    Secretary of State Marco Rubio is expected to meet Italian Prime Minister Giorgia Meloni Thursday in Rome amid diplomatic tensions with both Italy and the Vatican.

    The meeting comes one day after Rubio, a practicing Catholic, held talks at the Vatican with Pope Leo and senior church officials in what many observers viewed as an effort to calm relations after weeks of escalating rhetoric between President Donald Trump and the Holy See.

    For much of Trump’s second term, Meloni was widely viewed as Trump’s closest ideological ally among major European leaders. But that relationship has begun to fray amid disputes over the Iran war.

    That political partnership, however, has come under strain in recent months, as Trump’s escalating clash with Pope Leo XIV collided with separate tensions over Italy’s limits on using its territory for U.S. combat-linked operations tied to the Iran war.

    Asked April 30 whether he’d consider pulling troops out of Italy and Spain, Trump said, “Yeah, probably. … Why shouldn’t I?”

    “Italy has not been of any help to us,” the president said.

    The Italian prime minister built a strong rapport with Trump through their shared positions on immigration, nationalism, border security and opposition to progressive cultural politics. Meloni was the only European leader to attend Trump’s second inauguration in January 2025, and she also visited Trump at Mar-a-Lago as she sought to position herself as a key intermediary between Washington and Europe.

    The relationship often appeared notably warm in public.

    During a 2025 Middle East summit in Egypt, Trump publicly praised Meloni as “a beautiful young woman” and joked, “You don’t mind being called beautiful, right?” before describing her as an “incredible leader” respected throughout Italy.

    Trump and Meloni also found common ground politically.

    Both leaders embraced tougher border enforcement policies, criticized “woke” ideology in Western institutions and argued for stronger nationalist identities inside their respective countries. Meloni’s conservative Brothers of Italy party was frequently described by Trump allies as an example of the type of populist movement reshaping Europe

    The split became visible after Meloni publicly criticized Trump’s attacks on the pope as “unacceptable,” prompting Trump to lash back and reportedly tell aides she was “much different than I thought.”

    The Vatican dispute has been especially politically sensitive for Meloni because Pope Leo, the first American-born pontiff, remains highly influential in Italy, where criticism of the pope by foreign leaders can quickly become politically toxic. Trump’s remarks about Leo’s opposition to the war against Iran generated significant backlash among Italian Catholics and across portions of Italy’s political establishment.

    The Iran conflict has further complicated relations. Italian officials reportedly have expressed growing discomfort over the possibility of deeper U.S. military escalation and concerns surrounding American military basing access in Italy. Rome has also faced pressure domestically to distance itself from Washington’s handling of the conflict.

    Economic tensions continue simmering in the background as well.     Against that backdrop, Rubio’s visit is widely being interpreted as an effort to stabilize relations before the political rift deepens further. The secretary of state is expected to discuss Middle East security, NATO coordination, migration and trade during his talks with Meloni and other Italian officials as the administration works to preserve Italy’s role as one of Washington’s closest partners in southern Europe.

    The shift, driven by new Trump administration policies, jeopardizes more than a third of U.S. solar capacity in factories initially built by Chinese firms. Details of how the policy uncertainty is driving installers and insurers away from U.S. solar factories with China ties have not been previously reported.

    The emerging effects dovetail with U.S. President Donald Trump’s broader efforts to block Chinese companies from the U.S. market and to slash government support for green energy. However, the policy could backfire by imperiling growth in U.S. manufacturing jobs and power generation at a time of rising utility bills and soaring electricity demand from data centers serving the artificial intelligence industry, industry experts say.

    , the largest U.S. residential solar installer, is among the companies now avoiding Chinese suppliers.

    “It’s holding up financings of desperately needed solar and storage projects,” said Keith Martin, an attorney at Norton Rose Fulbright who advises on renewable energy tax deals.

    The potentially far-reaching effects on U.S. manufacturing underscore the difficulty of decoupling from China’s global dominance of renewable energy and green technologies, driven largely by Beijing’s own heavy subsidies for Chinese firms.

    The global reach of China’s industrial policy creates a dilemma for U.S. regulators who want to block Chinese firms without imperiling U.S. solar manufacturers that depend on Chinese equipment and technology to produce competitive and affordable products.

    Without robust growth in domestic solar manufacturing, the United States has few options for expanding renewable power beyond importing panels made by Chinese companies, which will lead to higher prices, U.S. executives say.

    “This is undoubtedly going to continue to increase the cost of power in the United States,” said Aaron Halimi, chief executive of Renewable Properties, a San Francisco developer of small-scale utility projects that has shifted most of its sourcing to Tempe, Arizona-based First Solar
    to avoid suppliers with China links.

    The fresh uncertainty in U.S. solar investments stems from provisions in the Trump-backed “One Big Beautiful Bill” that the Republican-controlled Congress passed in 2025.

