NEW YORK, June 23 (Reuters) – A federal judge in California vacated the Trump administration’s nationwide policies expanding arrests at immigration courthouses and the duration for detaining noncitizens in short-term facilities, finding the actions of U.S. Immigration and Customs Enforcement and another government arm “arbitrary and capricious.”

U.S. District Judge P. Casey Pitts of the Northern District of California on Tuesday vacated ICE’s policies that had rescinded previous strictures on arrests at immigration courthouses and allowed detainees to be held in short-term cells for up to 72 hours. He did the same for a similar policy undertaken by the U.S. Department of Justice’s Executive Office for Immigration Review that removed limits on courthouse arrests.

The 71-page ruling, issued in a case brought by an asylum seeker arrested upon departing a routine hearing at a San Francisco immigration court, struck down key parts of the Trump administration’s immigration enforcement policies. Judge Pitts, appointed by former U.S. President Joe Biden, effectively reinstated Biden-era policies that limited arrests at immigration courthouses to narrow circumstances and capped detentions in short-term facilities to 12 hours.

Since U.S. President Donald Trump retook office in January of last year, his administration has ramped up arrests of immigrants suspected of being in the U.S. illegally as part of an aggressive deportation push.

U.S. Department of Homeland Security General Counsel James Percival criticized the ruling on X, calling it “naked judicial activism in service of an anti-American, open borders agenda.”

Previous guidance limited arrests at courthouses to circumstances such as national security threats, imminent danger and “hot pursuit” of someone posing a public safety risk, the ruling said. The judge found that the Trump administration failed to provide “reasoned explanations” for rescinding previous policies as required under the Administrative Procedure Act.

“For 80 years, Congress has commanded federal agencies to think before they act,” the judge wrote in his ruling, adding that the law requires “an agency at least provide sound reasons for following its chosen course.”

Former Rep. Ben McAdams, a moderate Democrat, won a competitive Democratic primary in Utah’s newly drawn 1st Congressional District on Tuesday, CBS News projects.

The primary is the latest flashpoint in the debate over the direction of the Democratic Party’s future. The race pitted McAdams against three progressives — state Sen. Nate Blouin, political newcomer and Utah Democratic convention winner Liban Mohamed and tax attorney Michael Farrell.

The district, which encompasses Salt Lake City and its suburbs, could help determine the House majority in November. After a lengthy legal battle, court-ordered redistricting produced one Democratic-leaning district, giving the party its best opportunity in nearly a decade to flip one of the state’s four House seats. The University of Virginia’s Sabato’s Crystal Ball considers the new district a safe pickup for Democrats.

Republican Rep. Blake Moore represents the 1st District under the old boundaries, which spanned the northern part of the state and stretched down into parts of Salt Lake City. Moore is now running for reelection in Utah’s solidly red 2nd District.

McAdams was elected in 2018, serving one term in the House after beating a Republican incumbent. He was considered the most conservative Democrat during his two years in Congress, and he’s since had to distance himself from some of his past positions, most notably on abortion rights, to run a competitive race in an area that former Vice President Kamala Harris would have won by 24 points under the new boundaries.

Blouin, who was considered the leading progressive in the race and backed by independent Sen. Bernie Sanders of Vermont, also distanced himself from past views, apologizing for old social media posts in which he mocked sexual assault and Mormons.

US Senate joins House in voting to halt Iran war, rebuking Trump

WASHINGTON, June 23 (Reuters) – The U.S. Senate backed legislation on Tuesday directing President Donald Trump to halt U.S. military action ​against Iran, the latest rebuke of the Republican president from an increasingly restive Congress.

The Senate voted 50-48 in favor of the war powers resolution, which passed the House ‌of Representatives early this month, reflecting growing concern even among some of Trump’s Republicans about the unpopular conflict that began on February 28.

It was the first time both chambers of Congress had passed a resolution directing a president to remove U.S. armed forces from hostilities since the War Powers Resolution, more commonly known as the War Powers Act, was enacted in 1973.

