Paramount Skydance reaches antitrust deal with states over Warner Bros. Discovery purchase

A group of U.S. states has reached a deal with Paramount Skydance that addresses antitrust concerns over the media and entertainment company’s $110 billion acquisition of Warner Bros. Discovery.

The deal with a coalition of 12 state attorneys general clears the way for Paramount, the parent company of CBS News, to complete its purchase of Warner Bros. Discovery.

“This settlement is not a vote of support for this merger,” said California Attorney General Rob Bonta at a press conference on Monday to announce the agreement.

    Settlement conditions

The agreement includes pledges from Paramount to invest in domestic film production, Bonta said. The company will invest an additional $300 million per year in domestic production over five years, for a total of $1.5 billion in new investment, according to the proposed consent decree.

Paramount also pledged to produce 30 films in each of the first two years after the merger, and then 32 films a year for the following three years. Under the deal, at least 20 of the films must be wide-release movies in the first two years, and 21 must be wide-release films in the following three years. Wide-release films are those that are distributed to at least 2,000 movie theater screens, according to the consent decree.

If Paramount fails to meet those requirements, it will be required to sell the Miramax film studio, the document states. For each film the company falls short of its annual release commitment, it must make a $30 million payment, with half going to the healthcare and retirement funds serving movie production unions. The rest would be divided between the Motion Picture & Television Fund and the National Association of Attorneys General Fund.

The agreement also bars Paramount from selling or closing the Paramount or Warner Bros. studio lots in the Los Angeles metropolitan area for at least five years.

Paramount has also agreed to establish an independent board to “ensure independent, objective fact-based reporting at CBS News and CNN,” Bonta said.

Additionally, the merged company must commit to separate negotiations for the distribution of basic cable channels owned by Paramount and Warner Bros. for a period of five years.

Under the settlement, a committee of five states will monitor and enforce Paramount’s compliance with the terms of the antitrust agreement.

The Department of Justice, Federal Communications Commission, and regulators in dozens of countries have already approved the deal.

“With both groups’ concerns now addressed, we have complete clearance for this merger and can move toward closing,” Paramount CEO David Ellison said in a statement on Monday, after the settlement announcement. “There’s still work ahead to get this deal across the finish line, but we’re excited to bring these two iconic companies together, as it means more opportunity for our creatives, production crews and employees across the business, and more great entertainment for audiences everywhere.”

Paramount clinched a deal for Warner Bros. earlier this year. But state prosecutors, led by Bonta, filed a lawsuit in July to block the transaction, alleging the merger would weaken competition in the movie industry and lead to higher prices for consumers.

The Writers Guild of America also filed suit in U.S. district court to block the merger, arguing that it would harm competition for writers and eliminate jobs in the industry.

Paramount has rejected allegations that buying Warner Bros. would reduce competition.

    Deal unites major brands

Before Monday’s agreement, the U.S. District Court for the Northern District of California had scheduled a March 2027 trial to consider the states’ legal challenge to the merger.

Paramount, the parent company of CBS News, owns the Paramount studios and cable networks, including Comedy Central and Nickelodeon, as well as the Paramount+ streaming platform.

Warner Bros.’ movie studio has produced box-office hits such as the “Harry Potter” and “Lord of the Rings” franchises, and the company also owns cable networks including CNN, HBO Max, TBS and TNT.

Paramount’s stock price was largely flat at $10.15 after Bonta’s announcement, while Warner Bros. shares rose 11% to $30.80.

California governor signs broad data center oversight bill package

    2026-09-21 6:42 PM UTC / Reuters

Sept 21 (Reuters) – California Governor Gavin Newsom on Monday signed seven bills aimed at regulating the fast-growing data center industry, imposing new requirements on electricity costs, water use and local oversight as communities ‌push back against a surge in AI-linked development.

Jumpstart your morning with the latest legal news delivered straight to your inbox from The Daily Docket newsletter. Sign up here.

