  • 特朗普痴迷数据中心。美国人却痛恨它们

    如果说有一个真正贴合当下时代的民粹主义议题,那可能就是反对人工智能数据中心。美国两党议员和候选人在各州都日益明确地站到数据中心扩张的对立面。

    而近期的初选结果显示,这是一个颇具影响力的议题。

    不过,在越来越多政客纷纷远离数据中心的浪潮中,有一个巨大的例外:唐纳德·特朗普总统及其政府官员,他们对数据中心热情拥抱。

    If there’s a true populist issue built for this moment in time, it might be opposition to AI data centers. Lawmakers and candidates from both parties across states are increasingly positioning themselves as critics of data center proliferation.

    And recent primary results suggest it’s a pretty potent issue.

    There is, however, one big exception to the growing political stampede away from data centers: President Donald Trump and his administration officials, who are bear-hugging them.

    It’s merely the latest political head-scratcher from the president, given the growing volume of polls showing just how much Americans hate data centers and overwhelmingly don’t seem to want them in their communities.

    Trump’s defenses of data centers have grown substantially in recent weeks. He’s not only pitched them as vital to competing with China on artificial intelligence, but as win-wins for the US communities that welcome them.

    Back in March, the administration debuted an initiative called the Ratepayer Protection Pledge, which aimed to get developers to voluntarily promise that data center construction wouldn’t raise people’s energy bills.

    But even at the time, Trump downplayed the need for his executive action. He suggested data centers weren’t really raising energy bills in the first place.

    “They need some PR help, because people think that if a data center goes in there, electricity prices are going to go up,” Trump said.

    Last month, he sharply criticized Democratic New York Gov. Kathy Hochul for signing an executive order halting the construction of new data centers. Trump on social media called them “big, strong, bold, and Money Machines” and “Cash Cows, with Lower Taxes and Record Setting Jobs.”

    Last week, he told Fox News that “any community that turns down AI is making a big mistake,” claiming data centers would reduce taxes and make property values go up.

    He called it “a tremendous thing” and even seemed to marvel at how anybody could oppose them.

    “It’s almost like there’s a campaign against, you know, data centers,” the president said.

    And then in an interview with Punchbowl News later in the week, he took aim at GOP-controlled Texas, which moved to more strongly regulate data center construction.

    Trump said data centers could be “bigger than oil.”

    “I don’t think they’re unsightly,” he added. “I mean, I’m looking at some of these data centers — the most incredible buildings I’ve ever seen. They go for two-and-a-half, three miles.”

    Virtually everything Trump is saying is at odds with where the American people are.

    Americans opposed the construction of new data centers 45%-16% in a Reuters-Ipsos poll in June.

    And the margins grew significantly when it came to building them in their communities. The margin against grew to 59%-10% when the data centers were within 10 miles of the person’s home. Gallup in March showed 7 in 10 Americans opposed building data centers “in your area.”

    The passion is clearly on the side of the critics.

    Only between 3% and 7% strongly supported the construction of data centers in their areas in the above polls, while between 44% to 48% strongly opposed them.

    While 61% of Americans said data centers were necessary in the Reuters poll, 77% wanted them to be built in remote areas away from communities.

    Despite Trump’s claims that data centers are economic boons and potentially “bigger than oil,” just 50% of Americans think they create jobs and are good for the economy. And only 1 in 6 feel that way strongly, saying that describes data centers “very” or “extremely” well.

    Despite Trump’s claim that data centers aren’t or wouldn’t make electricity more expensive, 77% said they were doing just that in Reuters/Ipsos polling earlier in June, while two-thirds said the same in a March Pew Research Center poll.

    And finally, all told, Americans said by a whopping 71%-29% margin that the costs of data centers outweighed the benefits, according a Marquette Law School poll in May.

    Most notably: All of these polls suggest it’s a remarkably bipartisan aversion. Republicans are somewhat more likely to see the benefits of data centers and welcome them in their communities, but they’re strongly against them, too.

