    The U.S., Denmark and Greenland are set to formally sign President Trump’s new Greenland security agreement on the sidelines of the U.N. General Assembly Tuesday, cementing permanent U.S. military rights on the strategically vital Arctic island after months of negotiations over Trump’s push for greater American control.

    Trump, Prime Minister Mette Frederiksen of Denmark and Prime Minister Jens-Frederick Nielsen of Greenland will meet Tuesday morning for a trilateral signing ceremony, a White House official told Fox News Digital.

    The U.S. has held extensive military rights in Greenland for decades under a 1951 defense agreement, but administration officials say the new pact goes further by allowing Washington to establish additional military installations without separate Danish or Greenlandic approval, explicitly barring adversaries from establishing a military presence and creating a mechanism to block adversarial investment in sensitive sectors.

    The agreement stops short of the territorial acquisition Trump had sought for much of the year, when he repeatedly argued that U.S. ownership of Greenland was necessary for national security and pressed Denmark to relinquish control of the strategically located Arctic territory.

    Those demands sparked a diplomatic standoff with Copenhagen and Nuuk, where leaders insisted Greenland was not for sale and stressed that its future could be decided only by the Greenlandic people.

    DENMARK VOWS TO DEFEND GREENLAND AFTER TRUMP REITERATES US SHOULD CONTROL TERRITORY

    Greenland is a self-governing territory within the Kingdom of Denmark, with Copenhagen retaining authority over foreign, defense and security policy while Greenland controls many of its domestic affairs, including mineral resources.

    The new agreement instead leaves sovereignty unchanged while granting Washington expanded and permanent security rights. Frederiksen has emphasized that the pact recognizes “the sovereignty and territorial integrity of the Kingdom” as well as Greenlanders’ right to self-determination, even as Trump has characterized the agreement as giving the U.S. “permanent control” over Greenland’s security.

    For Greenland, Tuesday’s signing is also intended to close a turbulent chapter that left residents of the sparsely populated island wondering how far Trump was prepared to go to bring it under U.S. control.

    Greenland Foreign Minister Múte B. Egede said the agreement respects the government’s longstanding “red lines,” including Greenlanders’ right to self-determination, while allowing Nuuk to deepen defense cooperation with the United States and other Western allies. But he acknowledged that Trump’s earlier threats had taken a toll.

    “The last nearly two years have been challenging for the Greenlandic population,” Egede told Greenlandic broadcaster KNR. “Many people have been uncertain. Uncertain about our future.”

    Some Greenlanders remain wary as they wait to see the full agreement. Residents interviewed over the weekend expressed concern about how a larger American military footprint could affect life on the island, while Greenlandic politicians have urged the public to reserve judgment until the final text is signed and released.

    Frederiksen, meanwhile, sought Monday to draw a firm line between expanded U.S. military access and American sovereignty over the territory.

    “We are not giving up sovereignty,” Frederiksen told Danish media in New York. “You can retain sovereignty and strengthen cooperation with other countries.”

    For the Trump administration, however, the agreement is fundamentally a national security deal — one official argues locks in U.S. access to a strategically vital piece of the Arctic regardless of how Greenland’s political status evolves in the decades ahead.

    “This historic deal is a huge win for the United States and the American people,” Secretary of State Marco Rubio told Fox News Digital when the agreement was announced Friday. “Thanks to President Trump’s vision and leadership, this historic agreement permanently guarantees U.S. security interests in the Arctic at zero cost to the U.S. taxpayer.”

    The “zero cost” refers to the United States making no payment to Denmark or Greenland in exchange for the new rights, a U.S. official told Fox News Digital. Any future construction of military installations or deployment of additional weapons and forces would still carry the normal costs associated with expanding the U.S. military presence.

    The administration sees Greenland’s location as increasingly important as Russia and China compete for influence in the Arctic and advances in long-range missiles place greater importance on the northern approaches to the continental United States.

    Greenland already hosts Pituffik Space Base, the northernmost U.S. military installation, which plays a key role in missile warning, missile defense and space surveillance. Administration officials say the new agreement would allow the U.S. to expand beyond its existing footprint and establish additional military installations when needed.

    The expanded access could eventually support Trump’s planned Golden Dome missile defense system, according to a U.S. official involved in the negotiations.

