    WASHINGTON, June 16 (Reuters) – The U.S. Senate on Tuesday narrowly blocked the latest Democratic-led effort to end the Iran war until it is authorized by Congress, the ​ninth by Democrats since Israel and the United States began their air ‌attacks on Iran in February.

    The Senate voted by 48-47 to block the resolution under the war powers law, which followed a framework agreement announced this week by the White House and Tehran ​for a further ceasefire and talks to end the conflict.

    The vote was ​largely along party lines, as Republicans Bill Cassidy of Louisiana, Susan Collins ⁠of Maine, Lisa Murkowski of Alaska and Rand Paul of Kentucky voted with ​most Democrats in favor, and Democratic Senator John Fetterman of Pennsylvania voted no along with ​most Republicans.

    Five senators – Republicans Mitch McConnell of Kentucky and Josh Hawley of Missouri, Democrats Michael Bennet of Colorado and Cory Booker of New Jersey and independent Bernie Sanders of Vermont – did not ​vote.

    The vote came as lawmakers waited for President Donald Trump’s administration to provide them with details ​about a memorandum of understanding announced by Trump on Sunday to end the war.

    Democrats and some of Trump’s ‌fellow ⁠Republicans have called on the administration to provide them specifics about the plan, with Democrats especially saying they feel they have been left in the dark.

    Trump’s Republicans hold slim majorities in both the Senate and House of Representatives. The House also recently backed a resolution ​that would end ​the Iran war.

    The resolution ⁠blocked in the Senate procedural vote on Tuesday was sponsored by Senator Raphael Warnock of Georgia.

    In a sign of lawmakers’ frustration ​with the continuing conflict, the Senate on May 19 voted to ​advance the ⁠eighth war powers resolution introduced by Democrats, as the same four Republicans voted with every Democrat except Fetterman in favor of moving ahead.

    That measure, led by Senator Tim Kaine of ⁠Virginia, ​faces another procedural vote before coming up for a ​vote on passage in the Senate. Congressional aides said its sponsors were still working on gathering support, ​while waiting for more information about peace negotiations.

  • 美国官员淡化伊朗协议文本,称其未涵盖幕后承诺

    US officials downplay text of the Iran agreement, saying it doesn’t account for back-channel commitments

    US negotiators are working to quickly release the text of the agreement between Washington and Tehran, even as they downplay the significance of the specific language in the document, US officials told CNN.

    The officials described the text of the agreement as incredibly vague, mainly intended to create a more favorable environment for the highly technical, in-person talks to come. They added that the framework is aimed at providing Iran the ability to sell it politically to their internal audience.

    Additionally, the officials said that the text of the memorandum of understanding — which Vice President JD Vance told CNN Monday is one-and-a-half pages long — didn’t reflect critical back-channel commitments Iran has made to the US, which they argued gave them more confidence in signing on to the arrangement.

    “People shouldn’t read too much into the language of the MOU,” one of the officials said, describing the agreement as a “political document.”

    “What’s more important than the actual document is the understandings we have with each other, and that’s why it’s important to get it done, that we can create the environment to go and talk about all these things, because it basically says we will release sanctions, we will do a deal with nuclear, we will unfreeze funds,” the same official said. “But we’ll release sanctions when, you know, based on progress. We’ll release funds once we’ve agreed on the mechanisms to do so.”

    The official added that the president’s team of negotiators “came up with language that allows (Iran) to say what they need to say for their domestic politics.”

    But that dynamic risks severe backlash to the Trump administration back home. Officials have worked for months to come to an agreement with Iran, looking to end a deeply unpopular war without a clear endgame that has sent gas prices skyrocketing. Already, conservative hawks have been demanding to see the framework, suspicious that President Donald Trump and his administration gave away too much in the name of ending the war.

    The text of the agreement does not describe in specific detail what commitments Iran has made on its stockpile of highly enriched uranium, according to a person who saw the text and described it to CNN, even though Trump and other officials have insisted the US will oversee its destruction. Instead, the agreement states in broad terms that Iran “reiterates that it will never produce nuclear weapons,” a commitment Tehran also made in the 2015 nuclear deal with the Obama administration.