    The bipartisan campaigns against and efforts to rein in data centers

    That bipartisanship has made itself clear in how the issue has been addressed across the country — and not just in New York and Texas. Bills banning data center construction have been proposed in 15 states, spanning from deep red to deep blue.

    The issue also featured prominently in both parties’ gubernatorial primaries in Kansas last week, with critics winning both primaries. (The Democrat who won, state Sen. Cindy Holscher, disowned a previous vote in favor of data center construction and strongly backed a moratorium.) Both parties’ gubernatorial nominees in Ohio also back a moratorium.

    Democratic Senate candidate Abdul El-Sayed and House candidate William Lawrence played up the issue on their way to primary victories in Michigan last week. And Democratic Wisconsin gubernatorial candidate Francesca Hong looks to do the same Tuesday after making the issue her calling card.

    They’ve all seemed to sense the rare issue that truly galvanizes — both because it directly impacts Americans in their communities and, they worry, is exacerbating their already increasing costs.

    But Trump seems to be making a different calculation.

    WASHINGTON, Aug 11 (Reuters) – South Carolina voters head to ​the polls on Tuesday to decide if Darline Graham should replace her late brother, Senator ‌Lindsey Graham, as the Republican nominee for U.S. Senate in November’s election after he died last month.

    After the senator’s unexpected death from a heart ailment, Governor Henry McMaster appointed Darline Graham to serve the rest of his term through early January. President Donald Trump endorsed ​Darline Graham, who has never held public office, for a full six-year term, calling it a “fabulous tribute” ​to her brother.

    But critics said her bid, based on family name recognition and presidential backing ⁠without a political record of her own, had the air of an attempted coronation.

    Ten candidates are running in Tuesday’s ​election. The winner will face Democrat Annie Andrews, a pediatrician who had more than $3 million in her campaign war chest at ​the start of July.

    If no primary candidate wins a majority on Tuesday, the top two finishers head to an August 25 runoff.

    Graham’s opponents include U.S. Representatives Ralph Norman and Russell Fry, former Governor Mark Sanford and self-funded Greenville businessman Mark Lynch.

    Lindsey Graham won ​his June 9 primary seeking his fifth Senate term by almost 28 percentage points. Lynch, who placed second ​with nearly 29% of the vote, is the only candidate in the special primary from the original primary field.

    Lynch received more ‌than 130,000 ⁠votes in that primary, suggesting some Republican primary voters had an appetite for change before Lindsey Graham’s death.

    “People are furious” about “the coronation of Darline Graham,” Lynch said in an interview. “It’s OK that they picked her to be the interim senator until January but not to run for office.”

    Graham is expected to make the runoff, but skeptics ​have questioned her credentials and ​the president’s decision to ⁠endorse her over more qualified candidates who have been vetted in previous campaigns. Her rivals expect voters who do not choose her on Tuesday to back her opponent ​in a runoff.

    Trump won South Carolina in 2024 by nearly 18 percentage points.

    In ​interviews, Republicans questioned ⁠the potency of Trump’s endorsement in South Carolina, where he backed a pair of runoff candidates for governor after polls showed his first pick, Lieutenant Governor Pamela Evette, was poised to lose against Attorney General Alan Wilson.

    U.S. Representative Nancy ⁠Mace, who ​ran unsuccessfully for governor, predicted Graham would lose her Senate bid ​just as Trump’s original choice for governor lost.

    The president’s endorsement “gets you into a runoff,” she told Reuters. “But … it’s not enough to win a ​race anymore.”

    The Pentagon is preparing a dramatic course correction after years of purchasing key missile-defense interceptors in relatively modest numbers — even as China built up the world’s largest arsenal of conventional ballistic and cruise missiles and the U.S. increasingly focused on the threat of a conflict in the Indo-Pacific.

    Following a string of missile-heavy conflicts, U.S. air defenses have been used repeatedly to protect Israel, American forces in the Middle East and Navy ships in the Red Sea, drawing down some of the Pentagon’s most sophisticated and difficult-to-replace munitions.

    The Pentagon’s abrupt course correction raises a question that has taken on new urgency after years of missile-intensive warfare: Why did the U.S. wait so long to build deeper interceptor magazines?

