    2026-06-02T16:38:52.003Z / reuters.com

Exclusive: Top US spy agencies feud over turf, mission

    2026-06-02T16:38:52.003Z / reuters.com

WASHINGTON, June 2 (Reuters) – The CIA has stopped contributing to some intelligence assessments, including those related to the Iran war, produced by the office of the nation’s top spy as disputes over intelligence-sharing and areas of responsibility boil over, say people familiar with the matter.

The infighting between the CIA and the Office of the Director of National Intelligence (ODNI) has flared for more than a year, disrupting collaboration on national security analyses on which presidents long have relied to navigate complex foreign challenges, said a U.S. official and three people with direct knowledge of the matter.

Jumpstart your morning with the latest legal news delivered straight to your inbox from The Daily Docket newsletter. Sign up here.

The sources spoke on condition of anonymity to discuss sensitive internal matters.

At the heart of the disagreements is a clash over a task force set up in April 2025 by Tulsi Gabbard, the director of national intelligence, the sources said.

The CIA, led by Director John Ratcliffe, contends that Gabbard’s Director’s Initiatives Group has acted recklessly by circumventing traditional intelligence-sharing and declassification protocols, said two of the people. ODNI officials say the CIA has consistently blocked the group’s access to intelligence.

The breakdown in collaboration between intelligence agencies comes at a perilous time for the Trump administration, with the U.S. embroiled in the Iran conflict and grappling with national security challenges ranging from Chinese military expansion to Russia’s war on Ukraine.

It also suggests that the post-September 11, 2001, reforms, which created a director of national intelligence to coordinate the 18 U.S. intelligence agencies, have not ended dysfunction.

“ODNI is supposed to be the oil in the system that keeps the arteries of the intelligence community flowing, that removes blockages,” said Beth Sanner, a former deputy director of national intelligence during President Donald Trump’s first term.

“When you’re not doing that, then you set up the potential that agencies are just going to kind of pull back into their stove pipes and you set yourself up for intelligence failures.”

Beyond assessments produced by ODNI, the CIA has other avenues for ensuring its intelligence, including on Iran, reaches the president and other policymakers. The intelligence forms a large part of the Presidential Daily Brief, the highly classified daily compendium of intelligence reports prepared for the president.

Gabbard said last week that she will step down as Trump’s top spy on June 30, citing her husband’s illness. Trump said on Tuesday he was appointing Federal Housing Finance Agency chief Bill Pulte as acting director of national intelligence.

“The president and policymakers continue to receive the best intelligence and analysis” from the intelligence agencies, said Olivia Coleman, an ODNI spokeswoman, adding that ODNI and the agencies it oversees “communicate and collaborate daily with CIA counterparts across the full spectrum of intelligence products and operations.”

The Director’s Initiatives Group “operated within ODNI’s oversight authorities and in support of the president’s executive orders,” Coleman said.

Reuters in February reported that Gabbard had wound down the group and reassigned its personnel elsewhere in her agency amid congressional scrutiny of its activities.

“Under Director Ratcliffe, CIA quickly moved out on President Trump’s priorities with a more aggressive agency taking smart risks to outmaneuver our adversaries and give the United States a decisive advantage,” CIA Director of Public Affairs Liz Lyons said.

White House spokesman Davis Ingle said Trump’s “peace through strength foreign policy is a tried-and-true approach that keeps America safe and deters global threats,” and media efforts to sow internal division would fail.

“President Trump has full confidence in his entire exceptional national security team,” Ingle said.

    LESS COOPERATION ON INTELLIGENCE ASSESSMENTS

The CIA’s move to significantly pare back its contributions to assessments produced by Gabbard’s office is one of the most serious consequences of the agencies’ mutual distrust.

The CIA has been one of the main contributors to the reports produced by the National Intelligence Council (NIC), the premier U.S. intelligence analytical body. The reports carry weight, especially during a war.

Two of the sources with direct knowledge of the matter said that assessments about Iran — where the U.S. military has been fighting since February — are among those the agency no longer regularly participates in.

The CIA and ODNI now operate largely as two separate analytical operations, the sources said.

At one point last year, the CIA, in response to friction between the two agencies, stopped publishing NIC reports on the internal intelligence community distribution service it controls, briefly limiting the accessibility of the analytical products, the sources said.

A U.S. official said the reports were only withheld for “a few hours” as a result of a “processing issue.”

