    A new White House anti-fraud task force that will search for welfare abuses in California and other states is in the final stages of planning by the vice president and the head of an independent consumer protection agency, multiple sources briefed on the plans told CBS News.

    President Trump intends to sign an executive order in coming days naming Vice President JD Vance as chairman of the task force, a move that’s meant to signal the importance of the effort to the president.

    Andrew Ferguson, a federal official whose job is to prevent consumers from being exploited, will be vice chairman. Ferguson will manage both the Federal Trade Commission, where he is currently chairman, and the daily activities of the new task force, two of the sources said.

    The plan calls for Colin McDonald, who has been nominated by Mr. Trump for a newly created fraud investigator role at the Justice Department, to fall within the DOJ’s management structure – reporting to Attorney General Pam Bondi and Deputy AG Todd Blanche – but to work closely with Vance and Ferguson.

    Such an arrangement will likely trigger concerns from Democrats and watchdogs about whether the White House could try to exert political pressure on McDonald to investigate Mr. Trump’s enemies.

    The new anti-fraud efforts could sidestep existing fraud units at the Justice Department. That’s partly because of frustration with resistance from career staff who disagree with some of Mr. Trump’s priorities and tactics, which some officials think Bondi and Blanche have struggled to deal with, one of the sources said.

    Other officials said the DOJ’s national fraud enforcement division, which Vance announced last month, and the task force came about because of keen interest in clamping down on fraud in taxpayer-funded programs.

    California auditors have discovered billions in fraud in unemployment claims, pandemic assistance, and health care. Democratic Gov. Gavin Newsom, a likely presidential candidate in 2028, has defended efforts to clean up and block fraud.

    In Minnesota, Democratic Gov. Tim Walz dropped his reelection bid amid scrutiny of massive fraud in state child care and other welfare programs.

    The timeline for Mr. Trump’s signature creating the task force could shift to later this month, sources said.

    White House spokespeople declined to comment.

    Vance currently serves as the vice chair of the White House’s task forces for the 2026 FIFA World Cup 2026 and 2028 Summer Olympics, and well as finance chair for the Republican National Committee — a key fundraising position that allows him to interact with a network of campaign donors.

    He is one of the top messengers of the administration’s economic agenda, traveling to numerous states, and a central defender of the administration’s immigration policies after the fatal shootings of Renee Good and Alex Pretti in encounters with federal officials in Minnesota.

    At the trade commission, Ferguson has continued litigation against major U.S. companies, including tech giants, and has sought refunds for consumers. Amazon in September agreed to a $2.5 billion settlement, and FTC is appealing its case against Meta for allegedly breaking antitrust laws when it bought Instagram and WhatsApp.

    Officials in Blanche’s office were still in the early stages of figuring out how to build the Justice Department’s new fraud division from scratch, including factors such as where it will be located, how it will be be staffed and what IT infrastructure needs to be in place, a source familiar with the planning said this week.

    It was also unclear how it would be structured to avoid duplicating the several existing units that pursue fraud probes, both at the department’s Washington, D.C. headquarters and in U.S. attorneys’ offices across the country.

    For weeks, President Donald Trump has promised the Iranian people that “help is on the way” while positioning a massive U.S. naval armada within striking distance of Iran’s coast. But as the White House pivots toward a diplomatic summit in Istanbul Friday, analysts warn the president may face a growing credibility test if threats are not followed by action.

    By threatening “speed and fury” against a regime accused of killing thousands of protesters, Trump has drawn a red line — one that analysts say echoes President Barack Obama’s 2013 warning over Syria’s use of chemical weapons. Obama ultimately chose diplomacy over military strikes, a decision critics said weakened U.S. credibility and emboldened adversaries, while supporters argued it avoided a broader war and succeeded in removing large portions of Syria’s chemical arsenal. Trump now faces a similar debate as he weighs whether to enforce his own warnings against Iran.

    Trump’s envoys are set to meet Friday in Istanbul with Iranian officials to press for an end to Iran’s nuclear enrichment program, curbs on ballistic missiles and a halt to support for proxy groups such as Hamas and Hezbollah — terms Tehran has shown little public sign of accepting. Trump has also demanded an end to the regime’s violent crackdown on protesters.

