    In an exclusive interview with Fox News Digital, DHS Secretary Kristi Noem discussed her view on de-escalating ICE operations as unrest continues in cities across the U.S. and another potential government shutdown over DHS funding.

    Department of Homeland Security (DHS) Secretary Kristi Noem deployed to the northern and southern borders in a single day this week as the Trump administration ramps up immigration enforcement across the country. Despite increased criticism following the shootings of Alex Pretti and Renee Good in Minnesota, Noem told Fox News Digital that the department would not be deterred by sanctuary politicians from doing the work of getting dangerous illegal aliens off the streets.

    “I think people would want less conflict,” Noem told Fox News Digital in an exclusive interview in Nogales, Ariz., this week. “They also want to know that we’re enforcing our laws and that we are going after dangerous criminals. And they don’t want them to be released on the streets to perpetuate more crimes. So we’re going to continue to do our work and follow through on what President Trump promised.”

    “We won’t be deterred by local elected officials that just want to create conflict,” the secretary added. “We’re going to continue to protect the American people and make sure that we have the opportunity to go after those dangerous illegal aliens and remove them.”

    The secretary’s remarks come as border czar Tom Homan announced an immediate drawdown of 700 personnel from Minnesota, effective Wednesday. Homan cited improved cooperation with the jails, though 2,000 officers will still remain in the state. Homan stressed that a complete drawdown was the goal but said that was “contingent upon the end of illegal and threatening activities against ICE.”

    Anti-ICE agitators in Minnesota have been targeting street enforcement operations and demonstrations have escalated in the wake of the shootings of Good and Pretti. Good was killed by a U.S. Immigration and Customs Enforcement (ICE) agent during a confrontation on Jan. 7, and Pretti was shot by Border Patrol agents on Jan. 24 during an enforcement operation.

    As Minnesota leadership has demanded federal immigration authorities leave the state, Noem painted the crackdown on illegal immigration as one aimed at protecting Americans, not creating political conflicts.

    President Donald Trump rejected calls to fire Noem while addressing the National Prayer Breakfast in Washington, D.C., on Thursday. He cited the “strongest border in the history of our country” in defending the secretary.

    While speaking with Fox News Digital in Nogales, a city that is located just over the U.S.-Mexico border, Noem pointed at the rhetoric coming from state leadership as a catalyst behind the intensifying resistance from the public in Minnesota. Noem also said that the operations in cities with cooperative officials have gone over smoother, offering Memphis, Tenn., as an example.

    “Minneapolis and St. Paul, the Twin Cities, have an opportunity to do the same thing that Memphis did. There we had a Democrat mayor who worked with us. It was about the same size a city, about the same amount of federal law enforcement officers were there, and we dramatically cut crime and murder rates and partnered well together,” Noem said.

    “It doesn’t have to be this way. And the way that it has been in Minneapolis is largely due to the rhetoric and the actions of the leadership there because they won’t partner with the federal government to enforce the law,” she added.

    NOEM SLAMS DEMS, BIDEN ADMINISTRATION FOR LACKING ‘COMPASSION’ AMID ANTI-ICE TENSIONS

    Minnesota Gov. Tim Walz and Minneapolis Mayor Jacob Frey are among the most vocal critics of the Trump administration’s tactics.

    Noem told Fox News Digital that she believes Homan is “working” to get local officials “to come to the table and work with us,” particularly on investigations of alleged fraud schemes tied to the Somali community. The secretary alleged that Walz and Frey “have perpetuated and allowed fraud to an unprecedented amount in Minneapolis.”

    “Tens of billions of dollars [were] stolen from the American people and from vulnerable people who needed those services and allowed to go into criminals’ pockets. So, of course, they don’t want any law enforcement there,” Noem said, adding that Walz and Frey were allegedly aiming to block Homeland Security Investigations (HSI) investigators from “getting to the bottom of how widespread that fraud was.”

    Fox News Digital reached out to Walz and Frey for comment.

    Noem said the Trump administration’s approach reflects what she says Americans want: less crime and more law enforcement.