    • The legislation requires data centers to disclose information about electricity use, water consumption, land use and workforce needs, while giving local communities more information to assess proposed projects.
    • The measures are designed to prevent the cost of new power generation and grid upgrades needed for data centers from being shifted onto other ratepayers.
    • “With these laws, we are ensuring that Californians remain in the driver’s seat — and that those profiting from data centers aren’t doing so at our expense,” Newsom said in a statement.bills
    • California said the legislation will require data centers to comply with the state’s energy procurement requirements and help bring new clean-energy supplies onto the grid.
    • The measures come amid growing concern nationwide over the impact of data centers on electricity demand, water resources ‌and local infrastructure as technology companies race to expand artificial intelligence capabilities.
    • The rapid expansion of AI data centers has sparked resistance in California and elsewhere, with residents and advocacy groups raising concerns about electricity bills and pollution associated with the facilities.
    • The Data Center Coalition, an industry trade group, said its members were committed to responsible development but warned the measures could push projects to other states: “Legislation such as these create significant uncertainty and introduces potentially duplicative requirements that make doing business in California an unattractive proposition for data centers and other industries,” Khara Boender, a director of government affairs for the group, said in a statement. “These are likely to further limit data center development in California — an already declining market—which pushes job creation, clean energy deployment, and tax revenue to neighboring states.”

An autism center run by a longtime friend of Minnesota Democratic Senate candidate Peggy Flanagan, who stood next to Flanagan while she wore a hijab defending the Somali community in a viral video, is being investigated for fraud, sparking a flurry of criticism of Flanagan on social media.

The Milestone Development Center, operated by Nimco Ahmed, is being investigated along with the Spectrum Therapy Center, Alpha News first reported, in a move the Minnesota Department of Human Services confirmed to Fox News Digital.

“These agencies are on our radar,” a DHS spokesperson said. “The Minnesota Department of Human Services has open investigations into both Spectrum Therapy Center and Milestone Development Centers. If a provider is part of an open investigation, the department cannot by law disclose details.”

“We can, however, share the following: Several months ago, the Minnesota Department of Human Services terminated both agencies from participating in the Medicaid program as part of Minnesota Revalidate 2026. Revalidation is a process to verify that agencies have required credentials and are otherwise compliant with state and federal regulations. Both providers have appealed their termination.”

Ahmed, listed online as the CEO of Milestone, was featured in a video posted on Somali TV that went viral on social media amid the massive fraud scandal, largely involving the local Somali community, where Flanagan wore a hijab and said, “The Somali community is part of the fabric of the state of Minnesota.”

Ahmed, born in Somalia, is a longtime Minnesota Democratic–Farmer–Labor Party (DFL) activist in Minnesota, and Alpha News reports she has been friends with Flanagan for almost 25 years.

Fox News Digital reached out to Flanagan’s campaign for comment.

News of the fraud investigation quickly sparked criticism of Flanagan, who has served as the state’s lieutenant governor since 2019 and is often questioned about why more was not done to address the fraud scandal over the past several years.

“Nimco Ahmed, who stood alongside Peggy Flanagan wearing a hijab, runs an autism center that is now under investigation,” Townhall columnist Dustin Grage posted on X. “You can’t make this stuff up. “

” It just never ends,” conservative influencer LibsofTikTok posted on X.

“I can’t even keep up anymore,” retired NYPD inspector and Fox News contributor Paul Mauro posted on X.

Alpha News reported that former Milestone therapist Grant Morgan worked directly with clients six days a week during his two months there in late 2023 and said he never saw a Qualified Supervising Professional or Board Certified Behavior Analyst overseeing the work, and that many practitioners appeared unqualified and knew little about applied behavior analysis.

He also said he was never asked to write or sign session notes documenting services, despite those notes being central to how providers bill Medicaid.

Morgan described the treatments as ineffective and said Milestone did not provide comprehensive autism services. He also claimed some clients did not appear to be autistic and said he saw potential billing fraud red flags, though he was not involved in billing.

Ahmed reportedly told Alpha News’ that questions about care at her center were “bias” and said the outlet pursued the story because she is Somali.

Presidential TV pool suspended after Trump bans CNN

    September 21, 2026 / 1:27 PM EDT / CBS News

Washington — The television press pool system that covers President Trump will be suspended for now after the president banned CNN, MS NOW and Politico from covering the White House.

Five television networks — ABC, CBS, CNN, Fox and NBC — cover the president’s travel and events for the pool on a rotating basis and provide the video to other news organizations, often in real time.

CNN was set to provide the pool coverage on Monday and accompany Mr. Trump on a trip to New York City, and now, there will not be a network TV pool team traveling with him. He is expected to be in New York for the United Nations General Assembly Monday and Tuesday before returning to Washington.

