    Supreme Court clears path for Alabama to redraw congressional map

    Washington — The Supreme Court on Monday cleared the way for Alabama to adopt a new House map ahead of the 2026 midterm elections.

    In a divided decision from a trio of appeals involving Alabama’s House districts drawn in 2023, the high court set aside lower court rulings that had blocked the state from using the GOP-drawn map, which contained one majority-Black district. The Supreme Court sent the cases back to the lower court for further proceedings in light of its landmark ruling last month that weakened the Voting Rights Act.

    The ruling from the high court appears to be 6 to 3, with Justices Sonia Sotomayor, Elena Kagan and Ketanji Brown Jackson in dissent.

    Sotomayor, joined by her two fellow liberal justices, wrote in a dissenting opinion that the move by the Supreme Court to toss out the district court’s decisions is “inappropriate and will cause only confusion as Alabamians begin to vote in the elections scheduled for next week.”

    The state’s 2023 map contained just one majority-Black district out of seven House districts and was adopted by Alabama lawmakers after the Supreme Court, in an unexpected decision earlier that year, ruled that a redistricting plan enacted in 2021 likely violated Section 2 of the Voting Rights Act.

    Alabama’s current map, used in the 2024 elections, was selected by a three-judge district court panel and includes two majority-Black districts. The state’s congressional delegation is currently composed of five Republicans and two Democrats.

    Alabama had asked the Supreme Court to move quickly on the appeals following its landmark ruling last month that undermined Section 2 of the Voting Rights Act. On the heels of that 6-3 decision, which involved Louisiana’s congressional map, Republicans in some Southern states are scrambling to redraw their congressional maps and reconfigure districts held by Democrats.

    In Alabama, where the primary is set for May 19, GOP Gov. Kay Ivey signed into law a measure that authorizes a special election for congressional districts whose current boundaries would change if the state were given the green light to revert back to its 2023 map.

    The court fight over Alabama’s congressional map has spanned more than half the decade and has been before the Supreme Court numerous times across various stages of litigation.

    After the state’s Republican-controlled Legislature adopted new House district lines in 2021, the high court agreed with a lower court that Alabama’s congressional map likely violated Section 2 by diluting the votes of Black residents. The lower court had said the state should have two House districts where Black voters have the opportunity to elect their preferred candidates.

    Following that decision, state lawmakers enacted in July 2023 a new House map, which, like the 2021 plan, included a single majority-Black district. State officials said the congressional districts were drawn to minimize county splits, including in the so-called Black Belt, a rural region named for its fertile soil, and to adhere to traditional redistricting principles.

    But that 2023 map drew another challenge and again, a three-judge district court panel blocked those congressional districts from being used in the 2024 elections. The Supreme Court declined to let Alabama use those House boundaries, and 2024 congressional elections were held under a remedial map drawn by the district court.

    Alabama officials went on to appeal the district court rulings last year, but the Supreme Court had not yet acted on them while it was considering the Voting Rights Act dispute involving Louisiana’s map.

    Separately, Alabama Republicans asked the Supreme Court to grant it emergency relief that would allow the state to return to its 2023 map for this election cycle.

    “Plaintiffs would have Alabama hold elections under a map that was erroneously ordered at best and unconstitutional at worst. Nothing requires that result,” Alabama Solicitor General Barrett Bowdre wrote in its request. “Americans, no less in Alabama, deserve a republic free of racial sorting now, and state officials deserve an opportunity to give it to them.”

    Cartel figure captured in Mexico as authorities recover drugs, guns and 7 tigers

    The leader of a group linked to a notorious cartel that operates near the U.S. border has been detained in Mexico, officials announced Monday. Authorities said they recovered weapons, drugs, cash and seven tigers during the arrest.

    José Antonio Cortes Huerta, 39, the leader of a cell affiliated with the Northeast Cartel, was arrested in Nuevo León, stemming from an investigation following the seizure of a boat in Tamaulipas, security minister Omar Garcia Harfuch said in a social media post. A woman, identified as 41-year-old Rosario Flores Alemán, was also detained.