The interagency friction started soon after Gabbard assumed her post in February 2025, the four sources said.

Among her first acts was to assert tighter control over production of the Presidential Daily Brief, the sources said. The CIA long had taken a lead role in compiling the brief.

The relationship soured further with the creation of the Director’s Initiatives Group to “root out” alleged politicization of the intelligence community, according to the sources.

The group also worked to declassify documents related to the assassination of former President John F. Kennedy, as well as investigate the security of election voting machines and the origins of COVID-19.

Critics, including some former intelligence officials, charge that the group was established as a tool to exact retribution against Trump’s perceived political foes.

Task force members at several points pushed the CIA to share intelligence and materials needed to complete ODNI-assigned probes, but believed not enough was provided, according to two people with knowledge of the matter.

    OUSTER OF CIA OFFICERS

In May 2025, Gabbard ousted two senior CIA officers who led the NIC.

An intelligence official speaking on condition of anonymity to discuss internal government matters said the ODNI removed the two “because they created a toxic work environment, as documented in a workforce survey, and because they had a history of politicizing intelligence.”

The official did not provide evidence to substantiate those claims.

Then in August, Gabbard stripped the security clearances of 37 current and former officials, in the process revealing the identity of an undercover CIA officer serving overseas.

Gabbard charged that the 37 had politicized and leaked intelligence, but did not offer proof.

Former officials and others charged that the move was in part in retaliation for a 2017 intelligence assessment that Russia had used an extensive influence operation to sway the 2016 presidential vote to Trump.

The CIA-ODNI tensions spilled into public view last month when a CIA officer detailed to the Director’s Initiatives Group said to a Senate panel that the agency blocked the group’s access to intelligence on the origins of COVID-19.

That dispute has triggered an investigation by the intelligence community inspector general’s office, an independent watchdog housed at ODNI, said two people with knowledge of the probe.

Reuters could not determine the scope of the probe.

UNITED NATIONS: Romania’s foreign minister told Fox News Digital that Bucharest answered the Trump administration’s call for allied support in the Middle East by allowing the use of Romanian military bases for “defensive activities” related to tensions with Iran and efforts to reopen the Strait of Hormuz.

“We have allowed for access to defensive activities, such as air refueling, for example, because we do believe allies need to rely on each other,” Romania’s interim Foreign Affairs Minister Oana-Silvia Ţoiu said in an exclusive interview at the United Nations.

“We’re not part of the war, nor do we intend to become part of war, but we are part of an effort to ensure common defense, and we are a part of a diplomatic effort to ensure the reopening of the Strait of Hormuz,” she said.

Ţoiu’s comments come as President Donald Trump has repeatedly pressed European allies to increase defense spending and take a larger role in global security efforts, including maritime security in the Middle East.

Ţoiu acknowledged growing tensions between Washington and some European allies over support related to the conflict with Iran, but said both sides recognize the need for closer coordination.

“I’m pretty sure that both on the U.S. side and the European side, we do understand that we need to enhance our dialog in order to prevent moments when we create tension in the transatlantic partnership,” she told Fox News Digital. “And I do believe a better dialog ahead of time on all sides leads to better results, specifically on the request of help in terms of the conflict in the Middle East.”

The Romanian foreign minister said Bucharest approved the use of its military bases and infrastructure for defensive operations linked to regional security efforts.

“Romania has approved through Parliament the proposal of the President, the ministry of foreign affairs and the ministry for defense and the prime minister, the use of our military bases and infrastructure for defensive activities, for activities such as air-fuelling, for example, because we are aware of the fact that it is needed that we trust each other,” she said.

“I think we share clear objectives here in Europe, between the U.S. and countries around the world, such as lowering energy prices, such as allowing for fertilizers not to be blocked anymore there.”

Romania, a NATO member bordering Ukraine, has emerged as one of the alliance’s key eastern flank states amid growing concerns over both Russia’s war in Ukraine and instability in the Middle East.

“We do agree with President Trump on the need to increase budgets,” Ţoiu said.

She noted that Romania raised defense spending to 2% of GDP during Trump’s previous term and plans to allocate an average of 3.4% next year through a combination of military procurement and strategic infrastructure investments.

Her remarks came just hours after Romania requested an emergency meeting of the United Nations Security Council on Tuesday following a Russian drone strike that hit a residential building in the Romanian city of Galați on May 29.