    The Army’s fiscal 2027 budget, reviewed by Fox News Digital, calls for a massive increase in purchases of Patriot Advanced Capability-3 Missile Segment Enhancement (PAC-3 MSE) and Terminal High Altitude Area Defense (THAAD) interceptors, part of a broader effort to rapidly expand a munitions industrial base that cannot be scaled overnight.

    The shift is particularly striking when compared with what the military was buying only a few years ago.

    The budget documents show PAC-3 MSE procurement at 230 missiles in fiscal 2024 and 214 in fiscal 2025. The same FY2026 budget book shows the Army Requirements Oversight Council had increased its acquisition objective for the missile from 3,376 to 13,773 in April 2025 — more than quadrupling the requirement.

    “The problem is 25 years of not buying enough munitions,” retired Rear Adm. Mark Montgomery, a senior fellow at the Foundation for Defense of Democracies, told Fox News Digital.

    PAC-3 MSE and THAAD are among the military’s most important defenses against ballistic missile attacks. Patriot batteries provide shorter-range protection for troops, air bases and other critical assets, while THAAD is designed to intercept ballistic missiles at higher altitudes and greater distances, giving commanders another layer of defense against incoming attacks.

    Reuters reported this week that the Army has used “virtually all” of its ATACMS and Precision Strike Missile inventories in just five months of conflict with Iran, while also drawing heavily on Patriot and THAAD interceptors.

    The rapid expenditure, coupled with years of relatively modest procurement, raises a broader question: What would happen in a longer conflict against a near-peer adversary like China?

    “The shortage was entirely foreseeable, and there have been arguments surrounding interceptor and munition procurement numbers for decades,” Jim Fein, a defense industrial base researcher at the Heritage Foundation, told Fox News Digital. “Ultimately, budgetary tradeoffs were made, and those arguing for other programs won out.”

    The Pentagon budget documents, reviewed by Fox News Digital, show years of relatively modest procurement for some of the military’s most important missile-defense interceptors.

    Army budget documents show PAC-3 MSE procurement fell from 328 missiles in fiscal 2022 to 252 in fiscal 2023, 230 in fiscal 2024 and 214 in fiscal 2025. The fiscal 2026 request began to move higher, with funding for 320 PAC-3 MSE missiles.

    THAAD procurement was even smaller. The Missile Defense Agency bought 11 interceptors in fiscal 2024 and 12 in fiscal 2025. Its fiscal 2026 base request called for 25, while an additional $317 million in mandatory reconciliation funding added 12 more, bringing the total to 37 interceptors.

    The procurement history broadly aligns with the findings of a new Heritage Foundation analysis, which estimates annual production capacity at 620 PAC-3 MSE missiles and 96 THAAD interceptors. Much of the difference between U.S. procurement and total production was accounted for by foreign military sales, according to Fein, who authored the report.

    Lagging U.S. purchases were the byproduct of decisions made across both the Pentagon and Congress.

    “Budget tradeoffs obviously lead to hard choices, and it now looks like many of those past decisions were wrong,” Fein said. “That includes decisions by the Pentagon in what they request, but ultimately what Congress appropriates.”

    “The shortage was entirely foreseeable, and there have been arguments surrounding interceptor and munition procurement numbers for decades. Ultimately, budgetary tradeoffs were made, and those arguing for other programs won out.”

    By fiscal 2027, the approach had changed dramatically. Responsibility for THAAD procurement had shifted to the Army, and the Army request supports production of 857 THAAD interceptors: 27 through discretionary funding and another 830 through mandatory Munitions Acceleration Council funding.

    But ordering thousands more missiles on paper is only the beginning.

    The new production plans will require Congress to provide the money and industry to build the additional manufacturing capacity needed to deliver them. Fein called the administration’s new agreements with defense companies “the most significant effort to address munitions shortfall in, at a minimum, decades.”

    “The trick will be obtaining the funding needed to turn the framework agreements into actual production,” he said.