    Authorities said they seized unidentified narcotics, cash, 10 guns, 11 vehicles, six motorcycles — and seven tigers.

    Some Mexican drug cartels are known to house exotic cats as symbols of power and, occasionally, to dispose of their enemies. According to a 2023 U.S. indictment, some victims of a Sinaloa cartel faction were “fed dead or alive to tigers.”

    Officials said the seized items are linked to Roberto Blanco Cantu who is known as “El Señor de los Buques” (“The Lord of the Ships”). Cantu, a majority shareholder of the company Mefra Fletes, is accused of smuggling fuel via boats and is allegedly affiliated with the Northeast Cartel.

    The Northeast Cartel (Cártel del Noreste) — a remnant of the infamous Zetas crime syndicate — was designated as a foreign terrorist group by the Trump administration in 2025. Last month, the U.S. issued sanctions against three people and two casinos for their alleged links to the cartel.

    According to the U.S. Treasury Department, the cartel is involved in the trafficking of illegal drugs along the border, including fentanyl, crystal meth, heroin and cocaine, and has waged a “campaign of terror on the border.”

    “CDN is involved in violent criminal activity on both sides of the border, including the kidnapping and killing of individuals that threaten their criminal enterprise on the southern border,” the department says. “CDN uses its terror-fueled influence in the region to control drug trafficking and human smuggling routes, bribe politicians and journalists, and extort local businesses and shipments flowing to and from the United States at the busiest inland point of entry for trade in the United States.”

    The latest arrest comes as Mexico continues its crackdown on cartels amid pressure from the Trump administration.

    Last month, the Mexican military captured one of the Jalisco New Generation Cartel’s top leaders in the northwest of the country, two months after its leader “El Mencho” was killed.

    Just days before that, Mexican soldiers captured three of the closest allies of drug lord Joaquin”El Chapo”Guzman’s brother in an operation backed by U.S. intelligence.

    Americans from the hantavirus-stricken cruise ship were taken to a quarantine unit in Nebraska. Here’s why.

    When Americans who were on the cruise ship hit by a hantavirus outbreak arrived back in the United States Monday, most of them were brought to the University of Nebraska Medical Center, which has multiple specialized facilities to monitor and treat people exposed to infectious diseases.

    Fifteen people who were on the cruise are at the National Quarantine Unit on the university’s campus in Omaha, Nebraska, officials said Monday. The quarantine unit is the only federally funded facility of its kind and was first used in the early months of the deadly COVID-19 pandemic.

    “There is no place in the country that they could be better cared for more safely and more effectively,” Dr. Jeffrey Gold, president of the University of Nebraska, said Monday.

    Also at the medical center is the Nebraska Biocontainment Unit, which is used if people in the quarantine unit develop symptoms and need treatment. One of the passengers from the ship was taken there and is doing well, officials said.

    Two others from the ship were taken to a biocontainment facility at Emory University in Atlanta.

    Here’s what to know about the National Quarantine Unit and Nebraska Biocontainment Unit:

    Quarantine unit “more like a hotel”

    The quarantine unit is “designed for well individuals who need to be monitored,” Angela Hewlett, the medical director of the Nebraska Biocontainment Unit, said Monday.

    There are 20 single-occupancy rooms in the facility. There is no intermingling and no visitors, aside from medical staff, said Michael Wadman, the medical director of National Quarantine Unit.

    While in the unit, individuals are monitored for any symptoms and receive temperature checks.

    Each room has “individual negative air pressure systems” and filters to prevent the spread of any possible virus, according to the university.

    The rooms are also designed to keep people comfortable. Hewlett described the facility as “much more like a hotel than a patient care space,” noting they don’t have hospital equipment. The rooms have their own bathrooms, exercise equipment and Wi-Fi connectivity.