While likely to remain largely symbolic, the vote was a setback for Trump, who until recently had enjoyed near-unanimous support from Republican members ​of Congress.

It also comes as the administration is expected to ask Congress to authorize tens of billions of dollars to pay for the war.

Trump’s Republicans hold slim majorities in both ​the Senate and House, but a few have broken with the president on a handful of issues ahead of mid-term elections in November, which will determine whether ⁠the party will retain control of Congress.

Some Republicans recently balked at Trump’s $1.8 billion “antiweaponization” fund to compensate political allies he says have been targeted by federal authorities and stalled a $70 billion bill to fund ​his immigration crackdown.

Reuters/Ipsos poll results released on Tuesday showed that just one in four Americans believe the war with Iran was worth its costs, and a majority worry that a truce with Tehran is ​unlikely to last.

The Senate vote was largely along party lines, with four Republicans joining all but one Democrat in favor. Two Republican senators did not vote.

CONSTITUTIONAL UNCERTAINTY

Trump’s administration is working to negotiate a peace agreement with Iran. Support for the resolution in Congress is likely to put pressure on the president not to resume hostilities, something he has suggested he might do if negotiations falter.

Under the 1973 War Powers Act, the concurrent resolution – passed by both the House and Senate – does not ​go to the White House for Trump’s signature. In the 1973 law, Congress intended such resolutions as a mechanism for ending military operations.

But legal experts said the issue remains unsettled. No war powers resolution had ​previously passed both chambers of Congress and a 1983 Supreme Court ruling said such a measure must be submitted for a president’s signature or veto to have legal effect.

The White House has insisted the War Powers Act is not ‌constitutional and ⁠thus not binding.

On Tuesday, a White House official said the Senate vote has no significance because the resolutions do not go to the president and have no force of law and the measure passed only because two Republicans were absent.

The official also said the resolution directs Trump to remove U.S. forces from hostilities, which the White House says were terminated with a ceasefire on April 7.

Experts say the constitutionality of the War Powers Act likely will be settled in the courts.

“The executive branch will likely ignore it on constitutional grounds, and it’s not clear who might have standing to sue to enforce it,” said ​Scott Anderson, a senior fellow at the Brookings Institution ​and senior editor of the online legal ⁠publication Lawfare.

Representative Gregory Meeks of New York, who sponsored the resolution in the House, said he viewed the resolution as binding and would pursue all legal avenues to ensure that the administration complies.

Democrats also noted that the U.S. Constitution gives Congress, not the president, the right to take the country to ​war. “Congress has to own this responsibility,” Democratic Senator Tim Kaine of Virginia said in a speech urging support for the measure.

SLIM, BUT SIGNIFICANT, SUPPORT

The ​resolution had also passed ⁠the House with slim Republican support. The tally there was 215-208 with four Republicans and every Democrat voting in favor.

The four Republican senators who voted for the measure were Susan Collins of Maine, Rand Paul of Kentucky, Bill Cassidy of Louisiana and Lisa Murkowski of Alaska. Democratic Senator John Fetterman of Pennsylvania voted against it.

Republicans Mitch McConnell of Kentucky and David McCormick of Pennsylvania missed the vote.

Democratic lawmakers have promised additional votes ⁠on war powers ​measures, saying they want to force Republicans to go on the record about the war.

Additionally, Congress has the right to ​review and vote on any peace agreement with Tehran if it affects Iran’s nuclear program, under a 2015 law passed as then-President Barack Obama negotiated a nuclear agreement with Iran and other world powers.

Senate Republican Majority Leader John Thune of South Dakota ​said on Tuesday he expected Congress would review and vote on an eventual Iran peace deal.

BOSTON, June 23 (Reuters) – President Donald Trump’s administration does not need ​to reinstall dozens of exhibits that it removed from national parks on topics such as slavery and climate ‌change before the nation’s 250th anniversary next month, a U.S. appeals court ruled on Tuesday.

