    Kristi Noem will reportedly join President Donald Trump and 12 Latin American leaders at his resort in Florida for a “Shield of the Americas” summit Saturday after her ouster as the Secretary of Homeland Security and appointment by President Donald Trump to be special envoy for the new coalition of nations.

    On Thursday, Trump announced Noem would be exiting her role as Homeland Security secretary and would be appointed a Special Envoy for the “Shield of the Americas,” a summit for which will be held at the president’s resort in Doral, Florida, on Saturday. The new coalition of 13 countries has been formed to advance strategies that will tackle mass illegal immigration, narco-terrorist gangs and cartels.

    “After years of neglect, President Trump established the ‘Donroe Doctrine’ to restore American preeminence in the Western Hemisphere. His efforts have been a tremendous success – our southern border is secure, Latin American countries are working with us to defeat the cartels, and illegitimate dictator Nicolas Maduro is facing justice for his crimes in the Southern District of New York – ushering in historic economic cooperation with Venezuela,” said White House spokesperson Anna Kelly ahead of the summit.

    “The President has successfully strengthened our relationships in our own backyard to make the entire region safer and more stable, and this weekend’s ‘Shield of the Americas’ Summit will encapsulate all of his work to Make America, and our partners, Strong Again,” she continued.

    Members of Trump’s Cabinet, including Secretary of State Marco Rubio, Secretary of War Pete Hegseth, Secretary of Commerce Howard Lutnick and United States Trade Representative Jamieson Greer, will also be at the Saturday summit.

    The leaders from other nations who will be present are Argentina’s Javier Milei, El Salvador’s Nayib Bukele Ortez, Bolivia’s Rodrigo Paz Pereira, Costa Rica’s Rodrigo Chaves Robles, Panama’s José Raúl Mulino Quintero, and Trinidad and Tobago’s Kamla Persad-Bissessar, Chile’s Jose Antonio Kast, the Dominican Republic’s Luis Rodolfo Abinader Corona, Ecuador’s Daniel Roy Gilchrist Noboa Azín, Guyana’s Mohamed Irfaan Ali, Honduras’ Nasry “Tito” Asfura, and Paraguay’s Santiago Peña.

    Noem confirmed Friday, speaking from Nashville, that she will be at the summit, according to the Associated Press. Noem reportedly added that the president will announce “a big agreement” detailing “how we’re going to go after cartels and drug trafficking in the entire Western Hemisphere.”

    On Friday, Hegseth led a strategic conference in Doral with representatives of 17 different Caribbean, Central American and South American countries throughout the Western Hemisphere. During the conference, they signed a joint security declaration, reaffirming their commitment to peace and sovereignty in the region. According to a source familiar with the plans for the summit, the president plans to celebrate this achievement with attendees.

    “Secretary Noem helped usher in the most secure border in history, deported hundreds of thousands of criminal illegal aliens, and executed record-setting counter-drug operations against cartels. All of this great experience positions Noem well to ensure American preeminence in the entire Western Hemisphere in her new role as Special Envoy to the Shield of the Americas,” White House spokesperson Olivia Wales said. “This historic new security initiative, led by Secretary Noem, will advance cutting-edge strategies to defeat narco-terrorist cartels and stop illegal mass migration to make America and the entire Western Hemisphere safer.”

    On Thursday, Rubio said he looked forward to working with Noem as Special Envoy for The Shield of the Americas, and echoed the comments from the White House about her experience.

    “Kristi has achieved incredible results as Secretary of Homeland Security and will be a tremendous asset in our effort to promote security and prosperity in the Western Hemisphere,” Rubio said on X after Trump named Noem to her new post.

    Beyond the Republican president’s vitriol in speeches and social media posts, his administration has launched a more systematic effort at the U.S. Supreme Court to diminish the power of the federal judiciary, a Reuters analysis shows.

    The administration in the past year has raced to the Supreme Court with dozens of emergency requests to green-light policies impeded by ​​lower-court judges who questioned their legality.

    The administration includes in its written filings multiple legal arguments, but to a remarkable degree it has used these requests to question the very authority of the judges whose decisions are being challenged.

    Of the 31 emergency requests Trump’s Justice Department has filed at the Supreme Court since ​​february 2025, nearly all – 97% – claim the judge is improperly interfering with the president’s power under the U.S. Constitution and various laws, according to the analysis.