The emergency briefing marked the first time in Romania’s roughly 70-year history at the United Nations that it requested a Security Council session over a direct threat to its national security, according to Romanian officials.

Speaking at the Security Council, Ţoiu said a drone carrying explosives violated Romanian airspace for approximately four minutes before crashing into the 10th floor of a residential building, injuring a mother and child.

“We do have the military analysis that shows clearly that it is a Russian-made drone in type of design, type of pieces of equipment, and also the chemical analysis that they have done,” she told Fox News Digital.

Ţoiu said the drone was believed to be part of a larger Russian attack targeting Ukrainian civilian infrastructure near the Danube River.

“We wanted to call on the international community to make sure we collectively state that this is a blatant violation of international law,” she said.

“And irrespective of whether that was the intention or not, the responsibility is very clear. And these reckless escalations need to stop.”

BALTIC LEADERS RIP UN SECURITY COUNCIL AS POWERLESS WHILE RUSSIA HOLDS VETO SEAT

Russia’s U.N. Ambassador Vasily Nebenzya rejected the accusations during the session, calling them “unfounded and biased.”

Nebenzya argued that if a Geran-2 drone had directly hit the building, the damage would have been far more severe, claiming Romanian media footage showed only fire damage rather than complete destruction.

He also called for a “thorough, objective, and depoliticized investigation” involving Russia and suggested the incident could have been a Ukrainian provocation intended to drag NATO deeper into the war.

The U.S. military has been enforcing a naval blockade in the Strait of Hormuz, even during the ceasefire.(U.S. Central Command)

Ţoiu pushed back against Moscow’s position and questioned how a permanent member of the Security Council can simultaneously act as an aggressor state.

“We do now have a question that’s not just a question on Romania’s side, but the question of the international community of how can a member of the Security Council contribute to its mission there, which is peace and security, while also being an aggressor state,” she said.

“And of course, its veto [ is not currently] used towards peace and security.”

The United States joined more than 50 countries backing Romania in a joint statement condemning the strike.

U.S. Ambassador to the United Nations Mike Waltz later wrote on X that he met with Ţoiu following “the reckless Russian drone strike on a Romanian apartment building.

“The violence must end before more innocent people suffer,” Waltz wrote.

Ţoiu told Fox News Digital she also held meetings with the U.S. delegation at the United Nations following the emergency session.

Trump signs AI executive order to give government early look at new models

    June 2, 2026 / 12:52 PM EDT / CBS News

Washington— President Trump on Tuesday signed an executive order meant to enhance artificial security and innovation by, among other things, establishing a program for AI companies to voluntarily share powerful new models with the government before they are released to the public.

He delayed signing a version of the AI order nearly two weeks ago because he was concerned it would get “in the way” of the United States leading China and other competitors in the AI space.

The executive order the president ultimately signed on Tuesday emphasizes that the federal government doesn’t want to stifle innovation: “The United States continues to lead the world in Artificial Intelligence (AI) because of the enormous talent and innovation of our AI industry, and because we refuse to stifle this innovation with overly burdensome regulation.”

The order aims to both use AI to sure up the nation’s federal cybersecurity systems for the use of AI and using the technology; develop a classified benchmarking process to identify “frontier” models for AI, or systems that are at the forefront of the field; and work with companies willing to voluntarily give the federal government access to such frontier models for up to 30 days before release.

The ability of frontier models to identify long-overlooked software vulnerabilities in crucial systems has raised concerns that they could be used for nefarious purposes. Anthropic, one of the leading AI labs, announced in April that it would be providing its new model, Mythos, to select partners to allow them to harden their defenses against cyberattacks before the technology is available more broadly.

The president’s executive order emphasizes the voluntary nature of any AI company collaboration with the federal government, and that it doesn’t prohibit AI innovators from advancing their technology.

“Nothing in this section shall be construed to authorize the creation of a mandatory governmental licensing, preclearance, or permitting requirement for the development, publication, release, or distribution of new AI models, including frontier models,” the order says.

On cybersecurity concerns, the executive order calls on the homeland security secretary to establish and expand federal cybersecurity programs that enhance AI defensive tools. It also calls on the treasury secretary, defense secretary, director of the National Security Agency and homeland security secretary, working with AI operators, to set up an AI cybersecurity clearance house to look for software vulnerabilities.