In a joint statement on Monday, CBS News, ABC News, CNN, Fox News and NBC News said, “The public has a vital interest in receiving accurate, independent information about its government. No administration should reject a news organization because it objects to its reporting.”

Mr. Trump on Friday announced he would be “banning Fake News CNN, MSNOW … and Politico … from the White House as a result of their constant ‘reporting’ FAKE NEWS!”

CBS News on Saturday observed reporters from CNN, MS NOW and Politico being turned away from the White House when they arrived. CNN, MS NOW and Politico filed a lawsuit on Monday to restore access. They argued in the complaint that the ban is unconstitutional on First Amendment grounds, and there “could not be a more direct assault on the First Amendment.”

In a statement on Saturday, Jacqui Heinrich, White House Correspondents’ Association president and senior Fox News correspondent, said the White House “cannot deny that access arbitrarily or based on the content of their reporting.”

    blob:https://www.cbsnews.com/14b76649-f4ac-4eef-8e74-8d0a12e917c7

News outlets pool their resources to cover the president in a rotating system that has been in place since Franklin D. Roosevelt was president. In addition to the television network pool, there are separate pool systems for print and radio media.

The system exists to make sure the president is always covered, ensuring that journalists are present in the event of unexpected breaking news. It’s also a space issue — all networks can’t fit in small designated spaces like the Air Force One press cabin, along with the rest of the journalists who travel with the president.

Network pool coverage continues for other top government officials, including Secretary of State Marco Rubio and Vice President JD Vance, on Monday.

Massachusetts Democratic Gov. Maura Healey set off an online firestorm over the weekend over a plan to expand the commonwealth’s Welcome Family program, which she spoke about in a clip that went viral on social media.

Healey made the controversial comments in an appearance last week on Boston Public Radio, where she discussed the state’s taxpayer-funded plan to send nurses into the homes of new parents after childbirth.

“Everybody in the state, when you have a baby, you’re going to have a home visit within days, weeks and that will be an opportunity for a healthcare provider to make an assessment to see if you need some additional support and resources,” Healey explained.

The clip quickly made waves on social media, with conservatives blasting the governor’s government expansion.

“I’m sorry what?!” Conservative influencer account Libs of TikTok wrote on X in a post that was viewed over 2 million times. “MA Governor Maura Healey says everyone who has a baby will be visited in their home by a government appointed healthcare provider ‘to make an assessment’. Stay out of our homes you power hungry creep.”

“IDK who needs to hear this… but the government DOES NOT OWN your baby,” Rep. Nancy Mace, R-S.C. posted on X. “Everyone needs to re-read 1984. “

“Lunatic libs,” Sen. Tim Sheehy, R-Mont., posted on X.

Fox News Digital reached out to Healey’s office for comment.

Healey announced the expansion last week in a press release that described the program as “voluntary” and meant to “strengthen postpartum care and mental health support for mothers and families across Massachusetts, with a focus on reaching people earlier, making support easier to access and helping providers connect patients to care when they need it.”

Postpartum care has been a major topic of conversation in Massachusetts in light of the highly publicized trial of Lindsay Clancy in the commonwealth, where a jury recently deadlocked and could not come to a consensus whether Clancy was guilty of killing her three young children. Clancy’s defense team argued that she suffered from severe postpartum mental illness.

“Becoming a mother is a profound life change, and every parent deserves support—not just during pregnancy, but in the months that follow,” Healey said in the release. “Postpartum depression, anxiety and other maternal mental health conditions are real medical conditions, and no mother should feel ashamed to ask for help or feel like she has to navigate this journey alone. We’re working to expand postpartum care, identify concerns earlier and connect families to the mental health support they need, because taking care of moms means taking care of the whole family.”

Amy Carnevale, chair of the Massachusetts Republican Party, told Fox News Digital in an interview that “this is an example of the government overreaching.”

“I’m a mom of three,” Carnevale said. “I’m blessed to have three wonderful children. And, doctors, today, they ask about postpartum depression. They ask about the need for resources. So, there are plenty of resources available to women after they have children in Massachusetts and nationwide. And this example by Gov. Healey to send people into the homes of new moms is an example of government overreach and the Massachusetts Republican Party has been hearing from moms across the state, moms and dads across the state, really objecting to this new policy.”

