    2026-07-09T08:00:25.513Z / https://www.cnn.com/2026/07/09/politics/iran-strikes-kushner-witkoff-flawed-ceasefire

    https://www.cnn.com/

The Iran ceasefire was meant to pave the way for a grand nuclear deal. New strikes expose its flaws

    2026-07-09T08:00:25.513Z / https://www.cnn.com/2026/07/09/politics/iran-strikes-kushner-witkoff-flawed-ceasefire

The day after President Donald Trump signed a memorandum of understanding with Iran, opening a 60-day window to negotiate a deal over the country’s nuclear program, Jared Kushner and Steve Witkoff got on the phone to brief skeptical Republican leaders.

The terms of the 14-point document were vague and open to interpretation, sparking concern across Washington about what exactly the president had just signed on to and what concessions had been made to Tehran.

Kushner and Witkoff, Trump’s son-in-law and special envoy, respectively, had spent months leading backchannel talks on Iran, and now sought to reassure Republicans on the merits of the agreement and the process to come. According to a person familiar with the call, as a sign of progress, Witkoff referenced a secret trip he and Kushner had just taken to the secluded Oak Ridge nuclear lab, where they met with technical experts, many of whom Witkoff said were on standby ready to join the effort.

Witkoff also said he expected negotiations on “the toughest issue” — Iran’s nuclear program — to begin immediately, according to a person familiar with the call.

Three weeks later, not only have technical talks only barely begun, but the entire agreement appears to be in tatters. There have been skirmishes since the signing of the MOU, but the latest flare-up poses the biggest threat to the fragile agreement that Trump has now declared “over.”

After Iran fired on ships in the Strait of Hormuz on Tuesday, the US retaliated with its own strikes, to which Tehran vowed to respond. On Wednesday, the US launched another round of strikes, hours after Trump promised to do so while denouncing Iran’s leadership.

“I’m not sure I want to make a deal with them,” Trump mused at a press conference at the NATO summit in Ankara, before asserting that he does not believe war with Iran will start again.

With the prospect of renewed fighting in the region, the gap between the administration’s stated goals in Iran, including the removal of its enriched nuclear material, and the likelihood they can be achieved — let alone in 60 days — continues to widen.

    https://www.cnn.com/

That’s all raised big questions about how much was accomplished with the signing of the MOU; what exactly was agreed to; and whether Witkoff and Kushner, along with Vice President JD Vance, overstated the amount of diplomatic progress they’d made amid escalating oil prices and growing pressure to end the war.

“The MOU didn’t actually resolve anything,” said Nate Swanson, a former career State Department official who spent a decade as a senior adviser on Iran policy to successive administrations and worked on the Iran negotiations in spring 2025. The agreement, he said, was “almost entirely aspirational.”

Richard Nephew, who was director for Iran at the National Security Council from 2011 to 2013, said he anticipated such flare-ups “both because (of) misinterpretations of the underlying deal, and because none of the core issues have been resolved.”

“You could even argue the MOU made things worse,” Nephew added, particularly on the Strait of Hormuz. Although the administration has stressed that Iran cannot have control of the critical waterway, the MOU itself does not lay out a clear process for how to achieve that.

“There still seems to be this persistent focus on this big Phase 2 deal, where the reality of the situation is they really just need to codify and clarify the strait before moving on to other things. They have not done that,” Swanson told CNN. “I don’t know whose fault that is, if that’s Vance, Witkoff, Kushner, Trump, I don’t know, but it’s a clear mistake somewhere in the chain of command.”

Nephew said he “squarely put” blame for the vague MOU “on the inexperience of the US negotiating team.”

Throughout their Iran discussions, Kushner and Witkoff have kept their circle tight, relying heavily on political appointees and advisers, reflecting a longstanding distrust within the Trump administration of career civil servants.

Multiple former US officials familiar with the effort tell CNN that many of the career government employees with the expertise needed to negotiate a complex agreement with Iran, including experts on nuclear issues, were consulted only intermittently in the months leading up to the signing of the MOU and not meaningfully incorporated into the early decision-making process or broader diplomatic effort led by Kushner and Witkoff. Many career officials have also been driven out of the government.