The White House never released the original draft the president was previously expected to sign. But Mr. Trump offered an explanation for why he didn’t sign it.

“Because I didn’t like certain aspects of it, I postponed it,” Mr. Trump said at the time. “I think it gets in the way of, you know, we’re leading China, we’re leading everybody, and I don’t want to do anything that’s going to get in the way of that lead.”

June 2 (Reuters) – The U.S. Centers for Disease Control and Prevention said on Tuesday that many Americans suffered serious complications — including bacterial infections and, in some cases, death — after traveling within the ‌country and abroad for cosmetic procedures.

The agency cited a study published in its Emerging Infectious Diseases journal, which reviewed more than 2,100 reports from 2014 to 2024 of U.S. residents who traveled for cosmetic procedures, including liposuction and breast augmentation.

Jumpstart your morning with the latest legal news delivered straight to your inbox from The Daily Docket newsletter. Sign up here.

The study identified 21 reports involving about 145 patients who experienced adverse outcomes, including infections, associated with both domestic and international surgery centers and clinics.

“More and more people are getting medical procedures outside the United States, but there are risks,” said Kiara McNamara, a CDC nurse epidemiologist and the lead author of the study.

U.S. residents often travel to Mexico and Canada, as well as countries in Central America, South America, and the Caribbean for medical tourism, according ‌to the CDC’s website.

Postsurgical infections were found in 20 reports, the study showed, including 12 suspected or confirmed cases of bacterial infections.

Four of the reports involved patient deaths, the agency said, adding that one domestic and one international investigation found significant lapses in environmental cleaning, personal protective equipment use, hand hygiene, and surgical equipment reprocessing.

The agency urged stronger surveillance, closer collaboration between healthcare providers and public health agencies, and more proactive patient education to spot complications early and help prevent them.

People commonly seek medical care abroad owing to lower costs, culturally familiar providers, or procedures unavailable or unapproved in the United States. Common treatments for which residents travel include dental care, cosmetic surgery, fertility care, transplants, and cancer.

White House Correspondents’ Dinner rescheduled for July 24 after shooting disrupted initial event

    2026-06-02T13:05:00-0400 / CBS News

Washington — The White House Correspondents’ Association announced Tuesday that it will reschedule its annual press dinner for July 24 after the initial event was disrupted when a gunman attacked the gathering attended by President Trump, senior administration officials and scores of journalists.

Weijia Jiang, who is the president of the association and a CBS News senior White House correspondent, said in an email to members of the White House Correspondents’ Association that the rescheduled event would be a “more intimate gathering” and feature “significantly enhanced safety measures and new access procedures.”

Mr. Trump said he has accepted an invitation to speak at the dinner next month, calling it a “‘HOT’ ticket!”

“In a sign of Strength and Fortitude, it was just announced that The White House Correspondents’ Dinner, which violently ended rather abruptly on April 25th, will be rescheduled to July 24th,” he wrote on Truth Social. “This announcement is a very good thing in that we cannot allow Lunatics to change our way of life, or even its scheduling.”

The president said the event will take place at the Waldorf Astoria in Washington, D.C, which used to be the Trump International Hotel. Jiang said earlier Tuesday that information about a venue would be forthcoming.

“This dinner will not only be an opportunity to carry out our program. It will be a statement that violence has no place in American life and a free press will not be intimidated into silence,” she wrote. “As you have all demonstrated, courage and community can and should rise above.”

She said the decision to hold a second dinner was made by the association’s board after receiving input from members.

“We will not allow an act of violence to have the last word, especially during a year when we are reflecting on the 250th anniversary of America and everything we stand for,” Jiang wrote.

The dinner initially took place April 25 but was upended when an armed man charged a security checkpoint outside the event. Mr. Trump, Vice President JD Vance and several Cabinet officials in attendance were evacuated, while journalists and media executives took cover under tables.

During a press conference soon after the shooting, the president said the dinner would be rescheduled.

Police identified the suspect in the attack as Cole Allen, a 31-year-old who they said traveled from California to Washington, D.C., by train and was staying at the hotel where the press dinner was to take place. He was charged with attempting to assassinate the president, assaulting a federal law enforcement officer with a deadly weapon and two firearms offenses.

Allen pleaded not guilty to all charges. He will remain detained in the lead-up to a trial.

