    Washington — The Senate approved a continuing resolution on Saturday to keep the government funded through Dec. 11, sending the bill to the House as Congress looks to avoid a government shutdown ahead of the midterm elections this fall.

    In a 90 to 6 vote, the Senate approved the measure, which would keep the government funded at current levels with some exceptions for six weeks beyond the Sept. 30 end of the fiscal year. It now goes to the House, where lawmakers have pursued a different approach.

    Before leaving town for its August recess, the House approved a separate continuing resolution that would also fund the government into December. But the GOP-led bill was passed with widespread opposition from Democrats.

    In the Senate, which has a 60-vote threshold to advance most legislation, GOP leaders pursued a bipartisan approach to the funding extension — acknowledging the need for support across the aisle.

    Top Republican and Democratic appropriators in the Senate announced on Sunday an agreement on a stopgap funding bill. Democrats touted, among other wins, a provision in the bill closing a loophole preventing the administration from transferring funds to Border Patrol, after they refused to fund immigration enforcement agencies earlier this year. GOP Sen. Susan Collins of Maine, the chair of the Senate Appropriations Committee, praised the stopgap funding measure for avoiding “any poison pills.” Democrats had sought additional provisions that could have imperiled its passage.

    But one provision could still pose hurdles in the House, should it take up the bill when it returns from recess later this month. The bill includes language to temporarily prevent political appointees in the administration from implementing a proposed rule about federal grants. Democrats have warned that the rule will allow the administration to cancel grants and “take even more federal funding hostage,” and have sought to permanently ban the rule. But even the temporary ban could cause the measure to lose support among Republicans.

    If House Speaker Mike Johnson moves forward with the Senate bill, it could pick up support from Democrats to propel it to passage. But whether pressure from members of his own conference pushes him to pursue a different course remains to be seen.

    The Senate approved the measure as it churned through a number of priorities while preparing to depart for a five-week August recess. The House is set to return from its recess on Aug. 31, at which point the lower chamber will have a matter of weeks to coalesce behind a plan to keep the government funded.

    For the bulk of lawmakers, following two record breaking government shutdowns within the last 12 months, the appetite for another funding lapse appears low. And with the midterm elections quickly approaching, both sides of the aisle appear inclined to push off the fight for now.

    ‘It’s been chaotic’: Trump’s immigration crackdown prompts worries from industry groups

    Industry groups ranging from construction to agriculture are raising concerns with the Trump administration over its ongoing immigration crackdown, arguing it is undercutting President Donald Trump’s agenda and weakening the economy, according to multiple groups who spoke with CNN and sources close to the White House.

    Worker shortages have been a years-long problem for multiple industries, but the recent abrupt push to end deportation protections for 1.3 million people who had been legally working in the US and the aggressive immigration enforcement push nationwide are exacerbating an already challenging issue, industry representatives say.

    Those industry groups — which are generally supportive of other parts of Trump’s economic agenda — are taking their immigration concerns directly to the administration, including the departments of Homeland Security, Labor, and Agriculture, as well as the White House.

    Within the administration, the tug between industry concerns and immigration enforcement has prompted internal disagreements over how to pursue other types of enforcement, like at worksites, according to three sources familiar with the ongoing debate. One source close to the White House called the back and forth and consistent influence of lobbying on decisions “a bit manic.”

    Caught in the middle is Homeland Security Secretary Markwayne Mullin, who is already under fire from some corners of the president’s base for appearing too soft on immigration.

    “A workforce that’s an illegal workforce only grows illegal activity. It doesn’t grow the economy in the long term. It’s a short-term solution, but it’s going to be long term problems,” Mullin said at the National Governors Association meeting last week, citing conversations with labor and industry groups to find solutions.

    His remarks at the gathering, where he also called for changes to employment visa programs to address worker shortages, sparked fierce pushback from influential MAGA voices. “I am so fed up with Markwayne Mullin,” far-right Trump ally Laura Loomer wrote on X.

    Hours after the event, Mullin posted on X: “NO amnesty for illegal aliens. Ever. We are a nation of laws. If you are illegally present in the United States of America—you will be detained and deported. Period.”

    But the episode underscored the delicate balance for Trump of pressing ahead with mass deportations — including, for example, construction workers — while trying to fulfill other promises like lowering housing prices.

    “He ran on creating more housing supply,” said Jim Tobin, president and CEO of the National Association of Home Builders, one of the country’s largest trade organizations. “These two things might be working against each other at the moment. But we continue to make our case.”

    Trump officials haven’t offered any assurances in return, Tobin said, other than a commitment to immigration enforcement.

