华盛顿，9月15日（路透社）——美国众议院议长迈克·约翰逊周二表示，若暂停人工智能研发，美国将丧失对中国的竞争优势，同时他认为人工智能企业可以进行自我监管。
“它们可以自我监管。不需要政府要求它们放缓研发速度。如果它们想要放缓，那应该自行决定，”约翰逊对记者表示。“我们不能暂停人工智能的研发，明白吗？因为那样我们就会在竞争中落后于中国，而这对每个美国家庭都将产生严重的国家安全影响。”

约翰逊表示，他确信人工智能将成为唐纳德·特朗普总统与中国国家主席习近平本月晚些时候在华盛顿会晤时的讨论议题。
“我确信他们需要，你知道的，保持沟通并相互做出承诺，”约翰逊说道，同时拒绝了设立跨国机构监管人工智能的想法。
约翰逊称他已于周一晚间与特朗普通了电话，两人计划召集人工智能供应商高管——“所有你熟知的行业巨头”——在未来一周内前往白宫参加一场重要会议。
约翰逊表示，为人工智能设置护栏的方式必须平衡且审慎。

WASHINGTON, Sept 15 (Reuters) – U.S. House Speaker Mike Johnson said on Tuesday there cannot be a moratorium on artificial intelligence development without losing the competitive edge to China and that AI companies can regulate themselves.
“They can self-regulate. They don’t need the government to tell them to slow it down. If they want to slow it down, they should,” Johnson told reporters. “We cannot have a moratorium on the development of AI, Ok? Because then we will lose our edge to China, and that has serious national security implications for every American family.”

Johnson said he was sure AI would be a topic of discussion between President Donald Trump and Chinese President Xi Jinping when they meet in Washington later this month.
“I’m sure they need to, you know, keep tabs and make commitments to one another,” Johnson said, rejecting the idea of a transnational agency to regulate AI.
Johnson said he spoke to Trump on Monday night and they are summoning to executives of AI providers – “all the big names that you know” – to come to the White House within the next week for an important meeting.
The approach to putting guardrails on AI has to be done in a balanced and thoughtful way, Johnson said.

“I think you need independent auditors. I think you need transparency from the people who are developing this. I think there’s some there’s some really important ideas that can be guardrails,” he said.
