Flesh-eating bacteria has killed 5 in Louisiana this year, officials say

A flesh-eating bacteria found in warm coastal waters is responsible for at least five deaths so far this year in Louisiana, state health officials reported Thursday.

There have been at least nine total cases of Vibrio vulnificus in the state in 2026, according to the Louisiana Department of Health. All nine patients were hospitalized.

The nine patients all contracted Vibrio vulnificus through wounds that were exposed to seawater, the health department said, and all of them had underlying health conditions.

Over the past 10 years, Louisiana has averaged seven cases of Vibrio vulnificus per year and one fatality, the health department said. In 2025, however, there were at least 26 cases and five fatalities recorded in the state.

The Florida Department of Health has also recorded two deaths from Vibrio vulnificus so far this year. In 2024, it reported 19 deaths, and another five in 2025. The agency said Florida saw higher rates of infection after major storms, such as Hurricane Helene in 2024, that brought deluges of floodwater and standing water to communities.

Rising water temperatures caused by climate change are also contributing to the risk of Vibrio vulnificus infections in new regions, experts say.

This spring, Vibrio vulnificus was discovered in water samples taken in coastal areas of New York’s Long Island.

There are about a dozen Vibrio species that can cause the illness known as vibriosis, but Vibrio vulnificus is the most serious and life-threatening. About one in five people who contract Vibrio vulnificus will die from it, per data from the U.S. Centers for Disease Control and Prevention. It can also lead to amputations.

Vibrio infections are most commonly contracted between May and October, when ocean water temperatures are warmest, according to the CDC.

They can be contracted when an open wound is exposed to seawater, or through the consumption of raw or undercooked shellfish, specifically oysters, the CDC said.

Those with preexisting conditions are most susceptible to serious illness from Vibrio vulnificus, the Louisiana Health Department said. Those conditions include cancer, liver disease, HIV, thalassemia and those receiving immune-suppression treatments.

Symptoms of a Vibrio wound infection can include fever, skin discoloration, drainage or discharge, or pain and swelling around the wound. Symptoms of a Vibrio bloodstream infection can include fever, chills, dangerously low blood pressure and skin lesions.

Gastrointestinal symptoms of Vibrio can include diarrhea, stomach cramps, nausea and vomiting.

To avoid infection, the Louisiana Health Department advises the public to stay out of salt or brackish water, which are areas where saltwater and freshwater mix. After a possible exposure, wash wounds with soap. When preparing seafood, cook it thoroughly and keep cooked seafood separate from raw seafood.

Trump unveils trade actions to compete with China on solar and chips

WASHINGTON, Aug 6 (Reuters) – The White House on Thursday imposed a series of ​price floors and a 15% tariff on products made from polysilicon, the raw material used in semiconductors and solar panels that ‌is primarily produced by China.

U.S. President Donald Trump’s proclamation under Section 232 of the Trade Expansion Act of 1962 is aimed at supporting domestic chip and solar supply chains needed to compete with Beijing on artificial intelligence and energy.

“The plan of action in this proclamation will, among other things, help ensure the commercial viability of United States production ​of polysilicon and its derivatives that is necessary to meet United States economic and national security requirements,” the order said.

Polysilicon, an ultra-pure ​form of silicon, sits at the start of the semiconductor and solar manufacturing supply chains. Manufacturers turn silicon ⁠wafers into solar cells and then assemble those into panels used in solar projects.

American solar factories for the last decade have accused their Chinese rivals ​of dumping solar panels in the market, receiving unfair government subsidies and moving their manufacturing to other countries to dodge U.S. tariffs.

The United States has two ​polysilicon factories. Hemlock Semiconductor, which operates a plant in Michigan, is a joint venture between Corning
(GLW.N)
and Japan’s Shin-Etsu Handotai
(4063.T)
. Munich-based Wacker Chemie
(WCHG.DE)
runs a factory in Tennessee.

