    June 25 (Reuters) – U.S. President Donald Trump is expected to nominate Adam ​Candeub, the general counsel at the Federal ‌Communications Commission, to take over as the Justice Department’s antitrust chief, a source familiar with the matter confirmed on ​Thursday.

    Trump met with Candeub, acting Attorney General ​Todd Blanche, Federal Trade Commission Chairman Andrew Ferguson ⁠and White House counsel David Warrington about the ​job this week, the source said.

    A White House ​official declined to comment.

    Acting Assistant Attorney General Omeed Assefi currently leads the division, which shares federal antitrust authority with the ​FTC. Assefi has been planning to step down ​later this month, according to a source familiar with his ‌plans.

    During ⁠Candeub’s tenure at the FCC, the broadcast regulator has opened an investigation into Disney’s diversity practices and is probing whether ABC daytime talk show “The View” violated ​equal-time rules ​for interviews ⁠with political candidates.

    Candeub authored the FTC chapter in the Heritage Foundation’s Project 2025 policy ​platform, which laid out ways the consumer ​protection ⁠and antitrust agency could champion conservative causes.

    The Republican nominee for New York governor prompted outrage among Democrats after saying that a Jewish congressional candidate “would be a camp guard in the concentration camp if he could.”

    Bruce Blakeman, who will face off in November against Gov. Kathy Hochul (D), took aim in a Newsmax interview at Brad Lander over his views on Israel. Lander, who has called Israel’s war on Gaza a “genocide,” emerged Tuesday as the Democratic nominee for a New York congressional seat.

    Utah Gov. Spencer Cox on Thursday issued a temporary, statewide restriction on fireworks for the upcoming Fourth of July holiday, citing “historic” and “extraordinary” wildfire conditions across the state.

    Cox, a Republican, signed an executive order declaring a state of emergency, temporarily suspending state law to allow the state forester to ban the discharge of fireworks within municipal boundaries between July 2 and July 5.

    As America’s 250th anniversary approaches, 94% of Utah is facing severe or extreme drought.

    Local municipal leaders, working alongside their fire chiefs, are granted the authority to designate specific “safe areas” where fireworks will still be permitted.

    If local leaders do not designate these areas, the state forester’s closure remains in full effect.

    “Nothing about this decision was easy,” Cox wrote in a statement, acknowledging that Utahns typically enjoy celebrating with pyrotechnics. “But this year is different. We are seeing fire behavior that even our most experienced firefighters say they’ve never witnessed before.”

    In a statement posted to X, Cox added, “Our goal is to make sure our neighborhoods and communities are still standing on July 5.”

    A top FEMA official who had drawn scrutiny for bizarre past remarks — including claiming he teleported to a Waffle House — has been pushed out of the agency, four sources tell CNN.

    White House officials installed Gregg Phillips at FEMA in December, despite his history of promoting election conspiracy theories, particularly in the aftermath of the 2020 election. He came under national scrutiny in March after CNN reported on a cache of outlandish comments from his appearances on right-wing podcasts, including the teleportation claim.

    The Department of Homeland Security, which oversees FEMA, confirmed Thursday that Phillips is leaving the agency, saying he is taking leave for personal reasons. But sources tell CNN the departure was not voluntary: New DHS leadership had grown weary of the embarrassment surrounding Phillips and of his periodic clashes with agency leaders over their agenda.

    Portuguese soccer superstar Cristiano Ronaldo made history on Tuesday, not just as the first person to score in six World Cup tournaments, but also as the centerpiece of an unforgettable experience for Mark Garcia, a Portugal fan and one of hundreds of veterans receiving free tickets to World Cup matches.

    “The game yesterday was amazing, pretty much, more than anybody can describe into words how amazing it was and how important it was to me,” Garcia told CBS News on Wednesday.

    Garcia and his wife attended the match between Portugal and Uzbekistan after entering a lottery on Vet Tix, a nonprofit that provides free tickets to sports, concerts and other events for current military service members, veterans and the immediate family of those killed in action.

    For this summer’s World Cup, Bank of America contributed $2 million and Vet Tix an additional $250,000 for almost 5,000 tickets for current military service members, veterans and first responders to attend games in the 11 U.S. host cities. Some 250 tickets are being set aside for each U.S. Men’s soccer game as a way to recognize America’s 250th anniversary.

    So far, about 80% of tickets have gone to current military service members and veterans, and 20% have gone to first responders, a Vet Tix spokesperson told CBS News.

