Trump says Reflecting Pool has been drained for repairs

    July 14, 2026 / 8:17 AM EDT / CBS News

Washington — President Trump said late Monday that the Lincoln Memorial Reflecting Pool was drained for repairs, after weeks of railing against alleged vandals.

“We drained the beautiful ‘Reflecting Pool’ today in order to fix the scars and damage that was done by the Vandals two weeks ago,” Mr. Trump wrote on Truth social.

“The Parks Department had to empty the water in order to fix the water tight basin,” he said. “It will be refilled and put back into service soon.”

The president launched an effort in April to renovate the Reflecting Pool as part of a slate of projects ahead of the nation’s 250th birthday. But the effort hit a series of snags earlier this summer, when algae turned the water a fluorescent green, before rips appeared in the new surface of the Reflecting Pool.

A person stops to look at the partially-drained Lincoln Memorial Reflecting Pool, Monday, July 13, 2026, in Washington. Jose Luis Magana/AP

The National Park Service reported last month that the damage was caused by a sharp knife, after the president blamed the renovated project’s peeling surface on vandals. It was not clear what kind of evidence the National Park Service had.

Several people have been arrested for alleged vandalism related to the Reflecting Pool, and last week, U.S. Olympic canoeist David Hearn pleaded not guilty to charges after he was accused of ripping out a portion of the sealant from the bottom of the pool. Hearn said he stopped by the pool during a 64-mile bike ride and was arrested after reaching down into the pool. He has said he was just interested in the material and briefly touched it.

On Monday, Mr. Trump reiterated that the individuals allegedly responsible should “pay a big price for the damage done.”

The president said “slashes were 300 yards long, and the floor of the pool was cut and then pulled upward, with great force, by these thugs.” He said the administration “wanted to wait until after the July 4th Weekend” to make the repairs.

CBS News’ Ed O’Keefe asked the president in late June for evidence of his claims.

“Yeah, at the right time you’ll see it,” Mr. Trump said. “You’ll see it in court. You’ll see it in court, but all you have to do is call the Parks Department, call the Department of Interior.”

    2026-07-14T14:43:51.809Z / https://www.cnn.com/2026/07/14/politics/iran-us-return-military-strikes-mcgurk-analysis

Operation Boomerang: A return to military strikes reveals no good options — for Iran or the US

    2026-07-14T14:43:51.809Z / https://www.cnn.com/2026/07/14/politics/iran-us-return-military-strikes-mcgurk-analysis

Brett McGurk is a CNN global affairs analyst who served in senior national security positions under Presidents George W. Bush, Barack Obama, Donald Trump and Joe Biden.

When the US and Israeli military operation against Iran began in February, I cited a principle classical military theory. If a leader — in this case, President Donald Trump — is not clear in his own mind regarding the objectives to be achieved before launching a military operation, the objectives will be defined for him and not in ways he may have anticipated.

That’s from Carl von Clausewitz, the 19th century theorist who may well be rolling over in his grave given the events unfolding in the Middle East.

Neither Israel nor the US defined with specificity the objectives to be achieved when the attack on Iran launched nearly five months ago. Trump spoke of regime change, as well as degrading Iran’s military capabilities and removing its remaining nuclear material left over from airstrikes he had ordered last summer. Iran responded by attacking countries across the Middle East — and commercial ships transiting the Strait of Hormuz, the channel accounting for 20% of global energy trade.

Today, the main objective for the US is to open the strait, an objective that — as Clausewitz might have warned — was not even on the table when the war began.

The US and Iran are about to reach the halfway mark (30 days) of a 60-day memorandum of understanding (MOU) signed by Trump and Iran’s president, Masoud Pezeshkian. That document purported to grant concessions to Iran in the form of sanctions relief in return for safe passage for commercial ships in the Strait of Hormuz. By its terms, however, the document appears to grant Iran the right to define the arrangements to be used in the Strait during this period.

Tehran is reading the document literally, whereas the US has pointed to side understandings that reach behind the text.

Last week, Iranian drones targeted two ships — one from Qatar carrying liquid natural gas, and another from Saudi Arabia, carrying crude oil. Reportedly, Iran passed messages through intermediaries that the strikes were a mistake. Some even claimed they reflected an internal power struggle within Tehran between those aiming to keep the MOU intact and those prepared to risk a further escalation with the United States.