Compared to the years of inter-agency work that went into the Obama-era Iran nuclear deal that was reached a decade ago, the process under Kushner and Witkoff has appeared dramatically different, described by some sources as more ad hoc.

Under Obama, experts across the government played central roles in shaping and testing technical aspects of the 2015 Iran nuclear deal, which took years to negotiate. That process was tightly coordinated by the National Security Counsel at the White House. But Trump last year stripped down his NSC and sidelined national security experts ahead of his decision to start the war in February.

The White House acknowledges its different approach compared with previous nuclear negotiations but defended the decision as necessary to limit leaks and keep sensitive diplomatic discussions tightly held.

“People who complain to CNN about feeling left out clearly cannot be trusted with sensitive information and are not included in national security conversations,” White House spokeswoman Anna Kelly told CNN in a statement earlier in the week.

Kelly also pushed back on the notion that Kushner and Witkoff have not engaged technical experts across the government.

“There have been vast consultations across the interagency, as well as with the IAEA, over the course of these negotiations,” Kelly said, referencing the UN’s nuclear watchdog agency. “Now, experts from the National Security Council, State Department, Treasury Department, War Department, Energy Department, and more make up our technical team that are negotiating a final deal.”

Nestled into the mountains of east Tennessee, the Oak Ridge National Laboratory is home to some of the world’s foremost nuclear weapons experts, many of whom were surprised on June 4 when parts of the sprawling 35,000-acre campus were locked down and surrounded by security personnel, local police and what looked to some like armed Secret Service agents, according to a person familiar with the visit.

After months of leading talks on Iran, Witkoff and Kushner were closing in on a deal to allow for negotiations on its nuclear program, and were ready to meet with technical experts who would likely serve a key role in the next phase of nuclear talks, according to a US official — if they ever got that far.

During their trip, Kushner and Witkoff met inside a SCIF in the classified part of the main building. Discussions focused on how to deal with the nuclear enriched material from Iran, how gas centrifuges work, monitoring and verification, and potential down-blending of nuclear material, multiple sources said. Technical experts at the lab were told “to be on call, ready to travel to go to the negotiations if and when called upon,” according to the source familiar with the visit, who added that it was the first time experts at the lab had received those instructions.

Before the most recent strikes, sources told CNN, that the diplomatic operation had evolved in recent weeks, with greater outreach to subject-matter experts across the government.

Work has also begun on one of the most technically complicated pieces of any possible deal: bringing nuclear material from Iran back to the US. According to two sources with direct knowledge of the issue, preparations are underway for the possibility that Iranian nuclear material will be brought to the US for processing and down-blending at two potential sites, the Y-12 National Security Complex near Oak Ridge, and another facility at the Savannah River Site in Georgia.

For any of that to actually happen, the US will need to engage in a lengthy technical negotiation with an Iranian team that has decades of experience.

“They basically have had the same team roughly since 2013,” said Swanson, who was a career diplomat for nearly 20 years. He noted that Iranian foreign minister Abbas Araghchi has led those talks for almost the entire time.

“They just have this unique advantage and knowledge of how this has worked in the past,” Swanson said.

Nephew echoed this and suggested that it could lead to Kushner and Witkoff’s team being outmaneuvered by Iran.

“The Iranians will bring a 20-odd-person delegation, and they’ll have people there who literally know the stuff backwards, and that’s how you get hornswoggled,” he said.

Questions about Witkoff’s fitness for the job of Trump’s top envoy trace back to the earliest days of the effort, when Witkoff was first handed responsibility for the Iran negotiations and began assembling a team to pursue them.

Before the Trump administration even took office in January 2025, Witkoff, a longtime friend of Trump and fellow New York real estate developer, became Trump’s de facto point man on some of the most urgent foreign policy challenges facing the incoming administration, including Gaza and the war in Ukraine.

Yet for someone who’s never worked in government, Witkoff’s expansive portfolio raised questions in Washington and abroad over whether he is truly equipped to operate at such a high level on the world stage.

In describing Witkoff’s early operating style when he first began working on the Iran issue in 2025, one source with direct knowledge said Witkoff appeared engaged but only sporadically, and without a coordinated process around him.

The source described Witkoff in the early stages of his involvement as smart but intermittent, juggling multiple crises, and often approaching Iran through a real estate or financial frame. Witkoff tended to look at Iran’s nuclear program as a bad investment, the source said, and suggested the solution could involve creating incentives to effectively buy out Iran so that it would exit that program.