Facebook

    亨利·尹将其相关活动描述为“ networking(社交/人脉拓展)”。

Facebook

Family tied to suspected Chinese spy Christine Fang gave $4.4 million to Newsom, other California politicians

    2026-09-21T14:51:22-0400 / CBS News

A California family gave over $4.4 million in political donations to Governor Gavin Newsom, Kamala Harris and other leading California politicians. And now, that family’s alleged past links to infamous suspected honeypot spy Fang Fang, also known as Christine Fang, and other Chinese government officials have thrust them into an ongoing debate over foreign influence in American politics.

The Yin family made millions running McDonald’s franchises in the Golden State — and became prolific donors to politicians, according to state and federal campaign records. Newly released FBI files about Fang describe the family patriarch Chei Chen Yin, commonly known by his initials “C.C.”, as a one-time professional associate of Fang through an organization he founded.

And national security experts tasked with protecting U.S. institutions from infiltration by the Chinese government say they have documented alleged interactions between C.C. Yin’s brother, Henry Yin, and the foreign influence wing of the Chinese government, the United Front.

Interactions between wealthy business leaders with direct ties to China have come under heavier scrutiny in recent years, as a series of scandals have erupted over alleged Chinese influence agents gaining access to elected officials from small town mayors to members of Congress and the governor of New York. Those relationships have often been facilitated with political donations.

Jacqueline Deal, a board member of State Armor, a company that helps lawmakers detect foreign influence operations, told CBS News that the Chinese government has a “broad-reaching, coordinated strategy for dominance that relies on shaping U.S. policy so that over time we get weaker and [China] gets stronger.”

She said she suspects political donations are being used to help “disincentivize these leaders from noticing Chinese Communist Party political interference.” There is no evidence the Yins have been co-opted in this way.

C.C. Yin told CBS News: “I love America, and I strongly condemn any effort by any foreign government to interfere in American politics or undermine our democracy.” Henry Yin did not respond to requests for comment.

Yin family donated millions to political causes

C.C. Yin, 89, is known in Northern California for his philanthropy and rags-to-riches story of a Chinese immigrant arriving to the U.S. in the 1960s with just $100 and building a successful franchise business.

He and his brother Henry Yin founded and ran an organization called Asian Pacific American Public Affairs, or APAPA, organizing support for favored political candidates and helping place interns and advisers in the offices of local, state and federal officials, according to APAPA’s website.

C.C. Yin told CBS News he started APAPA to help “young people and community members develop leadership skills, understand how government works, vote, serve their communities, and participate in our democracy.”

“When this country gives us opportunity, we have a responsibility to give back,” he said.

Some of the Yins’ giving has come in the form of large political donations.

The family has donated nearly $3 million to state-level California political causes and an additional $1,455,027 to federal campaigns, directly and through C.C. Yin’s McDonald’s franchise business, according to state and Federal Election Commission records.

This includes $364,817 in donations to past campaigns supporting Gavin Newsom, $80,000 to his 2019 inauguration committee and $50,000 to a nonprofit at Newsom’s direction.

The Yins as individuals and C.C. Yin’s McDonald’s franchise also gave California Lt. Gov. Eleni Kounalakis’ campaigns $221,700 between 2018 and 2025, state records show. Former Vice President Kamala Harris’ campaigns received $214,300 between 2019 and 2024, and former state Treasurer John Chiang’s campaigns received $115,680.

Links to suspected spy Fang Fang

FBI files declassified by the White House in August point to a previous close working relationship between C.C. Yin and suspected Chinese spy Fang “Christine” Fang, who had a sexual relationship with disgraced former California congressman Eric Swalwell before fleeing to China in 2015.

Suspected Chinese spy Fang Fang, also known as Christine Fang, in 2013. Via Facebook

The files include Swalwell’s interviews with the FBI in 2015 and 2016, in which he identified Fang as his “point of contact” for APAPA. In one interview Swalwell said a top APAPA official directed him to Fang, according to the files. That official’s name is redacted in the report, but two sources familiar with its content told CBS News it is C.C. Yin.

Fang appeared alongside C.C. Yin and Henry Yin at a 15-person APAPA event, in a photo posted on Facebook in 2013 by a City of Cupertino official.