    “Every day we’re finding terrorists and removing them from our country, protecting our our cybersecurity systems, our critical infrastructure,” she said.

    DHS SECRETARY NOEM STANDS BY BODY CAMERA REQUIREMENT FOR FEDERAL AGENTS FOLLOWING TRUMP COMMENTS

    Noem said the people in Nogales were “thrilled” with the results of the administration’s immigration crackdown, saying locals got “their way of life back.” She added that former President Joe Biden’s policies were “devastating” for the area.

    Noem also spoke about DHS’s efforts to block drugs from flowing through the country, something she said was a “crisis” under Biden.

    “Well, we’re here in Nogales, which under Joe Biden’s policies, was a humanitarian crisis. In fact, through here was well known as a large drug trafficking area. They have a highway near here that is named ‘Cocaine Highway’ because the cartels moved so much drugs through here that was killing off the next generation of Americans,” the secretary said.

    Despite mounting criticism, Noem touted the department’s accomplishments, including the large numbers of deportations, both ones carried out by law enforcement and ones that occurred through “self-deportation.” She noted that the administration was incentivizing more self deportations by offering free flights and $2,600 payments.

    Noem also touched on the subject of DHS funding, which has been a source of tension between Democrats and Republicans. The debate over funding the department has the potential to spark another government shutdown. The secretary told Fox News Digital that just 11% of the DHS budget is allocated to ICE, while the rest goes to FEMA, TSA and other agencies under the department.

    Despite the ongoing fighting over the funding, Noem said she is “hopeful” that Congress will recognize that DHS funding goes to more than immigration enforcement and that the bill would be passed “quickly.”

    In a move sure to spark more 2028 speculation, former Vice President Kamala Harris on Thursday relaunched her “Kamala HQ” social media presence used during her 2024 White House run as “an online organizing project for next-generation campaigning.”

    Harris announced that the account, which has over five million followers on TikTok and over one million on X, is now being called “Headquarters,” and will be used as a “youth mobilization organization” ahead of this year’s midterm elections, in a partnership with the left-leaning group, People for the American Way.

    According to a release obtained by Fox News, it’s a move to “mobilize pro-fairness, pro-democracy, young people against far-right extremism.” And Harris, in a video announcement, added, “I’m really excited about it. So stay engaged and I’ll see you out there.”

    The move by Harris — who lost to President Donald Trump in the 2024 election after replacing then-President Joe Biden as the Democratic Party’s nominee three months earlier, after Biden ended his bid following a disastrous debate performance against Trump — comes amid mounting speculation that the former vice president is moving towards launching another White House bid.

    A Democratic strategist in the former vice president’s political orbit told Fox News Digital that Harris “has always said that she’s going to continue to be involved and be a strong voice for Democrats as there’s so much to push back on from the damage Trump and Republicans are doing to this country. Her revived engagement on these platforms does that, and it adds another Democratic voice in the digisphere, which we need more of.”

    “Plus, it keeps her options open for the future,” added the strategist, who asked to remain anonymous to speak more freely.

    Harris was mostly out of the headlines for a couple of months following the end of the Biden administration early last year. But she started stepping back into the political spotlight last spring and summer, including headlining Democratic National Committee fundraisers.

    Her announcement last summer that she would pass on running for governor this year in her home state of California also increased speculation regarding a potential 2028 White House run.

    And Harris, who hasn’t closed any doors to running again, is currently in the middle of the second leg of her book tour around her best-selling memoir “107 Days,” which was the length of her 2024 presidential campaign.

    The Republican National Committee, in a sign they would welcome Harris becoming more politically engaged going forward, responded on X to her post with a thumbs up emoji.

    Harris will be the chair emerita of Headquarters, in an honorary role, with some of the staff behind Kamala HQ reuniting on the new project. The former vice president will not have editorial control over the posts.

    The Headquarters release noted,” Conservatives build permanent organizing infrastructure. Progressives have historically built machines that dismantle after Election Day. Headquarters is the end of that cycle.”

    The Thursday morning announcement came hours after a short video which was posted on the account showed a person trying to unsuccessfully log on to the Kamala HQ account before using the correct password, “headquarters.”

