华盛顿，9月16日（路透社）——多名美国两党参议员周三要求唐纳德·特朗普政府解密并公开所有有关美沙民用核能合作协议提案的信息，包括与利雅得达成的两份机密“附加信函”。
路透社获悉，参议员们在致美国国务卿马可·卢比奥和能源部长克里斯托弗·赖特的信中指出，美国政府已与其他多国达成数十份此类所谓的“123号核协议”，且从未隐瞒相关信息。

“参议院和公众需要获取完整文本，才能清楚了解美国以本国名义作出的承诺，以及沙特阿拉伯对美国作出的承诺，”信中写道。
美国国务院和能源部未立即回复置评请求。
这封信由来自俄勒冈州的民主党议员杰夫·默克利和来自马萨诸塞州的民主党议员埃德·马基牵头，另有13名民主党参议员、1名与民主党党团合作的无党派议员以及两名共和党议员——肯塔基州的兰德·保罗和路易斯安那州的约翰·肯尼迪——联名签署。
特朗普于8月将这份对沙特的核协议提案提交国会，开启了为期90天的国会审议窗口，议员们可借此提出否决决议。

此后，议员们一直推动解密随协议提案达成的附加信函，并公开相关文件。
这份核协议也引发了外界质疑：沙特是否无需与以色列关系正常化就能达成该协议。特朗普曾表示，只有利雅得与以色列关系正常化，协议才能生效，但国会助手称，协议文本中并未提及这一问题。
周三发出的信函未提及以色列相关议题。
这份为期30年的核协议计划建造AP1000反应堆，项目价值数百亿美元，将惠及西屋电气公司。该公司由加拿大 Cameco 公司和布鲁克菲尔德资产管理公司联合拥有。
部分民主党议员和防扩散倡导者批评该核协议未禁止沙特开展铀浓缩或核废料后处理活动，而这两项活动均是制造核武器的潜在途径。阿联酋在2009年与美国达成的民用核协议中，就同意了此类被称为“黄金标准”的限制措施。

WASHINGTON, Sept 16 (Reuters) – Democratic and Republican U.S. senators asked President Donald Trump’s administration on Wednesday to declassify and release all information about a proposed agreement with Saudi Arabia on civil nuclear energy, including two classified “side letters” reached with Riyadh.
In a letter to Secretary of State Marco Rubio and Secretary of Energy Christopher Wright, which was seen by Reuters, the senators noted that the government has reached dozens of these so-called 123 nuclear agreements with other countries without withholding such information.

“Access to the full text is required for the Senate and the public to have a clear understanding of the commitments being made on the nation’s behalf and those being made by Saudi Arabia to the United States,” the letter said.
The State and Energy departments did not immediately respond to requests for comment.
The letter was led by Democrats Jeff Merkley of Oregon and Ed Markey of Massachusetts and signed by 13 other Democratic senators, one independent who caucuses with Democrats, and two Republicans, Rand Paul of Kentucky and John Kennedy of Louisiana.
Trump sent the proposed agreement with Saudi Arabia to Congress in August, opening a 90-day window for lawmakers’ review and giving them an opportunity to try to pass a resolution of disapproval.

Lawmakers have since been pushing for the declassification of the side letters, which were reached alongside the proposed deal, and also the release of related documents.
The nuclear agreement has also raised questions about whether Saudi Arabia would get the deal without normalizing relations with Israel. Trump has said it will only go into effect if Riyadh does so, but congressional aides have said there is nothing in the pact addressing that issue.
The letter sent Wednesday did not mention the Israel issue.
The 30-year nuclear deal calls for the construction of AP1000 reactors, a project worth tens of billions of dollars that would benefit Westinghouse, jointly owned by Canada-based Cameco and Brookfield Asset Management.
Some Democratic lawmakers and nonproliferation advocates have criticized the nuclear pact for not barring Saudi Arabia from enriching uranium or reprocessing nuclear waste, two potential pathways for making a nuclear weapon. The United Arab Emirates agreed to such measures, known as the gold standard, in its 2009 civil nuclear deal with Washington.