    Even with the money in place, replenishing U.S. magazines will take time. Advanced interceptors rely on specialized production lines and a network of suppliers producing rocket motors, seekers, guidance systems, energetics and other components that cannot be expanded overnight.

    That means the dramatic increase in planned procurement is less an immediate refill of depleted inventories than an attempt to build the industrial capacity needed to sustain much higher production over the coming years.

    The stakes extend well beyond the war with Iran, the Heritage report argues.

    A conflict with China could place far greater and more sustained demands on U.S. missile defenses, particularly if Beijing struck American bases and forces across the Indo-Pacific with large salvos of ballistic and cruise missiles.

    “Interceptor inventory is not a supporting detail in a China contingency — it is what allows the Joint Force to survive long enough to win,” Fein wrote.

    The report estimates the United States would require 7,082 PAC-3 MSE interceptors and 1,394 THAAD interceptors for what it considers a minimum viable inventory in a conflict with China—several times the inventories it estimates the U.S. currently holds. Actual U.S. stockpile levels remain classified.

    At current production rates, Heritage estimates it would take between roughly nine and more than 80 years to build the interceptor inventories it believes are needed, depending on the missile system. “The window of opportunity to bridge the interceptor gap is closing,” Fein wrote.

    Wisconsin’s Democratic showdown between Francesca Hong and David Crowley and more races to watch today

    Six states are holding primaries on Tuesday, with the unpredictable Democratic primaries in Wisconsin and Minnesota coming to a close as South Carolina Republicans choose a successor for the late Sen. Lindsey Graham’s seat.

    In Wisconsin, the democratic socialist Francesca Hong and the more moderate David Crowley are duking it out for the Democratic nomination in the governor’s race after two other candidates dropped out of the race. President Trump’s ally, Rep. Tom Tiffany, is all but certain to win the GOP nomination.

    With Minnesota Democratic Sen. Tina Smith not running for reelection, Lt. Gov. Peggy Flanagan and Rep. Angie Craig are fighting for the Democratic nomination for Senate in another proxy battle between two different factions of the party. Sen. Amy Klobuchar is opting to run for governor, and faces no significant primary opposition in the race to replace Gov. Tim Walz, who is not running for reelection.

    On the ballot for the Republican nomination for the Minnesota Senate seat, Michele Tafoya, a former sportscaster, is considered the frontrunner against Adam Schwarze, a retired Navy SEAL, and Royce White, a former professional basketball player who was the 2024 GOP candidate. In the governor’s race, MyPillow CEO Mike Lindell, Minnesota House Speaker Lisa Demuth and businessman Kendall Qualls are the major contenders for the GOP nomination.

    And in South Carolina, the sprint to Tuesday’s special primary election to replace Graham on the ticket comes to a head. Graham’s sister, Sen. Darline Graham, has been appointed to fill out the remainder of his term and is facing off against nine primary challengers for a spot on the ballot in November.

    Here are the major races to watch today:

    South Carolina

    Ten Republicans are facing off in South Carolina Tuesday in a special primary election to represent the party on the ballot in November, after Graham’s sudden death last month.

    Graham, a four-term senator, had secured the GOP nomination in June in his bid for six more years representing South Carolina. After his death, his sister, Darline Graham, was appointed to serve until January. And days after she was sworn into office, she announced that she was running for a full term representing the Palmetto State — with Mr. Trump’s encouragement.

    But the president’s endorsement of Graham didn’t prevent a slew of Republicans from jumping into the race. Reps. Russell Fry and Ralph Norman are also seeking the nomination, along with former South Carolina Gov. Mark Sanford and businessman Mark Lynch, who lost the June primary to the late senator.

    If no candidate secures a majority of the vote in Tuesday’s primary, the contest could head to a runoff later this month to determine who takes on Democrat Annie Andrews in November.

    Wisconsin governor’s race

    Mr. Trump won perennial swing state Wisconsin in 2024 by less than a point, and the state is one of only two in the country with one Republican senator and one Democratic senator.