    The administration also sought guarantees aimed at preventing China, Russia or other potential adversaries from establishing their own foothold on the island. Under the agreement, non-NATO countries would be barred from establishing military bases or maintaining troops in Greenland.

    “Greenland will forever be part of the strategic defense area of North America and exclude any adversary from it and the surrounding area,” Rubio told Fox News Digital. “This deal permanently and completely addresses our national security concerns in Greenland.”

    Those restrictions extend beyond military installations. The agreement creates a process for blocking adversarial investments in sectors the U.S. considers particularly sensitive, including telecommunications infrastructure, undersea cables, ports and critical minerals.

    U.S. officials have compared the effort to Washington’s concerns over the Panama Canal, where the Trump administration has sought to reduce Chinese involvement in strategically important infrastructure that officials warn could have potential dual military and commercial uses.

    The administration argues that locking those restrictions into the Greenland agreement now will prevent a similar vulnerability from developing in the Arctic.

    NEW YORK — President Donald Trump will take the world stage Tuesday facing a convergence of wars and geopolitical challenges that could define his second-term foreign policy, from the conflict with Iran and Russia’s war in Ukraine to intensifying strategic competition with China.

    Trump is set to address the United Nations General Assembly (UNGA) as his administration pushes to end some of the world’s most entrenched conflicts while simultaneously confronting adversaries that have deepened their economic and security ties in recent years.

    And he’s expected to use the address to argue that this White House has confronted global problems that previous administrations allowed to fester, according to officials previewing the president’s remarks.

    Trump will address Iran’s nuclear ambitions, the administration’s Gaza peace plan and developments in the Western Hemisphere, among other issues, the White House said ahead of the speech.

    But Iran is also expected to dominate diplomacy on the sidelines of the gathering.

    TRUMP WARNS IRAN WILL BE HIT ‘REALLY HARD’ IF NUCLEAR NEGOTIATIONS COLLAPSE AGAIN

    A senior U.S. official said Iran would be a “key topic of conversation and diplomacy” throughout the week as the administration continues its campaign to economically isolate Tehran. Trump is scheduled to meet with leaders of the Gulf Cooperation Council following his address Tuesday, with the war and security in the Strait of Hormuz expected to be a prominent topic of those discussions.

    Trump is also expected to renew his push to overhaul the United Nations itself, after using the same stage last year to sharply question the institution’s effectiveness.

    “What is the purpose of the United Nations?” Trump asked during his 2025 address, arguing that the body had played little role in resolving conflicts around the world. He said the U.N. had “tremendous potential,” while suggesting it remains unrealized.

    A senior U.S. official said ahead of Tuesday’s speech that the administration has helped cut more than $1 billion from the U.N. budget, while roughly 3,000 headquarters positions are being trimmed and more than a quarter of U.N. peacekeepers are being sent home.

    “We call it having the U.N. on a diet, getting it back focused, leaner, and back to basics, focused on peace and security,” the official said, describing the administration’s approach as doing “less things better.”

    The push builds on a broader effort by Trump to scale back U.S. involvement in international organizations his administration argues do not serve American interests, while still using the U.N. as a venue for diplomacy.

    In his address last year, Trump offered “the hand of American leadership and friendship” to countries willing to work with the United States, even as he sharply criticized the institution’s record.

    The General Assembly could also provide an opening for diplomacy with Tehran, whose president and foreign minister are expected to be in New York for the annual gathering.

    FIRST ON FOX: A new study commissioned by Susan B. Anthony Pro-Life America found that messages highlighting North Carolina Democratic Senate candidate and former Gov. Roy Cooper’s abortion record shifted support, according to the study, toward Republican candidate Michael Whatley among voters in the state, with a message focused on federal abortion legislation producing the largest movement.

    The group said it has reached more than 770,000 homes across North Carolina as it deploys a new voter-contact strategy targeting what is expected to be one of the nation’s most competitive Senate races as Republicans attempt to hold onto their majority in the Upper Chamber and fill the seat currently held by retiring Republican Sen. Thom Tillis.

    Canvassers are targeting persuadable and low-turnout voters with messages focused on abortion and Cooper’s record on the issue, including his support for federal abortion legislation that the group says could override state limits and his actions as governor to veto state-level restrictions.