    But signs of strain are already emerging around the talks.

    Iran is now seeking a change in venue to Friday’s meeting — wanting it to be held in Oman, according to a source familiar with the request — raising questions about whether the summit will proceed as scheduled or produce substantive progress.

    TRUMP CREDITS HALTED IRAN EXECUTIONS FOR HOLDING OFF MILITARY STRIKES

    Tensions on the ground have continued to rise even as diplomacy is pursued. This week, U.S. Central Command (CENTCOM) said American forces shot down an Iranian drone after it aggressively approached the USS Abraham Lincoln while the aircraft carrier was operating in international waters in the Arabian Sea. CENTCOM said the drone ignored de-escalatory measures before an F-35C fighter jet downed it in self-defense.

    No U.S. personnel were injured.

    Hours later, Iranian naval forces harassed a U.S.-flagged, U.S.-crewed commercial tanker transiting the Strait of Hormuz, according to CENTCOM. Iranian gunboats and a surveillance drone repeatedly threatened to board the vessel before the guided-missile destroyer USS McFaul intervened and escorted the tanker to safety.

    CENTCOM warned that continued Iranian harassment in international waters increases the risk of miscalculation and regional destabilization.

    Despite weeks of delay, foreign policy analysts say the pause does not mean military action has been taken off the table.

    “If you just look at force movements and the president’s past statements of policy, you would have to bet on the likelihood that military action remains something that is coming,” Rich Goldberg, a former Trump National Security Council official now at the Foundation for Defense of Democracies, told Fox News Digital.

    “I don’t think the window is closed,” said Michael Makovsky, president of the Jewish Institute for National Security of America. “If the president doesn’t do something militarily, it would damage his credibility.”

    The standoff is reviving comparisons to Obama’s 2013 decision not to carry out military strikes in Syria after warning that the use of chemical weapons would cross a U.S. “red line.” The moment became a touchstone in debates over American deterrence.

    The Syria episode remains a touchstone in Washington’s red-line debates. Critics argued Obama’s decision not to strike emboldened adversaries, while supporters said diplomacy prevented war — a divide resurfacing as Trump weighs his next move.

    “They have challenged the president now to try to turn him into Obama in 2013 in Syria, rather than Donald Trump in 2025 in Iran,” Goldberg said.

    Fox News Digital has reached out to Obama’s office for comment.

    Trump has publicly encouraged Iranian protesters to continue their demonstrations, telling them in early January to “KEEP PROTESTING” and promising that “HELP IS ON ITS WAY.”

    U.S. officials, however, have previously said the pause reflects caution rather than retreat, pointing to concerns about retaliation against American forces and uncertainty over who would lead Iran if the regime were significantly weakened. Trump himself raised those questions in January, publicly casting doubt on whether any opposition figure could realistically govern after decades in exile.

    “As for the president, he remains committed to always pursuing diplomacy first,” White House press secretary Karoline Leavitt said Tuesday. “But in order for diplomacy to work, of course, it takes two to tango, you need a willing partner to engage.”

    “The president has always a range of options on the table, and that includes the use of military force,” she added.

    Roman pointed to continued U.S. force movements into the region, arguing the buildup signals preparation rather than restraint.

    Rahmanullah Lakanwal, D.C. National Guard shooting suspect, pleads not guilty to federal charges

    Washington — The man accused of shooting two members of the National Guard in Washington, D.C., late last year pleaded not guilty Wednesday to federal charges.

    Rahmanullah Lakanwal, a 29-year-old Afghan national, was arraigned in federal court in Washington and entered a not-guilty plea. U.S. District Judge Amit Mehta, who is presiding over the case, said the suspected gunman will remain detained pending a trial.

    He faces nine federal charges, including first-degree murder while armed.

    Prosecutors allege that Lakanwal shot Army Spc. Sarah Beckstrom and Air Force Staff Sgt. Andrew Wolfe in an ambush-style attack not far from the White House on Nov. 26. Beckstrom and Wolfe served in the West Virginia National Guard and had been deployed to the capital as part of President Trump’s plan to crack down on crime.

    Beckstrom, 20, was shot in the head and died the next day. Wolfe, 24, was critically wounded.

