    (华盛顿彭博电)分析指出,随着常规弹道武器在伊朗和乌克兰的战场上得到广泛使用,并以史无前例的速度扩散,全球正处于进入第三个导弹时代的门槛。

    美伊和俄乌战争至今共使用了数千枚空射和地射弹道导弹。单是伊朗,自2月28日战争爆发以来,已经发射约2000枚导弹。

    Billings, Montana— David Cifaldi and his two hiking companions were crossing Montana’s ominous Froze-to-Death Plateau and approaching the top of the state’s highest peak when their adventure took a bizarre and dangerous turn: Cifaldi slipped and impaled himself on his trekking pole as he fell.

    The 44-inch steel-tipped pole passed through the flesh beneath Cifaldi’s left arm, missing any vital organs, and protruded from his back. After conferring with his friends – and considering the high cost of a helicopter rescue – Cifaldi knew who would save him: himself.

    “I was like, ‘We’ve got to get off this mountain.’ And they’re both like, ‘I don’t know about that,’” Cifaldi said of his friends’ initial reaction. “I’m pretty confident this is outside my chest wall. ‘Tis but a flesh wound.”

    The 32-year-old nurse, who works in wound care at a Billings, Montana, hospital, did a self-assessment. He was alert. There was little pain or blood. And the pole wasn’t moving. The group used a satellite-based communication device, a Garmin inReach, to contact local authorities and inform them of their plan to self-rescue.

    Then they started hiking out. They carefully descended from the plateau along an unmarked route, navigating through boulders and snowfields before bushwhacking their way to an established trail.

    After more than six hours in which they traveled about 10 miles and descended roughly 5,000 feet, the group reached a trailhead where one of them, Cifaldi’s friend Jesse Ross, had parked a vehicle.

    “The only reason it was possible at all was his confidence,” Ross recalled. “Who are we to say anything? He’s the medical person. Our job is just to support at that point.”

    Cifaldi had long wanted to climb Granite Peak. At 12,800 feet, Montana’s tallest mountain is prone to unpredictable weather including dangerous lightning storms and bitter cold. Hundreds of people annually try to reach the rocky summit; many come up short. In 2019, authorities said a 65-year-old Minnesota man who was an experienced climber fell about 150 feet to his death after reaching nearly the top of Granite Peak with his son.

    As Cifaldi and his companions started hiking out, the pole awkwardly sticking out of his side, Stillwater County Search and Rescue team commander Ty Williams monitored the group’s progress via a dispatcher who took calls from the group.

    The first call came in at 9:44 a.m. on July 20, right after Cifaldi impaled himself. At 1:30 p.m. the trio said they were getting closer to the trailhead and to let the nearest hospital know they were coming, Williams said.

    “There was no danger to anybody else. He didn’t want our help and so we’re not going to essentially violate his rights or go against his wishes by forcing our help on him,” Williams said.

    By about 3:30 p.m., the hikers were in Ross’ vehicle, headed to the nearest clinic, Cifaldi said.

    When they arrived, they were told Cifaldi needed more advanced treatment, in Billings. So they got back in Ross’ truck and kept driving to the hospital where he works, St. Vincent Regional Hospital.

    Doctors removed the pole, bandaged him up and Cifaldi was back at work this week.

    “I think 99 times out of a hundred I would make the same decision,” Cifaldi said as he sat in Ross’ front yard in Billings. “Search and rescue coming to help you is free. The flight’s not. That was a factor in me deciding to self-rescue. But the fact that I had two experienced great friends with me and we had the ability to contact search and rescue if something went wrong made that a lot more of an easy decision.”

    CNN Poll: Voters favor Democrats by an 8-point margin heading into the midterms

    Less than 100 days before the midterms, voters are agitating for wholesale change in Congress and looking to the Democratic Party in hopes of making that happen.

    Democrats lead Republicans on the generic ballot by 8 points among registered voters, according to a new CNN poll conducted by SSRS. Democrats also continue to hold a significant advantage in voter enthusiasm and have a 20-point advantage in preferences among those who say they are extremely motivated to vote. More Americans say the country would be better off (38%) than worse off (33%) if Democrats were to take control of Congress this November, with 29% saying it wouldn’t make a difference.

    In an indication of the hunger for drastic change in Washington, a majority of voters say that Congress would be better off if most of its current members were unseated in this fall’s election, higher by double digits than the share who felt that way ahead of the Democratic wave election in the midst of the Iraq War in 2006.

    Voters’ frustration with Washington comes through in deeply negative views of both parties and their congressional leaders, along with a widespread sense that neither side is spending enough time on the economic concerns that have consistently been top of mind for voters.

