    Kelly has teased a run for president in 2028, recently saying in an NBC interview that it is part of an ongoing discussion with his family that he has “plenty of time” to decide on.

    “I don’t know about her message, but people are really struggling,” Kelly told Fox News Digital about why Ocasio-Cortez was Democrats top 2028 pick.

    Fox News Digital asked Kelly why Ocasio-Cortez and other candidates associated with the Democratic Socialists of America (DSA) are resonating with the Democratic voters ahead of upcoming election seasons.

    “The policies of this president — supporting billionaires over hardworking people,” Kelly said. “1% of the country now owns more wealth than the middle class, and I think it’s a response to that.”

    In 2021, Federal Reserve data showed the top 1% of households now hold more wealth than the bottom 60% combined for the first time since the central bank began tracking the data in 1989.

    Trump has defended his economic agenda as aimed at boosting middle-class Americans through tax relief and lower costs, pointing to efforts to extend the 2017 Tax Cuts and Jobs Act, eliminate taxes on tips and overtime pay and lower energy costs.

    Kelly said voters’ frustration with Trump’s policies is driving support for candidates like Ocasio-Cortez, while also criticizing the president more broadly.

    The deaths of 15 elephants over the past month in Kenya’s Amboseli National Park have sparked an investigation, wildlife officials said Tuesday.

    The Kenya Wildlife Service said 10 of the pachyderms showed signs of partial paralysis before dying within two days, while the remaining five were found dead, with their carcasses partially consumed by scavengers.

    Most of those affected were female elephants and their calves, with only one male among the dead. The deaths happened in the Kimana Sanctuary and Kuku Ranch areas surrounding the park, the authority said.

    Kenya has previously recorded incidents of elephants being poisoned as a result of poaching and human-wildlife conflict. But officials say it’s the first time in decades the region has recorded elephant deaths on this scale, according to CBS News’ partner network BBC News.

    KWS said there was currently no evidence pointing to a single cause of death, BBC News reported.

    Preliminary tests on samples collected from the elephants by a laboratory at the University of Nairobi detected a “potential toxic substance,” while separate analyses by Kenya’s Government Chemist were negative for the toxins tested. KWS said further tests are underway.

    “Environmental investigations are also being undertaken, including the analysis of water sources and other potential environmental contaminants within the affected areas, to establish whether the elephants were exposed to a common source,” KWS said in a statement.

    Officials sought to reassure the public, saying there was no evidence the condition could be transmitted to humans.

    The Amboseli National Park is located near the Tanzania border at the northwestern foot of Mount Kilimanjaro. There were more than 2,000 elephants in the Amboseli ecosystem as of 2025, according to BBC News.

    New York City Mayor Zohran Mamdani is promising New Yorkers a 30% discount on a core basket of groceries at city-backed stores, a pledge that now faces scrutiny over whether the numbers add up.

    The announcement raises a straightforward economic question: How?

    The city’s own numbers illustrate the challenge. If grocery prices have climbed 33% nationwide since 2019, how can city-backed stores offer a cart of groceries at prices 30% below private competitors? That’s the question economists say the proposal must answer.

    Mamdani’s administration claims its plan will save the average New Yorker about $1,000 a year while keeping grocery costs predictable and stable.

    The proposal is rooted in a simple reality: grocery prices remain significantly higher than they were before the pandemic.

    Bureau of Labor Statistics data show food-at-home prices climbed sharply following the COVID-19 pandemic, with most major grocery categories remaining significantly more expensive than they were in 2019.

    City Hall says it can achieve savings by eliminating major overhead costs that private grocers face, including rent and property taxes, while contracting with private operators to run the stores. Under the proposal, a core basket of everyday groceries — including all fresh produce, meat and seafood, along with roughly 20 categories of pantry staples, dairy and refrigerated goods — would have prices locked monthly rather than fluctuating week to week.

