Texas Gov. Greg Abbott ordered an investigation into a Texas hospital Tuesday after it confirmed to Fox News that it advertised Spanish-language “Birth Packages in South Texas” on billboards in Mexico promoting childbirth services to pregnant foreign nationals near the U.S.-Mexico border.

Mission Regional Medical Center confirmed to Fox News that it was responsible for the advertising campaign, which promoted deliveries starting at $3,950 for a natural birth and $5,525 for a C-section, and directed viewers to a website, havemybabyinTEXAS.com, which has since been taken offline.

The billboards also displayed a telephone number beginning with “001,” the country code used to place calls to the United States from Mexico.

“The marketing materials regarding maternity services are no longer in use due to any unintended misunderstanding,” a hospital spokesperson said in a statement to Fox News. “We do not support or facilitate any unlawful activity and work to comply with all applicable federal and state laws and regulations.”

The spokesperson said the campaign included two billboards located within approximately 5 miles of the hospital near a U.S.-Mexico border crossing. The hospital said both billboards and the website were removed Monday after images began circulating on social media. The spokesperson also said the campaign began in 2021 but did not specify when the billboards were installed.

Abbott on Tuesday directed Texas Health and Human Services Commission Executive Commissioner Stephanie Muth to investigate Mission Regional Medical Center for potential violations of state law and contractual obligations.

Images of the billboard circulated on social media before the hospital said it removed the advertisements Monday.

“‘Birth tourism’ is an illegal practice that exploits the extraordinary hospitality that the United States and Texas offer to millions of foreign travelers each year,” Abbott wrote in a July 7 letter obtained by Fox News. “Unfortunately, thousands of foreign travelers come to the United States under false pretenses to give birth and secure citizenship for their children.”

Abbott directed HHSC to “immediately and thoroughly investigate” the hospital and said any violations should be referred to the Texas Attorney General for civil enforcement and to the appropriate district or county attorney for potential criminal prosecution.

“American citizenship is not for sale and Texas will not permit our healthcare system to be used as a magnet for birth tourism,” Abbott wrote.

The governor also said he plans to work with the Texas Legislature during its next session “to strengthen state law and eliminate birth tourism in Texas.”

“Unfortunately, birth tourism operations are not a new phenomenon,”Kyle Brosnan, general counsel of the Oversight Project, told Fox News Digital in a statement. “The Supreme Court’s egregiously wrong decision in the birthright citizenship case is going to open the floodgates to the birth tourism industry. Our country is much more than a pile of magic dirt. The only answer to these type of practices are criminal investigations and the mass deportation of illegal aliens.”

Mission Regional Medical Center also said it intends to cooperate with state officials.

“We intend to work cooperatively and transparently with local and state officials,” the hospital said in a statement obtained by Fox News. “Our focus remains on delivering safe, high-quality care to every patient who seeks our services.”

The investigation comes as President Donald Trump’s executive order seeking to limit automatic birthright citizenship for some children born in the United States remains the subject of ongoing legal challenges.

License of Utah boarding school where Paris Hilton alleged she was abused is revoked

Utah has revoked the license of a boarding school where Paris Hilton said she was abused as a teenager, saying the school has “failed to provide applicable health and safety services for clients.”

The state’s action, which took effect Monday, cites multiple noncompliance issues against the Provo Canyon School’s campus in Springville. The school has 15 days to request a hearing before the Department of Health & Human Services.

The state said in its letter that all services at the campus must be terminated by Aug. 6.

The wide-ranging citations, which go back to 2025, include failing to increase staff-to-client ratios, engaging in an unnecessary restraint and aggressive physical contact with a client, neglecting care, and not verifying employee information or submitting background checks for applicants in a timely manner.

State health officials imposed temporary restrictions on the school in May, saying staff did not seek immediate medical care for a student with serious injuries.

“We disagree with the state’s decision to revoke Provo Canyon School’s Springville Campus license and are evaluating all available legal and administrative options, including an appeal,” Provo Canyon School said in a statement provided to CBS News Tuesday. “As this is an ongoing matter, we are limited in what we can say at this time. Our priority remains providing safe, high-quality care and support for adolescents and their families, and we remain committed to serving those in need.”

Hilton, the hotel heiress and media personality, spent almost a year at the school in the late 1990s. She alleges that staff members beat her, watched her shower, fed her unknown pills and locked her in solitary confinement without clothing.

“The news I’ve been fighting and praying for is finally here,” Paris Hilton wrote in a social media post Tuesday. “Last night, the State of Utah officially revoked Provo Canyon School’s Springville campus license. After years of survivors bravely speaking out and refusing to be silenced, the children inside will finally be removed.”

Shannon Thoman-Black, director of the division of licensing and background checks at the Utah Department of Health and Human Services, said Tuesday during a media briefing that the facility must close by Aug. 6. She also said the owners “may not reapply for a new license for five years,” and the department continues to “conduct weekly inspections and monitor for rule compliance.”