    But it’s Republicans who fare a bit worse on that metric: 63% of Americans say that the GOP is focusing too little on cost-of-living issues, compared with 52% who say the Democrats aren’t spending enough time on it.

    By a 10-point margin, Americans now call Democrats more than Republicans “the party of change,” a shift from last spring, when the GOP had a 7-point advantage on that metric. The GOP’s modest edge on perceptions as “the party that can get things done” has also narrowed over the past year. At the same time, roughly half of the public says neither party deserves these labels.

    Democrats and Democratic-leaning independents are particularly eager for change within the party itself. Nearly 6 in 10 Democratic-aligned adults say their party needs at least major changes, if not complete reform.

    At the same time, those who align with the Democratic Party are now more likely than they were at the start of President Donald Trump’s second term to say the last few years of politics made them feel closer to the Democratic Party (31% now vs. 23% in January 2025).

    Those who see a need for change are far more likely to think that younger candidates, new leadership and a stronger stand against Trump would improve the party – rather than a move to either the left or the center. And some said that moving in either direction would be an improvement.

    Perhaps the most powerful unifying force on the Democratic side remains anger at Trump, which currently outpaces the loyalty he’s inspiring within the GOP. Seven out of 10 Democratic-aligned voters say their vote in November will be to send a message of opposition to the president, while just 41% of GOP-aligned voters say theirs will be a show of support.

    Six in 10 Democrats and Democratic-leaning independents say they’d be upset to see their party nominate a candidate who supports even some key Trump policies, far higher than the share who’d strongly object to a candidate with a pugnacious approach, one over age 70, or one who’s a democratic socialist. By contrast, just 18% of Republican-aligned adults say they’d be upset with a candidate who opposes key Trump policies.

    Amid some erosion in Trump’s GOP support, 56% of Republicans and Republican-leaners now say he has had a good effect on the party, down from 67% who said so earlier this year.

    But Republicans and Republican-leaning independents are not as eager as Democrats are for change within their party, with only about one-third saying the party needs major changes. That sentiment is much stronger among the non-MAGA wing of the party: 46% of those who don’t consider themselves members of the Make America Great Again movement feel the party needs an overhaul, compared with 17% of those who do.

    MAGA Republicans and Republican-leaners are about twice as likely as the rest of the GOP to say that Trump has had a good effect on the party, and only about one-quarter as likely to acknowledge former President Joe Biden’s 2020 election win.

    Most Democratic-aligned adults say they’d be fine with their party nominating a candidate who supports cutting aid to Israel, while most Republicans would be less comfortable with a GOP candidate saying the same. But neither party is unanimous on the issue.

    Age is a clear dividing line: Democratic-aligned adults younger than 45 are 22 points likelier than their older counterparts to say they’d be enthusiastic about such a candidate. Younger GOP-aligned adults, meanwhile, are 23 points likelier than older ones to say they’d feel at least OK about it.

    Democrats have tried to seize on fighting corruption as a midterm plank. But while some of the examples they’ve pointed to – including Trump’s personal earnings while president – are deeply unpopular with the public, Americans are about evenly split on which party is fighting corruption, with nearly half saying that applies to neither side.

    And amid Republican efforts to focus on culture war issues, Americans are nearly as likely to say that the GOP is too focused on race and gender issues (31%) as they are to say Democrats are doing too much on the topic (36%).

    The CNN poll was conducted by SSRS from July 23-27 among a random national sample of 1,225 US adults drawn from a probability-based panel. Surveys were either conducted online or by telephone with a live interviewer. Results for the full sample have a margin of sampling error of plus or minus 3.2 percentage points.

    (台北综合电)日本媒体引述消息人士报道,美国亿万富翁马斯克的太空技术探索公司(SpaceX)正采取积极措施,确保在运营和供应链中排除中国元素,包括不雇用中国公民,以及不使用中国制造的系统或设备。

    撤销的指控

    联邦检察官几乎总能胜诉。根据联邦司法中心的记录,大多数年份里,约90%被控联邦犯罪的人员都会被定罪。

    特朗普政府掀起的袭警指控潮是一个显著例外:路透社审查的481起已办结案件中,检察官仅在65%的案件中获得了定罪。绝大多数案件都是应检察官的请求被撤销的。

    路透社审查的851起案件中,其余案件仍处于待审状态。

    曾担任联邦检察官和联邦调查局袭警调查探员的凯尔·博因顿表示,高撤销率表明当局“行动太快,没时间有效履行职责”。

    在大多数案件中,检察官未说明撤销指控的理由,仅称是“为了司法利益”。

    去年9月,芝加哥当地民主党政治官员迈克尔·拉比特参加了在布罗德韦尔附近一座移民海关执法局(ICE)处理设施外举行的晨间抗议活动,该设施是该地区政府移民镇压行动的一个焦点。

    The plastic bottle was empty, he said, and hit no one but Garcia himself – the wind blew it back at him. Yet Garcia, a 32-year-old amateur photographer, was arrested by agents, jailed for three days and charged with a crime ​that could have kept him in prison for up to a year. He said he lost both of his jobs, as a security guard and an undercover shopper, after his bosses told him they had been called by investigators.

