据两名知情人士向美国有线电视新闻网（CNN）透露，土生土长的纽约人唐纳德·特朗普总统将不会前往世贸遗址参加9·11恐怖袭击25周年纪念活动，转而前往五角大楼发表讲话纪念这一事件。
据熟悉其计划的人士透露，特朗普不参加在世界贸易中心举行的纪念活动，部分原因是他想发表讲话。长期以来，纽约的这场纪念活动一直不允许政客发言。
消息人士称，特朗普团队最初曾讨论让他前往纽约市参加袭击周年纪念活动，早期计划还包括让他出席世贸遗址的纪念仪式。
但负责运营该活动并管理遗址的国家9·11纪念博物馆自2012年起就禁止政客在活动上发言，称其承诺保持无党派立场。消息人士表示，特朗普告诉团队他想要发表演讲，这导致了计划变更。
特朗普将于下月前往五角大楼——2001年9月11日另一处恐怖袭击发生地。消息人士称，副总统JD·万斯将出席在世界贸易中心举行的纪念活动。
《纽约时报》率先报道了特朗普将跳过纽约9·11纪念活动的计划，指出总统希望发表讲话。
白宫发言人安娜·凯利在一份声明中告诉CNN：“作为一名自豪的纽约人，特朗普总统曾谈及自己目睹2001年9月11日恐怖事件时的亲身经历。”他补充道，特朗普今年的讲话“将缅怀那些在邪恶恐怖分子手中遇害的人们，悼念他们的亲友，并向冒着生命危险营救同胞的勇敢急救人员致敬”。

与世贸遗址不同，总统可以在五角大楼发表讲话。他去年9月11日曾在那里发表过讲话——就在保守派人士查理·柯克被暗杀的次日，他在演讲中提到了柯克。
特朗普在演讲开篇先谈到“许多美国人在查理·柯克遭残忍暗杀后感受到的恐惧与悲痛”，随后宣布将追授柯克总统自由勋章。
他随后表示，2001年9月11日遇难者将永远被铭记。

2001年袭击发生当天特朗普身处纽约，此前多年他都曾出席纽约市的9·11纪念活动，包括2016年作为共和党总统候选人，以及2024年第二次竞选总统之前。
在其第一任期内担任总统期间，他出席并在五角大楼和宾夕法尼亚州尚克斯维尔的93号航班国家纪念馆的纪念活动上发表了讲话。
2021年袭击事件20周年之际，他参观了曼哈顿的纽约警察局分局和纽约消防局消防站。
特朗普今年选择在华盛顿而非纽约市发表讲话，或许也能让他前往爱尔兰的行程更顺利——总统计划在9·11事件次日访问爱尔兰。
一名白宫官员表示，他定于9月12日前往位于该国大西洋沿岸邓贝格的高尔夫球场，届时爱尔兰公开赛高尔夫锦标赛将在那里举行。

President Donald Trump, a native New Yorker, will forgo a visit to ground zero for the 25th anniversary of the September 11 terror attacks to instead mark the occasion with remarks at the Pentagon, two people briefed on the plans tell CNN.
Trump is not attending the ceremony that will be held at the World Trade Center in part because he wants to deliver remarks, the people familiar with his plans said. Politicians have long not been permitted to speak at the event in New York.
The president’s team had initially discussed having him travel to New York City for the anniversary of the attacks, the sources said, with early plans having Trump attend the memorial ceremony at ground zero.
However, the National September 11 Memorial and Museum, which runs the event and oversees the site, has prevented politicians from speaking there since 2012, noting their commitment to remaining nonpartisan. Trump, the sources said, told his team he wanted to give a speech, which led to the change in plans.
Trump will now visit the Pentagon, the site of another terror attack on Sept. 11, next month. Vice President JD Vance will attend the ceremony at the World Trade Center, the sources said.
The New York Times first reported on Trump’s plan to skip the 9/11 ceremony in New York, noting the president’s desire to deliver remarks.
In a statement, White House spokesperson Anna Kelly told CNN, “As a proud New Yorker, President Trump has spoken about his own experiences watching the horrific events of September 11, 2001,” adding that the president in his remarks this year “will remember those who were killed at the hands of evil terrorists, honor their loved ones, and pay tribute to the brave first responders who put their lives on the line to rescue their fellow Americans.”

Unlike ground zero, the president is allowed to deliver remarks at the Pentagon. He spoke there on 9/11 last year — one day after the assassination of conservative figure Charlie Kirk, whom he referenced in his speech.
Trump opened those remarks by addressing “the horror and grief so many Americans at the heinous assassination of Charlie Kirk have felt,” and later announced he would be awarding Kirk, posthumously, the Presidential Medal of Freedom.
He went on to state that those who perished on September 11, 2001, would never be forgotten.
“In the quarter of a century since those acts of mass murder, 9/11 family members have felt the weight of missed birthdays and empty bedrooms, journals left unfinished and dreams left unfulfilled,” Trump said. “To every member that still feels a void every day of your lives, the first lady and I unite with you in sorrow. And today, as one nation, we renew our sacred vow that we will never forget September 11th, 2001.”
Trump, who was in New York on the day of the attacks in 2001, attended the 9/11 memorial in New York City in previous years, including in 2016 as the GOP presidential nominee and again in 2024 ahead of his second election.
As sitting president during his first term, he attended and spoke at the commemorative events held at the Pentagon and the Flight 93 National Memorial in Shanksville, Pennsylvania.
In 2021, the 20th anniversary of the attacks, he visited a New York Police Department precinct and a New York City Fire Department station in Manhattan.
Trump’s plans to speak in Washington this year, rather than in New York City, may also allow for a smoother trip to Ireland, which the president is slated to visit the day after 9/11.
He is scheduled to travel on September 12 to his golf course in Doonbeg, on the country’s Atlantic coast, where the Irish Open golf tournament will be held, a White House official said.
