    SAN FRANCISCO, Feb 17 (Reuters) – The state of California is preparing a lawsuit challenging recent federal changes to U.S. childhood vaccine recommendations made by the Trump administration, the state’s attorney general said in an interview on Tuesday.

    Rob Bonta, the attorney general of the most populous U.S. state, also said he would “maybe” be open to working with the Trump administration and U.S. Health and Human Services Secretary Robert F. Kennedy Jr. to limit broad federal immunity for drug companies over alleged vaccine injuries.

    HHS did not immediately respond to a request for comment.

    A California lawsuit over the childhood vaccination schedule would add legal pressure on the administration, as medical organizations and public health experts have warned the changes could lower vaccination rates.

    Kennedy has upended longstanding vaccine policies since his taking office last year. The Centers for Disease Control and Prevention has issued a new immunization schedule that removed universal recommendations for vaccines against rotavirus, influenza, meningococcal disease, hepatitis A and hepatitis B, stating that parents should consult with healthcare providers under what it calls shared clinical decision-making.

    The American Academy of Pediatrics (AAP) and other leading medical organizations have sued in a bid to stop the new vaccine schedule, arguing the overhaul was illegal and not driven by evidence. The suit seeks to replace the Kennedy-appointed Advisory Committee on Immunization Practices and have its decisions overturned.

    In an interview with Reuters on Tuesday, Bonta and Connecticut Attorney General William Tong both expressed disdain for Kennedy’s views on vaccines. In terms of new litigation, Bonta said his “team is mobilized” and is “looking at what the complaint looks like, where to file, what our standing is, all the, all the things we have to have locked in.”

    Bonta did not provide additional details about the planned lawsuit, including when it would be filed. Tong also said “we’re scrambling our jets,” and a spokesman for his office later confirmed that it is working with California on a potential multistate filing.

    When it comes to vaccine injuries, U.S. law mandates that most people seeking to sue drug manufacturers file their claims with a special vaccine court run by HHS that aims to address claims quickly, while capping compensation and limiting liability for the companies.

    The program has long been targeted by Kennedy and his allies, in part because HHS defends those cases, rather than pharma companies themselves. Before leading HHS, Kennedy represented plaintiffs claiming vaccine injuries and played an instrumental role in organizing mass litigation against drugmaker Merck over its Gardasil vaccine. A U.S.judge ruled for Merck in many of those cases.

    Bonta expressed skepticism towards broad immunities conferred by Congress to specific corporate sectors, including vaccine makers, but he said he did not want to feed anti-vaccine views espoused by Kennedy.

    “I like the facts. I like science. I don’t want to give any airtime to his– I mean, just conspiracy bullshit,” Bonta said.

    “Can there be an example of a pharmaceutical company that did something wrong, and hurt people based on the facts, and they’re enjoying absolute immunity when they should have accountability? Yeah, that’s possible,” Bonta added.

    Feb 17 (Reuters) – Two major medical groups filed lawsuits on Tuesday accusing the U.S. Federal Trade Commission of launching investigations into them concerning their support of gender-affirming care for transgender youth as part of an effort by President Donald Trump’s administration to retaliate against them.

    The American Academy of Pediatrics and the Endocrine Society filed separate, opens new tab lawsuits, opens new tab in federal court in Washington, D.C., challenging demands the FTC made last month that they turn over an array of information as part of what the groups called an unconstitutional effort to punish them for their support for treating transgender youth and to silence them.

    The groups called the FTC’s document demands overbroad and said they were issued to intimidate them in violation of the U.S. Constitution’s protections against government abridgment of free speech after earlier disagreements with the Trump administration.

    “Unable to prevail in the marketplace of ideas, the FTC has resorted to burdening AAP with an intrusive and expensive investigation that is unconstitutional and outside the scope of the FTC’s statutory authority,” AAP alleged in its lawsuit, which seeks a judicial order blocking the document request as unconstitutional.

    The FTC did not immediately respond to a request for comment.

    The FTC is a federal agency that enforces various antitrust and consumer protection laws.

    It issued a civil investigative demand, akin to a subpoena, on January 15 to AAP as part of a probe into whether it made false claims or engaged in unfair practices in connection with the marketing and advertising of “pediatric gender dysphoria treatment,” according to court papers.

    Gender dysphoria is the clinical diagnosis for significant distress that can result from an incongruence between a person’s gender identity and sex at birth.

    The Endocrine Society, which represents doctors who specialize in conditions related to hormones, said it received a similar civil investigative demand on January 20.

    The FTC’s demands came nearly a year after Trump in January 2025 signed executive orders that declared the United States would recognize only two sexes, male and female, and directed agencies to end all federal funding or support for gender-affirming care for minors.

