参议院通过政府拨款法案,以期在中期选举前避免政府停摆

美国参议院周六通过一项法案,将政府拨款期限延长至12月11日,以期在即将到来的中期选举前避免政府停摆。

参议院在9月30日的拨款截止日期前一个多月就着手处理这一期限问题。不过目前尚不清楚议员们能否在下个月避免拨款争端。

参议院通过的这项法案接下来将交由众议院审议,但其在众议院的命运未明,因为众议院已经通过了一项替代方案。

参议院的这项拨款法案与众议院通过的拨款延期法案存在多处不同,其中包括未为移民海关执法局和海关与边境保护局提供额外拨款——这两个机构的经费已被拨付至唐纳德·特朗普总统任期结束——以及临时叫停一项拟议中的政府行政规则,批评人士警告该规则会进一步将联邦拨款政治化。

参议院进入八月休会期

参议院通过拨款法案的投票在周六凌晨进行,当时参议员们正试图在离开华盛顿返回各自州度过八月休会期前完成多项立法事项。

最终,参议院除了通过将政府拨款期限延长至12月的法案外,还确认代理司法部长托德·布兰切为司法部常设负责人,并另行否决了一项选民身份证法案。

不过,参议员们表示,在唐纳德·特朗普总统于周五晚间致电国会大厦参加与多名参议员的深夜会议讨论应对方案后,参议院共和党人选择推迟对其预算决议的投票。该决议本应是一项党派立场一致的法案,包含国防拨款和一项有争议的选举法案的部分内容。

特朗普曾要求参议院在休会前通过该预算决议,共和党参议员迈克·李也曾表示,如果预算决议未能通过,他将反对任何加快审议程序并休会的举措。数月来,特朗普和李一直在推动特朗普的选举法案,即所谓的“拯救美国法案”。

但参议院预算委员会主席罗恩·约翰逊对记者表示,周五晚间在参议院多数党领袖约翰·桑恩的办公室举行的会议中,总统致电参会,与会人员一致同意共和党参议员将重新起草一份“更完善”的预算决议,增加国防拨款,待9月返回国会后再推进相关工作,而非在本周就预算决议推进程序进行失败的投票。

共和党领导层原本还希望至少就一项监管大学运动员姓名、形象和肖像权交易的法案进行初步程序性投票,但参议员们未能就该法案达成协议。

The Senate passed a bill on Saturday that would extend government funding to December 11 in a bid to avert a shutdown ahead of the upcoming midterm elections.

The chamber moved to tackle the funding deadline over a month in advance of the September 30 deadline. It’s not yet clear though if lawmakers will manage to stave off a funding fight next month.

The bill passed by the Senate would next have to be taken up by the House, where its fate is uncertain as that chamber has already passed an alternative measure.

The Senate measure differs from a funding extension passed by the House in several ways, including a lack of funding for Immigration and Customs Enforcement and Customs and Border Protection, which have already been funded through the end of President Donald Trump’s term, and a temporary block on a proposed administration rule that critics warn would further politicize federal grants.

Senate leaves for August recess

The Senate vote to pass the funding bill came in the early hours of Saturday morning, as senators attempted to wrap up a number of legislative items before departing Washington to return to their home states for the August recess.

Ultimately, in addition to adopting the measure to extend government funding into December, the Senate also confirmed acting attorney general Todd Blanche as the permanent head of the Department of Justice, and, separately, rejected a voter ID measure.

However, Senate Republicans chose to delay for now a vote on their budget resolution, which was meant to be a party-line package containing defense funding and parts of a controversial elections bill, after President Donald Trump called into a late meeting at the Capitol with several senators on Friday night to discuss their options, those senators said.

Trump had demanded that the Senate pass the budget resolution before leaving town for their recess, and GOP Sen. Mike Lee had said he would object to any effort to speed up consideration and leave if the budget resolution did not pass. Both Trump and Lee have been pushing for the president’s elections package, known as the “SAVE America Act,” for months.

However, Sen. Ron Johnson, who chairs the Senate budget committee, told reporters that during a meeting in Senate Majority Leader John Thune’s office on Friday night, the president called in and there was unanimous agreement that the GOP senators will go back to the drawing board for a “better” budget resolution, including more defense funding, that they can pursue when they return in September, rather than face a failed vote to advance a budget resolution this week.

Republican leadership had also hoped to at least take a preliminary procedural vote on a bill focused on regulating name, image, and likeness deals in college sports, but senators were unable to reach a deal on the package.
