美国总统特朗普的白宫特别特使史蒂夫·维特科夫与女婿贾里德·库什纳于周日抵达乌克兰,此次行程始于莫斯科,两人在莫斯科期间讨论了一项结束俄乌战争的提案。

此次出访是特朗普重返白宫并承诺解决俄乌冲突以来,两位特使首次前往乌克兰。

在两人抵达前,乌克兰总统弗拉基米尔·泽连斯基在社交媒体发文称,乌克兰需要“安全保障”与和平。

据一名白宫官员透露,维特科夫与库什纳周六在莫斯科与俄罗斯总统弗拉基米尔·普京进行了三小时的会谈,期间“讨论了后续行动的实质性计划,相关计划将在未来几周内公布”。

在维特科夫和库什纳出发前,特朗普对记者表示,两位特使将带着一项结束冲突的提案前往乌克兰和俄罗斯。特朗普称他们有“一个和平方案”,并且“我们有很大的可能促成此事”。

会谈结束后,克里姆林宫助手尤里·乌沙科夫在一份声明中表示,“我们的美国同事为此次出访做了充分准备”,他们“还就可能的和解路径提出了若干想法”,但并未具体说明这些想法的内容。

从被拍下的莫斯科会谈开场画面来看,普京请库什纳和维特科夫转达他对特朗普的诚挚问候与感谢,并称乌克兰局势“并不简单”。

乌沙科夫补充称,会谈还“较为详细地”讨论了美俄之间可能达成的“互利”协议。

周六,乌克兰和俄罗斯均同意在特使出访两国期间暂停空袭,以保障谈判顺利进行。

俄罗斯总统发言人德米特里·佩斯科夫对俄罗斯塔斯社表示:“普京已下令三天内不对基辅发动空袭”,并称这一决定与维特科夫和库什纳计划访问乌克兰首都有关。乌克兰总统泽连斯基也做出回应,宣布停火至周一。

该白宫官员还对哥伦比亚广播公司(CBS)新闻表示,美国代表团感谢普京释放了美国海军陆战队退伍军人罗伯特·吉尔曼。这位32岁的教师自2022年起便被关押在俄罗斯。吉尔曼已于上月获释回国。据负责营救他的组织“全球阵线”透露,在获释前,吉尔曼因据称遭受严重虐待而被送进重症监护室。

President Trump’s White House special envoy Steve Witkoff and son-in-law Jared Kushner arrived Sunday in Ukraine, as part of a trip that began in Moscow where they discussed a proposal to end the war with Russia.

The trip marks the first time the envoys travel to Ukraine since Mr. Trump returned to office with a pledge to solve the conflict.

Prior to their arrival, Ukrainian President Volodymyr Zelenskyy said in a post on social media that “security guarantees” and peace are needed.

Witkoff and Kushner held a three-hour meeting with Russian President Vladimir Putin on Saturday in Moscow, where they “discussed substantive plans for next steps, which will be announced in the coming weeks,” according to a White House official.

Prior to Witkoff and Kushner’s departure, Mr. Trump told reporters the envoys were travelling to Ukraine and Russia with a proposal to end the conflict. Mr. Trump said they had had “an idea for peace,” and that “there may be a good chance that we’ll do it.”

After the meeting, Kremlin aide Yuri Ushakov said in a statement that “our American colleagues made serious preparations for this trip,” and they had “also formulated a number of ideas regarding possible paths to a settlement,” but did not elaborate on what those might be.

At the start of the meeting in Moscow which was captured on video, Putin asked Kushner and Witkoff to pass on his warm wishes and gratitude to Mr. Trump, and described the situation in Ukraine as “not simple.”

Ushakov added that the talks also discussed in “some detail” potential deals between the U.S. and Russia that would be “mutually beneficial.”

Both Ukraine and Russia agreed Saturday to pause strikes while the envoys were in the country to allow for talks to take place.

“Putin has ordered that no strikes be carried out against Kyiv for three days,” presidential spokesperson Dmitry Peskov told Russia’s Tass news agency, saying the decision was tied to Witkoff and Kushner’s planned visit to the Ukrainian capital. Ukrainian President Zelenskyy mirrored the decision by halting strikes until Monday.

The White House official also told CBS News that the U.S. delegation thanked Putin for the release of U.S. Marine veteran Robert Gilman, a 32-year-old teacher who had been imprisoned in Russia since 2022. Gilman was freed and allowed to return home last month. Prior to his release, Gilman was hospitalized in serious condition after he had allegedly been subjected to severe mistreatment, according to Global Reach, an organization that worked to free him.