Trump quickly ordered retaliatory airstrikes to enforce the American understanding of the MOU, which followed more Iranian attacks on ships — and then, this week, the MOU unraveled altogether. On Monday, Trump announced that he was reimposing a blockade on Iranian ports and said the US was prepared to become the “guardian” of the strait in exchange for payment in some form. The United States launched another round of airstrikes inside Iran, and Iran targeted two more commercial ships off the coast of UAE, killing an Indian crew member.

Until this all settles down, few ships may risk passing through the Strait of Hormuz, causing oil prices to creep upward once again. That could increase pressure on the White House to take another go at the MOU.

So, the US and Iran have crept back to the exact situation that existed before the MOU was signed in the first place.

Iran appears to be calculating that its pressure on the strait will force the US to give up altogether, thereby ceding a new equation in the Middle East with Tehran effectively in charge of a global chokepoint. The US appears to be betting that new pressure on Iran will force it to relent and permit the uninterrupted flow of commerce that existed before the war started.

In that equation, Iran has two advantages, one ancient and one modern. Its ancient advantage is the natural power of terrain — often the best resource for a defender. Iran is using its geographic location to force the US into an asymmetrical contest and neutralizing Washington’s hard power advantages. Its modern advantage is drone warfare, in particular Iran’s Shahed drones that are cheap to produce and can travel over 1,000 miles to strike a slow-moving oil tanker in the dark of night. Drones can be shot down and deflected but it only takes one strike — or even the threat of a strike — to stop commercial traffic.

Together, these two advantages — ancient and modern — favor Iran, at least in the short term. They also present the US with limited options if it aims to truly guarantee the safe passage of commercial ships. I was the White House lead on the Middle East in 2023 and 2024 when an Iranian proxy group, the Houthis, effectively shut down the Red Sea with drones and anti-ship missiles. Despite forming an international coalition and launching a prolonged air campaign against the Houthis, it was nearly impossible for us to stop every launch let alone restore confidence to shipping companies to risk the journey.

Longer term, however, the advantages may shift in Washington’s favor — for four reasons.

    • First, the Gulf states are united in rejecting Iran’s claims to the strait and they are increasingly cooperating with the US on ensuring this conflict does not end with Iran in control of the passageway.
    • Second, Iran’s economy remains in distress and a prolonged blockade will compound pressure on its decision-makers, as well as on the Iranian people demanding change.
    • Third, Iran’s skies remain loosely defended and US military forces can strike at will with the only limit being the number of known targets.
    • Finally, with each passing week, there is progress on diversified export routes thereby reducing global dependency on the strait. The UAE this week announced new plans for ports and infrastructure to bypass the strait, building on projects already underway. Reducing Iran’s ability to hold the global economy hostage through the strait would reduce its main source of leverage.

Whether the US can sustain a prolonged campaign of military and economic pressure will depend ultimately on the global price of oil and other products that pass through the Strait of Hormuz — such as fertilizer and liquid natural gas — on a weekly basis. Shortly before signing the MOU, Trump said he did not want to be Herbert Hoover and oversee a new Great Depression, an acknowledgement that Iran’s pressure through the strait had worked. Since the MOU was signed, energy prices have fallen significantly but they’re on the rise again, jumping nearly 10% on Monday.

    So what happens now?

I anticipate a hot summer of tit-for-tat military strikes, open back channels for diplomacy, reduced tension at times, and then new flare-ups at others. After all, this has been the pattern with Iran for many decades — particularly with attacks against US troops in Iraq, Syria, or elsewhere. Washington has utilized military force to deter such attacks, diplomacy to contain them, and a combination of both to de-escalate when necessary. So long as Iran’s Revolutionary Guards remain in charge in Tehran, diplomacy offers at best narrow and tactical deals.

That same pattern is now playing out in the Strait of Hormuz, albeit with far broader implications.

The situation could also turn worse. The Houthis maintain capacity to shut down the Red Sea, and on Monday traded fire with Saudi Arabia — testing a fragile ceasefire on the Arabian peninsula. Loss of the Red Sea and Strait of Hormuz would further stress the macro economy — and put pressure on Washington. At the same time, Iran’s capacity and willingness to target civilian ships with drones and missiles in two international chokepoints highlights the underlying nature of the problem with Iran’s regime. It’s been preparing for these scenarios for years and its new leaders believe the United States will ultimately back down.

Thus far, Trump has proven that prediction to be wrong.