    Asked by CNN to respond, a Homeland Security spokesperson said in a statement: “If people want to come to our country to work, they need to do that by coming here the legal way. The assertion that the only way we can support industries is by allowing unvetted illegal aliens and foreigners to remain in the country is grossly false and lazy.”

    White House spokesperson Lauren Bis said, “There is no shortage of American minds and hands to grow our labor force,” adding that “Trump will continue growing our economy, creating opportunity for American workers, and ensuring all sectors have the legal workforce they need to be successful.”

    CNN also reached out to the departments of Labor and Agriculture for comment.

    Over the last week, immigration enforcement has ramped up against people who had a form of humanitarian relief known as Temporary Protected Status, which allows beneficiaries to legally live and work in the United States, marking the latest in a string of moves that directly impact employers.

    “The TPS push has been really big,” said Jennie Murray, president and CEO of the National Immigration Forum. “That’s really unsettling for business and the economy.”

    Haitians, for example, tend to be concentrated in industries such as elder care and manufacturing, while Salvadorans at risk of losing TPS are more likely to work in construction.

    Murray stressed that employers want to work with the administration and comply with its demands but also can’t have their workforce decimated overnight without a plan.

    Immigration hardliners argue that the American workforce should be prioritized — which industry groups largely echo, with the caveat it takes time to build toward that — and that there needs to be a larger crackdown on employers through worksite enforcement.

    “I’m not naïve enough to believe that it would be politically and logistically possible to raid every factory and farm in the United States in the next few weeks and deport everyone that’s there,” said Simon Hankinson, a senior research fellow at the Heritage Foundation, a conservative think tank. “But worksite enforcement has to be part of the overall strategy for it to be successful.”

    It can take months, if not years, to prepare for a worksite operation, which is often based on an ongoing criminal investigation. ICE Homeland Security Investigations will generally serve notice of intent to audit a company’s immigration paperwork; perform that audit; and, if issues arise, kick off a criminal investigation.

    White House border czar Tom Homan has publicly said he expects HSI to do more of it.

    “It’s been made clear they’re going to do this,” he said at an event hosted by the Center for Immigration Studies, which advocates for reduced immigration.

    Trump pledged to bring down home prices and create more housing. But for more than a year, the nation’s homebuilders have told administration officials that their immigration policies keep that from happening.

    The residential construction industry is short between 200,000 and 400,000 workers, Tobin said. That comes after decades of underinvestment in skilled trades and technical jobs, all while older workers weren’t backfilled by younger Americans. The result: foreign-born workers fill the gaps.

    Foreign-born workers made up more than a quarter of the construction workforce in 2024, a record high, according to NAHB data. The share is even higher among certain trades: more than half of drywall and ceiling installers, plasterers, roofers, painters and flooring installers are immigrants.

    Trump’s immigration agenda wasn’t a surprise, Tobin said. But that hasn’t stopped builders from pointing out tensions with other policy goals. The cost of building, and ultimately selling, a home depends on land prices, supply chains and materials costs — and having enough labor to keep the job moving.

    “The more we squeeze labor, the more we’re going to increase home prices,” Tobin said.

    The construction industry is grappling with multiple immigration enforcement actions, including the expiration of TPS.

    “It’s been chaotic,” Associated Builders and Contractors president and CEO Michael Bellaman told CNN. “When employers have people who have been here a number of years, like a couple decades, and they’ve been productive, they know them well and want to do right by them, but options are limited.”

    Tobin and Bellaman said their organizations have raised the issue with the White House, and at Labor and DHS. Homebuilders from across the country also visited Capitol Hill during a recent conference, also visited Capitol Hill during a recent conference, Tobin said. Much of their frustration stems from going days without crews showing up, since they fear their sites will be raided next.

    “We hear from our members routinely, and it seems like over the last couple of months, those voices have become louder,” Tobin said.

    One of the key issues for general contractors is the administration’s approach to people who have temporary permissions to live and work in the US, including those who are beneficiaries of TPS or seeking asylum, according to Brian Turmail, vice president of Association & Industry Image at Associated General Contractors of America.

    Employers will ensure that their workforce is in status one week and then, the next week, learn that they lost their permissions because they were stripped by the administration, he said.

    “All of these enforcement activities are happening at a time where there’s at least one segment of the industry going full gas and it’s hard to find labor and we don’t have a good pipeline to replace the labor that we currently have,” Turmail said, citing the demand for data centers.

    Some Republicans viewed the dramatic drop in unlawful crossings at the US southern border as an opportunity to introduce legislation solving for the workforce challenges faced by agriculture, which has struggled to get access to worker visas for sectors that need labor year around.