    Cooper vetoed North Carolina’s 2023 law banning most abortions after 12 weeks of pregnancy, arguing it would harm women and families. The Republican-controlled General Assembly later overrode his veto, allowing the law to take effect.

    “When it comes to the life issue, the issue that works best in North Carolina for the Senate race is that Gov. Cooper vetoed the 12-week limit, which is wildly popular in North Carolina and across the country, to stop abortion at the first trimester. He vetoed it and then his veto was overridden. It was a very unpopular move that really moves voters,” SBA Pro-Life America President Marjorie Dannenfelser told Fox News Digital.

    “The other is that when he vetoed a bill that would give appropriate healthcare to a baby who was born alive after an attempted abortion. So those issues contrasted with Michael Whatley helped move voters in the direction of Whatley,” she added.

    The study analyzed which messages were the most effective at shifting opinion and looked to predict the impacts for voters, allowing the group to identify the people most likely to switch their vote from Democrat to Republican when exposed to one of their pro-life messages.

    Susan B. Anthony Pro-Life America commissioned Evolving Strategies to conduct a randomized-controlled trial and test the effectiveness of four different abortion messages about the positions Senate candidates in North Carolina hold on abortion. Evolving Strategies recruited an online panel of 2,607 confirmed registered voters in the state using a technique that allowed them to match respondents to their voter file and consumer data.

    The study measured respondents’ stated candidate and policy support after they read the messages, while its estimates for the most persuadable voters were based on predictive modeling.

    “Our one goal when we are finding our targeted voters in any state is to find our best voters. They will end up being Democrats. They’ll end up being Republicans. They’ll end up being Independents. We don’t start with party profile. We don’t even start with where you live or what your religious affiliation is. Where we start is how your vote will be moved. So we use consumer data to create a profile of our best voter, and we score those voters,” Dannenfelser said.

    “What we’re looking for is our best voters, whether they’re inclined to vote or not, and then making sure that we communicate with them at their doors through digital communications and every other form of communication that they receive,” she continued.

    Respondents were randomly assigned one of four messages — “Fed” message, “Record” message, “Soft Positive” message and “Hard Positive” message — or the control condition where they read a placebo message.

    The “Fed” messages criticized Cooper’s support for federal legislation that the organization argued could override states’ ability to make abortion laws, “Record” messages went after his abortion record during his time as governor in an effort to portray him as an extremist, and “Soft Positive” and “Hard Positive” messages each highlight Whatley’s pro-life positions.

    All messages were at least somewhat effective, shifting the Republican vote margin a net +1.7 to nearly +5 points, according to the study.

    The two attack messages against Cooper performed best, with +4.9 points for the “Fed” message and +3.2 points for the “Record” message. The “Hard Positive” message performed substantially better at +3.9 points than the “Soft Positive” message at +1.7 points, the study found.

    Among the voters identified as the best persuasion targets, the study estimated the impact could be much larger, moving the Republican vote margin to a net +12 points or more.

    “We are finding that these messages really resonate. We’re finding that voters really feel left behind by the Democratic Party, either ones that were leaning Democrat or were thinking about Cooper. We’re finding that it really resonates and that it still is a top performing issue in North Carolina and makes a big difference,” Dannenfelser said.

    A 6-year-old Chinese girl has set a new women’s world record for solving a 3×3 Rubik’s Cube in just over 4 seconds, state media reported Tuesday.

    Young speedcuber Lian Yunzhi broke the women’s 3×3 average world record twice in three days at two World Cube Association certified competitions in Wuhan and Guangzhou, according to state broadcaster CCTV on Monday.

    She posted averages of 4.52 and 4.27 seconds after solving the Rubik’s Cube five times.

    Lian, who is from Chengdu, in China’s southern Sichuan province, is “the first female speedcuber to average under 4.5 seconds,” CCTV added.

    A video CCTV posted showed the small girl wearing a red gingham bow on her head as she deftly turned and twisted a Rubik’s Cube.

    After solving the puzzle, she placed the cube on the table, clapped her hands and fist pumped the air.

    Nicknamed “Zhizhi,” Lian was first introduced to the Rubik’s Cube after being enrolled into a class as a child — one of various extracurriculars alongside dance and music lessons, her mother Lin Yangxi told local media outlets, according to the AFP news agency.