“Today’s decision encourages continued investment in U.S. capacity and supports long-term U.S. competitiveness,” a Corning spokesperson said.

Wacker said it was reviewing the actions to fully understand their impact.

“We appreciate ​the Administration’s continued engagement on the issue given the ramifications for semiconductor supply chain resilience, advanced computing infrastructure, and broader U.S. defense and security ​interests,” the company said in a statement.

Domestic semiconductor manufacturing depends on solar because the solar industry’s larger demand for polysilicon helps support production of the material required for ‌chips. The ⁠chip industry accounts for 2.4% of global polysilicon demand, according to the Semiconductor Industry Association.

U.S. solar manufacturing has expanded since Congress created tax incentives in 2022. Much of that growth, however, has been concentrated in panel assembly, leaving manufacturers dependent on imported wafers and cells, which require longer investment timelines.

“This is a decisive win for advanced American ​manufacturing and investment in domestic energy ​supply chains,” Dan Barcelo, CEO of ⁠T1 Energy, said in a statement. In addition to its Texas solar panel plant, T1 is investing $510 million in a cell factory.

The trade protections will take effect on December 4, the White House said.

Tim Brightbill, a trade ​attorney with Wiley Rein who has brought several trade cases against Chinese solar companies, warned that the ​delayed implementation could lead ⁠to a surge of imports in the coming months.

Companies that buy solar panels have argued that the delay is needed to adjust supply contracts to higher prices.

According to a White House document, the president set minimum import prices of $21 per kilogram for polysilicon, $100 per kilogram for polysilicon ingots and wafers, $0.22 per watt ⁠for solar ​cells and $0.38 per watt for solar modules, or panels.

The proclamation also authorizes the Commerce Department ​to create an incentive program for companies that invest in factories to produce polysilicon or derivative products.

The administration’s plan to pursue a hybrid system combining a minimum import price with tariffs was ​first reported by Reuters.

The Republican leader of Michigan’s House says a state-funded maternal health initiative has become something far different than lawmakers were promised, accusing Democrats of using more than $300 million in taxpayer funding to advance a broader guaranteed-income agenda.

Michigan House Speaker Matt Hall made the remarks in an interview with Fox News Digital as House Republicans continue scrutinizing Rx Kids, a taxpayer-funded program that provides unrestricted cash payments to pregnant women and new mothers.

Hall argued lawmakers believed they were funding a maternal and prenatal health initiative, not what he described as a broader experiment in guaranteed income.

“I think the Democrats kind of slipped this in here under the idea that it was for prenatal care,” Hall told Fox News Digital. “Lawmakers did not have the complete picture.”

Rx Kids launched in Flint in 2024 and provides expectant mothers with a $1,500 lump-sum payment during pregnancy, followed by $500 monthly payments after the child is born.

According to materials provided to Fox News Digital by Hall’s office, the program has expanded to communities across Michigan with more than $300 million in taxpayer funding.

Rx Kids has promoted the initiative as a maternal and infant health program designed to reduce financial stress for new families. According to podcast interviews and program materials, its leaders have also discussed expanding the model to communities across Michigan and beyond.

Hall argued the program lacks the eligibility requirements found in traditional public assistance programs.

“We have a lot of social safety net programs in our country that are working very well,” Hall said. “They have eligibility checks. They look at citizenship. They look at income verification.”

“Rx Kids, by design, is given to anyone that has a child,” he continued. “They don’t look for citizenship. They just pay out anyone that has a child.”

Hall’s office also provided Fox News Digital with video of legislative committee testimony in which program officials acknowledged payments had been made to individuals who were not legally present in the United States.

Hall argued taxpayer-funded cash assistance should include income and legal-status requirements similar to those used by existing public assistance programs.

“What we prefer are the traditional welfare programs like Medicaid, the food stamp program and the WIC program,” Hall said. “They make sure you’re here legally, they make sure you’re not making a lot of money, and then they give you the benefit. That’s not what Rx Kids is.”