    By contrast, in the 19 emergency requests filed by Trump’s Democratic predecessor Joe Biden’s administration over four years, just 26% suggested judicial interference with presidential authority.

    ‘MORE UNILATERAL POWER’


    The Trump administration’s approach reflects a concerted effort to diminish the power of judges to restrain the president and his agenda, according to legal experts and former judges.

    The arguments go beyond outlining why a judge reached what the administration considers an incorrect legal conclusion, according to Payvand Ahdout, an expert on presidential power and the federal courts at the University of Virginia School of Law.

    “The administration is attacking the ability of federal judges to question or review the executive actions,” Ahdout said.

    “As the administration seeks to assert more unilateral power, robust judicial review is a problem for them,” ​​Ahdout added.

    Trump has aggressively tested the limits of presidential powers during his second term in domestic affairs and foreign policy, drawing hundreds of legal challenges on numerous fronts.

    The Supreme Court, whose 6-3 conservative majority includes three justices Trump appointed, has backed him in most of these emergency cases, letting him fire federal employees, take control of independent agencies, ban ​​transgender people from the military and deport migrants to countries where they have no ties, among other actions. Unlike its usual work, the court typically handles emergency requests quickly, without extensive written briefing or oral arguments.

    ‘NO SURPRISE’


    A Justice Department official with knowledge of the legal strategy, ​ u200bspeaking on condition of anonymity, said any suggestion that its arguments are unusual is misleading.

    Pointing to its high win rate at the Supreme Court, the official noted that many of the department’s requests involve areas where the justices traditionally have deferred to the president, such as immigration and the federal workforce.

    “It should come as no surprise that this department is more forceful in defending ​​article II prerogatives,” the official said, referring to the constitutional provision vesting executive power in the president.

    In addition to claiming judicial interference, Trump’s emergency requests challenge the power of judges in other ways.

    Among these requests, 68% argue that the judge had no power to review Trump’s action or jurisdiction over the case, according to the analysis. Among Biden’s emergency requests, only 16% made such an ​​argument.

    And 71% of Trump’s requests argue the judge had no power to provide the relief – such as a court order freezing a policy – granted to the plaintiffs. Under Biden, that figure was 63%, reflecting frustration by presidents of both parties with judicial orders they consider overbroad.

    The Justice Department under both Biden and Trump urged the Supreme Court to curtail so-called “universal” injunctions that blocked their policies nationwide. The court finally tackled that issue last June in a case brought by Trump, not Biden, handing him a landmark victory reining in judges.

    Though that case involved Trump’s bid to restrict automatic birthright citizenship, the ruling did not involve the legality of that directive. The court will hear arguments on that question on April 1.

    LITTLE EXPLANATION


    The Supreme Court’s decisions in emergency cases often come with little explanation, making it hard to assess which of the administration’s arguments, if any, have carried the day.

    For example, Trump sought ​​supreme Court intervention after judges at the district court level blocked his firings of multiple Democratic members of independent federal agencies, including two labor boards, a consumer-safety watchdog and the Federal Trade Commission. The Justice Department argued that those judicial actions intruded on the president’s power and that courts cannot review the firings or reinstate the officials.

    The court’s conservative majority allowed the removals but provided little reasoning, ​​briefly referencing in one of the cases its prior rulings endorsing a president’s authority to fire agency officers wielding executive power.

    In three 5-4 decisions in which they provided a rationale, the justices lifted decisions by lower courts that blocked federal grant cuts and Trump’s use of an 18th-century law meant for use during wartime to speed deportations. In doing so, the justices appeared to agree with the administration that the judges lacked ​​jurisdiction to review the dispute ​ u200bbecause it should have been before a different court.

    The Justice Department’s bid to undermine the power of judges comes amid concerns by Trump’s critics and some judges that administration officials are sometimes defying district court orders, as well as continuing verbal attacks on the judiciary. Trump has even directed his ire at the Supreme Court, last month calling justices who ruled against his sweeping global tariffs “lapdogs” swayed by foreign interests.

    “The administration’s position stated in briefs and argument is for a very narrow view of judicial review and judicial power. And that then manifests itself in the public square as: if judges move out of that more limited role, they’re crooks and corrupt,” said Barbara Lynn, a former federal judge in Texas who retired last year.