“The problem with that argument, though, is that this isn’t just a financial calculation for the Iranians; it’s a national security investment,” the source added.

While Witkoff asked “the right questions” and appeared to read materials, the larger issue, the source said, was inconsistency and lack of sustained follow through.

“Sometimes when you get in briefings with him, it was just kind of all over the place,” the source said. “He was always short for time, be quick and out and you’re like, ‘Well, we didn’t really even talk about anything.’” The source said Witkoff was “most responsive on Signal,” the encrypted messaging app, than he was in briefings because of his time constraints.

Despite the stalled movement on the negotiations the administration has said it cares about most — the denuclearization of Iran — the White House continues to show confidence in Witkoff and Kushner.

“How many deals have those criticizing Special Envoy Witkoff and Mr. Kushner closed? How many times have they even been in the room for such negotiations?” Kelly, the White House spokesperson, said in a statement to CNN. “In addition to the above, both have extremely successful careers in business making deals. Mr. Kushner has also worked on USMCA, the GCC dispute, criminal justice reform, Operation Warp Speed, and bringing the World Cup and Olympics to the United States. None of their critics have accomplished anything close.”

Trump holds Washington hostage over SAVE Act as midterm clock ticks on GOP control

White House says Trump ‘will not stop fighting’ until the elections security bill clears the Senate filibuster

Trump calls bipartisan housing package ‘unimportant,’ ‘a yawn’ compared to SAVE America Act

Lawmakers hope President Donald Trump signs a massive bipartisan housing package into law, but he believes that, compared to the SAVE America Act, it’s “unimportant.”

NEW You can now listen to Fox News articles!

President Donald Trump is turning the stalled SAVE America Act into a leverage fight on Capitol Hill, tying the bill to unrelated Republican priorities as the party races to use its congressional majorities before the midterms.

The fight now stretches across defense spending, housing legislation, Senate primary politics and the filibuster, as Trump pushes Republicans to move the stalled elections bill before the party’s midterm window narrows.

The latest pressure point came Tuesday, when Trump tied the stalled elections bill to a proposed “Reconciliation 3.0” package seeking $350 billion in new defense spending.

“The SAVE AMERICA ACT, which everyone is asking for, paired with the full funding of our Great Department of War, can be passed, very quickly, ensuring that the United States of America stays FREE for Generations to come,” Trump wrote on Truth Social Tuesday.

The SAVE America Act includes Trump’s long-sought voter ID and citizenship verification, which has faced obstacles in the Senate. Trump has warned about the need for voter ID laws for years, including from the 2016 campaign trail.

In late June, Trump announced a last-minute cancellation of the signing of the 21st Century ROAD Act of Housing, while issuing an ultimatum to get the SAVE Act passed.

The housing bill had bipartisan support and would have expanded the supply of homes and lower costs while also giving individual buyers a leg up by banning large institutional investors from purchasing single-family homes.

The cancellation came as a shock to members on both sides of the aisle, with Republican Maine Sen. Susan Collins saying the decision “made no sense,” while Democratic Massachusetts Sen. Elizabeth Warren said Trump refused to sign at the “11th hour.”

“The SAVE America Act has always been a top priority for President Trump, and it remains one. This is commonsense legislation, supported by the vast majority of Americans, that will secure our elections for generations to come,” White House spokesperson Abigail Jackson told Fox News Digital.

“The president knows how critical this issue is for the American people, and he will not stop fighting until it is passed,” Jackson added.

Democratic lawmakers have argued the SAVE Act would create unnecessary barriers for eligible voters, disenfranchising them.

“In fact, he won’t sign our bipartisan bill to finally bring relief to the housing market until he gets his SAVE Act to rig the midterms and kick millions of American citizens off the voter rolls. America First,” said New York Sen. Chuck Schumer, referencing the housing act.

“Donald Trump thinks that passing a voter suppression law is the most important thing for our country,” posted House Minority Leader Hakeem Jeffries on X.

The SAVE Act also became entangled in the Texas Senate fight between Attorney General Ken Paxton and incumbent Sen. John Cornyn, where the filibuster and Trump’s endorsement became part of the same pressure campaign.