    Richard Stern, vice president of the Plymouth Institute for Free Enterprise at Advancing American Freedom, argued the proposal ultimately relies on taxpayer dollars to make up the difference between the discounted prices and the cost of operating the stores.

    “They’re just going to use New York City budget money to insure the discount,” Stern told Fox News Digital.

    Adam Lehodey, a policy analyst at the Manhattan Institute, took that argument a step further, saying the city’s ownership model masks the true cost of the discounts.

    “The 30% savings that Mamdani announced on his government-owned stores are an illusion,” Lehodey told Fox News Digital. “Taxpayers will foot the bill for millions of dollars in subsidies, and they will operate on government-owned land with rents waived. New Yorkers will still be paying the full price, just indirectly,” he added.

    Lehodey also warned that pricing groceries well below market rates could create unintended consequences.

    “Pricing goods significantly below market price creates an additional problem of people purchasing them to resell elsewhere,” he said. “Shortages are also likely as people buy more than they otherwise would due to artificially low prices.”

    ‘WASTEFUL DISTRACTION’: EXPERTS SLAM MAMDANI’S TAXPAYER-FUNDED GROCERY STORES

    E.J. Antoni, chief economist at the Heritage Foundation, also questioned whether the city’s pricing model is financially sustainable, arguing that grocery stores already operate on razor-thin profit margins.

    “A 30% discount at stores with a 2% profit margin is simply a loss for taxpayers who will have to make up the difference,” Antoni told Fox News Digital. “These artificially low prices will also harm small businesses which will lose sales to taxpayer-subsidized grocery stores.”

    Antoni said the proposal effectively shifts grocery costs from the checkout line to taxpayers while creating a competitive disadvantage for private supermarkets that must cover their own operating costs.

    The administration, however, says the proposal will deliver substantial savings for shoppers.

    Mamdani’s office announced this week that visitors would save an average of $90 per month, or about $1,000 annually, under the plan. To deliver those savings, the city has allocated $70 million in capital funding to open five municipal grocery stores — one in each of the iconic NYC boroughs. The first is expected to open in Hunts Point in the Bronx by the end of 2027, with additional locations planned for East Harlem, Brooklyn, Queens and Staten Island before the end of the mayor’s first term.

    Under the proposal, private grocery operators will manage the stores’ day-to-day operations, including staffing, merchandising and product sourcing, while the city sets pricing requirements and operating standards, provides the locations and absorbs major occupancy costs.

Canadians spent $13.3 billion in the U.S. last year, down from nearly $15 billion in 2024. The drop came amid heightened political and trade tensions between the Trump administration and Canadian officials.

    In April, for example, Canadian Prime Minister Mark Carney said President Trump’s tariffs had hurt auto and steel workers in the country and stymied its economic growth. Mr. Trump’s suggestion that Canada should become the 51st state also strained relations, with Carney telling Mr. Trump that Canada is not for sale.

    White House spokeswoman Anna Kelly said the Trump administration’s policies have benefited tourism in the U.S.

    “President Trump has done more for American tourism than anyone, including by making our cities safe and beautiful again for all to enjoy and bringing major events like the Los Angeles Olympics and FIFA World Cup to the United States and Canada,” she said in a statement to CBS News. “The administration also spared no effort giving our country’s 250th anniversary the spectacle it deserved, which was witnessed by visitors from around the globe.”

    Canadians have historically flocked to the U.S. for vacations and family trips, drawn by the proximity of their southern neighbor and its typically warmer weather.

    But travel survey data show that Canadians last year logged 7.1 million fewer visits to the U.S. than in 2024, spending more time vacationing in Canada and abroad. Domestic travel by Canadians rose by 5.1 million, a boon to the country’s economy, while total visits to destinations outside the U.S. rose by 1.3 million.

    Ross Douthat, Sebastian Junger, Gianna Toboni and Trevor Phillips will all join “60 Minutes” as correspondents or contributors, the show’s executive producer Nick Bilton announced Tuesday.