    Republicans pan Democrats’ demands for ICE reform in DHS funding, with little time to reach deal

    Washington — Senate Republicans criticized Democrats’ list of demands to rein in Immigration and Customs Enforcement on Thursday, further reducing the odds of reaching a deal to keep the Department of Homeland Security funded beyond next week’s deadline.

    “As of right now, we aren’t anywhere close to having any sort of an agreement that would enable us to fund the Department of Homeland Security,” Senate Majority Leader John Thune said on the Senate floor Thursday.

    Senate Minority Leader Chuck Schumer and House Minority Leader Hakeem Jeffries released a list of policies to impose “guardrails” on DHS on Wednesday night, including by restricting immigration agents from wearing masks and requiring them to display an ID and use body cameras. The Democrats also demanded agents be banned from entering private property without judicial warrants, along with requiring agents to verify that someone is not a U.S. citizen before holding them in immigration detention, among other things.

    “The American people rightfully expect their elected representatives to take action to rein in ICE and ensure no more lives are lost. It is critical that we come together to impose common sense reforms and accountability measures that the American people are demanding,” Schumer and Jeffries wrote.

    The Democrats also said there are steps the administration can take immediately to “show good faith,” including removing DHS Secretary Kristi Noem from her position and fully ramping down the immigration operation in Minneapolis.

    Thune, a South Dakota Republican, called Democrats’ demands “unrealistic and unserious,” while saying they aren’t “even willing to engage in a negotiation and discussion to try and reach a result.”

    “This is not a blank-check situation where Republicans just agree to a list of Democrat demands,” Thune said.

    Off the Senate floor, Thune told reporters that there are a number of things on Democrats’ list of demands that appear to be designed as “messaging” priorities, but he acknowledged that “there’s some room there.”

    “There’s some things that could get done,” Thune said. “But, you know, you have to have people at the table to do that.”

    Sen. Katie Britt of Alabama, who’s leading the negotiations for Senate Republicans, quickly responded to Democrats’ demands on X Wednesday night. She called the proposal a “ridiculous Christmas list of demands for the press.”

    “This is NOT negotiating in good faith, and it’s NOT what the American people want,” Britt said. “They continue to play politics to their radical base at the expense of the safety of Americans. DHS, FEMA, Secret Service, and the Coast Guard run out of money in 9 days. Democrats don’t seem to care one bit.”

    Earlier in the day Wednesday, Schumer and Jeffries held a news conference where they outlined some of the demands. They encouraged Republicans to “get serious” about negotiations on reforming the nation’s immigration enforcement operation.

    “This is turning America inside out in a way we haven’t seen in a very long time,” Schumer said.

    The back and forth comes after the House voted to fund the bulk of the government earlier this week, following a four-day partial shutdown. The package extended funding for the Department of Homeland Security, which oversees ICE and Customs and Border Protection, through Feb. 13. The move was meant to give lawmakers time to negotiate long-term funding and reforms to ICE and CBP.

    Thune pointed to the tight timeline Thursday. He noted that Democrats insisted that DHS only be funded for two weeks.

    “We have one week and one day left to pass the Department of Homeland Security appropriations bill,” Thune said. “The onus is on Democrats to negotiate in good faith and reach an agreement quickly.”

    Thune argued that Democrats have “reopened” negotiations, which means “taking up ideas and priorities from both sides.” He pointed to the need for a “serious discussion” about the “climate of harassment — and worse — that law enforcement has been facing, simply trying to do their jobs.”

    He said the issue of cooperation between federal and local law enforcement must also be discussed, saying “too many jurisdictions prohibit local law enforcement from cooperating with Immigration and Customs Enforcement,” in an apparent nod to so-called sanctuary city policies that Republicans have widely opposed.

    “I hope my Democrat colleagues are ready to have some conversations with the White House about these and other issues,” Thune said.

    The majority leader argued that “the White House has demonstrated that it’s taking things seriously,” pointing to a recent move to require all agents in Minneapolis to wear body cameras and the administration’s move to withdraw some personnel from the city.