    Patient care space in biocontainment unit

    If someone in the quarantine unit develops symptoms, they would be assessed and moved to the Nebraska Biocontainment Unit.

    “The biocontainment unit is a patient care space,” Hewlett said. “That’s where we provide hospital-based care to people who need it, and those patients could range from being relatively well and stable to critically ill, requiring multiple procedures and multiple interventions.”

    Rooms in the biocontainment unit have the same air pressure systems and filters to prevent the spread of viruses.

    “It’s a very different facility compared to your routine patient care room in a regular hospital,” Hewlett said.

    The capacity of the unit varies depending on the virus and how much waste needs to be processed, Hewlett said.

    “We typically can take 10 patients with an airborne disease,” such as bird flu and coronaviruses, she said. With the disease caused by hantavirus, which can cause people to “become ill fairly quickly,” the unit can typically take two to three patients, she said.

    That capacity is why two people were taken to the Emory biocontainment unit, officials said. If more people develop symptoms than the number of beds available at the Nebraska Biocontainment Unit, they could be taken to other treatment centers in the U.S.

    History of responding to infectious diseases

    Both the UNMC quarantine unit and biocontainment unit have been used for infectious diseases in the past.

    The quarantine unit was first activated in 2020 when Americans were evacuated from China, where the COVID-19 outbreak began.

    The biocontainment unit treated some of the first Americans diagnosed with COVID-19. It was also activated in 2014 to treat Americans with Ebola.

    “We are prepared for situations exactly like this,” Dr. Michael Ash, the CEO of Nebraska Medicine, said in a statement about the passengers arriving from the hantavirus-stricken cruise ship. “Our teams have trained for decades alongside federal and state partners to make sure we can safely provide care while protecting our staff and the broader community. We are proud to support this national effort.”

    Why hantavirus is not like COVID, according to infectious disease experts

    The deadly cruise ship outbreak of hantavirus, a rare, rodent-borne illness, may have evoked some memories of the early days of COVID-19 — but infectious disease specialists and public health officials say there are clear differences in this case that make the risk to the public extremely low.

    “This is not another COVID,” World Health Organization Director-General Dr. Tedros Adhanom Ghebreyesus told CBS News on Sunday.

    Asked about his message to concerned Americans, he said, “Based on scientific assessment and based on evidence … the risk is low. So they shouldn’t— they shouldn’t worry.”

    There have been at least 10 confirmed or suspected cases tied to the Dutch-flagged MV Hondius to date, including three fatalities. A group of 18 American passengers who returned to the U.S. early Monday are being monitoring at specialized medical facilities.

    According to infectious disease experts, there are a few key characteristics that set this virus apart from the one that triggered a global pandemic in 2020. Here’s what to know.

    “Wildfire” vs. “a wet log”

    CBS News medical correspondent Dr. Céline Gounder, an infectious disease specialist, likened the properties of COVID-19, when it first surfaced, to conditions that create a favorable environment for wildfires to spread — whereas hantavirus is more like “a wet log in a stone fireplace.”

    “If you’re a fire chief and you see dry forest, no rain in days, 40 mph winds, and a small fire — that’s going to turn into a wildfire,” Gounder said. “If you see a wet log in a stone fireplace, that’s going to smolder a little bit and then it’s going to die out. It’s sort of a similar thing. Infectious disease specialists, kind of like the fire chief, have seen these things before.”

    While COVID was caused by “a brand new virus, where we were all learning in real time,” she noted that hantavirus has been studied for decades and scientists are much more familiar with how it spreads.

    “This is not infectious in the way COVID was, or is. The incubation periods are different, and that’s actually helpful for us in containing it,” Gounder said.

    Hantavirus “infects deep inside the lungs, not the upper respiratory tract, so it’s much harder to cough or breathe out enough virus into the air” for it to be easily transmissible.