    While Garcia and his wife attended a match in Houston, another Army veteran, Peter Farley, received tickets through Vet Tix to last week’s Iraq-Norway match in Foxborough, Massachusetts, and invited an interpreter he met during a deployment to Baghdad, Iraq, in 2008 and 2009. Farley did not want to disclose the name of the interpreter.

    “It has been years since we’ve seen each other, and I honestly never imagined we’d one day be sitting side-by-side at a World Cup game in the United States. It feels like a truly full-circle moment,” Farley said in an email to Vet Tix.

    Even more full-circle because Farley said that while he was in Iraq, he had convinced the interpreter, who now lives in Texas, to root for the New England Patriots.

    “He barely knew anything about American football then but now he’s a diehard,” Farley said in an email. “My wife actually sent him a Tom Brady jersey while we were over there which he still has. Crazy that he ends up at Gillette Stadium not to watch the Pats, but Iraq!”

    Iraq lost to Norway 4-1, but Farley wrote that “it ended up being one of the best sporting events I’ve ever been to. Maybe the best!”

    Garcia, the Portugal fan, said he spent most of the game he attended with tears in his eyes.

    “For it to be at that game, and Portugal winning five-nothing, and Ronaldo’s scoring twice, I’m almost crying pretty much the entire game,” Garcia said.

    His parents are from Faial Azores, one of the islands off of Portugal, and they raised him as an intense Portugal soccer fan. He had never been to a match in person until Tuesday.

    As a Vet Tix member for almost 13 years, Garcia has attended several other events, such as Houston Texans NFL games and concerts with artists including Enrique Iglesias and Shania Twain. He often goes with his wife, but brings his son and daughter when he is able to get four tickets. He praised the organization for offering tickets to veterans, like him, who probably couldn’t afford such experiences otherwise.

    Garcia served in the Army from 1991 to 1997 and deployed to Bosnia. He says he witnessed harrowing scenes there, such as children stepping on landmines, which led him to cut his Army career short. He still finds those memories hard to talk about.

    “[The Vet Tix experiences] gave me the opportunity to actually go somewhere with my family and to actually be around big crowds and, and not have, you know, the worry of being around a lot of people,” Garcia said.

    Often, he finds that he is sitting near other veterans when he goes to events through Vet Tix, which gives him an additional sense of comfort.

    “A lot of times when they play the national anthem, you know, I can kind of look around and see who the veterans are. And it’s pretty cool to kind of be with them and spend that time with them,” Garcia said.

    Exclusive: Firm that worked on past Reflecting Pool renovation passed on Trump project after deeming it ‘unfeasible’

    Several months before blue strips started floating to the surface of the Lincoln Memorial Reflecting Pool, a company involved in its last renovation more than 15 years ago was approached with an opportunity to do this remodel as well. But the company said no.

    Specifically, it balked at two requirements – the Trump administration wanted it done by July 4, and the pool bottom had to be blue, according to two employees with the New Jersey-based Sika Corporation, which provided the concrete construction and sealing products for a 2010 renovation project to the Reflecting Pool.

    According to the two employees, who spoke to CNN on the condition they not be identified, both demands made the job “unfeasible.”

    Ultimately, Rhino Linings, which is most popular for its truck bed linings but also says on its website it can be used for water facilities, was chosen to provide materials for the latest Reflecting Pool renovation.

    Now, less than a month after it was applied, the material from the bottom of the Reflecting Pool appears to be peeling off, causing a massive Washington brouhaha, with President Donald Trump blaming radical left vandals and contractors promising to fix what they say are isolated problem areas. Meanwhile, algae has turned the water various shades of green despite the renovation that was supposed to clear that up.

    Trump has maintained that the renovation has been a success, but the project has faced heavy scrutiny. It was initially estimated to cost $1.8 million, but the price tag is now up to $14.7 million, according to a contract summary of the Interior Department’s award to Virginia-based Atlantic Industrial Coatings.

    Given Sika’s prior experience working on the Reflecting Pool, the company’s decision to decline the contract, which has not been previously reported, could further enflame mounting criticism that the project was rushed and potentially improperly completed.

    Rep. Robert Garcia, the top Democrat on the House Oversight Committee, sent letters Wednesday to the contractors overseeing the renovation, requesting information such as contracts and water quality records.