    “I want to see my Democrat colleagues take things seriously as well,” he added.

    美国新闻网站Axios周四报道,熟悉谈判的消息人士称,美俄即将达成一项协议,在《新削减战略武器条约》到期后继续遵守条约。

    报道说,双方过去24小时在阿布扎比进行谈判。目前仍不确定美俄是否同意继续遵守条约多一段时间,可能多半年。

    白宫仍未对此置评。

    在条约到期的几个小时后,美国五角大楼周四称,美俄已同意在中断四年多后,恢复高级别军事对话。

    另外,中国外交部发言人林剑周四在例行记者会上回答媒体的提问指出,中方对美俄《新削减战略武器条约》到期失效表示遗憾,并指条约对维护全球战略稳定具有重要意义。

    (莫斯科/华盛顿综合电)美国和俄罗斯的《新削减战略武器条约》(New START)周四(2月5日)到期,但几个小时后,就有消息指美俄可能同意到期后继续遵守条约。联合国与国际组织呼吁美俄谈判限制核武军备,担心引发新的军备竞赛。

    美国新闻网站Axios周四报道,熟悉谈判的消息人士称,美俄即将达成一项协议,在《新削减战略武器条约》到期后继续遵守条约。

    报道说,双方过去24小时在阿布扎比进行谈判。目前仍不确定美俄是否同意继续遵守条约多一段时间,可能多半年。

    白宫仍未对此置评。

    在条约到期的几个小时后,美国五角大楼周四称,美俄已同意在中断四年多后,恢复高级别军事对话。

    U.S. and Russia agree to resume high-level military-to-military communication

    The U.S. and Russia have agreed to reestablish high-level military-to-military communication that was suspended in the fall of 2021 before Russia’s full-scale invasion of Ukraine, the U.S. military’s European Command announced on Thursday.

    The agreement was made while the head of U.S. European Command, Gen. Alexus G. Grynkewich, was in Abu Dhabi, the capital of the United Arab Emirates. He was participating in trilateral talks between the U.S., Russia and Ukraine aimed at ending the nearly four-year-long war.

    “Maintaining dialogue between militaries is an important factor in global stability and peace, which can only be achieved through strength, and provides a means for increased transparency and de-escalation,” European Command said in a statement.

    The resumption of military-to-military dialogue coincided with the expiration of the last remaining treaty governing nuclear weapons between the U.S. and Russia, the world’s largest nuclear powers.

    The announcement came after the second round of direct talks between Russia and Ukraine, brokered by the U.S.

    The two-day talks were attended by U.S. presidential special envoy Steve Witkoff and President Trump’s son-in-law and adviser Jared Kushner, as well as Army Secretary Dan Driscoll and Grynkewich.

    In a statement on Thursday, Witkoff announced the first prisoner exchange between Ukraine and Russia in five months. He called the negotiations “detailed and productive,” adding that “while significant work remains, steps like this demonstrate that sustained diplomatic engagement is delivering tangible results and advancing efforts to end the war in Ukraine.”

    Since the start of his second term, Mr. Trump has pushed to end the war in Ukraine, which will enter its fourth year on Feb. 24. But negotiations have run into obstacles, largely over occupied Ukrainian territory that Russia wants to retain as part of any peace agreement.

    The death toll continues to climb. Ukrainian President Volodymyr Zelenskyy said this week that an estimated 55,000 Ukrainian soldiers have been killed in the fighting. The Center for Strategic and International Studies estimated in a report last month that as many as 325,000 Russian forces have been killed since 2022.

    Federal prosecutors have charged more than 150 anti-ICE protesters in Minnesota with crimes ranging from obstruction of federal agents to FACE Act violations — offenses that carry penalties from fines to years in prison — as the Justice Department warns that similar conduct will be prosecuted aggressively nationwide.

    The response in the state offers a roadmap of sorts for how the Justice Department could move to quash similar protests nationwide and respond to unrest during Trump’s second presidential term.