Texas Republican Senate nominee Ken Paxton previously sounded the alarm on the importance of getting the bill passed during his campaign in March.

“I would consider dropping out of this race if Senate Leadership agrees to lift the filibuster and passes the SAVE America Act,” he wrote on X at the time.

Cornyn declined to back the SAVE Act even as he signaled he could reconsider his longtime support for the filibuster, sharpening the Texas primary pressure before Trump ultimately endorsed Paxton.

Trump also diverted his attention back to the SAVE Act in another move to push his immigration agenda after a Supreme Court ruling on birthright citizenship.

After the Supreme Court ruled that children born in the United States to parents unlawfully or temporarily present are citizens at birth under the 14th Amendment, Trump turned back to the SAVE Act as part of his broader immigration and elections push.

“The Supreme Court upheld Birthright Citizenship, which is too bad for our Country, but we can easily make it up in Congress through Legislation, with the support of the President, that has now been determined during this process,” Trump wrote on Truth Social at the time.

Senate Majority Leader John Thune has cast doubt on the bill’s path forward, saying Republicans do not have the 60 votes needed to overcome a Democratic filibuster.

Trump has pushed Senate Republicans to change the rules and pass the bill by a simple majority, while pressing Democrats to publicly defend their reliance on the filibuster.

Trump has sounded the alarm that the SAVE Act may never pass if it doesn’t cross the finish line before November.

Republicans and administration officials have joined Trump’s crusade by using their speaking engagements to help push the SAVE Act.

Vice President JD Vance said by passing the legislation to get voter ID, Republicans will stop talking about election fraud.

“We are the only advanced democracy anywhere in the entire world that doesn’t require you to show a voter ID to vote. It’s simple. Just give us election integrity laws, give us voter ID, and then we will have the confidence to say the American people, there’s no cheating,” said Vance. “So stop it and give the American people voter ID.”

The Senate is scheduled to return from its Independence Day recess the week of July 13.

Florida’s West Palm Beach airport is now named after Trump, but flyers will still see the PBI airport code – for now

    Updated on: July 9, 2026 / 7:14 AM EDT / CBS News

Palm Beach International Airport became President Donald J. Trump International Airport on Thursday, but while the signage may change, the official airport code will not for another month.

Florida Gov. Ron DeSantis signed a law in March to officially change the airport name in honor of President Trump, and the Federal Aviation Administration issued guidance that the name will change on July 9.

However, the three letter airport code that passengers most often see — which is currently PBI — will not change to DJT until Aug. 18.

That means that for 40 days, the FAA locational identifier and the International Civil Aviation Organization will be using a different airport code for pilots, air traffic controllers and aviation operations, DJT, than passengers will be using for ticketing and flight information, PBI.

Henry Harteveldt, airline industry analyst at Atmosphere Research Group, says airlines have implemented “hard coding” into their reservations, passenger service, and other systems to ensure passengers and bags will be delivered to the correct airport.

“Airlines have told me that, at least initially, people who use the PBI code on their websites to search for flights will be directed to flights from what will now be called DJT,” Harteveldt said. “I’ve also been told that flight attendants will be given leeway to say ‘welcome to West Palm Beach,’ rather than ‘welcome to Donald J. Trump International Airport.’”

It’s very rare for the International Air Transport Association to approve changes to airport location codes. These codes are typically considered permanent and “are almost never changed –and then only with strong justification, primarily concerning air safety,” according to the IATA site.

The official request to change the three letter location code came from the major U.S. airlines serving the Palm Beach International Airport, including Delta, United, American Airlines, JetBlue and Southwest.

“IATA has acted on a request from airlines serving Palm Beach International Airport to change the airport’s IATA 3-letter code from PBI to DJT, along with the change of the location name to President Donald J. Trump International Airport,” an IATA spokesperson said.

IATA notified industry stakeholders that the change will take effect on Aug. 18 to ensure that all systems can be updated within that timeframe, according to a spokesperson.

The airport’s website is encouraging passengers to continue using the code PBI until the official change happens in August.

“While we recognize that the required name change may be received in different ways by our passengers, we’re grateful for your continued support through this transition period,” according to the airport’s frequently asked questions page. “We remain committed to serving all passengers and ensuring a positive travel experience.”