    Two-term Democratic Gov. Tony Evers is not running for reelection, opening up the Democratic nomination for governor. Former Lt. Gov. Mandela Barnes, who lost the 2022 Senate race against Sen. Ron Johnson by one point, had thrown his hat in the ring, as well as Lt. Gov. Sara Rodriguez, Milwaukee County Executive David Crowley and Francesca Hong, a state lawmaker and former chef.

    The race started to take a completely different shape in July, when Crowley dropped his bid and threw his support behind Rodriguez, who was considered more of an establishment candidate. But Rodriguez dropped out days later after discovering her campaign had less money in the bank than previously believed.

    Although Barnes had pulled out a surprise victory in the 2022 Senate primary as a progressive candidate and won statewide as the state’s first Black lieutenant governor in 2018, Hong had risen to be the frontrunner.

    With Wisconsin voters facing those hard-left choices on the ballot, Crowley then announced he would return to the campaign trail as a centrist Democrat. Crowley said in a debate last month that he initially made the decision to drop out based on data, but “we were going off false data,” prompting him to return to the race.

    Barnes then announced on July 30 — less than two weeks before the primary — that he would be dropping his bid, saying, “it’s becoming very clear who the Democratic nominee is going to be,” pointing to Hong. Barnes’ announcement came as the Milwaukee Journal Sentinel was investigating allegations that he was taking advantage of his role in the party to have sexual encounters with young adult women. Barnes has not addressed the allegations and has not been accused of any crimes.

    The two frontrunners in the Democratic primary are now Hong and Crowley, who has since gotten Evers’ backing, setting up a battle between the party’s moderate and progressive factions. Barnes’ and Rodriguez’s names remain on the ballot due to their late withdrawals from the race.

    The rise of Hong, who had the backing of the Wisconsin chapters of the Democratic Socialists of America, comes a year after progressive Zohran Mamdani won the New York City mayor’s race and several other members and those aligned with the organization have notched victories in primaries this year.

    But some of Hong’s social media comments from 2019 to 2021 have also come to light: She called for defunding the police and abolishing ICE and the U.S. Senate, disparaged that there were “too many old white people who didn’t think we spoke English” at a rural location of the Wisconsin favorite Culver’s and called to “cancel Thanksgiving.” Hong has disavowed some of these comments, and told Politico last week that Thanksgiving is her favorite holiday.

    Tiffany, the GOP candidate, does not face any significant primary challengers. Tiffany is a member of the hard-right House Freedom Caucus, and has been one of Mr. Trump’s allies in denying the outcome of the 2020 election.

    Wisconsin House races

    Wisconsin has eight congressional districts, with two Democrats and six Republicans representing the state in the House. Democrats have been focused on flipping two of those GOP-held seats.

    Wisconsin’s 3rd District, located in a rural part of the state heavily affected by Mr. Trump’s agriculture and tariff policies, is represented by Rep. Derrick Van Orden, an ally of Mr. Trump’s. Van Orden defeated Democrat Rebecca Cooke by 11,000 votes in 2022 and was reelected by about the same amount in 2024. The district is considered a toss-up by Sabato Crystal Ball at the University of Virginia’s Center for Politics, and the Democrats’ House campaign arm has prioritized the district in its Red to Blue program.

    Cooke, who was defeated in a primary in 2024, is running again for the Democratic nomination, and this time has the backing of the Democrats’ House campaign arm. Cooke, who has worked as a political consultant, faces Eau Claire City Council member Emily Berge.

    Democrats are also targeting Wisconsin’s 1st District, the district once represented by former House Speaker Paul Ryan and represented by Rep. Bryan Steil since 2018, although the district is considered Likely Republican by Sabato Crystal Ball and would likely be a reach for any Democrat. Three Democrats – Mitchell Berman, Lorenzo Santos and Miguel Aranda — are running to take on Steil, who won reelection by nine points in 2024 and has $6 million cash on hand.

    With Tiffany running for governor, his seat in the 7th District, a safe Republican seat, is now open. Transportation Secretary Sean Duffy’s son-in-law Michael Alfonso is considered the frontrunner for the seat and has the backing of Mr. Trump and House Speaker Mike Johnson. He faces four GOP challengers.