    Transmission requires prolonged contact

    Hantavirus is rare and is typically spread by rodents in dry climates. The the Andes virus strain involved in the cruise ship outbreak is found in South America and is the only strain known to spread from person to person.

    It has been found in areas where a Dutch couple had traveled before boarding the cruise ship in Ushuaia, Argentina, in April. The husband initially fell ill and died several weeks before his wife.

    “This is not COVID. This is not influenza. It spreads, very, very differently,” said Maria Van Kerkhove, the World Health Organization’s director of epidemic and pandemic preparedness and prevention, at a briefing on May 7.

    “I want to be unequivocal here,” she continued. “This is not SARS-CoV-2 [the virus that causes COVID]. This is not the start of a COVID pandemic. This is an outbreak that we see on a ship. This is a confined area.”

    Unlike COVID, which can spread through the air, this virus requires “prolonged” physical contact in order to spread from one individual to another, Van Kerkhove said.

    In a new webpage addressing questions about Andes virus, the U.S. Centers for Disease Control and Prevention said the “risk of a pandemic caused by this outbreak and the overall risk to the American public and travelers remains extremely low.” It says transmission is “usually limited to people who have close contact with a person with symptoms,” such as “prolonged direct physical contact,” “prolonged time spent in close or enclosed spaces” and “exposure to the infected person’s saliva, respiratory secretions, or other bodily fluids.”

    Former FDA Commissioner Scott Gottlieb said on “Face the Nation with Margaret Brennan” that the hantavirus outbreak is “not going to spread like a pandemic virus, like COVID” because “it spreads far less efficiently.”

    Admiral Brian Christine, assistant secretary for health at the Department of Health and Human Services, stressed the same point at a briefing Monday at the University of Nebraska Medical Center, where the National Quarantine Unit is located. Sixteen U.S. passengers are being monitored there, while two others were taken to a facility in Atlanta.

    “Let me be crystal clear: The risk of hantavirus to the general public remains very, very low,” Christine said. “The Andes variant of this virus does not spread easily, and it requires prolonged close contact with someone who is already symptomatic. Even so, we have taken this situation very seriously from the very start.”

    Lengthier incubation period

    Multiple health officials have noted that the incubation period for Andes virus can be anywhere from around two to six weeks, meaning it may take that much time for someone to begin to show symptoms of the disease after they were exposed to it.

    Gounder says the longer incubation period has given health officials an advantage of more time to develop their response to the outbreak. With COVID-19, the incubation period is much shorter, meaning the virus spreads more quickly.

    “The good news here is, because of that long incubation period, that gave us more time,” said Gounder.

    Passengers repatriated over the last day or so will likely reach the peak of the virus’ incubation cycle this week, according to Gottlieb, who said Sunday that people exposed during this outbreak are “nearing the end of the transmission window.”

    Lawsuit against OpenAI details ChatGPT’s alleged role in FSU shooting: “They planned this shooting together”

    The family of one of the victims in last year’s deadly mass shooting at Florida State University accused ChatGPT developer OpenAI of enabling the suspect leading up to the attack.

    The suspect, 21-year-old Phoenix Ikner, has pleaded not guilty to murder and attempted murder charges in the 2025 shooting, which is expected to go to trial later this year. Florida’s attorney general has also opened a criminal investigation into OpenAI over the shooting.

    Two people, Tiru Chabba and Robert Morales, were killed and five others were seriously injured in the shooting on FSU’s main campus in Tallahassee. Chabba’s family filed the lawsuit against OpenAI and the suspect in federal court Sunday.

    According to the lawsuit, ChatGPT helped the suspect allegedly plan the shooting over a period of months, including making suggestions on what weapons to use, where he should go on campus and when most people would be at risk.