    “That is a sad, inappropriate development, and runs the risk of there being, essentially, no checks and balances in this country if that view prevails,” said Lynn, an appointee of Democratic former President Bill Clinton.

    ‘POWER GRAB’


    The administration’s claims of judicial interference variously describe judges as seizing, usurping or grabbing power rightfully belonging to the president.

    For instance, in a case concerning Trump’s effort to fire thousands of federal employees, the Justice Department warned of an “ongoing assault on the ​​constitutional structure,” telling the Supreme Court: “Only this court can end the interbranch power grab.”

    When a ​​judge blocked Trump’s bid to cut teacher-training grants as part of his campaign against ​ u200bdiversity initiatives, the administration asked the Supreme Court to end judges’ “unconstitutional reign as self-appointed managers of executive branch funding.”

    A judge’s moves restricting the administration’s plan to deport migrants to countries where they have no ties were “wreaking havoc” and “usurping the executive’s authority over immigration policy,” the Justice Department said.

    Some legal experts said it is not surprising that Trump’s administration would seek to extend to novel disputes the kind of deference that the Supreme Court, led by Chief Justice John Roberts, has already given to presidents in areas such as immigration, foreign affairs and firings.

    “They are trying to ​​accelerate things that the Roberts court itself had already started, which is to narrow judicial involvement in … the president’s management of the executive branch,” said University of California, Berkeley law professor John Yoo, who worked as a Justice Department official during Republican George W. Bush’s ​​presidency.

    The administration’s arguments reflect a change in approach for ​ u200bthe Justice Department, Georgia State University College of Law professor Eric Segall said.

    “They make it sound like every case is a five-alarm fire that will destroy the presidency of the United States if judges get involved,” said Segall, who worked in the department during Republican George H.W. Bush’s presidency.

    Philip Pro, a retired federal judge from Nevada, said the administration’s legal strategy appears to view judges as an obstruction.

    “If I don’t agree with you as a member of the judiciary, then you’re an obstruction because I want to do what I want to do, whenever I want to do it, wherever I want to do it, and you can’t tell me otherwise,” said Pro, an appointee of Republican former President Ronald Reagan.

    LISA COOK FIRING


    In the case involving Trump’s attempt to fire Federal Reserve Governor Lisa Cook, the justices signaled ​​the administration’s views on judges ​​may go too far.

    Despite protections provided by Congress for Fed officials, Trump has sought to remove Cook – an unprecedented move that threatens the independence of the world’s most important central bank – based on unproven mortgage fraud allegations ​​that she denies. A federal judge blocked the firing. The Supreme Court scheduled a rare oral argument in January before it decides Trump’s emergency request to lift the judge’s order.

    At least eight people, including two children, were killed and 10 others were wounded on Saturday by a Russian missile that hit a five-story residential building in Ukraine’s second-largest city, Kharkiv, officials said.

    President Volodymyr Zelenskyy condemned the attack and called for an international response. He said that Russia struck Ukraine overnight with 29 missiles and 480 drones, targeting energy facilities in Kyiv and other central regions and with damage reported in at least seven other locations across the country.

    WASHINGTON, March 7 (Reuters) – The White House begins with a scene from “Call of Duty,” the action-packed, first-person shooter game.

    It then quickly cuts to images of fighter jets launching from an aircraft carrier, missiles streaking through the sky and targets exploding in slow motion – all set to the pounding beat of ​rapper Childish Gambino’s song “Bonfire” and a deep-voiced narrator declaring, “We’re winning this fight.”

    A “Call of Duty” kill score, which shows the numerical value earned for eliminating enemies, appears after each explosion. Viewed over 58 million times, the video is part of a social media campaign ‌the Trump administration has launched to sell its bombing campaign against Iran to the American public.

    The sober charts and briefings that defined past conflicts have largely been replaced by a public relations campaign designed with a video-game vibe showcasing the technological might and lethality of the U.S. military, with stealth aircraft slicing through clouds and targets exploding in Hollywood-like fashion as fireballs fill the screen to music.

    Whereas past administrations often used public relations campaigns early in a conflict to explain why the U.S. has gone to war, this time around it’s about how the U.S. has gone to war – with an on-brand air of bravado.

    Released by the White House and the ​Pentagon on X, TikTok and Instagram and packed with pop culture references, pulse- pounding music, and clips from muscular action movies, the videos have been viewed millions of times and shared across social media by pro-Trump accounts.