    However, US officials argued that Iran has “backchanneled” to the US that they will offer the concessions the Trump administration is looking for. That includes US involvement in the destruction of the enriched materials on site in coordination with the International Atomic Energy Agency. The officials said such a concession is not stated explicitly in the document.

    By contrast, the text does spell out in some detail what financial relief Iran can expect if it fulfills its commitments, including the ability to tap into a $300 billion development fund in the future, according to the officials. Both Trump and Vance have been adamant that the fund will not be financed by American dollars.

    The text is less clear about the unfreezing of Iranian assets, saying only that they will be released and made “fully available” when progress is made during further rounds of negotiations, without spelling out a timeline.

    The agreement also specifies Iran will be able to sell its oil and petrochemical products as soon as the memorandum of understanding is signed, and that the US will issue sanction waivers to allow it to reap financial benefit from the sales.

    Asked about the sanction waivers, a US official called the agreement “performance-based,” and said Iran would “only access any benefits of the MOU if they abide by all of the points they agreed to — including no nuclear weapon, neutralizing its enriched material, and not interfering with the free flow of navigation in the Strait of Hormuz.”

    While the US has not released the text of the deal publicly, copies of the agreement have been circulating among European and other G7 officials gathered in France for this week’s Group of 7 summit, according to a person familiar with the discussions. Leaders have pressed Trump for clarity on certain points during meetings held in the alpine resort Évian-les-Bains.

    The secrecy surrounding the text of the agreement has drawn blowback even from some of Trump’s allies, who have questioned why a framework that has already been signed must remain under wraps. Publicly, Vance has said the US wants to release the agreement, but that there was “diplomatic procedure” at play and Iran and mediating countries wanted to “sequence” the “roll out.”

    “The Qataris and the Pakistanis have been mediating this entire negotiation with the Iranians, and they’ve asked us effectively to sequence the way that we roll this out,” he told Fox News on Tuesday.

    In private, some Trump officials are eager to release the text of the agreement to the public, the sources said, but have given Iran leeway to allow their internal processes to proceed.

    “We want the text to be out there. They asked us to wait until Friday to put it out, but we’re asking if we could put it out sooner, and we might be able to do that, which is what we’re trying to do,” one of the US officials said.

    One of the complicating factors revolves around Iran’s supreme leader, Mojtaba Khamenei. He has given his tacit approval of the memorandum of understanding, the officials said, and there are internal discussions over whether he could issue a statement ahead of Friday’s formal, in-person signing ceremony in Switzerland. Releasing the text publicly could complicate efforts toward releasing a statement, according to officials.

    Trump, meanwhile, told reporters Tuesday he was waiting for a “formal setting” to release the document publicly, but claimed he was so proud of the material that he could recite it word-by-word in front of cameras.

    He also claimed that the next round of talks to resolve sticking points would be “easier” than the initial round. One Trump administration official described that next phase, the “highly technical” talks, as a trial period for Iran.

    The 60-day window, which will involve in-person talks between US and Iranian delegations beginning this Friday, will give Trump officials time to determine how serious Iran is about honoring their commitments and the nuclear concessions they are willing to make.

    “We’re more focused on the long-term of getting the deal,” one of the officials said, “which is more the substance and building the trust, which is more important than managing the narrative.”

    Washington— The Senate on Tuesday narrowly rejected a war powers resolution on Iran as President Trump touts a framework agreement with Tehran to end the monthslong conflict.

    Senators rejected a motion to discharge the resolution out of committee in a 47 to 48 vote. Four Republicans — Sens. Susan Collins of Maine, Bill Cassidy of Louisiana, Lisa Murkowski of Alaska and Rand Paul of Kentucky — joined nearly all Democrats in favor. Sen. John Fetterman of Pennsylvania was the sole Democrat to oppose.

    The vote comes as lawmakers are eager for more information about the terms of a U.S.-Iran deal that remains secret. In 2015, Congress passed the Iran Nuclear Agreement Review Act, which requires that any deal relating to Iran’s nuclear program be submitted to Congress for review before any sanctions can be lifted. Senate Majority Leader John Thune, a South Dakota Republican, told reporters earlier Tuesday that he had requested the text of the agreement along with a briefing from the administration.