    Minnesota Senate race

    Minnesota was ground zero for the Trump administration’s immigration policies earlier this year, drawing national scrutiny after the fatal shootings of two American citizens by federal agents in Minneapolis. And the issue is front and center in this year’s primaries as candidates eye the Democratic and Republican nomination for an open Senate seat.

    On the Democratic side, a dynamic familiar to the 2026 midterms is playing out between Rep. Angie Craig, a centrist candidate backed by a slew of national Democrats, and Minnesota Lt. Gov. Peggy Flanagan, a progressive endorsed by the likes of Sens. Bernie Sanders and Elizabeth Warren.

    Amid the debate over immigration enforcement, Craig has faced criticism over her previous stances, including her vote last year for the Laken Riley Act immigration enforcement bill, while Flanagan has been unequivocal in her opposition to the administration’s immigration policies. But Craig’s supporters have argued that the four-term congresswoman is the more electable candidate, especially as Flanagan has been tied to the Minnesota governor’s handling of the multimillion-dollar fraud schemes in the state.

    On the GOP side, among those vying to be the Republican nominee are Michele Tafoya, a former sports broadcaster, former basketball player Royce White and Adam Schwarze, a retired Navy SEAL. And although Minnesota hasn’t elected a Republican to the Senate since 2002, the GOP is hoping to make inroads as it seeks to hold on to control of the chamber next year, seeing some opportunity in a state that former Vice President Kamala Harris won by just four points in 2024.

    Minnesota House races

    Rep. Ilhan Omar occupies a safe Democratic district in Minneapolis, where the winner is favored to win in November. Omar was first elected in 2018 in an open election, but she has faced centrist opposition in primaries since then.

    In this year’s contest, she faces four primary challengers, but she is expected to win the nomination again.

    Alabama House races

    After the Supreme Court ruling in May that narrowed Section 2 of the Voting Rights Act, which required majority Black districts in some states, Alabama postponed its House primaries until Aug. 11 so state lawmakers could redraw the districts.

    Alabama is currently represented by two Democrats and five Republicans, and Republicans redrew their maps to make the 2nd District more friendly to Republicans, endangering Democratic Rep. Shomari Figures, who won the seat in 2024. Sabato Crystal Ball now considers the seat likely Republican.

    Rhett Marques is the frontrunner in the GOP primary for that seat, with the backing of Mr. Trump, Alabama Sen. Katie Britt and House GOP leadership. Marques is facing five challengers on Tuesday.

    Connecticut

    Democratic Connecticut Gov. Ned Lamont is running for reelection, and is facing a primary challenger — the first time in 50 years that an incumbent governor in Connecticut has been challenged in the primary, according to CBS Hartford affiliate WFSB.

    According to a poll from Sacred Heart University and CT Insider, Lamont is leading Democratic state Rep. Josh Elliott by 35 points.

    Republican Ryan Fazio is not facing any challengers on Tuesday. The same poll found Lamont leading Fazio by 20 points in a general election, and Elliott had a nearly 20-point lead over Fazio as well.

    Rep. John Larson of the 1st District is also facing primary challengers for the first time since he was elected in 1998. Larson and his three challengers — former Hartford Mayor Luke Bronin, West Hartford state Rep. Jillian Gilchrest and Hartford Board of Education member Ruth Fortune — agree on key policy issues, but the race has focused on generational change. Bronin, Larson’s most well-known and best-funded opponent, has zeroed in on Larson’s age — 78 — and long tenure in Congress.

    Vermont

    Two Democrats are vying to take on Vermont’s Republican Gov. Phil Scott in November: Amanda Janoo and Aly Richards. Scott is running for a sixth term, but a University of New Hampshire poll from July found that he has his lowest approval rating since April 2022. Neither Janoo nor Richards has held elected office before, making a November challenge difficult.

    In Vermont’s at-large congressional district, Republicans Gerald Malloy and Mark Coeste are vying to take on incumbent Democratic Rep. Becca Balint. But the same July UNH poll found that both would trail her in a general election matchup.