APAPA president Kris Concepcion told CBS News that “current leadership is not aware of Fang Fang ever holding an official role with the national organization.”

“Our understanding is that she was associated with a local chapter that is no longer operational,” he said. “Like hundreds, or even thousands, of other community members who attend public events, being photographed with APAPA members does not mean she was an officer, board member, employee or representative of APAPA.”

No evidence has emerged that Henry Yin or C.C. Yin knew about Fang’s alleged espionage during her involvement in APAPA.

    Chinese government meetings

After noticing APAPA’s connection with Fang Fang, Deal dug into the background of Henry Yin, who previously served as national board chair of APAPA and is currently a board member.

She found a string of Chinese media reports of his attendance at 10 events in China hosted by officials from the Chinese government and its foreign influence wing, the United Front, since 2013. The United Front published Chinese-language write-ups of Henry Yin’s reported meetings in 2015 and 2023.

Henry Yin has described his efforts as “networking.” Deal said his relationship with China “seems to be one of open cooperation.”

One article said Yin traveled to Baoshan in Yunnan province in June 2015 and held talks with the Municipal Party Committee United Front Work Department, reaching “a consensus on further strengthening contacts.” It described Yin as their “designated contact person for California–China economic, trade, scientific and technological interaction”.

Another 2013 article by a Chinese government office described a meeting between Yin and a Chinese government official in Chengdu, capital of Sichuan province, saying that he had been offered a position there with the title “Overseas Talent Recruitment Adviser for Sichuan Province.” There is no evidence Yin accepted that offer, which was made during a friendlier time in U.S.-China relations.

A United Front statement from 2023 said a delegation of “Chinese Entrepreneurs from Silicon Valley” including Henry Yin, visited his hometown of Chengdu and “built a new bridge for investment cooperation between Chengdu and Silicon Valley.”

Henry Yin told the East Bay Times in 2016, while he was serving on the California Commission for Economic Development, that his goal was to further business relations between China and the U.S., as part of his decades as a trans-national entrepreneur.

“I’ve done a lot of networking, and these days I’m glad to see these networks deliver results,” he told the newspaper.

Neither Henry Yin nor his brother have been accused by U.S. law enforcement of working as a foreign agent or acting against American interests.

Foreign Policy Research Institute fellow and University of Miami professor June Teufel Dreyer told CBS News that, although political donations and advisory roles are patterns of influence used by the United Front, those actions and traveling to China for diplomacy and business trips could be entirely innocent.

“There’s really nothing wrong with successful Chinese entrepreneurs wanting to help out the economies of the country they originally came from,” Dreyer said, but added: “We should get rid of the idea that there’s such a thing as a truly private business in China. They are all controlled at some level by the government.”

Cheryl Yu, a fellow at foreign affairs think tank The Jamestown Foundation, told CBS News that the Chinese government attempts to exert influence on well-connected Americans, regardless of those individuals’ intentions.

“This is how the United Front works. They build these friendly, long-term relationships, then at some point they make requests,” she said.

The U.S. government has allegedly engaged in its own influence attempts against China, including a clandestine social media campaign to turn public opinion in China against President Xi Jinping’s government, a 2024 Reuters report claimed.

Concepcion said his organization has “no relationship with the People’s Republic of China, the Chinese Communist Party, or the United Front,” and that “personal travel, relationships, employment histories, and views” of members “should not be attributed to APAPA.”

    Top political contacts

The Yins’ foreign and domestic connections have at times placed them at the nexus of Chinese diplomacy and American politics.

C.C. Yin was credited with helping arrange Newsom’s 2023 trip to China according to a story co-authored by his organization in New York-based Taiwanese newspaper the World Journal.

The newspaper article said that C.C. Yin began negotiating the visit “after being entrusted by the governor’s office” to “formally convey Governor Newsom’s desire to visit China to Consul General Zhang Jianmin.”

His brother Henry Yin accompanied the governor as an adviser on the October 2023 visit, where Newsom met Chinese President Xi Jinping, the Journal reported.

Henry Yin has also been photographed with Newsom at APAPA events, which he shared on Facebook.

Newsom’s spokesperson did not respond to a request for comment. The governor is among those expected to seek the 2028 Democratic nomination for president.