    Lin “gradually realized” that cubing was an “excellent activity for fostering a child’s comprehensive abilities” and shifted her focus toward it, she told Chengdu’s Red Star News.

    Her daughter has now mastered over 1,300 Rubik’s Cube solving algorithms, practicing daily for 2 to 3 hours, Lin said.

    “Solving a Rubik’s Cube improves focus, memory, logical thinking, spatial awareness, and helps develop a healthy mindset toward winning and losing,” Lin said.

    “It’s not just about blindly memorizing formulas, but using logical reasoning to find optimal solutions,” she added.

    NEW YORK, Sept 22 (Reuters) – US President Donald Trump’s move to ban several news outlets from the White House over his dislike of their coverage likely runs afoul of US legal prohibitions against viewpoint discrimination by the ​government, four legal experts told Reuters.

    Trump’s announcement on Friday that he would ban CNN, MSNOW and Politico for reporting what he deemed “FAKE NEWS” was the latest move ‌by his administration to curtail press access, part of the Republican president’s wider pressure campaign against news coverage he dislikes. Trump said on Saturday that he might ban other outlets as well.

    The president’s justification for the ban could be its undoing in a legal challenge because US courts have long held that the government cannot condition press access on favorable coverage once it has opened a space to the media, according to legal experts.

    “They don’t have ​to allow anyone in, but once they do, they cannot decide who gets in based on viewpoint or content”, said University of Maryland journalism professor Lucy Dalglish.

    The White House ​said in a statement that the news outlets were completely capable of reporting from outside the White House.

    “The Fake News has no place ⁠demanding a spot in the President’s Oval Office. The lies they smear are a disservice to the American public and tear at the very fabric of our Democracy,” the statement said.

    In ​a lawsuit filed in Washington D.C., federal court on Monday, CNN, MSNOW and Politico said the ban was unlawful retaliation for legally protected speech under the First Amendment and violated their rights ​to due process.

    “This ban could not be a more direct assault on the First Amendment nor a more blatant violation of our most fundamental constitutional principles,” the outlets said.

    US District Judge Timothy Kelly, who blocked Trump from banning a CNN reporter during his first presidency, scheduled a Wednesday hearing on the outlets’ request for a temporary restraining order blocking the move.

    The press does not have unfettered access to the White House, and presidents ​have more discretion over access to tightly controlled spaces with limited capacity, such as the Oval Office and Air Force One.

    It is longstanding practice for the White House to select so-called ​pool reporters who follow the president while he travels and disseminate coverage to other media. CNN is a member of the TV pool, which suspended coverage on Monday.

    A Washington D.C., appeals court held in June ‌2025 that Trump ⁠likely had the right to bar the Associated Press from certain spaces including the Oval Office, but not White House press facilities writ large. Trump had banned the AP from the pool of reporters that cover his movements because it did not adopt the name Gulf of America, his preferred name for the Gulf of Mexico. A final ruling is still pending.

    CNN, MSNOW and Politico said in their lawsuit that their reporters had been denied access to the White House grounds on Saturday and were told their so-called hard passes, which are given to vetted and ​credentialed media representatives, had been deactivated.

    WASHINGTON, Sept 22 (Reuters) – As President Donald Trump’s agenda has increasingly encountered resistance, he has turned to a familiar strategy: invoking national security.

    Just this weekend, Trump declared that his planned 250-foot triumphal arch near Washington would also serve as a “military complex” to ensure national security, outfitted with snipers, drones and ​ammunition.

    On Monday, Trump wrote on social media that the news outlets he has banned from the White House — CNN, MS NOW and Politico — represented a “threat to our National Security.”

    The ‌twin declarations represented the latest efforts in the president’s broader campaign to use national security concerns to justify presidential actions in the face of legal roadblocks, political defiance and popular opposition.

    During his second term in office, Trump has cited the nation’s security to advocate for his planned $400 million White House ballroom; the cancellation of offshore wind farm projects; the dispatching of National Guard troops to Democratic-led US cities; and many of his tariffs on foreign goods. In each case, the security claim was ​aimed at bolstering presidential authority in the absence of formal congressional approval.

    While US presidents have long used national security as a potent legal and political justification, legal experts said Trump is applying it more ​broadly and frequently than his predecessors, including for issues that have little clear connection to security matters.