    Lakanwal was shot and wounded by another National Guard member during the attack. He was taken into custody by the U.S. Secret Service. He made his first court appearance virtually from a hospital bed.

    Prosecutors said that Lakanwal acquired the .357 Smith & Wesson revolver used in the attack from an unnamed person, who told investigators that it had been stolen from the Seattle home of its original owner in 2023. Lakanwal also bought ammunition from a sporting goods store in Bellingham, Washington, days before the shooting and conducted a search on Google Maps for “Washington, D.C.,” and “the White House,” according to court filings.

    Prosecutors believe that Lakanwal drove from Washington state, where he lived with his wife and their five sons, to Washington, D.C., and arrived several days before the shooting.

    Sources told CBS News in December that Lakanwal came to the United States in 2021 as part of a program for Afghan nationals called Operation Allies Welcome, which was rolled out during the Biden administration after the U.S. government’s chaotic withdrawal from Afghanistan. He and his family fled threats from the Taliban in Afghanistan’s Khost province and moved to Kabul before traveling to the U.S., sources said.

    A spokesperson for the CIA confirmed that Lakanwal had worked with the U.S. government, including the CIA, during the Afghanistan war.

    President Donald Trump said he spoke to Chinese President Xi Jinping Wednesday to discuss a range of issues, including the war between Ukraine and Russia, while stressing that their relationship “is an extremely good one” that will bring “many positive results” in the coming years.

    The president and Xi also discussed Trump’s upcoming trip to Beijing in April, which he said he “very much” looks forward to.

    “I have just completed an excellent telephone conversation with President Xi, of China. It was a long and thorough call, where many important subjects were discussed, including Trade, Military, the April trip that I will be making to China (which I very much look forward to!), Taiwan, the War between Russia/Ukraine, the current situation with Iran, the purchase of Oil and Gas by China from the United States, the consideration by China of the purchase of additional Agricultural products including lifting the Soybean count to 20 Million Tons for the current season (They have committed to 25 Million Tons for next season!), Airplane engine deliveries, and numerous other subjects, all very positive!” Trump posted to his Truth Social.

    Washington — Top executives at Tesla and Waymo made the case for the safety of their vehicles before a Senate committee on Wednesday, insisting their driving systems are safer than human drivers, despite recent incidents.

    Congress is considering how to move forward with legislation to create uniform safety regulations to govern self-driving vehicles, which are becoming increasingly common in major cities. Roughly half of U.S. states currently have differing laws and regulations governing self-driving cars, while others don’t, creating a patchwork regulatory system.

    Senators on the Senate Committee on Commerce, Science and Transportation on Wednesday expressed an eagerness to eliminate avoidable crashes from distracted or otherwise impaired drivers through autonomous vehicles, but also expressed concerns about recent autonomous vehicle incidents.

    “Fully autonomous vehicles offer the potential to reduce crashes on roads, but we have seen the risk of letting companies beta test on our roads with no guardrails,” said the committee’s ranking member, Sen. Maria Cantwell of Washington.

    Last month, the National Transportation Safety Board announced it opened an investigation into Waymo robotaxis passing and failing to yield to school buses after a series of incidents in Austin, Texas, which Sen. Ted Cruz, the committee chairman, told CBS News is “obviously unacceptable.” In Santa Monica, California, earlier this month, a Waymo vehicle struck a child near her elementary school. The child, who the company said darted out from behind another vehicle, suffered minor injuries.

    Waymo previously said it identified a software issue and launched an update in November to address the issue — but has since received multiple violations.

    Tesla recently started rolling out its robotaxi service in Austin. Its vehicles may have experienced crash rates worse than human drivers last year, a report that analyzed NHTSA data showed. Tesla did not respond to CBS News’ request for comment.

    Cruz asked Mauricio Peña,Waymo’s chief safety officer, what safeguards they’ve put in place since the Austin and Santa Monica incidents.

    “We take those incidents very seriously,” Peña said. “Safety is our top priority, especially the safety of children and pedestrians. We are evaluating every one of those events and developing fixes to address them, and we have already incorporated many changes to our software to dramatically improve our performance. And we are working with the Austin Independent School District to collect data on different lighting patterns and different conditions, and we’re also incorporating those learnings into our systems. We do safely navigate thousands of school bus encounters every single week, and we are continuously learning and improving because our work on safety is never done.”