    “Ikner had multiple lengthy conversations with ChatGPT about his interests in Hitler, Nazis, fascism, national socialism, Christian nationalism and worse. They talked about multiple mass shootings and they planned this shooting together,” attorney Bakari Sellers, who’s representing Chabba’s widow, Vandana Joshi, said in a statement. “Not once did anyone flag that as concerning. No one called the police or a psychiatrist or even Ikner’s family because, to do so, would violate OpenAI’s business model.”

    OpenAI spokesperson Drew Pusateri told CBS News in a statement Monday that the company has been cooperating with authorities in the wake of the shooting.

    “Last year’s mass shooting at Florida State University was a tragedy, but ChatGPT is not responsible for this terrible crime,” Pusateri said. He also said, “In this case, ChatGPT provided factual responses to questions with information that could be found broadly across public sources on the internet, and it did not encourage or promote illegal or harmful activity.”

    Pusateri noted that ChatGPT is used by millions of people for legitimate purposes.

    “We work continuously to strengthen our safeguards to detect harmful intent, limit misuse, and respond appropriately when safety risks arise,” Pusateri said.

    The FSU shooting isn’t the first deadly attack that has involved ChatGPT.

    The suspect in last month’s killings of two University of South Florida graduate students allegedly asked the chatbot ahead of the students’ disappearance how to dispose of a body.

    In another case, several families whose loved ones were killed in a mass shooting in Canada sued OpenAI and CEO Sam Altman, alleging the company knew the shooter was planning an attack but didn’t warn authorities.

    Altman apologized to the community of Tumbler Ridge, British Columbia, for not alerting law enforcement about the gunman’s account, which was banned months before the shooting after it was flagged for potentially using the chatbot for violent activities.

    FIRST ON FOX:Rep. Darrell Issa, R-Calif., has introduced a resolution aimed at reversing the two impeachments of President Donald Trump in the House of Representatives in a move he says will rectify a situation where Democrats used “knowingly false” claims in a partisan attempt to destroy the president’s reputation.

    The resolution, H.Res.1211, referred to the House Judiciary Committee, declares that both of Trump’s impeachments, approved by the House in 2019 and 2021, should be formally “expunged as if such Article had never passed the full House of Representatives.”

    “The fact is that the Constitution doesn’t spell out what to do when you’ve wrongfully indicted somebody,” Issa told Fox News Digital. “An impeachment is basically an indictment and it’s an indictment that you can’t really be acquitted from. If you are impeached by the House, famously where do you go to get your reputation back, is the question,”

    “And that’s sort of a problem that we’re dealing with, which is that the president was wrongfully accused, the evidence is now out that there was withheld information and false information, but where do we go to unring this bell? And the answer is we go back to Congress and we go to the House floor and we have a vote.”

    “More importantly,” Issa explained, is that he hopes his process will “make sure that the facts and the reality that there was misconduct in the process gets a hearing” because that’s “really where this becomes a big deal is that we really have to make our case in front of Congress and in front of the American people.”

    The resolution makes the case that the 2019 impeachment was based on unreliable and politically biased information, pointing to newly declassified material that it says undermines the credibility of the anonymous whistleblower whose complaint triggered the inquiry.

    It contends the whistleblower lacked firsthand knowledge, was assisted by other officials with alleged political bias, and that House investigators mishandled or misrepresented evidence while denying Trump the opportunity to confront his accusers.

    In a press release earlier this year, Director of National Intelligence Tulsi Gabbard announced the declassification of documents she says revealed a “coordinated effort” within the intelligence community “to manufacture a conspiracy that was used as the basis to impeach President Trump in 2019.”

    Issa says the Democrats “broke every House rule” in their impeachment quests, and a source close to Issa’s office told Fox News Digital that prominent Democrats have admitted in private that information revealed since the impeachments “reflects so poorly on the House” and “represents an example of what’s gone wrong in the Capitol and in Washington.”

    The resolution argues that the 2021 impeachment was rushed and procedurally flawed, noting that the House moved from introduction to passage in two days and did not conduct a full evidentiary process. While lawmakers held a brief committee hearing with constitutional experts, the measure advanced without fact witnesses or extended investigation, which the resolution says denied Trump basic due process.