Nearly eight million passengers fly through PBI annually, according to the airport. The president flies into PBI on a frequent basis in order to travel to his Florida resort Mar-a-Lago.

In May, the Palm Beach County commissioners approved a licensing deal to add “Donald J. Trump” to its airport name after the Trump Organization filed for a trademark for the use of the president’s name at any airport.

Under the agreement, Mr. Trump is prohibited from receiving royalties, fees, or revenue from purchases of merchandise at the airport, but the airport can use Mr. Trump’s name, image, and likeness to advertise for the airport.

There are 12 airports across the country named after presidents.

Exclusive: Epstein survivors say his former assistant Lesley Groff lied to Congress about key details

    2026-07-09T09:00:25.619Z / CNN

Lesley Groff, Jeffrey Epstein’s longtime assistant, told members of Congress last month that she never met any of the girls and young women who provided massages to Epstein and that she didn’t know anything about their backgrounds – including how old they were.

Some Epstein survivors say that Groff was not telling the truth.

In interviews with CNN, multiple Epstein victims, including four women who spoke on record and two who shared their accounts anonymously, took issue with various aspects of Groff’s recent testimony to lawmakers. They described meeting Groff in person, discussing with Groff how old they were and being directly paid by Epstein’s assistant of 18 years — all contrary to what Groff told lawmakers.

Those details were part of Groff’s hourslong, transcribed June 9 interview with the House Oversight Committee about her experience working for Epstein. She told members of the panel – which has been questioning a series of people in the convicted sex offender’s orbit this year – that she never knew about Epstein’s abuse of girls and women and that she was duped by his manipulation.

While Groff was listed as a potential co-conspirator to Epstein as part of the controversial non-prosecution agreement struck with federal prosecutors in Florida in 2008, she has never been charged with a crime.

Groff’s lawyer did not respond to CNN’s request for comment for this story.

A spokeswoman for the House Oversight Committee told CNN that the committee is “currently reviewing Ms. Groff’s transcript against the available evidence.” She added: “We welcome any additional evidence from individuals who possess information.”

“Lesley Groff knew what was happening in Epstein’s inner circle, which is why Chairman Comer should have required her to testify under oath,” Sara Guerrero, communications director for the oversight committee’s top Democrat, Rep. Robert Garcia, said in a statement. “Lying to Congress is a crime, and anyone who does it should be held accountable, full stop.”

Groff’s testimony has only fueled the frustration of Epstein survivors, many of whom are concerned that Congress’ interviews with Epstein associates will not lead to more accountability. Epstein co-conspirator Ghislaine Maxwell is the only person who has been prosecuted in the US in relation to Epstein, and the Justice Department has said there has been insufficient evidence to pursue other charges – even after it released millions of Epstein files.

“We have so many people coming in and lying and saying they don’t know, they don’t remember,” said Epstein survivor Marina Lacerda. “Can we just have one person at least come in and take accountability and bring in full transparency?”

Groff told members of the House Oversight Committee that Epstein had been a “master manipulator and deceiver” who had kept his abuse a secret from her, saying: “For 18 years, I worked for Dr. Jekyll but was never permitted to see the true Mr. Hyde.”

It is a crime under federal law to “knowingly and willfully” give “materially” false statements to Congress. The Epstein survivors CNN spoke with said it was not possible to produce corroboration for some of their claims about their interactions with Groff, which for some, took place more than two decades ago when many of the victims were teenagers and before the proliferation of smart phones.

Here is what Epstein survivors said in response to some of the claims Groff made in her interview:

Groff repeatedly told lawmakers that she never met any of the girls and women whom she arranged to give massages to Epstein. “To my knowledge I never met any of these masseuses,” she said.

All six Epstein survivors CNN spoke with said they met Groff in person and were dismayed to learn of Groff’s denial about ever meeting the girls and young women.

Lacerda, who says she first met Epstein in 2002 when she was just shy of turning 14, said she saw Groff regularly during her years of abuse. “She’s lying,” she said, adding: “Just me and my friends, she’s met at least three or four of us.”

Sharlene Rochard, who says she was a young model working in New York City when she first met Epstein, said she met Groff “multiple times in different locations.”