    Then, with no public explanation, prosecutors dropped the case.

    The Trump ‌administration has brought criminal charges against at least 851 people accused of attacking or impeding federal officers, only to abandon them at an unusually high rate. A Reuters review of federal court records found that 31% of these cases that have been completed so far have ended in dismissal. That compares to 8% of all federal criminal cases that typically end in dismissal, according to records compiled by the Federal Judicial Center.

    Reuters gathered the records of every person charged with assaulting or impeding federal officers between January 2025 and March, then followed what happened to those prosecutions. Many of the charges stemmed from the administration’s aggressive immigration push, but the cases also included assaults on other federal employees, such as postal workers.

    Prosecutors fared especially poorly when bringing charges against people detained during immigration protests, dropping about 45% of the 86 ​such cases that had been completed by the end of May, Reuters found.

    A Department of Homeland Security spokesperson said its leadership has made clear that “anyone who assaults or obstructs law enforcement will be prosecuted to the fullest extent of the law.” Justice Department spokesperson Kiersten Pels said prosecutors should hold people accountable for ​such assaults, but “if there are mitigating factors identified in a case, then prosecutors must also act appropriately to inform the court, and in some cases downgrade or drop charges.”

    The DOJ’s charges have imposed a steep cost on some people, even when the cases ⁠are dropped. Reuters interviewed a half dozen people who, despite the abandoned charges, reported lost jobs, legal fees and in some cases a flurry of online threats that arrived after federal officials publicized their arrests.

    Garcia said he couldn’t get his jobs back even after prosecutors dismissed his case. He said he also never got back the phone an agent ​seized.

    “It’s like I got no justice whatsoever,” Garcia said. “My whole life changed in one day.”

    The original charging document said Garcia was “observed throwing an object” at officers while others in a crowd threw projectiles “including rocks and water bottles” that struck officers’ shields.

    Reuters reviewed thousands of court files nationwide and interviewed more than 15 investigators, prosecutors and suspects about the Trump administration’s ​campaign against people who clashed with law enforcement and its consequences.

    Their accounts show the Trump administration regularly opted to make federal cases out of encounters that prosecutors said historically would not have led to arrests or serious charges.

    Among them are a woman who backed her SUV into an agent’s car at low speed; a man who challenged an agent to box but threw no punches; and another who jumped on a Homeland Security agent’s car during a protest. And they famously brought charges against a Washington man who threw a sandwich that bounced off an immigration agent’s body armor.

    Other assaults in the cases reviewed by Reuters were serious and would almost certainly have been prosecuted under any administration, including the case of a woman in Minnesota accused of biting off the tip of a federal agent’s finger ​in January.

    But the scale and intensity of the Trump administration’s pursuit of alleged officer assaults breaks from past DOJ practice, as does its lowered bar for bringing such cases to court, according to court records and people familiar with the effort.

    The Justice Department instructed prosecutors last year that decisions to turn down such cases had to be explained to ​Washington, two officials familiar with the instructions said, speaking on the condition of anonymity. That pressured prosecutors to take cases that might otherwise have been rejected.

    Acting U.S. Attorney General Todd Blanche told immigration officials in Arizona in May that the department would prosecute any assault on an officer “no matter what.”

    DROPPED CHARGES

    Federal prosecutors almost always win the cases they bring. Most years, about 90% of the ‌people charged with a ⁠federal crime are convicted, according to records kept by the Federal Judicial Center.

    The Trump administration’s spate of assault charges has been a notable exception, with prosecutors securing convictions in 65% of the 481 cases Reuters examined that had been completed. The vast majority of the cases were dismissed at prosecutors’ request.

    The remaining cases among the 851 reviewed by Reuters are still pending.

    The high dismissal rate suggests authorities “are moving so fast that they don’t have time to do their job effectively,” said Kyle Boynton, a former federal prosecutor and FBI agent with experience in assault investigations.

    In most cases, prosecutors provided no reason for dropping charges, other than saying that it was “in the interests of justice.”

    That was the explanation they gave Lizzie Rose, who was charged in January with backing her car into an SUV carrying immigration agents after following it through Minneapolis. A neighbor captured the incident on video, which shows a low-speed collision.

