Thune stands firm on SAVE America Act as Trump threatens legislative blockade

    March 10, 2026 / 1:29 PM EDT / CBS News

Washington — Senate Majority Leader John Thune made clear Tuesday that an elections bill known as the SAVE America Act faces an unlikely path to passage, reiterating his skepticism about the bill’s chances as President Trump threatens a legislative blockade until Congress approves the measure.

“There are no easy ways to do this,” Thune told reporters Tuesday. “Believe me, we’ve examined all the options.”

The legislation, which the House passed last month, would require proof of citizenship to register to vote, along with photo ID to cast a ballot. But Mr. Trump has demanded that the legislation go farther and ban all mail-in ballots. He has also pushed to include restrictions on transgender athletes participating in women’s sports and on gender-affirming surgeries for minors.

On Sunday, the president said in a post on Truth Social that he would not sign other legislation until the SAVE America Act is passed, saying it “supersedes everything else” and “must be done immediately.” The White House clarified that he would make an exception for funding the Department of Homeland Security, which remains shut down.

Democrats widely oppose the SAVE America Act, warning that its proof of citizenship requirements could disenfranchise millions of eligible voters. And with 53 Republicans in the Senate, support from across the aisle would be needed to reach the 60-vote threshold to advance the legislation under the normal process.

Senate Republican leaders have instead faced pressure for weeks from the right flank of the GOP to move the bill forward through what’s known as a talking filibuster. The maneuver would sidestep the need for 60 votes, but it would gum up the Senate floor for weeks and require near-unanimous support from the GOP conference.

Thune, a South Dakota Republican, outlined to reporters on Monday that based on previous efforts, he finds it “very hard to see” the maneuver resulting in passage of the bill.

“You have to have unified support, not only in support of the ultimate goal, which is the SAVE America Act, but on the process to be able to defeat amendments that would undo the legislation in the first place,” Thune said. “We can’t find a piece of legislation in history that’s been passed that way.”

The president doubled down on his demands later Monday, stressing the importance of passing the legislation during a news conference.

“We’re going for the gold, and we’re going to have to fight like hell,” Mr. Trump said. “We don’t have a country if we’re going to have elections that are so corrupt and so dishonest, like we’ve witnessed over the last period of time.”

Thune told reporters Tuesday morning that he hasn’t talked to the president since he made the demands over the weekend. And he made clear that Senate Republicans don’t have the votes.

“The votes aren’t there, one, to nuke the filibuster, and the votes aren’t there for a talking filibuster,” Thune said. “It’s just a reality. And I’m a person who has to deliver, sometimes, the not-so-good news that the math doesn’t add up. But those are the facts. There’s no getting around it.”

Meanwhile, some Republicans have floated moving the legislation through the budget reconciliation process, which allows the party in power to approve a measure at a 51-vote threshold if its provisions have direct budgetary consequences.

Thune said the approach would also be “very, very difficult.”

“We have tried to see if there’s a way we could thread the needle and use reconciliation, and it’s just, you kind of come back to the same place,” Thune said.

Ultimately, Thune said “we want to get the outcome, we want to get the result.” And he noted that “there’s almost unanimous agreement on the policy.”

“But the process and how to get there, you know, are not going to include nuking the filibuster,” Thune said. “That’s just not going to happen.”

NEW YORK, March 10 (Reuters) – The U.S. Justice Department is rolling out a policy across divisions to encourage companies to report criminal misconduct in exchange for reduced penalties and other benefits, according to a DOJ memo ‌shared with Reuters on Tuesday.

The policy, similar to one already offered by the DOJ’s criminal division in Washington, would for the first time apply across U.S. attorneys’ offices and divisions, except for antitrust cases. The change marks an effort to address criticism that cooperation benefits have been inconsistent in the past.

The new policy, detailed in a memo published on Tuesday, will offer tiers of reduced penalties for companies that report criminal misconduct and cooperate with government investigators. Reuters was first to report the new policy.

“Well-intentioned businesses know that, across the Department, they will be rewarded when they self-disclose wrongdoing, cooperate with our investigations, and remediate the misconduct,” Deputy Attorney General Todd Blanche said in a statement.

“But for those that do not, make no mistake – we will not hesitate to seek appropriate resolutions against companies and individuals ‌alike that perpetrate white collar offenses that harm American interests.”

The DOJ will encourage prosecutors to decline prosecution of companies that report misconduct previously unknown to the DOJ and that fully cooperate, according to the memo. Those companies will have to pay restitution to victims and return ill-gotten gains, but will not be fined, nor be subject to a third-party monitor.

For firms that report issues already known to the DOJ, prosecutors would offer a deal promising not to prosecute so long as certain conditions are met over a specific timeframe. They would also see penalties reduced by 50% to 75% and avoid monitorship, the memo said.

Companies can receive discounted penalties of up to 50% in exchange for cooperation and remediation, even if they do not self report, the memo said.

The new program will supersede similar policies that U.S. attorneys’ offices have had.

Trump stirs GOP primary drama with visit to Massie’s Kentucky home turf

    By Elizabeth Elkind Fox News

    Published March 10, 2026 12:45pm EDT

President Donald Trump is taking his feud with Rep. Thomas Massie, R-Ky., to the libertarian lawmaker’s home turf on Wednesday.

Trump is expected to hold an event in Hebron, Kentucky, on Wednesday, the Republican Party of Kentucky announced on social media Monday. It’s located in the northern part of the state’s 4th Congressional District, which Massie represents.