Henry Yin also acted as an adviser to California congressman Ro Khanna, who is similarly talked about as a potential Democratic 2028 presidential candidate and is currently the ranking member of the House Select Committee on the CCP, established with the purpose of monitoring Chinese government influence in U.S. politics. Henry Yin and C.C. Yin have personally donated $15,800 to Khanna’s congressional campaigns since 2017.

Khanna’s spokesperson has since given statements about Henry Yin’s relationship with the influential lawmaker that conflict with Khanna’s own social media posts.

A 2019 Facebook post by Khanna included a photo of Henry Yin presenting the congressman with a birthday cake, with the caption announcing that “Henry will serve as my Senior Advisor on Foreign Trade and Economic Development.” In a 2020 post he referred to Henry Yin as a “good friend.”

Until this month, Yin listed on his LinkedIn page a current role as “Sr. Advisor to US House of Rep [Ro] Khanna,” beginning in 2019. The page has since been deleted.

Khanna appeared alongside Henry in February this year at a Sunnyvale, California event run by APAPA-affiliated PAC, Asian Americans for Good Government. Both Henry Yin and C.C. Yin have been listed as board members of the PAC, according to archives of its website.

Earlier this month, his spokesperson told the New York Post that Henry Yin “has never held a formal role with the Congressman.” In a subsequent statement to CBS News, Khanna’s communications director Sarah Drory said that Henry Yin “served for a year as one of dozens of volunteer leaders.”

Drory added in the statement that “APAPA has been a decades-long organization to empower Asian Americans and it’s an ugly anti-Asian smear to suggest ties” to the Chinese government.

Trump, Mamdani set to meet again on mayor’s home turf after months of political whiplash

The sit-down comes ahead of the United Nations General Assembly and amid clashes over ICE and the public charge rule

Mamdani says he still is divided with Trump on ICE, arguing agency ‘should be abolished’

NYC Mayor Zohran Mamdani spoke about how he can indeed get along with Trump, but nonetheless still believes ICE must be abolished as an agency.

NEW You can now listen to Fox News articles!

President Donald Trump and New York City Mayor Zohran Mamdani will sit down Monday at Gracie Mansion, testing a budding working relationship even as the two remain deeply divided over immigration and other major policy fights.

Trump and Mamdani have continued to trade criticism while also finding areas where they can work together, most notably during a cordial February Oval Office meeting focused on New York housing. But their policy fights have continued, with Mamdani challenging Trump’s immigration policies and Trump repeatedly criticizing the mayor’s agenda.

“Sadly, Mayor Mamdani is DESTROYING New York! It has no chance!” the president wrote in April, a day after Gov. Kathy Hochul unveiled a proposal backed by Mamdani to impose a new tax on New York City second homes valued at more than $5 million.

MAMDANI SAYS EVEN IF HE CAN GET ALONG WITH TRUMP, HE STILL DEMANDS THAT ‘ICE SHOULD BE ABOLISHED’

Trump first met with the socialist mayor last November and said Mamdani could “surprise some conservative people” and declared, “The better he does, the happier I am.”

Their last meeting, on Feb. 26 at the Oval Office, was notably cordial, with Mamdani seeking Trump’s support for an ambitious New York housing proposal despite their political differences.

“The new communist mayor of New York City, I think he’s a nice guy, actually,” Trump said in his State of the Union address in February. “I speak to him a lot. Bad policy, but nice guy.”

Mamdani sought Trump’s support in February for a massive housing project, calling their meeting “productive” as he pitched more than $21 billion in federal grants to build 12,000 affordable homes, along with parks, schools, health clinics and union jobs.

Trump is traveling to New York City this week for the United Nations General Assembly and is meeting with Mamdani ahead of the summit before returning to Washington on Wednesday, when Chinese President Xi Jinping is scheduled to arrive for a state visit.

Trump and Mamdani have consistently clashed over immigration enforcement, with tensions intensifying after federal officials announced that ICE had arrested more than 2,100 people across New York during a monthlong operation dubbed “Operation Rotten Apple” as of earlier this month.

Mamdani’s administration also joined a coalition lawsuit challenging a new Trump administration public-charge rule that rescinded Biden-era regulations governing how immigration officials assess an applicant’s potential use of public benefits.

“If you are a citizen, or an individual seeking humanitarian relief like asylum, these changes will not affect you,” Mamdani said at a news conference last week.