    In its Tuesday lawsuit, AAP said the FTC was targeting it to punish it for a 2018 policy statement the group issued related to gender-affirming care, stating its backing for appropriate medical interventions to support transgender youth.

    Three days before the FTC’s document demand, a federal judge blocked the U.S. Department of Health and Human Services from terminating nearly $12 million in grant funding awarded to the AAP that was canceled after it clashed with Health Secretary Robert F. Kennedy Jr. over his changes to vaccine policy.

    AAP is pursuing a separate lawsuit challenging efforts by federal health regulators under Kennedy to reshape vaccine policy in ways it says will lower immunization rates, harming public health.

    Feb 17 (Reuters) – Millions of files related to the late sex offender Jeffrey Epstein suggest the existence of a “global criminal enterprise” that carried out acts meeting the legal threshold of crimes against humanity, according to a panel of independent experts appointed by the United Nations Human Rights Council.

    The experts said crimes outlined in documents released by the U.S. Justice Department were committed against a backdrop of supremacist beliefs, racism, corruption and extreme misogyny.

    The crimes, they said, showed a commodification and dehumanization of women and girls.

    “So grave is the scale, nature, systematic character, and transnational reach of these atrocities against women and girls, that a number of them may reasonably meet the legal threshold of crimes against humanity,” the experts said in a statement.

    The experts said the allegations contained in the files require an independent, thorough and impartial investigation, and said inquiries should also be launched into how it was possible for such crimes to be committed for so long.

    The U.S. Justice Department did not immediately respond to a request for comment.

    A law, approved by Congress with broad bipartisan support in November, requires all Epstein-related files to be made public.

    The U.N. experts raised concerns about “serious compliance failures and botched redactions” that exposed sensitive victim information. More than 1,200 victims were identified in the documents that have been released so far.

    “The reluctance to fully disclose information or broaden investigations, has left many survivors feeling retraumatized and subjected to what they describe as ‘institutional gaslighting,’” the experts said.

    The Justice Department’s release of documents has revealed Epstein’s ties to many prominent people in politics, finance, academia and business – both before and after he pleaded guilty in 2008 to prostitution charges, including soliciting an underage girl.

    He was found hanged in his jail cell in 2019 after being arrested again on federal charges of sex trafficking of minors. His death was ruled a suicide.

    Trump’s immigration approval hits new low, according to Reuters/Ipsos poll

    WASHINGTON, Feb 17 (Reuters) – U.S. public approval of Donald Trump’s immigration policies fell to the lowest level since his return to the White House, amid signs he is losing support among American men on the issue, according to a new Reuters/Ipsos poll.

    Just 38% of respondents in the four-day poll, which closed on Monday, said Trump was doing a good job on immigration, a priority issue for the administration. The rating was down from 39% in a January Reuters/Ipsos poll and as high as 50% in the months shortly after Trump returned to power.

    Trump campaigned ahead of his re-election in 2024 on a promise to launch the biggest deportation drive in decades and ordered sweeping immigration raids immediately after he returned to office in January 2025. Masked agents in tactical gear are now a common sight in America and immigration agents have clashed violently with U.S. protesters and activists.

    The latest Reuters/Ipsos poll shows support for Trump’s handling of immigration has fallen significantly among men in recent weeks compared to late last year.

    Male voters played an outsized role in Trump’s 2024 election victory, and throughout 2025 his immigration approval rating among men stayed close to 50%. But the latest Reuters/Ipsos poll survey showed 41% of men give him a thumbs up on the issue. Among women, Trump’s support on immigration has fallen from around 40% throughout most of 2025 to 35% in the latest survey.

    In a rare retreat for Trump, his administration last week said it had agreed to end his hotly-protested deportation surge in Minnesota, where immigration agents fatally shot two U.S. citizens.

    Trump started his term with his overall approval at 47% but in recent weeks his rating has held at the lowest levels of his presidency, with 38% of respondents in the latest poll approving of his performance, unchanged from a Jan 23-25 poll.

    The latest poll, which was conducted online and nationwide, gathered responses from 1,117 U.S. adults and had a margin of error of 3 percentage points.

    WASHINGTON, Feb 17 (Reuters) – President Donald Trump’s administration on Tuesday announced three projects valued at $36 billion to be financed by Japan, including an oil export facility in Texas, an industrial diamonds plant in Georgia and a natural gas power plant in Ohio.

    The projects are the first investments under Japan’s $550 billion U.S. investment pledge as part of a trade deal that cut Trump’s tariffs on Japanese imports to 15%, Trump said on Truth Social. He gave few details about the projects.