    They join veteran correspondents Lesley Stahl, Bill Whitaker and Jon Wertheim. Norah O’Donnell, who had been a contributing correspondent, will be doing even more for the broadcast, Bilton said.

    “Norah is a powerhouse,” Bilton wrote in his announcement. “You’ve seen her all over the network. She’s launched a new podcast. And you’ll see much more of her in our halls because Norah will be a correspondent on 60 Minutes.”

    Douthat, well known as a New York Times Opinion columnist, joins the show as a correspondent.

    “Ross is one of the preeminent public intellectuals in America today, a thinker of uncommon rigor and a journalist of deep empathy,” Bilton said. He described Douthat’s interviews with leading figures including Vice President JD Vance, Anthropic CEO Dario Amodei, Supreme Court Justice Amy Coney Barrett, political commentator Hasan Piker and former Senator Ben Sasse, among others, as “expansive and probing and news making.”

    Junger, author of “The Perfect Storm” and an award-winning documentary filmmaker, will join “60 Minutes” as a contributor.

    “We all remember The Perfect Storm,” Bilton said. “It landed with an electric charge in the world of reported nonfiction, defining an intense and intimate form of storytelling and establishing Sebastian as a generational talent. It was a bestseller, as were his next six books. Sebastian carried that intensity and that ethos of deep reporting to his work as a documentarian, broadcast journalist and war correspondent.”

    Toboni will also join “60 Minutes” as a contributor. She previously worked with VICE News and CNN.

    “Gianna is a journalist with extraordinary range,” Bilton wrote in the announcement. “She’s interviewed members of ISIS and investigated cartel violence in Mexico. She’s also been recognized for her compassionate and incisive reporting on complex social and cultural issues, including America’s mass shootings and the death penalty, about which she wrote an investigative book, The Volunteer: The Failure of the Death Penalty in America and One Inmate’s Quest to Die with Dignity.”

    Phillips, until recently a Sky News presenter, was previously announced as CBS News’ new senior global affairs correspondent. He’ll also contribute to “60 Minutes.”

    “Trevor is one of the most respected and trusted voices in the United Kingdom for his ability to ask the toughest questions and hold anyone in power to account,” Bilton said. “He will bring that same passion for the pursuit of the truth to 60 Minutes.”

    Senate Democrats demanded a new, experienced person to lead the nation’s spy agencies, but when given the chance, they rejected President Donald Trump’s latest pick.

    Still, their resistance was not enough to stop Republicans from confirming Jay Clayton to be the next Director of National Intelligence (DNI) to replace former DNI Tulsi Gabbard. Clayton, who was tapped to be the top prosecutor in Manhattan last year, was confirmed on a party line vote Tuesday.

    He will replace acting DNI and Federal Housing Finance Agency director Bill Pulte, whose interim appointment prompted Senate Democrats to demand an immediate, permanent replacement over fears that Pulte would weaponize the nation’s 18 intelligence agencies or try to dismantle them.

    Clayton’s confirmation was thought to be a means to an end for the ongoing standoff over Section 702 of the Foreign Intelligence Surveillance Act (FISA), a tool that has been used to thwart several terror plots, including a planned mass-casualty event at a Taylor Swift concert in Vienna, Austria.

    However, they changed their tune when it came time to vote, and after a contentious confirmation hearing where only Republicans voted to send him to the Senate floor.

    “As Senate Republicans move to once again confirm an inexperienced and unqualified nominee to a position of massive national security consequence for years to come,one thing remains clear —this type of politicized leadership will only make Americans less safe,” Sen. Adam Schiff, D-Calif., said in a statement.

    Boiled down, the Section 702 program allows the U.S. government to collect intelligence on foreigners abroad who are using U.S. communication systems, and it serves as a major part of Trump’s daily intelligence briefing.