Boston-based U.S. District Judge Angel Kelley concluded the displays were removed as part of ​the administration’s unlawful effort to “rewrite the nation’s history with a white-out pen.” Critics have accused Trump ⁠of trying to erase aspects of American history to fit what they call his own false narratives about the nation.

The 1st ​Circuit declined for now to pause Kelley’s main decision to halt Interior Secretary Doug Burgum’s implementation of Trump’s March 2025 executive order. ​But the 1st Circuit panel, composed of three judges appointed by Democratic presidents, said it was still considering whether the administration’s request put Kelley’s entire June 12 ruling on hold while it appeals. The panel said it planned to rule “promptly.”

Kelley acted in a lawsuit by plaintiffs including the National ​Parks Conservation Association and the American Association for State and Local History challenging the legality of the exhibit removals. In a ​joint statement, they called the 1st Circuit’s decision to lift the deadline disappointing.

“The administration’s decision not to reinstall and reinstate censored materials, particularly in ‌advance of ⁠our nation’s upcoming 250th anniversary, is a disservice to every park visitor this summer and to the broader American public,” they said.

The U.S. Department of the Interior, which oversees the National Park Service, welcomed the partial pausing of Kelley’s ruling. “We are confident that as this inferior ruling from an activist lower court judge receives further scrutiny, they will be further restrained,” a department spokesperson said ​in a statement.

Trump’s executive order ​took aim at what he ⁠called a “revisionist movement” that portrayed the United States as “inherently racist, sexist, oppressive or otherwise irredeemably flawed,” and directed changes be made to parks nationwide.

At least 51 exhibits from 37 sites were subsequently removed or ​discarded in keeping with Trump’s directive. One of these was an exhibit at the former U.S. ​presidential mansion in ⁠Philadelphia’s Independence National Historical Park describing the ownership of enslaved people by George Washington, the first U.S. president.

Kelley, who was appointed by Democratic President Joe Biden, ordered the signs and exhibits restored “by the 250th anniversary to properly honor the remarkable achievements of the United States.” ⁠The anniversary ​is on July 4.

The U.S. Justice Department quickly appealed, calling Kelley’s ruling ​judicial overreach. It had said complying with Kelley’s July 3 deadline to reinstall everything would be a “herculean and unmanageable task.”

Automakers could halt car sales in California without delay in vehicle tracking law

June 23 (Reuters) – A group representing major automakers warned on Tuesday that car companies may be forced to halt sales of both ​new and used vehicles in California on July 1 unless the state ‌delays vehicle technology rules that aim to prevent perpetrators of domestic violence from tracking survivors.

The Alliance for Automotive Innovation, which represents General Motors GM.N, Toyota 7203.T, Volkswagen VOWG.DE, Hyundai 005380.KS and most other automakers, said unless ​a legislative proposal is signed into law by July 1 “there is substantial ​risk that auto sales in California will be suspended.”

The group said ⁠automakers are implementing the domestic violence victim protections required under the 2024 law “but ​compliance with some elements of the law is impossible this year.”

California is the single ​largest U.S. auto market, accounting for about 10% of sales.

The 2024 California law requires automakers to set up a clear process for drivers to submit a copy of a restraining order or ​other documentation and request termination of another driver’s remote access within two business days. ​It also mandated that carmakers enable drivers to easily turn off location access from inside the ‌vehicle.

⁠Automakers have implemented the law’s online process to seek termination of another person’s access to connected vehicle services.

A bill before the state legislature would extend deadlines for in-vehicle technologies that automakers said require extensive engineering, testing and integration across different makes, ​models, model years ​and vehicle systems.

⁠The automaker group urged the bill be approved and signed into law by next week to avoid an impact on auto ​sales.

A spokesperson for California Governor Gavin Newsom declined to comment.

​In 2024, ⁠legislative analysts cited reporting from Reuters and the New York Times about carmakers which did not help women who alleged they were being targeted by their partners. One woman ⁠unsuccessfully sued ​Tesla, alleging the company failed to act after ​she repeatedly complained that her husband was stalking and harassing her with the automaker’s technology despite a restraining ​order.