    In a late July letter to the secretaries of Labor, State, and Homeland Security, GOP lawmakers raised concerns regarding the H-2A agricultural guest worker program, which allows foreign nationals to fill seasonal jobs, and urged action to “address growing processing delays, regulatory imbalances, and structural barriers that are threatening the program’s effectiveness for agricultural producers across the United States.”

    Among the signers was House Committee on Agriculture Chairman G.T. Thompson, a Pennsylvania Republican, who introduced a farm bill that proposes a path to temporary legal status for some undocumented farmworkers.

    “Fixing the H-2A program is the missing piece and necessary for broader enforcement to be effective,” a House agriculture committee aide told CNN. “We can’t be constantly balancing protecting our laws and protecting our food security.”

    “We don’t want there to be a bullseye on agriculture’s back. That’s the position ag is in right now because they don’t have a legal alternative to step in and fill in the void,” the aide said.

    The bill, however, sparked backlash from immigration hawks in the GOP, including the House Freedom Caucus.

    But Trump has previously acknowledged the challenges in the agriculture industry and the administration has tried to make some inroads to extend the program to sectors who have been unable to access H-2A visas, like dairy.

    “The biggest thing with dairy and what’s unique with dairy is cows have to be milked 365 days a year and multiple shifts during the day… If workers were to disappear, those cows still need to be milked. You have to be able to move the milk. There are animal concerns, there are economic concerns,” Trey Forsyth, vice president of government and regulatory affairs at the National Milk Producers Federation.

    “It affects access to dairy products, and cost of dairy products flows all the way through the supply chain to consumers” Forysth said.

    Washington — The Senate early on Saturday confirmed Todd Blanche as attorney general, installing President Trump’s former defense lawyer as the nation’s top law enforcement official.

    Blanche narrowly won approval from the upper chamber in a 50-49 vote. Two Republicans — Sens. Susan Collins of Maine and Lisa Murkowski of Alaska — joined with all Democrats in voting against his nomination to helm the Justice Department.

    Blanche’s path for confirmation cleared earlier Friday when Sen. Bill Cassidy, a Louisiana Republican, announced he would back his nomination. With Collins’ and Murkowski’s opposition, and GOP Sen. Mitch McConnell of Kentucky absent, Cassidy’s vote was decisive.

    In a social media post shortly after the vote, Blanche thanked the Senate for the early-hours vote and said he was “deeply honored by the trust and confidence President Trump has placed in me to lead the Department of Justice.”

    Blanche joined the second Trump administration as deputy attorney general and was tapped for acting attorney general following the removal of Pam Bondi from the role in April. Mr. Trump announced in June that he had selected Blanche to permanently lead the Justice Department.

    But Blanche faced headwinds during his confirmation, as Democrats and some Republicans took issue with the Justice Department’s creation of a $1.8 billion “anti-weaponization” fund to provide payouts to people who alleged they were wronged by the federal government. The program was part of a settlement agreement the department reached with Mr. Trump in May to resolve a $10 billion civil lawsuit he filed against the Internal Revenue Service over the leak of his tax returns by a former government contractor.

    Senators also pushed back on a second provision of the settlement, which provided broad immunity to Mr. Trump, members of his family and his businesses from tax audits and investigations.

    During his confirmation hearing before the Senate Judiciary Committee in June, Blanche told senators that the “anti-weaponization” fund is “dead,” and reiterated that the department was “not moving forward” with the program amid fierce pushback from lawmakers on the heels of its creation.

    But he still faced skepticism from two key Republicans on the panel, Sens. John Cornyn of Texas and Thom Tillis of North Carolina.

    Following weeks of negotiations with the Justice Department, though, the two senators reached an agreement with the Justice Department that clinched their support for Blanche’s nomination. As part of the deal, Blanche issued an order late Sunday rescinding his initial May directive that established the “anti-weaponization” fund. He also clarified that the immunity deal applies to claims arising from already-filed tax returns and covers only the president, his two oldest sons and the Trump Organization.

    With the backing of Cornyn and Tillis, Blanche advanced out of the Senate Judiciary Committee in a party-line vote Tuesday. He needed a simple majority of votes from the full Senate to be confirmed attorney general. But with the absence of Sen. Mitch McConnell, a Kentucky Republican, Blanche could only afford to lose support from two Republicans and still win approval from the upper chamber.

    Days before the vote on the Senate floor, Collins announced she would oppose Blanche’s nomination because of “several actions that have further eroded the Department’s independence,” including the tax immunity deal and the “anti-weaponization” fund. Murkowski then said Friday she would vote against Blanche.