Hall also criticized the program’s unrestricted cash payments, noting recipients are not required to spend the money on diapers, formula, housing or other expenses related to pregnancy or caring for a newborn.

“They give you this free cash and there are no strings attached by definition,” Hall said.

Hall said caseworkers had told him they had seen recipients use the money for alcohol, drugs and gambling. Fox News Digital has not independently verified those claims.

The speaker also pointed to public comments from Rx Kids leaders that he said reinforced Republican concerns that the initiative is intended to become something larger than a maternal health program.

Hall’s office also shared podcast interviews in which Rx Kids co-founder Luke Shaefer discussed the expanded Child Tax Credit and the role he believes Rx Kids can play following the expiration of those federal payments.

In a separate interview, Rx Kids leader Dr. Mona Hanna discussed her vision of growing the initiative into a government-scale public program.

Hall said those remarks aligned with his assessment of Rx Kids.

“This is a progressive left-wing experiment toward basically a universal income,” Hall said. “They’re trying to move the welfare state down that lane.”

Hall also questioned the program’s advisory network.

Hall’s office also shared archived versions of the Rx Kids website that listed Democratic U.S. Senate candidate Abdul El-Sayed, Michigan Secretary of State and Democratic gubernatorial nominee Jocelyn Benson’s husband Ryan Friedrichs and Community Change official Dorian Warren as members of the program’s advisory circle.

The advisory-circle page was removed from the organization’s website days after lawmakers questioned program leaders during a June 2 Michigan House Oversight Committee hearing.

The timing of the removal does not establish why the page was taken down.

“Our secretary of state’s husband is on the advisory board. Abdul El-Sayed is on the board,” Hall said. “It’s like a who’s who of radical left Democrats.”

Hall’s office also pointed to an Rx Kids white paper examining voter turnout among recipients, as well as the program’s promotion of Vot-ER, a physician-backed voter registration organization powered by TurboVote.

Materials provided by Hall’s office also identified Hanna as an adviser to Vot-ER.

Hall said those connections and the program’s research into voting behavior deserved additional scrutiny.

“We’re trying to understand why are you so interested in the voting pattern of the people that are receiving your no-strings-attached welfare,” Hall said. “We aren’t getting good answers.”

Hall said House Republicans did not include additional funding for Rx Kids in Michigan’s newly signed budget, though the program still has access to previously appropriated funds.

“The good news is that we cut off funding to this program in the new budget,” Hall said. “In the future, we’re going to try to put guardrails around it so that it goes to the people that truly need it.”

Rather than eliminating assistance for struggling families, Hall said he wants taxpayer dollars directed toward existing programs that assess financial need and place restrictions on how certain benefits can be spent.

“I think people support those programs,” Hall said. “They have eligibility requirements to ensure that you’re not taking advantage of the system.”

Trump issues new executive orders aimed at birthright citizenship after Supreme Court ruling

Washington — President Trump on Thursday signed two executive orders in his latest effort to refuse citizenship to some children born in the United States, after the Supreme Court struck down his earlier executive order aiming to end birthright citizenship.

“We had a very unfortunate decision in the Supreme Court concerning birthright, it was close,” Mr. Trump said in an Oval Office signing on Thursday. “But a very, very unfortunate decision. So we’re making adjustments.”

One order the president signed Thursday targets commercial “birth tourism,” White House deputy chief of staff Stephen Miller said, while the other expands the definitions of people ineligible for birthright citizenship, such as children of foreign citizens who lobby on behalf of foreign governments.

“This has been something that people have talked about, not only for years, but for decades,” Miller said of “birth tourism.”

“The idea that people come here pretending to be a tourist, pretending to be a visitor, saying they want to go to Disneyland or they want to go visit a monument or go to a national park, but the real reason they’re here is to have a child, to make that child an automatic citizen, leave our country, and then have a U.S. citizen child,” Miller said. “It gives them access, under this broken system, to welfare benefits, ultimately to the voting booth, and all the other rights and privileges that belong solely to Americans.”