COLUMBIA, S.C. – He wasn’t on the ballot, but President Donald Trump was a winner in South Carolina’s Republican gubernatorial runoff.

The candidate Trump endorsed, state Attorney General Alan Wilson, defeated Lt. Gov. Pamela Evette to capture the GOP nomination in the race to succeed term-limited Republican Gov. Henry McMaster, the Associated Press reported Tuesday.

But there was no way Trump could lose in the South Carolina runoff, which was shaping up to be the latest test of Trump’s immense grip over the GOP and the power of his endorsements in Republican nominating contests.

That’s because Trump endorsed both candidates.

Trump endorsed Evette late last month, a week and a half before the gubernatorial primary.

Evette finished on top of a crowded field of contenders in the primary election, with Wilson second. The field also included Reps. Nancy Mace and Ralph Norman, and multimillionaire businessman Rom Reddy. Since no candidate won a majority of the vote, as the top two finishers, Evette and Wilson advanced to Tuesday’s runoff.

Mace and Norman endorsed Wilson after failing to advance to the runoff. And Wilson was also backed a week ago by Sen. Ted Cruz, the conservative firebrand from Texas.

Trump, meanwhile, made an 11th-hour endorsement on Friday, backing Wilson in addition to his earlier endorsement of Evette, in what appeared to be a move by the president to hedge his bet.

Mace, reacting to Trump’s endorsement of both Evette and Wilson, wrote on social media, “LMAO,” which is a common abbreviation for the phrase “laughing my a– off.”

The runoff between Evette and Wilson became combustible, and in last week’s final debate, both candidates launched personal attacks and accused each other of lying and misrepresenting their records.

Wilson worked to contrast his tenure as attorney general with what he argued is Evette’s largely ceremonial role as lieutenant governor. And he spotlighted his experience as a combat veteran, prosecutor, and the state’s top law enforcement official.

Evette, who was backed by McMaster in February, showcased herself as an outsider and a Trump-endorsed businesswoman, while casting Wilson as a career politician.

“The president had a lot of confidence in me when it was a crowded field, and I won it for him on June 9. I’m going to win it for him again on June 23,” Evette told Fox News Digital on the eve of the runoff. “I have always been very loyal to the president. I’ve traveled wherever he’s asked me to help stump for him, fundraise for him.”

Wilson, campaigning with Cruz on the eve of the runoff, pointed to Trump and said in a Fox News Digital interview, “I’ve been fighting and defending his agenda for the better part of a decade, and to have the president reflect that understanding in his endorsement a few days ago means so much to me.”

Cruz, who endorsed Wilson a week ahead of Trump’s backing, told Fox News Digital, “I was very glad to see the president endorsing Alan Wilson… My philosophy, as you know, is that I support the strongest conservative who can win, and I think in the governor’s race that’s Alan Wilson.”

It’s been 28 years since a Democrat won a gubernatorial election in South Carolina, and Wilson will now be considered the clear favorite in the general election against Democratic nominee Jermaine Johnson, a state representative.

The brute force of the president’s endorsement power has been on display in GOP primaries over the past two months, with his candidates ousting incumbents he targeted in showdowns in Indiana, Louisiana, Kentucky and Texas that grabbed plenty of national attention.

But Trump’s endorsement streak in statewide and congressional Republican primaries was snapped three weeks ago when his last-minute endorsement of Republican Rep. Randy Feenstra of Iowa in the race to succeed retiring GOP Gov. Kim Reynolds wasn’t enough to propel the three-term congressman to victory.

Feenstra was narrowly edged by Zach Lahn, a businessman, farmer and former political strategist who was backed by the political wings of MAHA — the acronym for the Make America Healthy Again movement aligned with Trump Health Secretary Robert F. Kennedy Jr. — and Turning Point USA, the powerful conservative organization co-founded by the late Charlie Kirk.