    “Donald Trump’s disastrous renovation of our national Reflecting Pool is his latest failed vanity project,” Garcia said in a statement. “The President should be focused on making life more affordable for the American people, not rewarding his loyalists with government contracts and wasting taxpayer money on failing projects. We’re demanding answers straight from the contractors about the project’s failures.”

    Sika Corp. did not reply to CNN’s request for comment.

    The drama around the Reflecting Pool has spawned theories as to what went wrong from both the president and internet sleuths.

    Last Friday, Trump first echoed claims that surfaced in right-wing circles that the pool’s broader problems are a result of vandalism. Trump has floated a number of allegations, often without evidence, including that there’s a gash hundreds of feet long in the pool.

    On Wednesday night, the Justice Department said in a court filing that the caulk over the pool’s foam sealant was cut with a “sharp knife or razor” and that the tops of roughly 70 fence posts were thrown into the pool. The filing is part of a lawsuit brought by the nonprofit Cultural Landscape Foundation that contends officials bypassed regulatory steps in order to complete the renovation.

    Tourists and local residents alike have flocked to the site in recent days to take photos and videos of the algae bloom or peeling blue strips. Police arrested at least six people for vandalism and issued federal citations to at least seven others.

    At least one person who was arrested for vandalism, three-time US Olympian David Hearn, told CNN that he was merely touching a piece of partially detached blue material from the recent renovation.

    Online commentators have also speculated that the bottom of the pool may have been affected by the presence of heavy equipment and trucks — and a presidential motorcade that drove through at one point — shortly after the coating was applied.

    Ravi Kurani, President of Standard Water Corp, an industrial technology company, told CNN he would never recommend driving cars out onto a pool surface, especially when renovations are being done.

    “It’s like you’re putting flooring on your kitchen floor and then you’re take a really heavy tractor on top of it – it’s going to mess it up a little bit.”

    Tim Auerhahn, a pool infrastructure expert and the chairman of the Aquatic Council, a consulting firm , said over email there isn’t enough information to definitively conclude that the vehicle traffic caused damage, but “it is one of several factors that should be considered as part of a comprehensive failure analysis.”

    Auerhahn added that, “It’s important not to focus on a single theory too early.”

    Trump said this week that the Reflecting Pool will be drained again for “permanent repair” around the Fourth of July.

    The last time Sika worked on the reflecting pool was in 2012, when President Barack Obama’s administration spent $34 million on an 18-month renovation of the pool which was meant to address ongoing issues with algae blooms.

    However, shortly after that renovation was completed, the pool again became a murky, smelly mess. That apparent failure to adequately address the issues with the pool became political fodder for Trump when he ordered his own renovation.

    That’s when, in late March, Sika was contacted by American Concrete Services for a quick surfacing project, in blue, according to the two Sika employees who spoke to CNN. It’s unclear why the Department of Interior used a different contractor, Atlantic Industrial Coatings.

    American Concrete Services did not reply to a request for comment for this story.

    Sika declined the proposal after a routine assessment of feasibility and risk, the employees said. One of the Sika specialists assumed that was because Sika’s solution was complicated and lengthy, not fitting the contractor’s tight timeline of just a few months turnaround.

    The main issue, one of Sika employees said, was the lining over the expansion joints featured in the Reflecting Pool and constraints on what material could be used and submerged in water. The Reflecting Pool features 2.5 miles of joints, which were recently replaced as part of the renovations, according to Department of Interior Secretary Doug Burgum.

    The joints allow the large concrete slabs they connect to flex with changing temperatures.

    One of the solutions Sika proposed was to place metal on top of the joints, then apply a blue color coating. Sika warned the contractor that with potential movement – natural expansion and contraction – the metal could show through, causing inconsistencies with the blue used in other parts of the pool, the employee said.

    Prior to when peeling was first spotted, in an interview this month with Emily Miller, a journalist and former Republican communications strategist, Eddie Wood, who owns Atlantic Industrial Coatings, said it was the government that decided to use a type of plastic-like coating called polyurea and contract Rhino Linings to provide those materials .

    The company has previously been contracted by branches of the military, providing coatings for body armor, helicopters, fuel tanks and trucks, its website says. Wood previously told CNN he was proud of his company’s part in the project and said he had nothing to do with the algae-filled water. When the blue material started peeling, he said he would address any problems that have arisen.

    Wood told CNN he was not available to answer questions regarding the renovation process and timeline this week.

