华盛顿——美国国务院已正式将本国公民敏钦列为被中国错误拘留人员。
“鲁比奥国务卿已正式将美国公民敏钦列为错误拘留人员，”负责全球公共事务的助理国务卿迪伦·约翰逊周四在X平台上表示。“我们呼吁北京方面释放所有被任意拘留或出境受限的美国公民。保障美国公民的安全与安保是国务院的首要任务。”
美国国务院表示，此次认定是在对敏钦6月3日在中国西南部云南省被拘留的相关情况进行全面审查后作出的，并补充称敏钦是应中国政府邀请赴华参加学术会议的。
中国外交部发言人林剑6月曾表示，敏钦因涉嫌“从事间谍活动、危害中国国家安全”被拘留，但未提供进一步细节。
敏钦是缅甸战略与政策研究所的创始人兼执行董事，也是近几个月来第二位被列为错误拘留人员的美国学者。另一位是陈友林博士，其妻子周四在一份声明中表示，她对最新的认定结果感到高兴。
“我很高兴鲁比奥国务卿将敏钦列为错误拘留人员，”陈友林的妻子容玉芳博士说道。“我的丈夫陈友林被认定为错误拘留人员时，对我意义重大，这意味着特朗普政府将他的自由列为优先事项。我希望这能给敏钦和他的家人带来同样的慰藉。”
缅甸战略与政策研究所（简称ISP-Myanmar）表示，敏钦在前往昆明参加学术研讨会期间被错误拘留。据该研究所介绍，除了在研究所的职务外，敏钦还是加州大学伯克利分校特拉弗斯政治学系的博士生。

“缅甸战略与政策研究所呼吁立即无条件释放他，”该组织表示。“包括缅甸战略与政策研究所在内的学术和研究机构应当能够自由开展研究，不必担心受到恐吓。”

他的被捕发生在特朗普总统赴北京出席中美峰会数周后，当时特朗普称此次访问“令人难以置信”。习近平主席计划于9月下旬访美并与特朗普先生会面。

U.S. designates American citizen Min Zin, held by China, as wrongfully detained

Washington — American citizen Min Zin has been legally designated by the U.S. State Department as wrongfully detained by China.
“Secretary Rubio has formally designated U.S. citizen Min Zin as wrongfully detained,” Dylan Johnson, assistant secretary of state for global public affairs, said Thursday on X. “We call on Beijing to release all U.S. citizens arbitrarily detained or exit banned in China. The safety and security of U.S. citizens is the State Department’s top priority.”
This designation follows “an extensive review of the circumstances” surrounding Min Zin’s June 3 detention in Yunnan, a province in southwestern China, the State Department said, adding that he was invited there by the Chinese government for an academic conference.
China’s foreign ministry spokesman Lin Jian said in June that Min Zin was being held on suspicion “of engaging in espionage and endangering China’s national security,” without providing further details.
Min Zin, founder and executive director of the Institute for Strategy and Policy – Myanmar, is the second American academic to be designated as wrongfully detained in recent months. The other American is Dr. Youlin Chen, whose wife said in a statement Thursday she was glad to see the latest designation.
“I am glad to see that Secretary Rubio has designated Min Zin as a wrongful detainee,” said Youlin’s wife, Dr. Yufang Rong. “It meant a great deal to me when my husband, Youlin Chen, was designated because it means that his freedom is a priority for the Trump Administration. I hope it gives the same comfort to Min Zin and his family.”
The Institute for Strategy and Policy-Myanmar, or ISP-Myanmar, said Min Zin was wrongfully detained while traveling to the city of Kunming for an academic workshop. In addition to his role at the institute, he is a Ph.D. candidate in the Travers Department of Political Science at the University of California, Berkeley, according to ISP-Myanmar.

“ISP-Myanmar calls for his immediate and unconditional release,” the group says. “Academic and research organizations such as ISP-Myanmar should be able to conduct research freely and without fear of intimidation.”
CBS News has reached out to China’s embassy in Washington, D.C., for comment.
Embassy spokesperson Liu Pengyu told CBS News in June that Min Zin’s “legitimate rights have been fully guaranteed.”
His arrest took place a few weeks after President Trump attended a summit in Beijing with China’s President Xi Jinping and called it an “incredible visit.” Xi Jinping is planning to visit the U.S. and Mr. Trump in late September.