“The new public charge rule not only sweeps aside more than a century of established law, it is intentionally vague as a means of creating uncertainty and fear to isolate immigrant New Yorkers,” he added.

Fed’s Musalem says more rate hikes likely needed to quell inflation

    2026-09-21T18:23:36.792Z / Reuters

WASHINGTON, Sept 21 (Reuters) – The Federal Reserve will likely need to hike interest rates further to lower inflation resulting from strong demand as well as a commodity price shock that has moved beyond oil, St. Louis Fed President Alberto Musalem said on Monday, adding that it would be better for the ‌US central bank to act sooner than wait.

“Both persistent demand and recurring supply forces are continuing to contribute to keeping inflation risks elevated, and I judge that without further policy restraint on inflation it is more likely to be substantially above our 2% target in 18 months than at target,” Musalem said in an interview with Reuters.

The Reuters Daily Briefing newsletter provides all the news you need to start your day. Sign up here.

“I think it’s crucial that policy puts a meaningful restraint on inflation” so the Fed reaches its inflation target in about a year and a half, allowing time for tighter policy to impact the economy, he said.

Musalem, who is not currently a voting member of the central bank’s rate-setting Federal Open Market Committee, would not comment on the Fed’s possible next steps or the estimated level the policy rate may need to reach to lower inflation.

But “earlier and incremental policy firming is better and less disruptive than later and larger and potentially more abrupt policy action” further in the future, he said.

Inflation “is not a risk. It’s there,” Musalem said, noting that even after stripping out the impact of oil and other supply-related factors, underlying inflation is running perhaps a percentage point above the Fed’s target and is “moving in the wrong direction.”

Little progress has been made recently in the battle to bring inflation back down to the 2% target. The Personal Consumption Expenditures Price Index, the Fed’s main inflation gauge, was at 3.7% on a year-over-year basis in July, compared to a recent low of 2.3% in April of 2025, as the Trump administration rolled out its plan for global import tariffs.

The shock to import prices was followed this year by the start of the US-Israeli war with Iran, which pushed up fuel costs globally, with the price of diesel hitting a record high recently. Prices for commodities like copper have also been rising, Musalem said, as an offshoot of the artificial intelligence investment boom.

Through it all, US domestic spending and growth have remained resilient — good news from one perspective, but an additional inflation challenge for the Fed.

“We have both strong demand forces and supply forces working themselves through the economy,” Musalem said.

‘LABOR MARKET IS NOT A SOURCE OF INFLATION’

The Fed last raised ‌interest rates by a quarter of a percentage point last week and dropped a reference in its policy statement that attributed recent inflation “in part” to supply shocks, saying only that “inflation remains elevated.”

The change reflects growing skepticism at the central bank that current price pressures are likely to fade over time without Fed action. Though things like tariffs and oil price increases were seen as potentially fleeting, one-off changes in the price level, their influence has proved more persistent than expected, with inflation now being driven by demand aspects as well.

“I think there’s a recognition that consumption and investment are growing at a very healthy, very strong clip, and at the same time the risks on the inflation side seem to have increased for a variety of reasons, including geopolitical forces,” Musalem said.

The St. Louis Fed chief said he views the current 3.75%-4.00% policy rate as “on the accommodative side,” meaning it is not yet high enough to restrict economic activity.

Investors currently expect the Fed to approve three more quarter-percentage-point rate hikes over the five policy meetings between now and April, with roughly even odds the central bank will hike again in October, on the eve of the US midterm elections. The median projection of Fed officials issued after last week’s meeting showed policymakers anticipate one more hike this year, with a near-even split over the need for another such move in 2027, a less aggressive outcome than investors currently anticipate.

Though tighter policy may be needed, Musalem said he did not think it would need to come at the cost of higher unemployment, or that it would boost the likelihood of a recession.

“The labor market is not a source of inflation. There’s not necessarily a need to slow the labor market down or to cool it to attain our inflation target,” Musalem said, with the job market “stable and balanced and around full employment.”

But he said he hoped businesses would scale back the pace of price increases that contacts in his Fed district say are on the horizon.

Firms are “reporting sharply higher non-labor input costs, in fuel and other raw materials, transportation, insurance, and skilled labor,” Musalem said. “They’re planning to raise their selling prices. … There is ample evidence that inflation is the principal problem we have right now.”