Prosecutors said he was armed with a shotgun, a handgun and knives when he attempted to run through the security checkpoint one story above the ballroom at the Washington Hilton. Law enforcement officials said Allen shot a Secret Service officer, who was hit in his bulletproof vest but was not seriously injured.

    https://www.foxnews.com/video/6396516280112

GOP demands Trump kill controversial $2B fund before reviving ICE funding package

    June 2, 2026 1:44pm EDT / Fox News

Budget reconciliation process ‘looks like a broken arm with a bone sticking out,’ senator says

    By Alex Miller, Fox News

Trump admin appears to withdraw support of $1.776B anti-weaponization fund

Fox News correspondent David Spunt reports on why the White House is putting a halt on the controversial fund on ‘Special Report.’

NEW You can now listen to Fox News articles!

Senate Republicans want a clear-cut answer on whether the Trump administration’s now-stalled, nearly $2 billion “anti-weaponization” fund is dead before moving forward with a multibillion-dollar immigration enforcement package.

The Department of Justice (DOJ) on Monday announced that while the administration “disagrees strongly” with a Virginia federal court’s order against the fund, it would adhere to the decision. But many Republicans contend that it’s not enough to satisfy their concerns.

“I appreciate them saying that, but they don’t have a choice,” Sen. John Kennedy, R-La., said. “They have to abide by federal district court law. It doesn’t tell me whether they’re planning on appeal. It doesn’t tell me whether the administration’s backing off the idea — it doesn’t tell me anything, except they’re gonna follow the law.”

TRUMP ADMIN BACKS OFF CONTROVERSIAL $2B FUND, CLEARING PATH FOR GOP TO RESTART AGENDA

Senate Majority Leader John Thune, R-S.D., and Republican senators held a news conference at the U.S. Capitol in Washington, D.C., on March 24, 2026, discussing their latest offer to Democrats to reopen the Department of Homeland Security.(Stefani Reynolds/Bloomberg via Getty Images)

And in the middle of the intra-party battle is President Donald Trump’s roughly $70 billion funding package for Immigration and Customs Enforcement (ICE) and Border Patrol.

“If your question is, is the weaponization fund impacting our ability to pass the reconciliation bill? The answer is yes,” Kennedy continued. “But right now, the reconciliation bill, and the process surrounding it, looks like a broken arm with a bone sticking out.”

Senate Republicans abruptly halted budget reconciliation, the party-line process they’re using to ram through the funding package, after an explosive meeting with Acting Attorney General Todd Blanche about the fund last month.

GOP’S PRIMED FOR PRIMARY SEASON PAYBACK ON TRUMP’S MOST AMBITIOUS, CONTROVERSIAL POLICY

    https://www.foxnews.com/video/6396516280112

Republicans’ general sentiment was that the problem was one for the administration and Trump to figure out, given that a slew of Democratic amendments related to the fund would likely pass and modify the package.

And what was meant to be a concession, or at least a glimmer of hope to restart the process, has not landed well with Republicans.

“The only thing that’s gonna solve this problem — to get immigration funded and law enforced — is for the president to do away with the weaponization fund,” Sen. Chuck Grassley, R-Iowa, told reporters.

Senate Majority Leader John Thune, R-S.D., said that the DOJ’s announcement appeared to signal that the fund had been shut down, but that conversations among Republicans would decide the next steps on reconciliation.

SENATE GOP ERUPTS OVER TRUMP DOJ ‘ANTI-WEAPONIZATION’ FUND, PUNTS ICE, BORDER PATROL FUNDING

Sen. John Kennedy, R-La., has argued a third budget reconciliation package is unlikely to materialize this year, adding the forthcoming immigration enforcement-focused bill is the “last train leaving the station” ahead of November’s midterm elections.(Graeme Sloan/Bloomberg via Getty Images)

Still, he acknowledged that Republicans wanted more answers from the administration.

“Well, I think anything that they say on top of what the DOJ said is helpful, but, I mean, I think the statement they made effectively shuts it down,” Thune said.

Some Republicans aren’t totally against the idea of some form of compensation fund for people who claim they were wronged or targeted by the government, but contend that it’s how the fund is administered that matters.

Sen. Josh Hawley, R-Mo., broadly supports compensation funds, like his Radiation Exposure Compensation Act that was signed into law last year, but said that the question was “how do you administer it?”