    Commerce Secretary Howard Lutnick said in a statement that the Portsmouth, Ohio power plant, valued at $33 billion, would be the largest natural gas-fired generating facility in U.S. history, generating 9.2 gigawatts of electricity annually, more than enough to power all of the homes in Ohio.

    The facility, to be operated by SB Energy, a subsidiary of Japanese tech investor SoftBank Group, would increase baseload power at a time of fast-growing electricity demand from data centers built to power artificial intelligence applications.

    The White House said Japan would invest in the $2.1 billion Texas GulfLink deepwater crude oil export facility off the Texas coast.

    “This project is expected to generate $20–30 billion annually in U.S. crude exports, secure export capacity for our refineries, and reinforce America’s position as the world’s leading energy supplier,” Lutnick said.

    Texas GulfLink, which is being developed by Sentinel Midstream, confirmed that it was part of the initiative and was “honored to be a trusted partner with the U.S. Department of Commerce and the government of Japan.”

    Trump said the Texas investments would include a liquefied natural gas project, but Lutnick’s statement and a White House fact sheet did not mention LNG.

    Lutnick said the third major project in Georgia was a synthetic industrial diamond manufacturing plant that would satisfy 100% of U.S. demand for synthetic diamond grit, a critical input for advanced manufacturing and semiconductor production. The U.S. currently relies largely on China for such supplies.

    The high-pressure synthetic diamond plant valued at about $600 million, will be operated by Element Six, the White House said in a fact sheet. The industrial diamond company is a unit of De Beers Group, the world’s largest diamond producer.

    It was unclear how much of the projects’ costs would be funded by Japanese entities and under what conditions. Under an earlier U.S.-Japan agreement, profits from the projects were due to be shared 50-50 between the U.S. and Japan until Japan’s initial investment costs were recouped, after which profits would be split 90-10 in favor of the U.S.

    The administration’s announcements followed meetings last week between Lutnick and Japan’s economic and trade minister Ryosei Akazawa.

    Akazawa told reporters on Thursday that several issues remained unresolved before deals could be announced.

    “The scale of these projects are so large, and could not be done without one very special word, TARIFFS,” Trump wrote on Truth Social.

    Latina House Republican asks Supreme Court to block Dems’ bid to ‘racially gerrymander’ her out of Congress

    New York City’s lone Republican lawmaker in the House of Representatives is asking the highest court in the land to stop a Democrat-backed bid to gerrymander her seat in Congress.

    Rep. Nicole Malliotakis, R-N.Y., filed a petition with the Supreme Court late last week asking it to halt a state court-ordered redraw of New York’s congressional map ahead of the November midterm elections.

    The New York State Supreme Court ruled last month that Malliotakis’ district unfairly dilutes the power of Black and Latino voters, following a lawsuit led by Democrat lawyer Marc Elias’ law firm on behalf of four New York residents.

    New York’s 11th congressional district (NY-11), which Malliotakis won in 2020, encompasses all of Staten Island and a sliver of southern Brooklyn. It’s the only district in the Big Apple represented by a Republican after Malliotakis defeated one-term former Rep. Max Rose, D-N.Y.

    Malliotakis’ court petition argued that the Manhattan court “violated the Equal Protection Clause by prohibiting New York from running congressional elections until the state racially gerrymanders” her district.

    The GOP congresswoman pointed out in a recent interview with Fox News Digital that she herself is Latino, with a mother who fled Cuba’s communist regime.

    “The fact that they’re claiming somehow Hispanics and minorities are disenfranchised when I’m the first Hispanic elected to represent the district makes it even more ridiculous,” Malliotakis said at the time.

    The state court decision by Justice Jeffrey Pearlman found that “Black, Latino, and Asian Staten Islanders’ political representation and participation in politics still lags behind White Staten Islanders” in violation of the New York State Constitution.

    “A demonstration of racially polarized voting shows that the minority groups at issue vote as a bloc, as do White voters, and that the minority preferred candidates ‘usually’ lose,” Pearlman’s decision said. “Petitioners have demonstrated that here.”

    Malliotakis’ Supreme Court petition said, “The New York State Legislature adopted CD11’s current boundaries two years ago, with an overwhelming majority of the Legislature’s Black and Latino members voting in favor of it.”

    It argued that the lawsuit was brought, however, “less than four months ago under the theory that the votes of CD11’s Black and Latino voters — who comprise about 23% of CD11 — have been unconstitutionally diluted because their candidate of choice wins only 25% of the time.”