    The war powers resolution, led by Democratic Sen. Raphael Warnock of Georgia, would direct the president to “remove the United States Armed Forces from hostilities within or against Iran, unless explicitly authorized by a declaration of war or a specific authorization for use of military force.”

    Speaking on the Senate floor ahead of the vote, Warnock appealed to his colleagues across the aisle: “After 109 days of a failed war, and now a fragile, temporary, but welcome truce, will my Republican colleagues choose today to finally stand up to this president?”

    GOP support for the war has begun to crack in recent weeks. For the first time last month, the Senate advanced a resolution to limit Mr. Trump’s war powers in Iran after seven failed attempts. Senators approved the motion to discharge the resolution from committee in a 50 to 47 vote, with the support of the same four Republicans who supported Warnock’s resolution on Tuesday. Three GOP members were absent at the time, tipping the scales in Democrats’ favor for the first time since the Iran conflict began.

    Senate Minority Leader Chuck Schumer said at a news conference that “we want to make sure all the votes are there before we move the Kaine resolution further.”

    The New York Democrat said they’re trying to get a few more GOP members to vote for the Kaine resolution to move forward.

    “It’s up to Republicans,” Schumer said.

    Earlier this month, the House passed a separate resolution to force Mr. Trump to end the war in Iran without congressional authorization, also marking the first successful attempt in the lower chamber to rein in the president as the conflict loses GOP support. The Senate, however, has not taken up the measure.

    The administration has argued that the War Powers Resolution of 1973 — which says the president must remove armed forces from hostilities if Congress has not authorized the war — is unconstitutional. It has also asserted that a statutory 60-day deadline for the president to terminate the use of force, if he does not have consent from Congress, was paused by a ceasefire in early April, though both sides have carried out attacks since then.

    A group of Democratic senators sent a letter to the president earlier this month pressing him on the administration’s legal justification that hostilities had “terminated” after the April ceasefire announcement.

    “The United States and Iran, and their associated partners and proxies, have continued to use lethal force in contravention of the ceasefire, which also constitute hostilities. Finally, U.S. forces remain postured for, and you have regularly threatened, the swift return of major combat operations,” said the letter, which was led by Democratic Sen. Adam Schiff of California.

    The letter also said that the 60-day clock “does not have a pause button” and urged the president to publicly release the “legal theory underlying your interpretation to the contrary in a timely manner.”

    NEW YORK, June 16 (Reuters) – The Trump administration sued top New ​York health officials on Tuesday over an alleged scheme to rig the bidding process for managing ‌the state’s estimated $10 billion Medicaid homecare program, harming patients and caregivers as well as taxpayers.

    The U.S. Department of Justice said the lawsuit aims to stop an alleged fraudulent scheme in which Public Partnerships LLC, based in Alpharetta, Georgia, generated millions of dollars ​of improper profits after being “pre-selected” to take over New York’s Consumer Directed Personal Assistance Program, or CDPAP.

    More ​than 200,000 patients and more than 260,000 personal assistants participate in the program, state ⁠health commissioner James McDonald said in February.

    “New York’s failure to police a favored vendor that unlawfully siphoned millions ​of dollars of Medicaid funding is egregious and betrays the public trust,” Brett Shumate, an assistant attorney general in ​the Justice Department’s civil division, said in a statement.

    NEW YORK ALLEGES POLITICAL MOTIVE BY TRUMP ADMINISTRATION

    The defendants include PPL, McDonald and state Medicaid Director Amir Bassiri. The lawsuit seeks to stop PPL’s alleged “siphoning of funds from the federal coffers,” appoint a receiver ​for the company and halt further alleged fraud.

    PPL had no immediate comment.

    A spokesperson for New York’s Democratic Governor ​Kathy Hochul said: “This is just another sad attempt by the Trump administration to weaponize the justice system to attack political opponents ‌in an ⁠election year. New York’s decision to move to a single fiscal intermediary has already saved taxpayers more than $1 billion while deterring fraud, waste and abuse.”