CLICK HERE TO DOWNLOAD THE FOX NEWS APP

“My view on that is, you can work those details out in a way that rewards victims,” Hawley said. “I mean, that’s the key thing.”

Others are ready to move on from the fight and feel that the DOJ’s announcement was enough to clear the decks of concerns among their colleagues.

Sen. Eric Schmitt, R-Mo., said it’s a “moot point at this point.”

“I think it’s important for us to move forward with the ICE and CBP funding,” Schmitt said. “There’s just, we gotta get that done. Democrats have been obstructing that for too long, and so, as far as I’m concerned, it’s a moot point.”

The House Ethics Committee is investigating Democratic Rep. Jimmy Gomez over allegations of sexual misconduct, three sources told CNN.

The sources, who asked not to be named to protect their identities, said the panel had made early reach outs in its attempt to follow up on a New York Post story, which alleged Gomez had been spotted kissing an aide, who worked for a different member of Congress, outside a backyard party in 2023. A Gomez spokesperson told The Post at the time that the accounts were “not true” and the make-out session “didn’t happen.”

In reaching out to look into that story, one of the sources told CNN, the panel learned of other allegations of sexual misconduct against Gomez that it is now investigating.

In a lengthy statement for this story, Gomez acknowledged having made mistakes that caused his family pain but said they had not violated the law or any House ethics rules. He said he would “cooperate with any Ethics Committee inquiry and provide it with whatever information it might need.”

“Years ago, I made personal mistakes outside my marriage that have caused real pain to my wife and family. Although my actions were consensual in nature and haven’t violated the law or House ethics rules, that doesn’t diminish the impact that these mistakes have made on those I care about the most,” he said.

The statement continued: “I take full responsibility and have committed myself to working through the pain privately with my wife and family. I sought professional assistance to help re-center and heal the relationships that mean everything to me, and move forward with the honesty, transparency, and respect that everyone deserves from the people they love. I continue to do this work.

“I sincerely apologize to my wife, family, friends and the people that I have the privilege to serve. My wife and I will work through our family matters privately, but I am deeply sorry for the pain and embarrassment that I brought into our lives. Her sacrifices and support are central to my ability to serve, and I can only feel gratitude for her grace and strength.”

The investigation into Gomez, which has not been previously reported and is still in its early stages, offers a window into how the bipartisan panel is working to respond to allegations of sexual misconduct, amid a reckoning on Capitol Hill. Two lawmakers, Reps. Eric Swalwell and Tony Gonzales, recently resigned amid allegations of sexual misconduct with staffers.

The panel told one of the sources that they are taking all allegations seriously and want to follow any tips wherever they may lead.

The House Ethics Committee declined to comment.

Gomez, who represents California’s 34th district, is not the only member that the panel is currently investigating. CNN reported in April that the House Ethics Committee was investigating allegations of sexual harassment against GOP Rep. Chuck Edwards, which the North Carolina Republican has denied.

Under pressure to do more to police allegations of member misconduct, House Ethics Committee Chair Michael Guest previously told CNN he is pushing for his panel to get more staff and authority.

House Speaker Mike Johnson and Minority Leader Hakeem Jeffries recently appointed a bipartisan task force that will work to reform the way sexual harassment claims are handled in Congress. The effort to overhaul the process will be led by Republican Rep. Kat Cammack and Democratic Rep. Teresa Leger Fernandez, who chair their party’s respective women’s caucuses.

But even those with the best intentions are realizing that the road to reforming how Congress polices itself will be much longer and more complicated than many had hoped, frustrating those who want to see swift change. Many fear the public’s dismal view of Congress will only worsen if there aren’t clear and timely improvements.

Trump names controversial housing official Bill Pulte as acting director of national intelligence

    June 2, 2026 / 1:43 PM EDT / CBS News

Washington — President Trump on Tuesday announced he’s tapping housing official Bill Pulte to serve as the acting director of national intelligence to replace Tulsi Gabbard, who is stepping aside at the end of the month.

Pulte, the director of the Federal Housing Finance Agency, has been one of the most controversial members of the administration. He has sent criminal referrals to the Justice Department alleging mortgage fraud by a number of Mr. Trump’s political foes, including New York Attorney General Letitia James, Sen. Adam Schiff, Federal Reserve Governor Lisa Cook and former Rep. Eric Swalwell. Mr. Trump cited the fraud allegations against Cook to justify her attempted firing, which is currently before the Supreme Court.