    The petition said the court’s decision to “racially gerrymander” the district is a “recipe for unconstitutional chaos, with no map in place and uncertainty as to whether nominating petitions can start circulating on February 24, with no end in sight.”

    But Democrats have been salivating at the idea of drawing out the deep-blue city’s lone House Republican.

    House Democratic Leader Hakeem Jeffries, D-N.Y., said in a statement last month, “This ruling is the first step toward ensuring communities of interest remain intact from Staten Island to Lower Manhattan.”

    New York is one of several states plunged into the redistricting battle that has gripped the United States.

    It began last year in Texas, when the state’s GOP-led legislature redrew its congressional map to give Republicans an advantage of as many as five new House seats.

    California soon followed suit, creating a new map giving Democrats the same advantage.

    Judge orders Abrego Garcia free from ICE custody, citing lack of gov’t action | Fox News

    A federal judge on Tuesday blocked the Trump administration from re-arresting Salvadoran migrant Kilmar Abrego Garcia into federal immigration custody — an update that comes just days before he is slated to appear in Nashville for a key court date in a separate criminal case.

    U.S. District Judge Paula Xinis agreed to convert her previous emergency order blocking ICE from immediately re-detaining Abrego Garcia into a longer-term form of injunctive relief sought by his lawyers.

    She said Tuesday that the Trump administration failed to provide the court with any “good reason to believe” that they plan to remove him to a third country in the “reasonably foreseeable future.” Instead, she said, they “made one empty threat after another to remove him to countries in Africa with no real chance of success.”

    The order clears the way for Abrego Garcia to participate in a key hearing in Nashville next week on whether a separate federal judge should dismiss his criminal case on the grounds of “vindictive” and selective prosecution. Abrego Garcia was accused in court records of repeated domestic violence against his wife, who alleged multiple incidents of physical abuse in protective order filings. She later withdrew the protective order request and has defended her husband publicly. The Department of Homeland Security has also said he was living in the U.S. illegally and has alleged ties to MS-13, disputing portrayals of him as simply a “Maryland man.” His attorneys have denied the gang allegations.

    Xinis also said the government has “done nothing” to show the court that Abrego Garcia’s continued detention in ICE custody is “consistent with due process.”

    “Respondents have done nothing to show that Abrego Garcia’s continued detention in ICE custody is consistent with due process,” Xinis said Tuesday.

    She ticked through a list of the Trump administration’s efforts to remove Abrego Garcia to a list of four African nations it had identified as so-called “third countries” of removal in the months between August, when Abrego was re-detained by ICE, and December, when Xinis ultimately ordered his release.

    The Justice Department and Department of Homeland Security did not immediately respond to Fox News Digital’s request for comment.

    Senior DHS and Justice Department officials previously suggested they would appeal Xinis’ orders. Trump officials have been sharply critical of Xinis and other federal judges presiding over deportation cages, whom they have repeatedly accused of overstepping their authority as a district judge.

    “This order lacks any valid legal basis, and we will continue to fight this tooth and nail in the courts,” DHS Assistant Secretary Tricia McLaughlin said in response to the court’s earlier emergency order.

    Xinis said Tuesday that the administration “refused to procure Abrego Garcia’s immediate removal to Costa Rica,” the location he had identified as his preferred third country of removal, in favor of what she said was attempted “phantom removals” by the government to send Abrego to “three (maybe four) African countries.”

    “Indeed, since Abrego Garcia secured his release from criminal custody in August 2025, respondents have made one empty threat after another to remove him to countries in Africa with no real chance of success,” Xinis said.

    The Trump administration previously tried and failed to remove Abrego Garcia to the African countries of Liberia, Eswatini, Uganda and briefly, Ghana.

    Xinis noted in late November that the government could not take any of those steps without the final notice of removal order, which she reiterated Tuesday in the memo order that the government had not obtained.

    “Thus, he must remain on the stringent release conditions already imposed by ICE and in the Tennessee Criminal Matter,” Xinis said.

    Abrego Garcia’s status has been at the center of a legal and political maelstrom since March, when he was deported to his home country of El Salvador, in violation of a 2019 court order and in what Trump officials acknowledge was an “administrative error.” Xinis ordered then that Abrego Garcia be “immediately” returned to the U.S.

    He was eventually returned to the U.S. in June, where he was taken into federal custody in Nashville and detained on human smuggling charges stemming from a 2022 traffic stop.

    The Justice Department later told Xinis it had opened the criminal investigation and presented it to a grand jury at the same time that Abrego Garcia was detained in a Salvadoran prison, and at the same time as government lawyers were telling the court that the U.S. was powerless to order his return.