Massie’s primary rival, Ed Gallrein, will attend the Hebron event, his campaign confirmed to Fox News Digital on Tuesday, while deferring all other questions on the matter to the White House.

Massie himself will miss the event due to a previously scheduled official engagement, his spokesperson told Fox News Digital.

When asked about the visit, White House spokeswoman Liz Huston told Fox News Digital, “President Trump will visit the great states of Ohio and Kentucky on Wednesday to tout his economic victories and detail his Administration’s aggressive, ongoing efforts to lower prices and make America more affordable.”

The president has thrown his considerable influence behind Gallrein to unseat Massie after the GOP lawmaker publicly defied Trump on multiple occasions.

MASSIE, KHANNA TO VISIT DOJ TO REVIEW UNREDACTED EPSTEIN FILES

Massie most recently was one of two House Republicans to vote to stop Trump’s joint operation in Iran with Israel, though the legislation was successfully blocked by the majority of GOP lawmakers and a handful of Democrats.

He was also one of two Republicans to vote against Trump’s “big, beautiful bill” last year.

Trump in turn has hurled a slew of personal attacks against Massie, including calling him “weak and pathetic” in a statement endorsing Gallrein in October.

“He only votes against the Republican Party, making life very easy for the Radical Left. Unlike ‘lightweight’ Massie, a totally ineffective LOSER who has failed us so badly, CAPTAIN ED GALLREIN IS A WINNER WHO WILL NOT LET YOU DOWN,” Trump posted on Truth Social at the time, one of numerous criticisms targeting the Kentucky Republican through the years.

He called Massie the “worst Republican congressman” in July amid Massie’s bipartisan push to force the Department of Justice (DOJ) to release its files on Jeffrey Epstein.

But Massie has so far appeared to defy political gravity despite making political enemies out of both Trump and House GOP leaders.

Iran signaling it may deploy mines to disrupt Strait of Hormuz, U.S. sources say

    Updated on: March 10, 2026 / 3:55 PM EDT / CBS News

Washington — Iran may be getting ready to deploy naval mines in the Strait of Hormuz in an effort to further disrupt the key shipping lane, U.S. officials told CBS News.

The American officials said Iran is using smaller crafts that can carry two to three mines each to lay them into the strait. While Iran’s mine stock isn’t publicly known, estimates over the years have ranged from roughly 2,000 to 6,000 naval mines largely produced by Iran, China or Russia. The officials spoke to CBS News on condition of anonymity because they were not authorized to speak publicly to the press.

President Trump posted on Truth Social Tuesday afternoon, “If Iran has put out any mines in the Hormuz Strait, and we have no reports of them doing so, we want them removed, IMMEDIATELY!”

He also threatened, “If for any reason mines were placed, and they are not removed forthwith, the Military consequences to Iran will be at a level never seen before,” and added, “If, on the other hand, they remove what may have been placed, it will be a giant step in the right direction!”

CNN reported Tuesday that Iran has begun laying mines in the strait.

On Monday, Mr. Trump had warned Iran of the consequences of stopping the flow of commercial ship traffic in the Strait, posting on Truth Social, “If Iran does anything that stops the flow of oil within the Strait of Hormuz, they will be hit by the United States of America twenty times harder than they have been hit thus far.”

In a press conference at the Pentagon on Tuesday morning, Gen. Dan Caine, the chairman of the Joint Chiefs of Staff, said U.S. Central Command, which oversees military operations against Iran, continues to hunt and strike “mine-laying vessels” and “mine storage facilities.”

At the mouth of the Persian Gulf, the Strait of Hormuz is one of the world’s most critical energy chokepoints. Oil tankers carrying crude from countries including Saudi Arabia, Iraq and the United Arab Emirates must pass through the narrow waterway to reach global markets, making the strait essential to the steady flow of energy, with 20% of the global oil supply passing through the strait.

Even small disruptions in the strait can have a ripple effect on oil prices and the global economy.

During the “Tanker War,” which was part of the larger Iran-Iraq War in the 1980s, Iran routinely placed naval mines along the major shipping routes used by oil tankers. Last year, Reuters reported that the Iranian military loaded naval mines onto vessels in the Persian Gulf, which ramped up tensions between Washington and Tehran, following Israel’s air operation against Iran during the 12-Day War.

As war continues, major maritime insurers have pulled back. NorthStandard, the London P&I Club and the American Club have warned they will suspend coverage for ships operating in Iranian waters and parts of the Gulf, citing the rising risk that vessels could be caught in the conflict, according to CBS News reporting last week.

Iran has begun laying mines in the Strait of Hormuz, the world’s most important energy chokepoint that carries about one-fifth of all crude oil, according to two people familiar with US intelligence reporting on the issue.

The mining is not extensive yet, with a few dozen having been laid in recent days, the sources said. But Iran still retains upward of 80% to 90% of its small boats and mine layers, one of the sources said, so its forces could feasibly lay hundreds of mines in the waterway.

Iran’s Islamic Revolutionary Guard Corps, which now effectively controls the strait along with Iran’s traditional navy, has the capability to deploy a “gauntlet” of dispersed mine-laying craft, explosive-laden boats and shore-based missile batteries, CNN has reported.

The IRGC previously warned that any ship passing through the strait would be attacked, and the channel has effectively been closed since the start of the war. The state of the strait has been described to CNN as a “death valley” given the risks involved in transiting.

US officials said today that the US Navy had not escorted any vessels through the strait, though President Donald Trump said Monday that his administration was looking at options to do so.