Axios first reported Mr. Trump would be signing the orders.

Mr. Trump has long voiced his frustration with birthright citizenship, and he and his allies have sought to make the case that the amendment was only intended to address the aftermath of slavery.

“This was done right after the Civil War,” Mr. Trump said Thursday. “This was for the babies of slaves.”

The 14th Amendment, ratified in 1868, states “all persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the state wherein they reside.”

The Supreme Court ruled 6-3 that the president’s first executive order, which he issued on his first day in office in 2025, was unlawful and out of step with the 14th Amendment.

Asked if he thinks these new executive orders will pass constitutional muster, the president said, “I think it will.”

“Birth tourism” came up during Supreme Court oral arguments. In regard to that issue, Chief Justice John Roberts told the U.S. solicitor general, John Sauer, “You do agree that that has no impact on the legal analysis before us.” Sauer said that such tourism is evidence of the negative effects of the prevailing interpretation of the Citizenship Clause.

“We’re in a new world now … where 8 billion people are one plane ride away from having a child who is a U.S. citizen,” Sauer said.

“Well, it’s a new world. It’s the same Constitution,” Roberts replied.

Trump again tries to curb birthright citizenship and ‘birth tourism’ through executive action

President Donald Trump is taking another swing at limiting so-called birth tourism and birthright citizenship, citing a “very unfortunate decision” in the Supreme Court this year that struck down his earlier attempt to curb birthright citizenship.

He signed executive orders on the subject Thursday, which appear to largely tighten laws already in place and narrow recognized exceptions.

It’s a seemingly more limited attempt compared to an executive order Trump signed last year that sought to broadly end the right for children born in the country to people who are not US citizens. The Supreme Court rejected that effort in June, citing the 14th Amendment of the Constitution, which grants citizenship to anyone born on American soil.

“We had a very unfortunate decision in the Supreme Court concerning birthright,” Trump told reporters in the Oval Office Thursday.

One of the executive orders signed by Trump Wednesday targets “alien enemies,” members of foreign terrorist organizations and categories of people who lobby and act on behalf of foreign governments — making children born to people in those groups ineligible for birthright citizenship, said White House deputy chief of staff Stephen Miller, the architect of the administration’s immigration policies.

The second executive order focuses on so-called birth tourism, which has been a focal point for immigration hawks. US law already bans people from obtaining a visa “for the primary purpose of obtaining U.S. citizenship for a child by giving birth in the United States.”

Miller described the executive order as a ban on birth tourism, though it’s unclear how it would advance what is already in US code.

The Supreme Court’s decision on June 30 included a full-throated defense of birthright citizenship as it has been understood in the United States for more than a century. Children born on American soil, the court ruled, are US citizens even if their parents are in the country illegally or temporarily.

A five-justice majority held that the 14th Amendment to the Constitution guarantees that right, over dissents from conservative justices who complained that the decision did nothing to stop the kind of birth tourism Trump initially targeted.

A sixth justice, Brett Kavanaugh, concluded that Trump’s initial executive order limiting birthright citizenship was barred by federal law rather than the 14th Amendment.

“Citizenship, then and now, was the right to have rights — to freely participate in our political community,” Chief Justice John Roberts, a conservative, wrote for the court. “The Framers of the Fourteenth Amendment extended that promise to ‘every free-born person in this land.’ We keep that promise today.”

The court has long recognized some exceptions to the rule, and it did so again in its blockbuster decision this summer. But those are limited to children born to diplomats and “enemies” during a “hostile occupation.”

Still, several members of the court’s conservative wing complained at the time that the June 30 decision would allow the kind of birth tourism Trump was concerned about.