    Next week’s hearing in Nashville will be centered on a motion to dismiss Abrego Garcia’s criminal case for “vindictive” and selective prosecution.

    The judge overseeing that case, U.S. District Judge Waverly Crenshaw, had ruled in October that Abrego Garcia had established a “reasonable likelihood” that the criminal case against him was the result of vindictive prosecution by the Justice Department.

    Crenshaw had ordered the Trump administration to produce for the court internal documents and government witnesses to testify about its decision to bring the case.

    Feb 17 (Reuters) – A U.S. immigration judge has rejected efforts by President Donald Trump’s administration to deport Columbia University student Mohsen Mahdawi, who was arrested last year following his participation in pro-Palestinian protests.

    Lawyers for Mahdawi detailed the immigration judge’s decision in a court filing on Tuesday with a federal appeals court in New York, which had been reviewing a ruling that led to his release from immigration custody in April.

    It was the latest case in which an immigration judge rejected a case brought as part of the broader effort by Trump’s administration to detain and deport non-citizen students with pro-Palestinian or anti-Israel views who engaged in campus activism.

    Chelmsford, Massachusetts-based Immigration Judge Nina Froes wrote in a February 13 decision that the U.S. Department of Homeland Security failed to meet its burden of proving he was removable, which it sought to do using an unauthenticated document signed by Secretary of State Marco Rubio.

    “This decision is an important step towards upholding what fear tried to destroy: the right to speak for peace and justice,” Mahdawi said in a statement.

    The department did not immediately respond to a request for comment. The administration has the option of challenging the judge’s decision before the Board of Immigration Appeals, part of the U.S. Department of Justice.

    Mahdawi, born and raised in a refugee camp in the West Bank, was arrested in April 2025 upon arriving for an interview for his U.S. citizenship petition. A judge swiftly ordered Trump’s administration not to deport him from the U.S. or take him out of the state of Vermont.

    After two weeks in detention, Mahdawi walked out of the federal courthouse in Burlington, Vermont, after U.S. District Judge Geoffrey Crawford ordered that he be released.

    In another case, an immigration judge on January 29 terminated removal proceedings the administration initiated against Tufts University PhD student Rumeysa Ozturk, who was targeted after co-authoring an editorial that criticized her school’s response to Israel’s war in Gaza.

    Last month, a federal judge in Boston ruled that the administration had adopted an unlawful policy of detaining and deporting scholars like Ozturk and Mahdawi that chilled the free speech of non-citizen academics at universities. The Justice Department is appealing that decision.

    The Supreme Court said Tuesday that it will start using software to assist in justices’ decisions to recuse themselves from cases that present a potential conflict of interest.

    A brief press release issued by the court described an electronic matching process already used by some lower courts to compare a case’s parties to lists judges assemble of individuals and organizations they have ties to. A 2023 code of conduct statement from the justices said they were considering adopting such a tool themselves.

    “This software will be used to run automated recusal checks by comparing information about parties and attorneys in a case with lists created by each Justice’s chambers,” the press release said. “The system was designed and created by the Court’s Office of Information Technology in cooperation with the Court’s Legal Office and Clerk’s Office.”

    Spokespeople for the high court declined to answer follow up questions from CNN. The court announced it was embracing the software as it rolled out tweaks to its rules that instructed parties to include their stock ticker symbols in filings to be used by the new software.

    Gabe Roth, who heads the court reform organization Fix the Court, said Tuesday’s announcement was a positive step, but noted that lower courts have been using similar software since 2007 and questioned why it took more than two years for the justices to embrace the tool they said they were considering in 2023.

    The Supreme Court’s approach to ethics is notoriously opaque, and the 2023 statement came only after an unprecedented scrutiny of lavish trips taken by members of the court — and particularly, Justice Clarence Thomas — that went unreported on financial disclosure forms, despite being subsidized by others. Justices Sonia Sotomayor and Neil Gorsuch have also been criticized for not recusing in cases that involved the publishing companies that financed their book deals.

    The justices police their own obligations to judicial ethics, with no outside body holding them accountable to the rules that govern the rest of the judiciary.

    While justices will publicly indicate that they have recused from a case, only some will also give any sort of reason for why they’re doing so.

    It was notable during the confirmation process for Justice Amy Coney Barrett, who then served on the 7th US Circuit Court of Appeals, when she released the list of people, organizations or companies that would present potential conflicts that the appeals court ran against its recusal software.

    Justice Ketanji Brown Jackson, the only justice confirmed since, also released the list she had assembled for her former post on the DC US Circuit Court of Appeals. In their confirmation submissions, both jurists had committed to continuing to use their recusal lists to avoid conflicts.