All four have denied wrongdoing, and only the investigation into James has resulted in criminal charges to date. That case was eventually dismissed.

Democrats on Capitol Hill asked the nonpartisan Government Accountability Office to examine whether Pulte “potentially misused federal authority and resources to publicly accuse prominent Democrats and President Donald Trump’s perceived political enemies of mortgage fraud.” The office confirmed in December that it was investigating FHFA’s mortgage fraud investigation procedures and any recent changes in the process. On Tuesday, a GAO spokesperson said the office expects to issue the results in “late 2026 or early 2027.”

In addition to running the Office of the Director of National Intelligence, Pulte will remain director of the FHFA and chairman of Fannie Mae and Freddie Mac, the president said in his post on Truth Social announcing the move.

“William has deep experience managing the most sensitive matters in America, the safety and soundness of the Markets, and over 10 Trillion Dollars at Fannie Mae/Freddie Mac, a substantial increase from where it was just 12 months ago,” Mr. Trump wrote. “During this period, he will remain Director of the Federal Housing Finance Agency, and Chairman of Fannie Mae/Freddie Mac. Congratulations to Director Pulte!”

Acting officials may serve for 210 days from the start of a vacancy. Gabbard announced in May that she was resigning on June 30, citing her husband’s diagnosis with a rare form of bone cancer. That timeline means Pulte will be able to serve until Jan. 26, 2027.

The president has not indicated whether he will nominate Pulte or someone else for a permanent post.

“The president chooses the best and most talented people to serve in his Cabinet,” said White House spokesman Davis Ingle. “That is why this administration has achieved record successes for the American people. Bill Pulte is a great selection and he will do a great job on behalf of the American people.”

Dr. Mehmet Oz, administrator of the Centers for Medicare and Medicaid Services, was the White House briefer Tuesday, and was asked about the president’s choice of Pulte.

“I do trust the president’s judgment,” Oz said. “He is a very sharp and quick study of people, their emotional abilities and their ability to persevere in the face of hardship, so I have confidence in his decision.”

Pulte was confirmed as director of the FHFA in March 2025 in a 56-43 vote, with three Democrats voting to approve him.

ODNI has undergone major restructuring under Gabbard, reducing or reassigning staff by 40% and consolidating several offices and analytic functions through its “ODNI 2.0” initiative that was implemented last summer. Administration officials have said the changes were intended to streamline bloat at the agency, while critics have said the moves have weakened ODNI’s institutional capacity and shifted more influence back toward standalone agencies like the CIA.

The office has also drawn scrutiny under Gabbard for a range of declassification efforts and politically charged reviews tied to past Russia-related intelligence assessments. At the same time, some longtime ODNI products and offices — including a long-range strategic forecast known as the “Global Trends” report, which had been published every four years since 1997 — appear to have been discontinued as part of the overhaul.

The restructuring has fueled a broader debate inside the intelligence community over whether ODNI’s role has been narrowed to a focus on political errands rather than serving as a major analytic center, as was intended at its founding after 9/11. Some current and former officials believe changes under Pulte could affect the handling or release of sensitive assessments, including a report related to Anomalous Health Incidents, also known as Havana Syndrome, that Gabbard was expected to make public before her departure.

ODNI did not immediately respond to a request for comment on Pulte’s appointment.

Sen. Mark Warner, the top Democrat on the Senate Select Intelligence Committee, said Pulte’s selection “speaks volumes about what this president expects from the nation’s top intelligence official.”

“Rather than selecting a respected national security professional capable of delivering independent judgments, the president has chosen an official who has demonstrated not just willingness but eagerness to use the authorities of government to pursue political retribution,” Warner said in a lengthy statement.

“The concern is not only that Mr. Pulte lacks the ‘extensive national security experience’ required by statute for the job, which was created after intelligence failures led to the deaths of thousands of Americans on 9/11,” Warner added. “It is that he appears to have been selected precisely because the White House believes he will provide the narrative it wants, not the intelligence we need.”

GOP Sen. John Cornyn of Texas, who also sits on the Senate Select Intelligence Committee and recently lost his reelection bid, told reporters, “I see no evidence of any qualifications for that job.”

Independent Sen. Angus King of Maine, who was considered for the DNI post in 2020, said in a statement, “By any objective assessment — in terms of experience, expertise, background — this appointment makes no sense.”