“It is actually incredibly unsafe if we were to go in and just stick a sign on the door and say, ‘Everybody out,’” Thoman-Black added. “We have the responsibility to make sure these kids get discharged into safe places.”

Hilton, 45, called on Utah licensors to shut down the school. She has testified about her experiences there in Congress and state legislatures around the U.S., helping pass laws to protect teens in Utah and 15 other states. In June, Hilton returned to the school to speak in support of two families who filed lawsuits alleging their children were mistreated there.

Utah has long played an outsized role in the troubled teen industry, a network of private, for-profit residential centers for children with behavioral issues.

Provo Canyon School, which is under new ownership, is described on its website as a psychiatric residential treatment facility for youth ages 12 to 18.

A lawful permanent resident from Australia was arrested after she allegedly illegally voted in federal elections in Louisiana, according to officials.

Denise Nataly Migliore, 51, was charged in a four-count indictment last month with making false statements to register to vote and illegal voting in an election, the U.S. Attorney’s Office for the Eastern District of Louisiana said.

In October 2022 and October 2024, she knowingly made false claims about her U.S. citizenship to register to vote in a federal election, prosecutors said.

On July 1, Homeland Security Investigations arrested Migliore at the federal courthouse in New Orleans after an investigation by Immigration and Customs Enforcement.

“This alien from Australia now faces federal charges for falsely claiming to be a U.S. citizen and illegally casting ballots in two elections,” acting Assistant DHS Secretary of Public Affairs Lauren Bis said in a statement. “Her arrest and charges are the result of the hard work of the men and women of ICE law enforcement and our federal partners.

“Our message to aliens who vote in American elections is clear: We will find you, arrest you and you will face the consequences, including criminal charges and deportation. Only Americans should be electing American leaders.”

If convicted, Migliore faces a maximum penalty of five years in prison followed by three years of supervised release. She also faces a fine of up to $250,000 and a $100 mandatory special assessment fee.

The head of the Justice Department’s Civil Rights Division sent letters to election officials in all 50 states on Tuesday threatening criminal action if they knowingly allow non-U.S. citizens to vote or to remain on their voter rolls, the department confirmed to CBS News.

The letters also asked the state officials to explain how they intend to comply with federal law and ensure non-citizens do not cast ballots. Each state was given five days to respond.

“Any election officer, including the chief election officer of the state, who knowingly retains noncitizens on the state’s [state voter registration list] or facilitates noncitizens in receiving and casting ballots could be subject to criminal liability,” Assistant Attorney General Harmeet Dhillon wrote in identical letters sent to officials in Arizona, Michigan and Maine that were reviewed by CBS News. She added that it is also a crime for two or more people to conspire to deprive people of their constitutional rights.

“We encourage you to contact us to discuss what steps your state should take to maintain clean voter lists as required by law,” she wrote.

President Trump has claimed for months that people who are not U.S. citizens frequently vote in federal elections, even though instances of noncitizen voting are extremely rare.

The president has pushed the Senate to pass a bill called the SAVE America Act that would require Americans to show proof of citizenship in-person to register to vote, threatening not to sign other bills unless Congress took action on the matter.

Mr. Trump also signed an executive order earlier this year that would create federal lists of eligible voters and bar the U.S. Postal Service from mailing ballots to anybody who isn’t listed, though that measure was blocked by a federal judge.

The letters to states come as the Justice Department continues to litigate against dozens of states in an effort to get them to turn over unredacted voter rolls.

The Civil Rights Division has said it wants to screen them for compliance with federal laws that require states to maintain clean voter rolls, though more recently it also has acknowledged it intends to share the data with the Department of Homeland Security so the rolls can be screened for non-citizen voters. CBS News has previously reported that DHS intends to use the data collected from the voter rolls for criminal and immigration enforcement.

To date, the Justice Department has failed to obtain any legal victories in its fight for voter rolls, with 11 losses in district court so far. Last month, the U.S. Court of Appeals for the Sixth Circuit became the first federal appellate court to affirm one of those rulings, siding with Michigan.

In a statement, a Justice Department spokesperson said: “The Department sent these letters to all 50 states and the District of Columbia, asking for voluntary compliance in a timely manner with their obligations under federal law to ensure only citizens vote in federal elections.”

Arizona Secretary of State Adrian Fontes, who received one of the letters Tuesday, defended his state’s efforts, writing in a statement that “the suggestion that Arizona election officials are failing to do their jobs is simply not supported by the facts.”

“It is insulting to insinuate that the good people at our county recorders’ offices across the state are not doing their jobs correctly,” the Arizona Democrat said. “Arizona election officials have always worked to ensure that only eligible citizens are registered to vote, and we will continue following Arizona law—not directions that come from political rhetoric or intimidation.”