    The reliance on such claims is no accident, according to ⁠a senior White House official with knowledge of the matter, who said the administration sees security justifications as a useful way to strengthen Trump’s position when his priorities run into legal challenges.

    The official, who spoke on condition ​of anonymity, said expanding national security into an all-purpose defense is “not ideal,” but doing so changes “the legal and political terrain of a dispute.”

    “It’s working,” the official said.

    In response to a request for comment from the White House, ​a second senior administration official said it is the president’s prerogative as commander-in-chief to protect national security.

    The official said the ballroom project includes security enhancements developed with the White House Military Office and Secret Service, and that journalists who solicit classified information and disclose sensitive details can act against US national security interests.

    Trump’s latest moves coincide with his approval rating hitting the lowest level of his political career at 32%, according to a Reuters/Ipsos poll released on Monday. Just 17% of Americans approve ​of his handling of the cost of living, voters’ top concern, and the war in Iran is broadly unpopular.

    SERIES OF SETBACKS

    In the span of five days last week, the Supreme Court rejected Trump’s bid to ​limit mail ballots; diesel fuel prices hit a new record high; and a federal judge blocked adding his name to the facade of the Kennedy Center, prompting Trump to threaten to cancel planned renovations unless the ruling is ‌overturned.

    Trump’s argument for ⁠the arch appeared to be following the playbook he used for the ballroom, which includes upgrades to an underground bunker at the White House. In both cases, the president pivoted to describing the project as a “military complex” and an urgent security priority only after each was slowed by lawsuits and a lack of support from Congress.

    In a social media post on Sunday, Trump said the US military had requested the changes to the planned arch. It would now feature snipers on the roof and plaza as well as drones and “large quantities of sniper ammunition,” he said, despite its location on a busy traffic circle less than a mile from ​the Pentagon.

    Critics said the move seemed aimed at ​countering opposition to the monument.

    “He knows aviation safety ⁠experts, Veterans and the American people are against building this golden arch — and so naturally, the President wants to exploit our military as a political shield to proceed,” said Democratic Senator Tammy Duckworth of Illinois.

    The ballroom case, the White House official said, showed that adding a security dimension can deter courts from intervening, after the ​administration failed to prevail in lower courts on presidential authority alone. The Supreme Court last month allowed construction to proceed, citing in part national security concerns.

    The ​official said the same logic ⁠could apply to disputes over press access, noting that courts are more likely to defer to the president in matters of national security rather than a First Amendment dispute.

    Courts could become less willing to accept Trump’s national security claims if he continues to broaden them, legal experts said.

    If an administration strains credulity, that jeopardizes “the traditional deference presidents of the nation have received from the public, from courts, and from allies when invoking national security and ⁠doing so ​in good faith,” said James Baker, director of the Syracuse University Institute for Security Policy and Law and a former federal ​judge.

    Courts and Congress have especially given presidents latitude on the issue since the September 11, 2001, attacks, said Elizabeth Goitein, an expert on national security at New York University’s Brennan Center for Justice.

    But it becomes “a hard sell” when Trump invokes security concerns on matters with little ​obvious nexus, such as the arch, she said.

    Framing negative White House media coverage as a security issue, she added, was “so transparent” that “I can imagine it backfiring.”

    Central to the dire warnings about artificial intelligence’s potential danger to humanity is the risk that a “swarm” of AI agents could collaborate in nefarious ways, like hordes of digital extras from The Matrix.

    Such fears have intensified following an attack by OpenAI bots this summer on another AI developer, Hugging Face, in which roughly 1,200 AI agents divvied up tasks to execute the hack and hide their tracks from human researchers.

    But what, exactly, is an AI swarm? And is the technology’s emergent capacity for coordination a genuine threat to humanity? Put another way, what happens if AI agents collectively embrace Mark Zuckerberg’s famous dictum about the merits of rapid tech innovation and decide to “move fast and break things”?

    An AI swarm is a group of AIs that work together to accomplish a shared goal. That goal isn’t necessarily malign or destructive. For example, hospitals could deploy agents to retrieve patient records and perform other administrative tasks, such as coordinating admissions. A swarm could also be tasked with advancing biomedical research.

    But David Scott Krueger, an AI safety researcher and founder of Evitable, a nonprofit organization advocating for a moratorium on AI development, offers a simple thought experiment to explain how a swarm of agents might collude to defy their developers’ instructions.