    The legislation slashed Biden-era clean-energy subsidies and restricted certain foreign countries, including China, from securing those that remained. The U.S. Treasury Department has yet to provide full guidance on how the law will be implemented, and a department spokesperson declined to give a timeline for when that guidance would be published.

    Trump wants to rapidly expand the U.S. power grid to fuel American data centers. But power-industry experts say solar installations, combined with battery storage that clicks on when the sun isn’t shining, are the quickest way to expand electricity generation because they’re easier to build than gas, coal or nuclear plants.

    Trump has called renewable energy unreliable and expensive and enacted policies promoting expansion of fossil fuel power sources.

    The White House did not respond to a request for comment.

    A spokesperson for China’s embassy in Washington criticized the U.S. restrictions as discriminatory and said Beijing would defend its companies’ interests.

    CHINESE SOLAR FIRMS COMPLY – WITH A CATCH

    China controls about 80% of global solar equipment manufacturing, according to Wood Mackenzie. Its companies, including LONGi, Trina, and others, were among the quickest to build and operate U.S. factories when former President Joe Biden’s 2022 climate-change law created a tax credit for clean-energy factories.

    Since then, solar equipment makers have announced nearly $43 billion in investments supporting a projected 48,000 jobs, according to the Solar Energy Industries Association.

    Domestic manufacturing is now aligned with U.S. demand for solar panels, eliminating the need for panel imports. But that could change if a significant portion of U.S. factories caught up in the regulatory uncertainty are unable to compete.

    The Trump-backed legislation restricts Chinese companies to 25% ownership stakes in plants seeking federal subsidies, imposes sourcing requirements, and prohibits “effective control” by Chinese firms. Companies say the subsidies, which include tax credits for solar manufacturing and installation, are crucial to remaining competitive.

    Chinese companies have sought to comply by selling off factory stakes or otherwise restructuring. But most have preserved financial links to their U.S. plants, sometimes in the form of profit-sharing or supply deals, according to a Reuters review of corporate disclosures.

    Industry officials have questions about whether those remaining links disqualify the factories from U.S. clean energy manufacturing credits. Absent guidance from the Treasury Department, installers including industry behemoth Sunrun are shunning these factories, while banks and insurers are withholding financing and coverage.

    PARING BACK APPROVED SUPPLIERS

    Sunrun in January circulated a pared-down list of approved solar-panel suppliers to installation partners, according to a document seen by Reuters.

    The list included only non-Chinese manufacturers such as Qcells, REC, Silfab and Elin. Previously, it had included Canadian Solar
    , JA Solar
    , Jinko
    , LONGi
    and Trina

    • all of which are China-linked.

    “We have taken a conservative stance and do not procure equipment from manufacturers that would raise compliance concerns,” Sunrun Deputy Chief Financial Officer Patrick Jobin said in a statement to Reuters.

    Palmetto, a North Carolina-based company that sells rooftop solar panels, is also steering clear of China-linked producers despite their attempts at compliance, general manager Sean Hayes said.

    Meanwhile, banks including Morgan Stanley, JPMorgan and Goldman Sachs have scaled back tax-equity financing for some solar projects due to concerns that future Treasury interpretations could retroactively invalidate tax credits, according to three people familiar with the deals who spoke on condition of anonymity.

    The banks declined to comment.

    Insurers have taken a harder line, refusing to insure companies against the risk they will be barred from clean-energy tax credits, according to Antony Joyce, a tax-insurance specialist at broker Marsh.

    “The companies that are best positioned right now are certainly the ones that didn’t have clear ownership ties to a country of concern,” said Peter Henderson, a principal at accounting firm Baker Tilly, who said Treasury’s expected guidance will be crucial.

    The Solar Energy Manufacturers for America Coalition, a trade group representing non-Chinese companies with U.S. factories, including First Solar and Hanwha’s Qcells
    , has urged the Treasury Department to take a tough stance.

    ‘CLEAREST WAY TO COMPLY’

    The core issue driving firms away is that Chinese companies are maintaining ties with their factories instead of making a clean break. Factories that were originally built and operated by China-linked producers account for at least 25 gigawatts of the nation’s about 66 GW of operating solar module manufacturing capacity.

    “Very few Chinese manufacturers are actually decoupling themselves from their U.S. factories entirely,” said Elissa Pierce, an analyst at Wood Mackenzie.

    China’s JinkoSolar
    , which operates a factory in Florida, and the Chinese parent company of Boviet Solar
    , which produces panels in North Carolina, have said they are looking for outside investors.

    Illuminate USA, a joint venture between China’s LONGi and Chicago-based Invenergy, reduced the Chinese firm’s ownership stake in an Ohio plant built in 2024 to below 25% and renegotiated its intellectual property agreement with LONGi, according to an Invenergy source.