    But he secured support from two other key Republicans, Cassidy and Sen. John Curtis of Utah.

    Before joining the second Trump administration, Blanche represented Mr. Trump in his criminal case in New York state court that stemmed from a $130,000 “hush money” payment his lawyer made to an adult film star before the 2016 election. The president was convicted of 34 counts of falsification of business records.

    Blanche was also on the legal team defending Mr. Trump in two federal cases brought by former special counsel Jack Smith: one relating to his alleged efforts to subvert the transfer of presidential power after the 2020 election and a second arising out of his handling of sensitive government documents after his first term. Both cases ended when Mr. Trump was elected for a second term.

    In his role as deputy attorney general, Blanche oversaw the Justice Department’s release of more than 2 million files from its investigation into convicted sex offender Jeffrey Epstein and met with Ghislaine Maxwell, Epstein’s longtime associate who was convicted of sex-trafficking crimes, last year. After their meeting, Maxwell was transferred from a low-security correctional facility in Florida to a minimum-security prison camp in Texas.

    The Justice Department came under fire for its handling of the Epstein files when records were released that included unredacted names and personal information of survivors of Epstein’s sex-trafficking operation.

    Blanche acknowledged during his confirmation hearing that “mistakes were made” with some of the documents made public. He also met with survivors of Epstein’s crimes at the Justice Department last month after Tillis said he would withhold support until Blanche did so.

    But some of the survivors criticized Blanche for his behavior during the meeting, with one describing it as a “check-the-box exercise” designed to secure votes for his confirmation. They urged senators to reject his nomination.

    Once thought doomed, President Donald Trump’s pick to lead the Justice Department has survived the Senate and now will take the helm as the nation’s top law enforcement official.

    Acting Attorney General Todd Blanche was confirmed early Saturday morning as part of a mad blitz by lawmakers to wrap up their work and jet from Washington, D.C. Now, he’ll officially replace Pam Bondi as attorney general.

    Blanche, who is Trump’s former personal lawyer, nearly saw his confirmation hopes go up in smoke as Republicans struggled to swallow his role in rolling out the nearly $2 billion anti-weaponization and sweeping IRS audit immunity for the president and his family.

    However, a last-minute ally emerged: Sen. Bill Cassidy, R-La., who announced on Friday that he would back Blanche’s confirmation after spending days keeping tight-lipped on his decision.

    Though he was concerned about weaponization at the Department of Justice (DOJ) and just how binding an agreement to nix the anti-weaponization fund and limit Trump’s audit immunity would be, he argued that having a Senate-confirmed attorney general was a better option than a placeholder.

    “Mr. Blanche is not perfect, and he will tell you this,” Cassidy said on the Senate floor. “But the choice is not between perfection and Mr. Blanche. It is between Mr. Blanche and another acting attorney general, who may not run the department effectively under President Trump.”

    Still, Sens. Lisa Murkowski, R-Alaska, and Susan Collins, R-Maine, joined all Senate Democrats to oppose Blanche’s confirmation.

    Murkowski announced her opposition hours before Cassidy’s lifeline. She contended that despite Blanche’s trek to Alaska and numerous meetings with him, she could not support him to be the next attorney general.

    She was worried about his connection to the anti-weaponization fund, a weaponized Justice Department, Blanche’s role in the Epstein Files release, and the uncertain future of the fund, which several Republicans have raised concerns about over whether taxpayer dollars would flow to rioters who stormed the Capitol on Jan. 6, 2021.

    “The country needs an Attorney General who will check the worst impulses of this administration,” Murkowski said. “I hope Mr. Blanche is able to achieve that, if confirmed, but I simply do not have confidence that will be the case.”

    Collins raised similar concerns earlier in the week, and was the first Republican out of the gate to cast doubt on Blanche’s chances of confirmation.

    “While I believe Mr. Blanche is a capable lawyer, the Department of Justice has become increasingly political,” Collins said. “Mr. Blanche has taken several actions that have further eroded the Department’s independence, and that is the basis for my vote to oppose his confirmation.”

    WASHINGTON, Aug 8 (Reuters) – U.S. House Democrats preparing for a possible return to power are developing a broad investigative strategy targeting companies and financial firms surrounding President Donald Trump, instead of trying to impeach him immediately, according to four people familiar with the discussions.

    Senior Democrats in the U.S. House of Representatives and committee aides have discussed using hearings, subpoenas and document requests to obtain records from entities tied to Trump’s political and business orbit, the sources said. It is a bet that investigating private companies and outside financial players will prove more fruitful than directly confronting a White House they expect to resist oversight, they said.