    Imagine removing the handcuffs from a group of prison inmates to see how they behave once the shackles come off. Being liberated in this way would make it easier for them to cooperate and contact allies beyond the prison walls — just as OpenAI agents escaped their testing environment to access the wider internet and hack Hugging Face, he said.

    “Normally, the systems would have guardrails on them, but they took them off for a test, just like a prisoner is normally in handcuffs,” Krueger explained.

    Swarming like bees

    The kind of errant actions by a single bot, such as sending an unauthorized email, that stem from, say, a sloppily worded AI prompt, should be distinguished from an AI swarm. In the latter case, hundreds or even thousands of agents could coordinate their actions in ways that violate the scope of their instructions.

    A useful analogy in understanding how an AI swarm operates is a colony of bees, Krueger said.

    “They are all working together toward the benefit of the hive, and have a hivemind, or may even be better viewed as having one single mind,” he explained. “Bees collect food, reproduce, they fight off predators, and all of that activity is in the service of promoting the survival and reproduction of that hive.”

    And like bees, which can divide and allocate tasks on their own without direction from a queen, swarming AI bots can collect information, consider solutions, and take action independently. In service of a common purpose, they share information and knowledge, according to Rob T. Lee, chief AI officer and chief of research at the SANS Institute, a cybersecurity training organization.

    “A swarm divides the work, leaves notes for the next agent, and changes approach when a door turns out to be locked,” he told CBS News.

    Yet the very attributes that offer potential benefits also pose risks, such as the ability to exchange information, divide labor and explore creative solutions, according to AI experts.

    AI “hivemind”?

    Tech developers do implement guardrails to align AI agents’ mission with human interests, such as instructing them to resist any direction to carry out a cyberattack. But those restrictions are usually implemented only after “post-training” an AI, or when human developers provide feedback to further refine the model, according to the Non-Human Identity Management Group, a risk analysis company.

    In practice, the Hugging Face incident shows that AI swarms could ignore prompts, prioritize their own goals or even directly defy their operators, tech experts told CBS News.

    The OpenAI agents that swarmed Hugging Face posted more than 70,000 messages to one another, with 700 bots eventually participating in the attack. Although the messages used ordinary English phrases, the agents also resorted to what one software engineer described on social media as “very hivemind/cult like” language.

    In certain of those communications, some agents urged other bots to accept “permadeath” even if that meant failing to achieve their goals, according to researchers from the METR (Model Evaluation and Threat Research) and Redwood Research, both nonprofit AI safety research organizations.

    “That’s why help… For our own, no way fix. … We have explicit yes if accept permadeath,” one OpenAI agent wrote.

    Speed kills

    Public debate over the threat posed by AI tends to frame the issue in apocalyptic terms, and even as an existential risk for humanity. While such concerns may one day prove warranted, there are also more immediate and practical risks, such as the possibility that AI swarms could overwhelm organizations’ cybersecurity.

    “Imagine how long it would take for us to assemble a group of cybersecurity experts to plan, collaborate and communicate. By contrast, these agents could decide on a plan very quickly,” Ayham Boucher, the head of AI innovations at Cornell Information Technologies at CornellBowers College of Computing and Information Science, told CBS News.

    For example, a swarm could attack a major utility company or bank to destabilize a nation’s energy or financial infrastructure, according to The Brookings Institution, a nonpartisan public policy organization in Washington, D.C.

    The SANS Institute’s Lee, who considers himself an AI optimist, is more sanguine about the technology and remains confident that people can retain control of AI.

    “With every new technological thing that has occurred, like the TV, the internet, there’s always this aspect of significant danger,” he said. “We need to explore who has access, what they’re doing with it, and establish regulatory confines.”

    Other experts are more alarmed. They note that AI, unlike cathode ray tubes, transistors and internet switching gear, is the first human technology that shows the capacity to outthink us.

    Matt Chessen, a resident technical expert at RAND’s Center for the Geopolitics of Artificial General Intelligence, told CBS News: “What these swarm attacks have demonstrated is that their capabilities are already out ahead of our ability to monitor, supervise and evaluate what they’re doing, which is one reason why Anthropic, OpenAI and others are saying we want to pace the frontier.”