Lara Blume McGee, who says she met Epstein as an aspiring model and was abused from 2001 to 2003, said she remembers meeting Groff at least twice at Epstein’s townhouse, while Lisa Phillips, who says she was in her early 20s when she first met Epstein, told CNN: “Of course I’ve met her in person.”

One woman who spoke to CNN anonymously says she was around 14 when she first met Epstein. She said she met Groff numerous times at Epstein’s New York City townhouse and that she could still clearly picture where their interactions primarily took place.

“When you walked in his house, right to the left of the foyer when you come in, he had his little seating area office that she was always in,” she said. “She would greet you sometimes while you would sit there and wait — like basically the chairs are facing her — so I would always start conversation.”

A second Epstein victim who spoke anonymously says she first met Epstein in 2001 when she was 20 years old. She similarly said she met Groff multiple times, including at Epstein’s office in New York City.

Groff repeatedly told lawmakers that she never asked for or knew the ages of the girls and young women who came to see Epstein, including the fact that some of them were minors. She also said she was never aware that some were coming from local high schools.

Multiple Epstein survivors vehemently pushed back on Groff’s claim that she never knew any of the girls’ ages.

Lacerda said Groff regularly asked her detailed questions about new girls that Lacerda planned to bring to Epstein, and that Groff was sensitive to Epstein’s preference for younger girls – so much so that she started asking Lacerda to tell her friends to bring their school IDs to their sessions with Epstein.

“She would ask, ‘What does the girl look like? Where is she from? How old is she?’ over the phone,” Lacerda said.

Rochard said it was not possible that Groff didn’t know her age, because she had Rochard’s passport information to plan travel. “Of course she knew how old we were because she had to look at our IDs to book our flight,” Rochard said.

The second woman who spoke with CNN anonymously echoed Rochard, saying Groff had helped her apply for her first passport so that she could travel abroad. She visited Epstein’s office in New York City to give Groff the necessary information for the application, she said: “I sat with her and she took all my information in person. She obviously knew my age.”

However, when Groff was specifically asked by a lawmaker if she ever handled or viewed any of the girls’ passports, she responded: “No.” She later said she “may have seen a passport – a picture of a passport, but I never had anything to do with their passports.”

The first anonymous woman said she was also “100 percent” certain Groff knew that she was a minor. “I went to a private Catholic school and she would always ask me to leave school early,” she said. Epstein liked to see her in her school uniform, and that she said there were many times when Groff saw her wearing her uniform.

Groff repeatedly told lawmakers that she never gave money to anyone on Epstein’s behalf. She said she was only involved in sometimes arranging for money to be picked up to be delivered.

Multiple Epstein survivors said getting paid by Groff was a feature of their time with Epstein. Lacerda said it was often Groff who gave her cash, particularly when Epstein was out of town.

“She would put it in a long white envelope and the cash would always be in hundreds. Never in twenties, never in fives, never in tens — like it just came out the bank,” she said. Lacerda said that the payments took place at Epstein’s New York City office on the stairs, and that Groff “would hand the envelope over and we would leave. And we would know, like, not to stay very long there because we knew that we were young and we did not belong there.”

The first anonymous woman also said she received money in envelopes from Groff, and that it happened frequently. “We would go pick up money from Lesley every other day. Not even for massage — just because. We had no money unless we brought a girl,” she said.

Phillips told CNN it was “impossible” for Groff to claim that she never gave the girls money, explaining that she went to Epstein’s office to pick up checks for school tuition from Groff.

Groff told lawmakers that from 2001 to about 2013, she “never stepped foot” in Epstein’s New York City townhouse.

The first anonymous woman, who said she was abused by Epstein starting in the early 2000s, said she saw Groff at Epstein’s townhouse many times. “Is she kidding? Unless I’m hallucinating and she has a twin,” she said.

Blume McGee, who said she was abused by Epstein in the early 2000s, said she saw Groff in person at least twice and that it was only at Epstein’s townhouse.

Groff told lawmakers that she never provided Broadway tickets to any of the masseuses.

Lacerda and the first anonymous woman both said they went to Epstein’s New York City office on numerous occasions to pick up Broadway tickets from Groff. “She would meet us in the staircase and she always would hand us over a white envelope,” Lacerda said.

She said she once walked out of “Phantom of the Opera” because she didn’t enjoy it.