    Rhino Linings has also been named in multiple lawsuits. In late 2021, a jury returned a $2 million verdict against Rhino, finding it did not properly train or vet its recommended installer. The jury also found Rhino failed to thoroughly inspect the finished roof for a large commercial building in Texas. According to allegations in the lawsuit, those failures resulted in the building experiencing more than 200 leaks and required the installation of a new metal roof over the Rhino Linings products to prevent further damage.

    Rhino Linings did not reply to CNN’s request for comment.

    The two Rhino Linings products ultimately used in the Reflecting Pool were Rhino 406 Primer and Pipeliner 5000, according to an advertisement for the company. The primer is made up of epoxy, and the pipeliner is made of a mixture of resin and isocyanate – polyurea.

    The Pipeliner 5000 product is typically used for linings in water storage, wastewater facilities, and pipes – containers not exposed to sunlight on a regular basis. Some polyureas are not stable under UV light .

    As for the Rhino 406 Primer, one Sika employee said that epoxy, which is a popular coating for garage floors, is rigid, and would not be a good solution for flexing joints like the ones in the Reflecting Pool.

    In a statement about the Reflecting Pool on its website, Rhino Linings said it “is aware of reports regarding localized areas of finish coat separation.”

    “Based on information provided to us by the project team, the condition is limited to isolated areas of the finish layer and does not affect the underlying waterproofing membrane,” the statement added. “The project stakeholders are aware of the condition, and corrective actions have been identified .”

    Asked to review the Sika employee’s explanation of why the company didn’t feel the reflecting pool job was feasible, Auerhahn, the pool infrastructure expert, said it was “a technically reasonable assessment.”

    “Large expansion joints are challenging features in aquatic installations, especially in large basins where movement is likely,” Auerhahn said. “Epoxy systems perform well in many aquatic installations, but they’re relatively rigid and not relied upon when significant joint movement is expected. Using a metal cap over this joint is not an unreasonable solution and has been relied on in other engineering applications.”

    Auerhahn, who cautioned his observations were based only on publicly available information, said that while he would stop short of concluding that Rhino Pipeliner 5000 was definitively the wrong product for the application, the product’s selection “raises legitimate technical questions regarding substrate compatibility, UV exposure, joint movement, chemical exposure and long-term durability in the unique environment of the Reflecting Pool.”

    He added that using polyurea coatings in a large historic water basin is similarly unconventional.

    “It has not been well proven in fountains and pools, so it was a largely untested technology given the setting,” Auerhahn said.

    Judge orders DOJ to either unredact more Epstein files or explain why they must stay blacked out

    A judge on Thursday ordered the Justice Department to either release unredacted versions of several files on the late sex offender Jeffrey Epstein or explain why it can’t do so, following a lawsuit accusing Acting Attorney General Todd Blanche of improperly redacting documents.

    U.S. District Judge Emmet Sullivan gave the government until Thursday, July 2, to comply.

    The documents in question include eight emails with either the sender or recipient blacked out, a draft indictment of Epstein with the names of potential co-conspirators obscured and a 2019 email that mentions several co-conspirators whose names were redacted. Sullivan also ordered the Justice Department to either release the interview notes behind several FBI documents summarizing unverified allegations against President Trump, or explain why it couldn’t release them.

    The government was also ordered to release a log listing every redaction it has made to the files it has published on Epstein, as required by law.

    The court order follows months of controversy over the Justice Department’s handling of the files, which were released in response to a federal law. Millions of records have been made public since December, including photos, emails and law enforcement documents from the federal investigations into the disgraced financier and his 2019 death in pretrial custody.

    Lawmakers and Epstein survivors have raised questions about missing or heavily redacted records. The Justice Department has said only about half of the 6 million pages of documents it collected on Epstein would be released, and many of the released files are partially blacked out. The department has said the unreleased documents were either duplicates, unrelated to Epstein or protected by legal privilege.

    One of the emails covered by Thursday’s order — in which Epstein refers to a “torture video” — drew scrutiny earlier this year after Democratic Rep. Ro Khanna of California and GOP Rep. Thomas Massie of Kentucky questioned why the recipient was blacked out. Blanche later suggested on social media the recipient was Sultan Ahmed bin Sulayem, former CEO of the Dubai-based logistics firm DP World. CBS News has previously reached out to Sulayem for comment.

    The department has defended its efforts, arguing the redactions are necessary to protect personal information or victims’ identities.