    “Before it took time ​and lots of knowledge,” said Craig Silverman, a researcher and cofounder of Indicator, a newsletter and website dedicated to exposing digital deception. “And now some social media manager at the White House could ⁠play around with one of these tools for a half hour and come up with something that looks pretty good.”

    Critics described the series of videos – another one features Superman, footage from the films “Braveheart,” “Top Gun,” “Iron Man” and “Gladiator” interspliced with the destruction of military hardware – as a distasteful “gamification” ​of a war in which U.S. service members and Iranian civilians have been killed.

    As the White House has struggled to articulate a clear case for the war that began with a U.S.-Israeli bombing campaign on February 28, with President Donald Trump and some cabinet members providing shifting and contradictory ​rationales, some former Republican officials and communication experts describe the videos as an unseemly, swaggering attempt to showcase American military might.

    Instead, they said, Trump should be clearly explaining to Iranians and the U.S. public why America has triggered another Middle East conflict.

    “If you want to communicate, one of the main things they should be doing is communicating to the Iranian people why you are bombing their country, not how we are blowing stuff up,” said James Glassman, a communications expert who served as under secretary of state for public diplomacy and public affairs in the Republican administration of former President George W. Bush.

    “This seems to be ​an effort to sell the war after it started by making it cool, to make it look like a video game.

    Anna Kelly, a White House spokeswoman, told Reuters the U.S. military was meeting or surpassing its goals in the war against Iran.

    “The White House ​will continue showcasing the many examples of Iran’s ballistic missiles, production facilities, and dreams of owning a nuclear weapon being destroyed in real time,” Kelly said.

    WAR PROMOTED WITH POP CULTURE

    One of the videos features an animated green lizard repeatedly tapping a glowing screen, with each touch followed by images ‌of missiles being launched ⁠and a voice repeating the word “lizard.” The lizard clip is from the end credits of the 2025 Disney Pixar film “Elio.” Last year it became a viral meme, often used to represent doing a repetitive task.

    Another video contains U.S. military images that aren’t from the current conflict. A 38-second TikTok clip posted on March 3 by the White House is captioned “OPERATION EPIC FURY,” the administration’s name for the Iran campaign, set to the song “Macarena turned” by DJ Shlepki.

    The video contains clips of a B-1 bomber sitting on a tarmac, a B-2 Spirit stealth bomber flying against a backdrop of clouds, and what appears to be an F-35C fighter jet launching from an aircraft carrier, and multiple explosions. Reuters independently verified that some of the aircraft images are older stock footage and not from the current Iran war.

    The video has been viewed over 18 million times.

    Chairman of the Joint Chiefs ​of Staff General Dan Caine has offered a more sober description ​of the Iran conflict elsewhere. In sharing the names ⁠of four of the six U.S. service members killed in the conflict, Caine this week spoke of his “profound sadness and gratitude.” He added, “To the families of our fallen, we grieve with you today.”

    The videos, however, have a much different vibe – one tailored for the high-energy, punchy feel of today’s social media.

    A 14-second video posted by the White House account features a series of military explosions interspersed with the ​animated Nickelodeon character SpongeBob SquarePants repeatedly saying: “Wanna see me do it again?” It has been viewed over 9 million times on X and TikTok.

    Kristopher Purcell, who served in the White House communications department in ​the run-up to Bush’s 2003 invasion of Iraq, said ⁠he believed the target audience for the videos was young men, a demographic that Trump performed strongly with in his 2024 election victory.

    He said the Bush administration spent months laying out the case for the invasion of Iraq but now the Trump administration is sending out these videos after the fact to justify the war, and called it the “gamification” of conflict.

    “It’s an insane way to do things.”

    Still, the Trump administration has proven highly effective at communicating through social media – even when the tone represents a marked departure from presidential norms, experts said. That’s particularly true when it ⁠comes to reaching Trump’s ​supporters.

    Matthew Baum, a professor of global communications at Harvard University’s John F. Kennedy School of Government, said the potential problem for Trump was that he campaigned ​on a promise of American isolationism. As a result, it’s not clear that the message of military might through memes and online videos will be as effective as Trump’s previous use of social media to reach his Make America Great Again supporters.

    “The problem here is that his base is not exactly entirely on board with the ​war in Iran. So it’s a difficult audience when it is usually the case that the MAGA base is ready to follow wherever he leads.”