    2026-07-14T12:03:09.29Z / reuters.com

US state officials fear Paramount-Warner deal will squeeze local movie theaters

    2026-07-14T12:03:09.29Z / reuters.com

July 14 – U.S. states suing to block Paramount’s PSKY.O merger with Warner Bros Discovery (WBD.O)
argue that the deal could squeeze local movie theaters, which are still struggling to sell as many tickets as they did before the pandemic.

“While ticket prices will most likely go up, theaters will be forced to cut back on investments that make the experience better for audiences: comfier seats, expanded concessions, and premium screens,” California Attorney General Rob Bonta said at a news conference Monday, standing in front of the Hollywood sign.

Jumpstart your morning with the latest legal news delivered straight to your inbox from The Daily Docket newsletter. Sign up here.

If completed, the merger would combine two of the nation’s five major film distributors, and further concentrate ownership of cable television networks. The new entity would have unfair bargaining leverage over theater-owners and pay-TV operators, according to the complaint.

With fewer film distributors, studios could find it easier to pressure theater owners for a greater share of ticket revenue, alleges the complaint, filed by California and 11 other states including Oregon, New York and Minnesota.

Basic cable TV providers would also lose leverage, the states said.

The deal would concentrate Paramount’s market power in both movie theaters and in basic cable to more than 27% each, according to the complaint.

“Your cable bill is going to go up because those cable companies that distribute the channels will have less negotiating power,” said Bonta.

Paramount, led by CEO David Ellison, issued a statement saying the lawsuit distorts settled antitrust law and is based on a misrepresentation of competition in the entertainment industry.

“Delaying this transaction will only harm entertainment workers who have already suffered over recent years as technology has disrupted their livelihood and cost California tens of thousands of entertainment jobs,” Paramount said.

Delaying the deal will also be costly for Paramount. Ellison has agreed to pay Warner Bros. Discovery shareholders a 25-cent-per-share “ticking fee,” amounting to about $650 million in cash each quarter, if the deal does not close before October.

Cinema United, a trade group for theater owners that has been lobbying against the deal, welcomed the lawsuit.

“The ramifications of further movie studio consolidation will be significant and lasting, not just in Hollywood, but on Main Streets across this nation where local movie theaters serve as cultural and financial cornerstones for communities of all sizes,” Cinema United President and CEO Michael O’Leary said in a statement.

One executive with an independent theater chain, who asked not to be named, worried that a combined Paramount and Warner Bros could raise the rental fee theater owners pay to show the blockbuster films that attract large audiences. Studios and theaters have traditionally split the proceeds from movie ticket sales evenly, though studios can command as much as 60% of proceeds for highly anticipated movies.

“Theaters will have no recourse,” said the source, who requested anonymity for fear of antagonizing Paramount.

As film distributors siphon off a greater percentage of box-office proceeds, theater owners may be forced to raise ticket prices, or to spend less on improvements, the complaint alleges. To better compete for viewers in the streaming era, theaters have been upgrading their facilities with improvements such as more comfortable seats and a wider variety of refreshments.

Year-to-date box office receipts in the U.S. and Canada stand at $5.1 billion in 2026, 10.6% higher than last year but 16.3% below the pre-pandemic year of 2019, according to Rentrak data.

Echoing cinema operators, Bonta said the industry was hurt by a previous media merger: the 2019 Walt Disney (DIS.N)
acquisition of entertainment assets owned by Fox.

From 2015 to 2018, Disney and Fox distributed 112 wide-release films. That number dropped to 54 for 2022 to 2025, the lawsuit said.

The merger also would harm cable TV providers who bring the companies’ networks into American living rooms, the complaint alleged, since Warner and Paramount will no longer compete to market their networks.

A deal would combine a range of popular networks, including CNN, TNT, Food Network and HBO, enhancing the company’s “bargaining leverage over distributors.”

TV providers would have “little choice” but to accept the company’s deal terms, according to the suit.

The complaint does not take issue with Paramount’s plans to combine its Paramount+ streaming service with Warner Bros’ HBO Max.

U.S. citizens traveling in Congo must spend 21 days elsewhere before entering U.S.

    July 14, 2026 / 10:13 AM EDT / CBS News

Washington— U.S. citizens who have traveled to the Democratic Republic of Congo cannot board a commercial flight to return to the U.S. unless they have spent at least 21 days outside the Central African nation, over heightened concerns about the spread of Ebola there, a U.S. official told CBS News.

On Monday, the Trump administration began imposing Title 49-authority travel restrictions, based on updated guidance on the Ebola outbreak from Health and Human Services Secretary Robert F. Kennedy, Jr. The restrictions follow weeks of warnings by the Trump administration against traveling to the DRC.