“The court has repurposed the Fourteenth Amendment to protect its own set of preferred rights that the Reconstruction Congress never contemplated and that cannot find support in its text,” Justice Clarence Thomas wrote in a dissent. “Today, the court does so again by recognizing a constitutional right to citizenship for the children of all foreign birth tourists and illegal aliens.”

That opinion was joined by only one other member of the court: Justice Neil Gorsuch.

“As interpreted by the court today, the Fourteenth Amendment confers citizenship on virtually everyone who happens to be born in this country, including the children of ‘birth tourists,’ women who come here solely for the purpose of giving birth to a child and then promptly return home,” Justice Samuel Alito wrote in a solo dissent.

Aug 6 (Reuters) – The Trump administration is considering an executive order on vaccines and autism that could be released as soon as next week, a ​person familiar with the discussions said on Thursday.

The effort is driven by ‌President Donald Trump’s interest in further action on autism, according to the source, who spoke on condition of anonymity to reveal private discussions. The source did not provide details of the scope of ​the executive order, which was reported earlier by Bloomberg News.

The Trump administration, ​led by Health Secretary Robert F. Kennedy Jr., has pursued new studies ⁠into vaccines and autism despite research involving millions of people over the past two ​decades that has concluded there is no credible link.

“President Trump has been clear: America ​must have the best childhood vaccine schedule in the world,” White House spokesman Kush Desai said in a statement. “The Administration remains steadfastly committed to delivering on this presidential priority with Gold Standard Science ​for the countless parents whose questions and concerns about vaccinations have been ignored or ​mocked.”

The Department of Health and Human Services did not immediately respond to a Reuters request for ‌comment.

Trump’s ⁠push for an executive order comes even as his own political advisers urged Kennedy to stay away from vaccine-related issues until after November’s midterm elections, out of concern it could hurt Republicans. But Trump has continued to press Kennedy in private, asking him what new ​efforts are underway on ​vaccines and whether ⁠the health secretary believes he will ultimately prove a link with autism, Reuters reported last month.

Last year, Trump linked autism to childhood vaccines ​and to the use of popular pain medication Tylenol during ​pregnancy, bringing ⁠claims not supported by scientific evidence to the forefront of U.S. health policy.

U.S. Marine veteran, detained in Russia since 2022, is hospitalized in serious condition

An American Marine Corps veteran detained in Russia since 2022 is now hospitalized in serious condition, according to an advocate for his family, who is urging the Trump administration to push for his immediate release on humanitarian grounds.

Robert Gilman, 32, is being held at a Russian hospital in what his advocate, Eric Lebson of Global Reach, described as a “dissociative stupor,” adding Gilman is being fed through a tube in his nose.

Lebson alleged that Russian authorities have subjected Gilman to mistreatment, including harassment, forced exercise sessions lasting up to 16 hours and the administration of psychotropic drugs. Lebson also alleged Gilman was pressured to fight in Ukraine.

CBS News has not independently verified those claims, and Russian officials have not publicly responded.

“The situation with Robert is far beyond anything we have seen with any other American detained in Russia,” Lebson said. “It concerns us that it could end similar to what happened to Otto Warmbier in North Korea. It is urgent that the Russians release Robert now so the U.S. can get him the emergency medical care he needs.”

The State Department did not immediately reply to a request for comment on Gilman’s case.

Reuters was first to report on Gilman’s status.

Gilman’s case comes as the Trump administration weighs whether to try to restart negotiations with Moscow over the war in Ukraine. Those efforts have slowed in recent weeks as the administration has focused on the escalating conflict with Iran and broader Middle East tensions.

The Trump administration previously secured the release of several Americans held by Russia, including teacher Marc Fogel and Ksenia Karelina, a U.S.-Russian dual citizen who was freed as part of a prisoner exchange. But as many as 10 Americans are believed to be detained in Russia, according to sources familiar with their cases.

Other high-profile Americans released from Russian custody in previous years include former Marine Paul Whelan, Wall Street Journal reporter Evan Gershkovich and WNBA star Brittney Griner.