    Hochul is not a defendant and was not accused of wrongdoing. The Health Department also rejected the lawsuit’s accusations and called the bidding process fair and competitive.

    ‘PRESSURE’ FROM GOVERNOR’S OFFICE

    New York’s ​legislature decided in 2024 to ​move management of CDPAP ⁠to a single entity from more than 600 previously.

    The Justice Department accused Bassiri of being part of an effort to disqualify other qualified bidders after he had “personally scored” ​PPL’s successful bid for the $1 billion management contract.

    According to the complaint, Bassiri was part ​of last-minute ⁠email exchanges with other states, in which Health Department officials said they were “under some sort of ‘pressure from our Governor’s Office’” to see if other bidders were qualified.

    The Justice Department said New York has let PPL raid CDPAP of millions ⁠of dollars ​in excess revenue, billing at higher-than-expected hourly rates, erasing the cost ​savings that consolidating the program’s management was supposed to generate.

    State officials said the changes have resulted in a “more accountable” CDPAP, reduced waste and ​helped ensure that patients obtain the care they need.

    Trump invokes Defense Production Act to boost weapons manufacturing as Iran war intensifies concerns

    President Trump has invoked the Defense Production Act to address constraints in the production of munitions, according to a presidential memo released on Tuesday. The war against Iran has highlighted concerns over munitions stockpiles and rates of production.

    The memo delegates the Defense Secretary to use the Defense Production Act, which can be used to jumpstart production of key items. The memo says the mechanism is warranted because fragile supply chains and production bottlenecks may “impair the ability” for the U.S. to expand the availability of munitions, missiles and equipment required for the national defense.

    The memo — which says it is scheduled to be formally published on Wednesday — invoked a section of the 1950 law that allows the government and private firms to forge “voluntary agreements and plans of action to help provide for the national defense.”

    “Sometimes we need the collective wisdom of all the assembled companies to collaborate and solve our problems for us and we want them to provide their best advice from the industrial side,” Michael Cadenazzi, the assistant secretary of defense for industrial base policy, said about the Defense Production Act at a Center for New American Security event on Tuesday.

    Cadenazzi said he has been working since around September to launch a voluntary agreement through the Defense Production Act that can bring companies from around the defense industry into conversations over how to address “nasty issues in the supply chain or industrial base.”

    CBS News has reached out to the White House for comment.

    Concerns over the industrial base are not new. Shortly after Russia’s invasion of Ukraine, it became clear both the U.S. and Europe needed to produce more artillery. The conflict with Iran has drawn attention to the long-range missiles that could be needed in a conflict with China.

    An April analysis by the Center of Strategic and International Studies found the U.S. may have expended more than half of its inventory of four critical munitions, including Tomahawk missiles, during the campaign against Iran.

    In an appearance Sunday on “Face the Nation with Margaret Brennan,” Defense Secretary Pete Hegseth rejected the idea that the U.S. is facing a “crisis” with its munitions stockpile, despite testifying in April it could take “months to years” to replenish what has been used against Iran.

    “That is a manufactured story that the media wants to peddle and ultimately our stockpiles are great, and they’re only getting stronger,” Hegseth told Brennan.

    Hegseth was on Capitol Hill on Tuesday for meetings with senators on funding, Republican Sen. John Cornyn of Texas told reporters.

    “They are running short of funding they need in order to acquire the weapons and messages and things like that that they need to protect the nation,” Cornyn said. He said he would support the Pentagon’s bid for more funding even if it might be precarious because of opposition from some Democrats.

    The administration is making the case for additional funding to bring the Defense Department’s budget to a record $1.5 trillion through reconciliation, a process that would allow the Senate to approve new spending without Democratic votes. Republican leaders of the appropriations committee have cast doubt on whether a third reconciliation bill is possible.

    Alleged D.C. National Guard shooter could face death penalty as DOJ adds new charges

    Federal prosecutors filed new charges Tuesday against a man accused of fatally shooting one National Guard member and gravely injuring another in Washington, D.C., opening the door for the Justice Department to potentially seek the death penalty if he’s convicted.