Trump rebounded two weeks ago, as Evette finished first in the GOP gubernatorial primary and longtime Trump ally Sen. Lindsey Graham of South Carolina won a majority of the vote in the Republican Senate primary, and avoided a runoff.

Graham, who was endorsed by Trump, was facing primary challenges from five candidates, including conservative businessman Mark Lynch, who took aim at the senator over his support for the war in Iran. Lynch was backed by some MAGA leaders who have been critical of the president.

Last week Trump-backed candidates won two of the three top races in Georgia and Alabama, with the one setback coming against a billionaire businessman who shelled out over $100 million of his own money to boost his campaign.

Rep. Barry Moore, a House Freedom Caucus member and longtime Trump supporter who was endorsed by the president, comfortably defeated rival Jared Hudson, a former Navy SEAL sniper who was supported by some top names on the right, in solidly red Alabama’s GOP Senate runoff.

In battleground Georgia’s Republican Senate runoff, an 11th-hour endorsement by Trump this past weekend helped boost Rep. Mike Collins, a MAGA champion, to victory over former college football coach Derek Dooley, who was backed by popular conservative Gov. Brian Kemp.

Collins will face Democratic Sen. Jon Ossoff in the general election in a race that’s among a handful that will likely decide if the GOP holds its slim majority in the chamber in the midterms.

Jones regularly showcased his Trump endorsement, but Jackson, who launched his bid in February long after the president had endorsed Jones, repeatedly said that Trump had inspired him to run.

But in Georgia’s GOP gubernatorial runoff, the candidate Trump backed, Lt. Gov. Burt Jones, who was also endorsed by Kemp this past weekend, was defeated by Rick Jackson, who ran as an outsider.

A Trump political operative, pointing to Tuesday’s loss by Trump-backed Jones, noted that “Rick Jackson set a record for spending in a statewide Republican primary. He spent Tom Steyer level money in a state a fraction of the size of California. That’s going to have an impact.”

And the operative, who asked to remain anonymous to speak more freely, also emphasized that “Rick bearhugged Trump. All of his ads and material was about how he’s going to be Trump’s favorite governor. So the race was not really a referendum on Trump.”

US presses Meta to agree to AI reviews as security concerns rise, NYT reports

June 23 (Reuters) – The Trump administration is pressing Meta to submit its AI models for voluntary review, which would allow the government ​to evaluate their abilities and vulnerabilities, the New York Times ‌reported on Tuesday, citing four people familiar with the confidential request.

The request was made in emails with the social media giant, the report said, as the administration steps ​up oversight of the AI industry.

The Facebook parent, which launched the Muse ​Spark AI model in April, is the only major U.S. ⁠developer of AI technology that has not reached an agreement to voluntarily ​share its models with the federal government for review, according to the report.

“We ​share the administration’s goal of advancing U.S. leadership on robust and secure frontier AI. While we are working through the details, we hope to sign the agreement soon,” ​Meta told Reuters in an emailed response.

The U.S. Commerce Department did not ​immediately respond to a Reuters request for comment.

Earlier this month, the U.S. government ordered Anthropic to ‌suspend ⁠access to its most advanced AI models for foreign nationals, citing national security concerns.

OpenAI and Anthropic had already been working with the U.S. government to test unreleased AI models, while Google DeepMind, Microsoft and xAI agreed in May ​to provide the ​government early access ⁠to new models for national-security evaluations.

Concern is growing in Washington over the national security risks posed by powerful AI ​systems. By securing early access to frontier models, U.S. ​officials are ⁠aiming to identify threats ranging from cyberattacks to military misuse before the tools are widely deployed.

On June 2, President Donald Trump signed an executive order establishing ⁠a ​voluntary framework for AI developers to offer “covered ​frontier models” to the U.S. government for up to 30 days before releasing them to trusted ​partners.

