorcisms. He told 9News that he doesn’t charge for the service, which he conducts in person and over the phone.

    When asked if he’ll continue to perform these acts if elected governor, Marx said, “I would never stop praying for people.”

    Last month, at the lone debate he attended, Marx faced a pile-on from his GOP opponents.

    Bottoms, an evangelical pastor elected to the state legislature in 2022, doubled down on his previous comments calling Marx a con man, saying, “I also said he was corrupt and I also said he lies and he lied to me personally quite a few times, and so I stand by that. I can’t put somebody like that anymore than I can put a Democrat into the governor’s seat.”

    Leaning into hardline conservative issues, Bottoms focused his campaign on the state’s rural residents, parental rights and culture war debates, and limiting the size and scope of government. But he’s faced scrutiny of his own in the race, as he repeatedly claimed, without evidence, that state lawmakers are participating in a child sex trafficking ring.

    Kirkmeyer, a veteran of Colorado GOP politics who previously served as a Weld County commissioner and was seen as the more traditional candidate in the race, also cast Marx as a “fraud.”

    “He makes up these tall tales, these tall stories, and I just don’t believe them,” she said. Directly addressing him, she added, “I can’t trust you. You’re unfit. You’re unqualified.”

    When pressed by moderator Kyle Clark of 9News about how voters could trust he was telling the truth, Marx said, “I can’t help it if I’ve had an extraordinary life,” and argued that thousands of people could testify to his claims.

    Amid a chorus of criticism, however, Marx was able to separate himself from his rivals to his advantage, gradually overtaking Kirkmeyer’s early lead as votes continued to be tallied.

    “Listen, it ain’t over,” Marx said to cheers and appreciative laughter on election night as he told supporters they would have to wait to see who won. “And if you know our life story, this is our normal.”