    The Homeland Security Department

    posted her mugshot on social media with a promise that “we will not be intimidated.” Her picture appeared in news reports as well. Enough threats poured into her own feeds ​that she left her house and sent her two children to live with their ​father, she said.

    “It consumed our lives,” she said. “It was every day.”

    Rose, 42, was ⁠put on leave from her job at a Minneapolis nonprofit.

    SHAKEN CREDIBILITY

    When prosecutors threw out their assault charges against 21-year-old Luci Mazur in Chicago, the judge noted that the agent who charged her “had sworn under oath that the affiant had reviewed video evidence that corroborated” his assertion that Mazur had grabbed his arm and resisted arrest. Body-camera footage however, was a factor in the decision by prosecutors to drop the case, the judge said.

    Four current and former law enforcement officials said prosecutors’ willingness to take on such cases – especially when ​agents’ accounts are revealed to be inaccurate – risks undermining the trust that judges routinely afford government lawyers.

    Last September, Michael Rabbitt, a local Democratic political official in Chicago, attended a morning protest outside an ICE processing facility in nearby Broadview that had ​become a flashpoint during the administration’s immigration crackdown in ⁠the region.

    As cars passed, he said, the protesters moved out of the way to let them through, as directed by Broadview Police. But he said an ICE vehicle did not wait for protesters to clear out of the way. A video of the incident shows Rabbitt with his hand on the side of the car for about 30 seconds as it slowly moved forward.

    About a month later, while visiting Portugal with his wife for their 30-year anniversary, he got a voicemail from an FBI agent telling him he had been indicted and to turn himself in.

    The charges included a misdemeanor for impeding the agent’s vehicle and a felony charge of conspiring to impede or injure officers, which Rabbitt called “ridiculous.”

    Prosecutors dropped the conspiracy charges in early May but insisted ⁠that he go to ​trial for blocking the ICE vehicle.

    Days before the trial was scheduled, a federal judge in Chicago assailed prosecutors for their handling of the case. The judge accused them of stacking a federal grand jury in ​their favor by excusing people who were unlikely to vote to indict; improperly suggesting that jurors could rely on the prosecutor’s credibility rather than the evidence; and communicating with the jurors outside the grand jury room.

    The Justice Department dismissed all the charges. In a rare move, prosecutors said they would not contest a defense request for the DOJ to pay some of the legal fees for Rabbitt and other defendants charged in connection ​with the same protest.

    “I do believe deeply in the presumption of regularity and that most government attorneys are doing the best they can to do the right thing,” Judge April Perry said. “That trust has been broken.”

    July 30 (Reuters) – Military veterans with post-traumatic stress disorder who got no relief ‌from conventional treatments went into remission following treatment with the psychedelic drug psilocybin in a small U.S. pilot study, researchers say.

    In the United States, psilocybin and almost all other psychedelic drugs are controlled substances in the same class as heroin or ecstasy, meaning they ​are deemed to have no medical use and high risk for abuse.

    In April, President Donald Trump signed ​an executive order directing health regulators to speed reviews of psychedelic treatments and increase ⁠federal funding for research into their use.

    The current early-stage study – the first to formally test the treatment in ​veterans with PTSD – adds to earlier evidence suggesting a benefit from psilocybin, the active ingredient in magic mushrooms, ​said study leader Alan Davis of The Ohio State University College of Social Work.

    It was designed to test safety and cannot prove that psilocybin is an effective treatment for PTSD, but does signal the value of further testing in larger groups of patients.

    Nine ​of the 12 veterans in the trial no longer met the criteria for PTSD a month after the ​treatment, according to a report in Communications Medicine.

    “For a population with severe treatment-resistant PTSD, these results are striking,” study coauthor ‌Stacey Armstrong, ⁠also of Ohio State University, said in a statement.

    The 11-week trial period combined eight hours of psychotherapy followed by two doses of synthetic psilocybin given two to three weeks apart. Six to eight more hours of integrative therapy followed the drug treatment.

    The most common side effect was a mild headache after taking psilocybin.

    “The ability for (patients) ​to go back and to ​revisit really difficult events ⁠that happened to them and to find a new way of understanding them and a new way of moving forward in their life has really been exciting,” Davis ​said in a statement.

    Two of the three veterans who were not in remission ​at one month ⁠showed small decreases in PTSD symptoms, while the third person only had negligible decreases in symptoms.

    In Australia, psilocybin is authorized for treatment-resistant depression. Switzerland also allows limited use of psilocybin psychotherapy.

    The PTSD researchers say they hope to secure funding ⁠to ​follow up with a larger randomized, controlled clinical trial.

    In the meantime, ​they will continue to assess the treatment’s effectiveness up to six months after the current trial, as well as biological changes and effects ​on other PTSD-related problems like sleep disorders and substance use, they said.