    The approach reflects both Democratic caution and a lesson many in the party say they learned during Trump’s first term: that impeachment proceedings can consume Congress while allowing Trump to cast himself as the victim of a partisan campaign.

    Instead, Democrats involved in the planning envision using House investigative powers after November’s midterm elections to scrutinize the administration’s decision-making and examine whether Trump used his power to benefit himself, allies or donors.

    “We’re not going into this to impeach,” said a senior Democratic aide, describing the thinking among party leaders and committee staff. “No one wants a failed vote on day one. The focus is on building a body of evidence through investigations that can hold Trump accountable.”

    Republicans hold a narrow House majority, and polls favor Democrats regaining the majority in November. Winning control would give Democrats the power to issue subpoenas, compel testimony and documents, hold public hearings and pursue contempt proceedings.

    Democrats expect the White House to fight or ignore requests aimed at the executive branch, making companies, contractors and financial firms working with the administration an important route for obtaining information, the sources said.

    The White House said in a statement that Trump has worked to thwart the “radical left’s agenda” and remains committed to preserving Republican majorities in Congress. A White House official said the administration is “prepared to respond to oversight requests, no matter who is in the House or Senate.”

    Three sources said Apple (AAPL.O), Alphabet (GOOGL.O), Palantir (PLTR.O), Blackstone (BX.N), BlackRock and companies owned by Elon Musk, such as Tesla (TSLA.O), have surfaced in discussions because of their contracts, regulatory exposure or administration dealings. The sources said no final target list has been established and no formal investigations have begun.

    The sources provided no further details about the investigations. Reuters could not determine if they face any accusations of wrongdoing.

    Alphabet, Palantir, Blackstone and BlackRock declined comment. Apple and Tesla did not respond to a request for comment.

    Democrats are expected to examine Department of Homeland Security contracts, financing for Trump’s planned White House ballroom, corporate donors and alleged pay-to-play arrangements, two sources said. They also plan a probe of Trump-linked financial vehicles including 1789 Capital – a venture capital firm where his son Donald Trump Jr. is a partner – and foreign sovereign wealth funds whose investments in Trump family-linked entities could raise questions about administration influence, the sources said.

    1789 Capital did not respond to a request for comment.

    Because foreign funds may be harder for congressional committees to reach, Democrats are discussing seeking records from U.S.-based firms and funds tied to Trump’s family and other intermediaries, the two sources said.

    LAYING THE GROUNDWORK

    Democrats have already begun laying the groundwork for investigations, two of the sources said.

    Party leaders are sending letters to companies, contractors and other organizations connected to potential investigations, they said. The requests seek records and pave the way for subpoenas if Democrats win the House, the two sources said.

    Representatives Robert Garcia from California and Jamie Raskin from Maryland, the top Democrats on the House Oversight and Judiciary Committees, respectively, said existing investigations would expand if Democrats win the House.

    “From sketchy Pentagon contracts lining the pockets of the president’s sons, Trump’s crypto billions, and the shady backroom deals for Trump donors, we will ensure we combat corruption when Democrats take back the House in November,” Garcia said in a statement.

    The letters include requests for information from media company Paramount Skydance over its dealings with the Trump administration and the proposed Warner Bros. Discovery deal as well as video platform YouTube and parent company Alphabet (GOOGL.O) over the company’s $24.5 million settlement with Trump in September. Letters have also been sent to private prison operator GEO Group and security firm Salus Worldwide Solutions for their contracts with the DHS as well as commodity traders Vitol and Trafigura over the administration’s sale of Venezuelan oil, the two sources said.

    Alphabet and Trafigura declined comment. The others did not respond to requests for comment.

    The companies can ignore the requests while Democrats are in the minority. But the letters put potential targets on notice and signal records Democrats could subpoena, the two sources said.

    IMPEACHMENT NOT FIRST MOVE

    House Democratic Leader Hakeem Jeffries said in June on NBC’s “Meet the Press” that Democrats haven’t ruled out impeaching Trump if they win back the House but that the party’s focus would be on pocketbook issues.

    Democrats involved in the planning say impeachment remains an option if investigations uncover evidence of an impeachable offense, but not as a first move.

    The calculation reflects the party’s experience during Trump’s first term, when he became the first U.S. president to be impeached twice by the House before being acquitted by the Senate each time.

    “If investigations uncover evidence that we believe meets the threshold, we will not hesitate to move forward,” said the senior Democratic aide.