    Lawmakers continue dispute over FISA

    But it also sweeps up communications from Americans who are talking to foreign suspects — a key issue that threatened reauthorization among privacy hawks in both parties well before Pulte’s appointment and Clayton’s subsequent nomination.

    The program expired, however, last month in response to Pulte’s appointment, despite warnings from Republicans that allowing Section 702 to go dark could have dire national security consequences.

    And Clayton’s confirmation, for now, does not appear to be breaking through the partisan logjam. Sen. Mark Warner, D-Va., and the top Democrat on the Senate Intelligence Committee, told Fox News Digital that the pressure wasn’t on to reauthorize FISA.

    “Democrats have refused to pass a bipartisan FISA bill until a new DNI is confirmed,” a spokesperson for Senate Intelligence Committee Chair Tom Cotton, R-Ark., told Fox News Digital. “Now that Jay Clayton is confirmed, it’s time for them to stop playing politics with national security and put up the votes to give our intelligence community the tools it needs to keep this country safe.”

    “You know … we don’t have the immediate time pressure because the communication providers are still cooperating,” Warner said.

    Before the deadline to reauthorize, lawmakers had differing trains of thought on what would exactly happen should it go completely dark. Some argued that it would slowly draw down, given that FISA courts had already authorized continued intelligence gathering until 2027.

    Others worried that telecommunications giants, like Google, would ignore agreements without explicit authorization from Congress.

    But, as Warner noted, the latter isn’t happening.

    Still, it leaves Clayton and the intelligence community on a murky path forward in the months ahead. And there’s not much time left on the Senate’s calendar to tackle the issue. The upper chamber is slated to leave Washington after the first week of August, and won’t return until early September. From there, keeping the government open will be a top priority for Senate Majority Leader John Thune, R-S.D.

    The Justice Department is now attempting to use a decades-old, secretive federal immigration court that has never been used in a test case that could allow it to expedite the deportation of suspected “alien terrorists.”

    The Alien Terrorist Removal Court was created by Congress in 1996 and signed into law by President Bill Clinton. It was set up to deport noncitizens who could not be removed by the traditional legal process because the information about their cases was classified and could not be made public for national security reasons.

    The targets of noncitizen terrorist removal proceedings — including legal permanent residents — are not permitted to review the classified evidence against them, and unlike criminal proceedings, they are barred from legally challenging how the evidence was collected by the government.

    Only the attorney general may approve “alien terrorist” removal applications by law, and one of five federal judges appointed to the Alien Terrorist Removal Court by the chief justice of the Supreme Court must decide whether to approve or deny the request. If the judge denies an application, the government can appeal to the Court of Appeals for the D.C. Circuit.

    The Justice Department must show probable cause that the defendant is a noncitizen who meets the legal definition of an “alien terrorist” and poses a national security threat. Such filings are made largely under seal and are reviewed only by the judge and the government.

    The defendant can hire an attorney, and if the person is a green card holder, the government can appoint an attorney with a security clearance.

    But it’s been a “zombie” court — it has existed solely on paper. That changed on July 15 when the Justice Department filed its first application seeking removal of an “alien terrorist.”

    The application, which was first reported by the independent news organization Court Watch, is almost entirely classified, and was filed before an official court website even existed.

    The filing came on the same day Acting Attorney General Todd Blanche appeared before the Senate Judiciary Committee for his confirmation hearing to serve as attorney general.

    The application was not made public until several days later when a new website for the court first went live, so lawmakers were unable to question him publicly about the Justice Department’s decision to use the Alien Terrorist Removal Court.

    A federal judge assigned to the court has since asked the department for more information to support its removal request, but the details of the case remain a mystery. If the government’s application is approved, however, the court will be required to hold a public removal hearing.

    “It’s a precedent that no president has wanted to set,” said Eric Lee, an immigration attorney with the law firm Lee & Godshall-Bennett.