    But Invenergy is unsure if the plant, which employs around 1,700 workers, will survive. Illuminate and LONGi did not comment.

    In March comments to the Internal Revenue Service urging clear guidance, the company said: “The continued operation of Illuminate USA and other U.S. manufacturers remains at risk.”

    California Democratic leaders have shifted their strategy to prevent their party from being locked out of the governor’s race: Instead of thinking about consolidating the field, they have turned to behind-the-scenes operations and political spending aimed at tamping down Republicans and building up Democratic turnout.

    That is letting officials like term-limited Gov. Gavin Newsom and former House Speaker Nancy Pelosi avoid picking from a field of off-and-on political allies while also saving them from embarrassment if their pick doesn’t win.

    “People are not passive in terms of watching it happen,” Newsom told CNN on Wednesday in an interview in Sacramento. “There have obviously been many conversations about this for many months, and people have been watching closely with daily tracking polls, and there’s sort of an organized construct around seeing where things go, and to the extent necessary, taking certain actions to encourage that that’s not the outcome.”

    California’s “top two” system sends the two highest vote-getters from the June 2 primary election into November regardless of their party affiliation. The splintered field has long given Democrats fear that the two Republicans could advance in the race, which is still recalibrating after the exit of Eric Swalwell after multiple women accused him of sexual misconduct, allegations he has denied.

    But with ballots arriving in Californians’ mailboxes this week, Democrats are now confident based on public and private polling that while Republican candidate Steve Hilton is likely to come in first, both billionaire investor Tom Steyer and former Health and Human Services Secretary Xavier Becerra are well-positioned to come in ahead of Riverside County Sheriff Chad Bianco, the other major Republican in the field.

    According to three people familiar with the efforts, top Democrats are talking to major donors about funding Greater Golden State, an independent expenditure campaign that the Democratic Governors Association helped set up and is backing. One person called the group an “insurance policy.”

    California campaign finance records on Thursday afternoon listed the group as also being called: “Hilton for Governor 2026, sponsored by organizations opposing Republican candidates for governor.”

    The group has received $1 million from businessman Bill Bloomfield, who did not respond when CNN emailed him for comment, and $250,000 from the California Service Employees International Union, one of the biggest labor organizations in the state, which earlier in the week jointly endorsed Steyer and Becerra as both “ready to stand by us.”

    “This is once again the party establishment that has controlled CA for the last 16 years that is trying to put its thumb on the scale,” said Hilton’s communications director Hector Barajas.

    Barajas added that he suspects that rather than going after Hilton or Bianco, the money might end up being spent against one Democrat or another to try to make a clear favorite.

    “The party is not trying to force a specific candidate outcome,” California Democratic Party chair Rusty Hicks told CNN. “We’re trying to ensure we have a strong Democrat into the general election.”

    Pelosi, who weeks ago expressed confidence that a top-two lockout would not happen, remains sure of that, and has no current plans to endorse, a spokesperson told CNN.

    A spokesperson for Sen. Adam Schiff, who had previously endorsed Swalwell, referred to an early statement saying he is worried about a lockout and committed to preventing one, but did not comment on any update plans. A spokesperson for Sen. Alex Padilla, who had seriously looked at running for governor himself with Newsom’s encouragement, did not respond when asked about his endorsement plans.

    Newsom has privately been working through his thoughts about the field but told CNN he does not currently plan to endorse a candidate, though the option remains part of “the cross-spectrum of considerations.”

    “I have a lot of friends in this race. And I don’t say that lightly: people I’ve quite literally known for decades – I’ve been in politics a long time. I’ve never had a particular desire to lean in,” he said.

    Newsom explained his endorsement of Josh Fryday in the lieutenant governor’s race two weeks ago was different because he “works right here,” referring to Fryday’s service in his cabinet as the director of the Peace Corps-style Governor’s Office of Service and Community Engagement.

    Overall, Newsom said he hasn’t watched any of the governor’s debates, including the one hosted by CNN on Tuesday. But his staff told him about when each of the hopefuls was asked to use one word Tuesday to describe his performance as governor, though the only answer they’d told him about was from Antonio Villaraigosa, the former Los Angeles mayor and his rival in the 2018 governor’s race, who said “performative.”

    “Whatever. Everyone needs to do what they need to do,” Newsom responded.

    Both Hilton and Bianco rated Newsom a failure. Former Rep. Katie Porter called him “bold,” Steyer called him “progressive,” and Becerra called him “game-changing.”

    As for the word that San Jose Mayor Matt Mahan chose – “incomplete” – Newsom called that a “fair point.”

    “It is a work in progress governing. There is no having ‘made it.’ Success is not a place or definition, it’s a direction,” Newsom said, “and so that’s a word I think all of us should be associated with.”