Reuters first reported the travel restrictions for U.S. citizens. Under the restrictions, U.S. citizens who are in or have recently been in the DRC will only be able to take a commercial flight to the U.S. if they have spent at least 21 days outside of the DRC. Non-U.S. citizens who had spent time in the DRC were already restricted from traveling to the U.S.

U.S. health authorities, the official said, are seeing greater community spread of Ebola into the western part of the DRC, an indication that the disease is no longer confined to the eastern side of the country. The World Health Organization has reported 1,963 confirmed cases in the country and 719 confirmed deaths as the impoverished country struggles to contain the outbreak.

The U.S. official said the administration is aware of about two dozen U.S. citizens who were set to board flights to the U.S., and the State Department will be working with them on their 21-day waiting period before their return home.

Many Americans in Congo are there working for nonprofit groups or are on international business, the U.S. official said. The Centers for Disease Control and Prevention will also give medical assessments to Americans in the DRC, the U.S. official said.

Last week, the CDC said a U.S. citizen doing humanitarian work in Congo tested positive for the virus.

Justices Kagan and Barrett demand more Supreme Court security funding in rare appearance before Congress

Justice Amy Coney Barrett delivered an unusual and personal plea for additional security funding for the Supreme Court on Tuesday, using a rare hearing before Congress to address for the first time addressing personal threats that have been directed against her and her family.

Barrett, who was joined Tuesday by Justice Elena Kagan in requesting millions more for judiciary security, recalled two incidents – a recent swatting attempt at her home and the issuance of bullet proof vest when, she said, threats against her were “particularly intense.”

“I didn’t expect that performing this service was going to put me in the position of explaining to my children what a bulletproof vest was and why I had to wear one,” Barrett said.

Police in Washington’s Virginia suburbs said in May that they had been called to the home of a Supreme Court justice for what they determined was a “fictitious” report of gunfire. CNN later confirmed that it was Barrett’s home that was targeted, though neither the justice nor the court had previously publicly acknowledged the incident.

Barrett said Tuesday that one of her teenage sons opened the door that evening to head out with friends and was confronted with an armada of police cars that “had responded to a false report of gun shots and raised voices in my home.”

Kagan focused her testimony before a House subcommittee on the increase in threats faced by Supreme Court justices and other federal judges. There has been a spike in threats aimed at the justices in recent years.

“For some of us, those threats have come very close, and all of us live with the knowledge that they may again materialize,” Kagan told House lawmakers. “But, as the chief justice has said, all members of the court continue to do their jobs as they believe legally right, adjudicating cases without fear or favor.”

Liberal justice Kagan and Barrett, who was placed on the high court by President Donald Trump, are appearing before House and Senate appropriations subcommittees to make a pitch for additional security funding. Justices last testified before Congress in 2019.

The judiciary has requested nearly $921 million for security overall, a $29 million increase compared to last year, for frontline security forces at federal courthouses. The ask includes an increase of nearly $15 million to make members of the Supreme Court Police available to protect the justices and their families, including at their homes.

Security incidents involving judges that the Marshals Service classified as of “significant concern” jumped 57% in 2025. Kagan also spoke to the security posture at the high court in an unusually personal tenor.

“I first joined the court in 2010. Our security was much different at that time,” Kagan said. “I did not have a security team of my own, and was accompanied by security personnel only when I participated in work-related, public events.”

The highest-profile incident involving a Supreme Court justice took place in 2022, when a Californian who now identifies as Sophie Roske flew across the country and appeared in Justice Brett Kavanaugh’s neighborhood with a bag full of guns and other weapons intending to kill the justice. Roske last year was sentenced to just over 8 years in prison and a lifetime of supervised release.

    Kagan homage to Lindsey Graham

Kagan offered a brief homage to the late Sen. Lindsey Graham during her opening statement, saying that the South Carolina Republican had not only voted for her confirmation in 2010 but also took seriously his role in meeting with and questioning her.

As a member of the Senate Judiciary Committee, Graham had an outsized role in questioning many of the current justices.

Kagan also noted a viral moment when Graham had asked Kagan where she was the previous Christmas. Like all members of the Jewish faith, Kagan responded, she was “probably at a Chinese restaurant.” The committee room erupted into laughter at Kagan’s response.

“Many people said to me afterward that was the moment my confirmation was sealed,” Kagan told the lawmakers Tuesday.