    In Minnesota, more than 150 protesters have been arrested since the start of the Trump administration’s immigration enforcement operation, “Operation Metro Surge,” including protesters who interrupted a church service, and others who blocked, assaulted, or attempted to otherwise restrict ICE officers in the state. The administration’s response to these protests could prove telling as it moves to deploy ICE officers to other states in the weeks and months ahead.

    These individuals have been charged with FACE Act violations, conspiracy charges, and obstruction of federal agents, according to copies of criminal complaints and indictments reviewed by Fox News Digital. Convictions on any of these charges range from fines to years in prison, in a sign of the administration’s plans to crack down on similar protest tactics in other states.

    “We expect more arrests to come,” Attorney General Pam Bondi said on social media last week.

    In fact, individuals need not look much further than indictments the Justice Department has already secured against certain individuals as an indication of the behavior and actions it may seek to prosecute.

    Bondi last week announced the arrests of 16 Minnesota protesters for “allegedly assaulting federal law enforcement — people who have been resisting and impeding our federal law enforcement agents.” According to a criminal complaint published by the Justice Department, the alleged actions include the use of multiple vehicles to “box in” federal immigration officers; spitting on ICE officers during an arrest; attempting to throw a brick at an ICE officer; and other obstructive and violent actions.

    One individual allegedly followed Customs and Border Protection (CBP) agents in his van before approaching their vehicle with a baseball bat in hand.

    Bondi said the 16 individuals in question have been charged with violating 18 U.S.C. § 111, which punishes any individual who “forcibly assaults, resists, opposes, impedes, intimidates or interferes” with officials engaged in carrying out their official duties.

    Penalties for a conviction on the charge range from one year in prison to up to 20 years, depending on additional factors — including the involvement of a potentially dangerous weapon and whether bodily injuries were suffered. If additional violations are tacked on, the cases could carry longer sentences.

    The Justice Department separately announced charges against nine individuals — including two journalists — last week for allegedly participating in the anti-ICE protest at Cities Church in St. Paul, Minnesota.

    The individuals were seen in video chanting “ICE out,” and interrupting the service, as Fox News Digital previously reported. They were indicted on charges of allegedly conspiring to violate someone’s constitutional rights and FACE Act violations.

    The FACE Act, passed in 1994, is a federal law that prohibits the use of force, intimidation, or obstruction to deliberately “injure, intimidate, or interfere” with an individual’s ability to exercise their right to religious freedom at a place of worship.

    FACE Act violations carry penalties ranging from fines to prison time, depending on the severity of the violation alleged and other contributing factors.

    Senior Trump administration officials have warned anti-ICE protesters against obstructing or otherwise interfering with federal immigration officers, noting that they would not hesitate to pursue criminal charges against others found to be engaging in illegal behavior.

    “I’ve said it before and I’ll say it again: NOTHING will stop President Trump and this Department of Justice from enforcing the law,” Bondi said last week.

    In addition to the indictments already secured, the Justice Department could crack down on a wide range of behavior by anti-ICE protesters, including behavior documented by reporters and on social media, such as blocking ICE access to certain roadways, demanding that officers share identifying information before entering certain areas, or attempting to surveil, track, or share information about the movements of federal officers with members of the public.

    “People need to understand their actions have consequences and that obstruction, assault and impeding are not protected under the disguise of protesting,” John Condon, the acting director of Homeland Security Investigations (HSI), said in a statement.

    The warnings come as Minnesota has emerged in recent weeks as a flashpoint for immigration protests in response to the administration’s “Operation Metro Surge,” which saw the deployment of some 3,000 ICE officers to the state.

    Tensions there soared to a new fever pitch last month following the fatal shootings of Renee Good and Alex Pretti, who were killed in separate confrontations with federal immigration officers. Homan said Wednesday that the Trump administration will remove 700 immigration enforcement officers from Minnesota, though he stressed the reduction is contingent on the lawfulness of anti-ICE protesters. An estimated 2,000 ICE officers will remain in the state for now.

    “Protest but stop impeding, stop interfering, stop violating the law — because we will arrest you,” White House border czar Tom Homan said Wednesday.