    “They impeached him for essentially an insurrection, a true high crime, and it’s false,” Issa said.

    Previous attempts have been made to reverse the impeachments, including resolutions in 2022 and 2023, but never received hearings, markups or floor votes, and died at the end of the 118th Congress.

    Issa told Fox News Digital that the previous resolutions were not written as strongly as this one and “didn’t have what we have,” which is “the compelling case to say the misconduct of the accusation is now what we’re going to have on trial rather than the president because he was impeached with information that the very people who brought it knew was wrong.”

    Additionally, Issa’s effort has the backing of one of the top Republicans in Congress, House Judiciary Chair Jim Jordan, R-Ohio.

    “Democrats weaponized impeachment against President Trump with politically motivated charges,” Jordan told Fox News Digital. “We applaud Chairman Issa for leading the fight to expunge this sham from the record.”

    The effort also has strong support from other House Republicans. A list of over 20 cosponsors includes: Claudia Tenney, R-N.Y., Scott Fitzgerald, R-Wis., Russell Fry, R-S.C., Mark Alford, R-Mo., Tim Burchett, R-Tenn., Tom McClintock, R-Calif., David J. Taylor, R-Ohio, Harriet Hageman, R-Wyo., Rick Allen, R-Ga., Rich McCormick, R-Ga., Michael Rulli, R-Ohio, Mary Miller, R-Ill., Mike Collins, R-Ga., Glenn Grothman, R-Wis., Jimmy Patronis, R-Fla., Tracey Mann, R-Kan., Tim Walberg, R-Mich., John Rose, R-Tenn., Joe Wilson, R-S.C., David Rouzer, R-N.C., Diana Harshbarger, R-Tenn., and Ronny Jackson, R-Texas.

    Issa’s resolution reignites a constitutional argument about whether the House can retroactively nullify an impeachment it has already adopted. Supporters contend that because the Constitution gives the House the “sole Power of Impeachment,” it also has authority over its own records and can vote to expunge prior actions.

    Critics, including some legal scholars, argue that while the House can express disapproval or annotate its records, it cannot erase the historical fact of an impeachment or undo the constitutional process once it has occurred, making such efforts largely symbolic.

    “Our goal is to show that it’s false and it was maliciously false and, as a result, it should no longer stand as a legitimate accusation to then be played upon when people are saying, ‘No Kings,’” Issa said.

    When you’ve been falsely accused, whether it’s days, weeks, months or years later, somebody should be just as interested in printing that retraction on the front page as they were in putting the original charge on the front page,” Issa explained. And that’s what we’re trying to achieve, is to have the legitimate retraction receive at least some semblance of the same attention as the false accusations did.”

    The number of law enforcement officers killed in the line of duty dropped 17.2% in 2025 compared with the prior year, though non-fatal assaults against police have been rising since 2021, according to new data released Monday by the FBI.

    In 2025, there were 53 law enforcement officers killed in felony acts, and all but 10 of them died from gunshot wounds. In 2024, by comparison, there were 64 law enforcement officers feloniously killed.

    The majority of the law enforcement officers killed in 2025 were White males, and most of the incidents took place in the South, the area of the country that employs the largest number of police officers and has the largest population of the regions included in the FBI’s study.

    Although the number of officers killed decreased by 11 in 2025, the overall trend of officers killed in the line of duty has been on the rise since 2021, the FBI found, noting that 258 officers were feloniously killed between 2021 through 2024. That figure represents more officers killed than any other consecutive four-year period.

    The year with the highest number of deaths was 2021, when 71 officers were killed in the line of duty, according to the FBI’s data.

    “In 2025, officers were assaulted at a rate of 13.8 assaults per 100 officers, which is the highest assault rate in the past 10 years,” the report found. “In 2025, the number of officers assaulted and injured by firearms was 445.”