    “If the executive branch can detain someone with full constitutional rights who’s in the United States, based on secret evidence and arguments that they’re not allowed to hear, and evidence that might have been acquired through completely illegal means, those are Rubicons that have not been crossed in this country’s history,” he said.

    The Justice Department declined to provide details about the case, noting it was entirely sealed, but a spokesperson said the department “will use every tool available to bring alien terrorists to justice and remove them from the United States, including this court established by Congress in 1996.”

    The decision to pursue a new and untested legal pathway for removal proceedings marks the latest move in a series of actions to carry out President Trump’s anti-immigration policies.

    The administration has formally designated known drug cartels and criminal gangs as foreign terrorist organizations, a label that can make it easier for the government to seek expedited removal proceedings.

    Last year, the Justice Department tried a different approach to expediting removals for suspected terrorists, invoking the Alien Enemies Act of 1798 to try to deport suspected members of the Venezuelan criminal group known as Tren de Aragua.

    It ran into some pushback when Chief Judge James Boasberg of the U.S. District Court for the District of Columbia opined that the best forum for addressing removal cases involving sensitive national security matters was the Alien Terrorist Removal Court.

    The court has never been utilized by the government, but its structure is similar to one that is heavily used: the Foreign Intelligence Surveillance Court. This is the court that reviews applications for surveillance warrants and other national security investigative actions.

    All five of the judges appointed to the Alien Terrorist Removal Court are also serving on the Foreign Intelligence Surveillance Court.

    Although the evidentiary standards are significantly lower in comparison with the criminal justice system, some legal experts say that the judicial scrutiny that the Justice Department’s applications would receive may help counterbalance some of those concerns.

    “This is an Article III court created by statute for a special purpose. It is the highest standard of due process balancing,” said Aram Gavoor, a former national security attorney at the Civil Division who previously published an article on the history of the Alien Terrorist Removal Court.

    He said that concern about the lack of publicly available evidence regarding noncitizens targeted by the government “is counterbalanced by a cohort of the most serious judges we have on the bench.”

    “They are not going to cut corners at all,” Gavoor said.

    Some of that judicial counterbalancing is already beginning to show in the pending case.

    Joan Ericksen, the chief judge for the Alien Terrorist Removal Court who is based in federal court in Minnesota, already responded to the Justice Department’s removal application. She said she needs more information.

    After a sealed July 16 hearing, she wrote that the court “had questions about the nexus that the government alleges between the actions of the respondent and the specific sections and subsections it invokes with respect to those actions.” Ericksen asked the Justice Department to supplement the record.

    It was not immediately apparent why the Justice Department has chosen to try to use the Alien Terrorist Removal Court for the first time now.

    But efforts to find a test case in the past have failed, said Jeff Breinholt, a former Justice Department attorney who served as the counterterrorism deputy chief.

    After the Alien Terrorist Removal Court was created by Congress during the Clinton administration, Breinholt served on a task force that helped look for a test case that the Justice Department could try filing with the court.

    He said he ran into challenges. The FBI, for example, wanted its targets of criminal investigation to be prosecuted, not just deported.

    “We traveled around the country, and consistently got shut out by the FBI. They didn’t want to share their files. They didn’t want to give up one of their targets to be removed,” he recalled.

    He also ran into concerns from senior DOJ officials who did not feel comfortable having then-Attorney General Janet Reno certify that the removal proceedings could not be brought through the conventional immigration courts.

    At one point, he located a case in Florida and spent three months writing a memo to get it considered. But it went nowhere, and the defendant was eventually convicted.

    “I felt after I wrote that memo and it got sort of tied up in the bureaucracy that there was no way this court would ever get off the ground,” he said.

    He added that even if the Justice Department is successful with its test case and obtains permission from the court to deport the person, there is still a chance that the person’s home country could refuse to accept them.

    “We’ve labeled them effectively as a terrorist, either through the immigration proceedings or the criminal proceedings,” he said. “No country wants to take terrorists.”