    Peña said Waymo’s analysis into the girl struck by a Waymo vehicle “found that the Waymo driver would have responded faster than our models of an attentive human driver. So in this case, I believe that we mitigated harm.”

    Peña insisted Waymo vehicles are still much safer than cars driven by humans.

    “In over 100 million miles, our data shows that we are 10 times less likely to be involved in a serious injury collision as compared to human drivers in the cities where we operate,” Peña said. “And data also shows we are 12 times less likely to be involved in a pedestrian injury collision in the cities where we operate, so I think we’re making a difference already.”

    Bryant Walker Smith, an associate professor of law at the University of South Carolina, told the committee hearing there needs to be more oversight of autonomous vehicle companies.

    “There are no self-driving or driverless cars,” Smith said. “The companies that develop and deploy AVs are the drivers. This means that an AV is only as safe as the companies responsible for it. We can and should proactively assess their trustworthiness.”

    Lars Moravy,Tesla’s vice president of vehicle engineering, said the National Highway Traffic Safety Administration has a “legacy of safety” and the auto industry has made leaps and bounds in improvements to reduce vehicle crashes after the 1970s, but that progress has fallen flat in the last roughly 20 years. Now, around 40,000 people in the U.S. die each year in vehicle incidents.

    “I can tell you without a shadow of a doubt that the next big jump we have in reducing that number from 40,000 to hopefully a day where it’s zero is autonomous driving,” Moravy said. “Simply put, an autonomous driver, the system or the computer that operates it, doesn’t sleep, doesn’t blink, and doesn’t get tired.”

    Republican Sen. Bernie Moreno asked who accepts liability for a collision resulting from a software or hardware failure.

    “Of course, in the unlikely event that a software error occurred in our autonomous driving system, we would take liability for that event, much in the same way that a driver takes liability in our current legal system if they make an error,” Tesla’s Moravy said.

    “Likewise,” Waymo’s Peña said.

    Calls for federal rules to regulate safety standards


    Wednesday’s hearing comes as Democrats and Republicans are calling for uniform federal standards for autonomous vehicles, although they may differ on what that looks like.

    “If we want to save lives and avoid tragedy for almost 40,000 families each year, we don’t need lawmakers saddling automakers with expensive junk mandates that make little to no real difference,” Cruz said Wednesday. “Instead, we should follow the data, follow the evidence, which increasingly shows advanced AVs reduce crashes and prevent serious injuries. We need a consistent federal framework to ensure uniform safety standards, liability clarity and consumer confidence.”

    Sen. Ed Markey, a Democrat from Massachusetts, sent letters Tuesday to the seven major autonomous vehicle companies requesting information regarding their remote assistance operations (RAOs) or the individual who intervenes when an autonomous vehicle gets into a sticky situation.

    Markey wrote, “Without proper safeguards, the AV industry’s reliance on RAOs could create serious safety, national security, and privacy risks.” The letters call for more transparency in the AV industry, asking the companies questions such as if RAOs ever “tele-drive a vehicle” and how frequently do remote assistance sessions occur.

    Markey is championing two new pieces of legislation aimed at making the autonomous vehicle industry more transparent.

    The first bill, called the AV Safety Data Act, would require NHTSA to mandate AV vehicle data such as miles traveled, injuries involving human drivers, pedestrians and bicyclists and unplanned stoppages.

    “We need more honesty from the industry so that there is in fact transparency in everything that they know that the American public should know as well,” Markey said.

    Markey also partnered with Connecticut Sen. Richard Blumenthal to introduce the “Stay in Your Lane Act.”

    The bill would require autonomous vehicle manufacturers to define the roads and driving conditions in which their driving systems are safe and designed to operate in and would prohibit their vehicles from operating outside of those roads and conditions.

    Democratic Sen. Richard Blumenthal of Connecticut sees it working similar to how airplane manufacturers can certify a plane as meeting FAA standards.

    “Right now we have the Wild West. I want to see some rules of the road so that cars stay within their lanes, so to speak,” Blumenthal said.