Housing crisis explained: Record number of adults live with parents

New Realtor.com data revealing a record number of young adults are forced to live with their parents due to soaring housing costs. A staggering 33% of adults under 35, totaling 25.2 million, currently reside at home, surpassing even the COVID-19 pandemic peak.

President Donald Trump scored a major legislative win after Congress cleared a sweeping housing bill aimed at expanding the nation’s supply of homes and lowering costs.

House lawmakers voted 358-32 in an overwhelmingly bipartisan vote Tuesday to approve the Senate-passed measure with opposition coming solely from Republicans. Every Democrat present voted for the package.

The 21st Century ROAD to Housing Act, one of the most significant housing bills approved by Congress in decades, largely incorporates Trump’s proposal to ban large institutional investors from purchasing single-family homes — a measure designed to help individual buyers compete with private equity firms.

It would also streamline federal environmental reviews for housing, loosen regulations around the construction of factory-built homes, and incentivize local governments to reform their zoning laws to allow for more homebuilding, among its more than 45 provisions.

Other sections would allocate federal grants to municipalities with a track record of constructing new homes and create a pilot program to help communities redevelop vacant properties.

“The package focuses on a simple idea of building more homes, which means lower costs and more expanded opportunities for all Americans,” Rep. Mike Haridopolos, R-Fla., said Tuesday.

The president is expected to promptly sign the measure into law as soon as Wednesday.

Tuesday’s vote comes as home prices have surged in recent years, with the median nationwide price tag topping $400,000 and the median asking rent climbing above $1,760, representing an increase of 34.4% and 17.9%, respectively, since 2019, according to analysis from Realtor.com.

House Speaker Mike Johnson, R-La., brought the measure to the floor under a fast-track procedure known as suspension of the rules that required a two-thirds majority to secure passage.

In the end, more Democrats supported the legislation than Republicans.

Some of the more than two dozen conservatives voted against the housing bill in protest of the SAVE America Act not being attached to the package. That legislation — mandating voter identification requirements, cracking down on mail-in voting and barring men from women’s sports, among other provisions —has failed to clear the Senate’s legislative filibuster and has not received a vote in the House.

“The Senate cannot keep obstructing President Trump’s agenda while ignoring election integrity,” Rep. Anna Paulina Luna, R-Fla., wrote on social media. “I call on my fellow colleagues to stand firm and honor their pledge.”

The group of conservatives has also advocated for the SAVE America Act to be paired with the reauthorization of a critical surveillance authority, known as Section 702 of the Foreign Intelligence Surveillance Act, though that is unlikely to materialize amid intraparty disagreement.

Some Republicans also opposed the Trump-backed measure, citing the inclusion of provisions offered by progressive Democrats.

“The Housing bill is full of big government garbage & spending,” Rep. Chip Roy, R-Texas, wrote on social media.

The housing bill’s package comes after the House and Senate exhausted months ironing out disagreements about how to implement restrictions on private equity investors and a temporary ban on central bank digital currencies (CBDC) — an unrelated proposal sought by GOP privacy hawks.

Both chambers ultimately agreed to a provision that would restrict large investors owning more than 350 single-family homes from purchasing additional ones, while creating exceptions for the construction of rental properties. However, investors that exceed the new threshold would not be required to sell existing holdings.

Critics have argued that large investors are not the source of supply constraints, with those firms owning less than 1% of the nation’s housing stock, according to Parcl Labs.

Their ownership of single-family rental properties is slightly higher, ranging from 1% to 3%, with the presence of large investors highly concentrated in certain rental markets, including Jacksonville, Fla., (22%) and Phoenix (13%), according to a March Government Accountability Office report.

The housing bill’s passage comes as Republicans are facing electoral headwinds from voters who are souring on the current state of the economy and cost of living. But the soon-to-be law could give Republicans a concrete example taken to address housing affordability — a key issue for voters heading into November’s midterm elections.

Just 31% of voters approve of Trump’s handling of the economy, according to a Fox News poll released last week. That was a 2-point improvement after the measure hit an all-time low of 29% in May.