    Rahmanullah Lakanwal was charged with eight additional counts in a superseding indictment, including murder of a person assisting an officer of the United States and discharge of a firearm during a violent crime that causes death, both of which are death penalty-eligible.

    A D.C.-based federal grand jury also separately found that Lakanwal “intentionally killed” Army Spc. Sarah Beckstrom and attempted to kill more than one person — factors that are necessary for prosecutors to seek the death penalty.

    The Justice Department said in a statement its Capital Case Committee will review whether to seek the death penalty in Lakanwal’s case.

    Lakanwal is facing several other federal attempted murder and firearm charges, along with first-degree murder, assault and gun possession charges under D.C. law.

    He pleaded not guilty on all counts at a hearing Tuesday.

    His attorney did not immediately respond to a request for comment.

    Lakanwal — an Afghan national — is accused of killing Beckstrom and critically wounding Air Force Staff Sgt. Andrew Wolfe in an ambush-style shooting several blocks from the White House last November. He was also charged with attempting to kill two other unnamed service members who subdued him at the scene of the attack.

    Beckstrom and Wolfe were members of the West Virginia National Guard who were deployed to the streets of D.C. last year as part of an anti-crime operation.

    Lakanwal left Afghanistan and was paroled into the U.S. in 2021 under Operation Allies Welcome, a Biden-era program designed to quickly evacuate and vet Afghan nationals during the U.S. military’s chaotic withdrawal from the country and the Taliban’s return to power. He later applied for asylum, and his application was granted last year, though his application for a green card was still pending, a Department of Homeland Security official previously told CBS News.

    While in Afghanistan, Lakanwal worked with the U.S. government, including the CIA, a spokesperson for the agency said. CBS News has reported that he led an Afghan military unit that worked with international forces.

    Kennedy orders American exposed to hantavirus to stay quarantined against her will, WSJ reports

    June 16 (Reuters) – U.S. Health Secretary Robert F. Kennedy Jr. has ordered an American passenger exposed to hantavirus on a cruise ship to remain in quarantine despite medical advice and against her will, ​the Wall Street Journal reported on Tuesday.

    The passenger, Angela Perryman, 47, was one of 18 Americans quarantined in the U.S. after Andes hantavirus cases were found aboard a cruise ship earlier this year. The group had initially been placed at a Nebraska quarantine unit.

    A Department of Health and Human Services official ​told Reuters that midnight June 21 would mark the completion of the 42-day monitoring ​period.

    Reuters was unable to reach Perryman at the facility by phone.

    According to the ⁠official, the remaining passengers at the quarantine unit will leave Nebraska on June 22. The 42-day ​period began following their return to the United States on May 10, the official added.

    Eight U.S. ​residents who were on the hantavirus-hit MV Hondius returned to their home states following three weeks of monitoring at the National Quarantine Unit, the University of Nebraska Medical Center said earlier this month. Ten others remained under ​observation.

    The Centers for Disease Control and Prevention (CDC) had requested that the individuals from the cruise ship ​remain at the quarantine unit through May 31.

    QUARANTINE TERMS AT ISSUE

    The New York Times recently reported that some ‌passengers ⁠were allowed to quarantine at home until June 22 — 42 days after arriving at the Nebraska facility — provided local health officials committed to having a law enforcement or community health worker monitor them.

    The WHO recommends monitoring and quarantining high-risk contacts for 42 days after exposure.

    Perryman wished to go to ​her home in Florida, ​but the state refused ⁠to provide the monitoring, the Wall Street Journal and the Times reported.

    The Times added that the CDC, in a quarantine hearing, said she should ​be able to return home for the remainder of the quarantine. The ​Journal reported ⁠that a CDC medical review said the chances of her developing symptoms were decreasing with time.

    Perryman told the Journal and the Times that a copy of an order from Kennedy was slipped under the ⁠door to ​her room informing her that she could not return ​home.

    Kennedy’s order said despite the doctor’s report, Perryman was reasonably believed to be infected with or exposed to the disease, ​according to the Journal.