    Thursday’s court ruling was spurred by a lawsuit filed in April by independent journalist and legal commentator Katie Phang over the redactions, which she argues are a “brazen, shocking, and ongoing violation” of the federal law mandating the release of the Epstein files. She asked a judge to order the release of several unredacted files.

    The Justice Department responded earlier this month by arguing Phang cannot sue to force the documents’ release because the proper recourse is for her to file a Freedom Of Information Act request. Phang’s lawyers on Wednesday pointed to denials of Epstein-related FOIA requests. The judge then directed the Justice Department to respond by 1 p.m. on Thursday, and after the department missed that deadline, he ordered it to release the documents Phang had requested.

    In a 48-page opinion, Sullivan concluded that Phang had the right to sue over unreleased files and was likely to prevail. He also said FOIA “does not provide an adequate remedy.”

    The Justice Department requested earlier this month that Sullivan pause any order in Phang’s favor for at least seven days to give the government time to decide whether to appeal. Sullivan denied that request on Thursday.

    CBS News has reached out to the Justice Department for comment.

    Phang’s attorney, Brendan Ballou, told CBS News: “The government thought that it could ignore its own law and blow off a judge’s order, all for the sake of protecting the very powerful and the very rich. It didn’t work, and now the public will finally get transparency around Jeffrey Epstein and his network.”

    Rep Pat Harrigan slams Chinese-manufactured drones, says ‘America needs to be able to build them here at home’

    Justice Correspondent David Spunt reports on the latest arrest in an alleged terror plot targeting the White House UFC event. Six suspects are now in custody, including alleged ringleader Abraham Hermosillo Alvarez. The plot involved drones with explosives and a pre-staged sniper team to target crowds and political figures in Washington D.C.

    Rep. Pat Harrigan, R-N.C., who serves on crucial subcommittees of the House Armed Services Committee, is leading a charge to phase out Chinese-manufactured drones from use in U.S. law enforcement.

    “Here in the United States, we’ve allowed China to dominate much of the global drone market while American agencies continue relying on systems built by companies tied to the Chinese Communist Party,” Harrigan said in a statement to Fox News Digital.

    “That’s a strategic mistake,” he continued.

    The bill, titled the American Drone Manufacturing Dominance Act of 2026, would offer domestic law enforcement an off-ramp for whatever Chinese-made drones they might be currently using. It also furthers legislative ways in which Republicans have sought to step away from Chinese manufacturing and supply in sensitive areas. It also makes federal grant funding conditional on not acquiring any foreign-made drones after Jan. 1, 2027.

    In its current form, the bill sets aside $1.5 billion in federal funding, funded through Trump’s Section 301 tariffs, to accelerate the removal of Chinese-made drones and would subsidize a domestic drone manufacturing base with defense applications.

    Harrigan said drones have become a clear security issue in light of their use in overseas conflicts and their growing sophistication.

    “One of the clearest lessons from Ukraine is that drones are no longer a niche capability; they’re a foundational part of modern warfare,” Harrigan said.

    Almost all major U.S. cities have implemented restrictions on the use of drones. In Washington, D.C., for instance, drones are completely banned from use due to the federal Special Flight Rules Area (SFRA) that governs highly restricted airspace.

    Even so, their use has climbed in recent years — especially in border security, where their fast-moving capabilities have allowed border agents to monitor wide swaths of land.

    In 2020, an internal memorandum authored by then U.S. Border Patrol Chief Rodney Scott signaled CBP’s intent to significantly expand their use.

    “These unmanned technologies will achieve levels of detection, response and interdiction efficiencies not realized by current CBP technological capabilities,” the memorandum states.

    Local law enforcement also uses drones, but is reliant on Chinese manufacturers like Da Jiang Innovations (DJI). In Texas, for instance, the Federal Aviation Administration (FAA) Texas, for instance. The Federal Aviation Agency (FAA) said that of the 966 drones registered to police and sheriff’s departments in the Lone Star State in 2024, 879 were produced by DJI.

    Harrigan believes drone use isn’t going away. But even as their use expands, he believes lawmakers should prioritize American safety through U.S. manufacturing.

    “If drones are going to play a central role in national security, public safety, and critical infrastructure, America needs to be able to build them here at home,” Harrigan said.

    It’s unclear when Harrigan’s bill would reach the floor of the U.S. House of Representatives for consideration.
