WASHINGTON, June 3 (Reuters) – The Republican-led U.S. House of Representatives approved a resolution on Wednesday to block President Donald Trump from continuing the war against Iran, reflecting growing concern among members of his party about the three-month-old conflict.

The House voted 215 to 208, as four Republicans voted with Democrats in favor of the war powers resolution, which directs Trump to withdraw U.S. troops from Iran unless Congress declares war or authorizes the use of military force.

It was the latest setback for Trump in Congress despite his party’s slim majorities in both the House and Senate.

For now, the vote is largely symbolic, as legislation must pass the Senate as well as the House to become effective, and there is debate over whether war powers resolutions would be constitutional even if they are approved by Congress.

The vote, nonetheless, reflects unease among some Republicans over Trump’s handling of the conflict and marks a rare bipartisan effort to curb presidential war powers as the war has entered a fourth month. Three previous war powers resolutions had failed in the House by increasingly slim margins and the chamber’s Republican leaders abruptly postponed a vote on this one last month when it looked likely to pass.

The Senate advanceda separate, but similar resolution last month in a procedural vote, after seven previous attempts had failed. Further votes on the Senate measure have not yet been scheduled.

The four House Republicans who voted for the war powers resolution were Representatives Tom Barrett of Michigan, Warren Davidson of Ohio, Brian Fitzpatrick of Pennsylvania and Thomas Massie of Kentucky.

No Democrats voted against it. Seven House members did not vote.

RECENT PUSHBACK AGAINST TRUMP

Trump recently has faced some opposition from members of his party in Congress, after months in which very few Republicans pushed back against his policy initiatives.

Separately on Wednesday, the House approved a procedural motion that clears the way for a vote on the Ukraine Support Act, which would provide security aid to Ukraine as it fights a Russian invasion. The act reached the floor only after a petition reached a 218-signature threshold last month to move ahead.

Six Republicans and one independent who normally votes with Republicans voted in favor of the Ukraine measure.

Republicans recently have revolted against Trump’s plans to create a “weaponization” fund to pay his political allies who said they had been the subject of government abuse.

Republican lawmakers on Wednesday also criticized Trump’s pick of loyalist Bill Pulte – a mortgage regulator with no national security experience – to serve as acting director of national intelligence.

SEPARATION OF POWERS

Democrats have called on Trump to come to Congress for authorization to use military force in the Iran conflict, noting that the U.S. Constitution says only the legislature, not the president, can declare war.

They warned that Trump may have pulled the country into a long conflict without setting out a clear strategy and also railed against higher prices for gasoline, food and other products since the joint U.S.-Israeli air strikes on Iran began on February 28.

“The passage of this WPR today signals a significant turning point: more and more Republicans are listening to their constituents who do not want another open-ended war in the Middle East,” Representative Gregory Meeks, who sponsored the war powers resolution and serves as ranking member of the Foreign Affairs Committee, said in a statement after the vote.

Democrats have made affordability a central theme of their economic message ahead of midterm elections in November that will decide whether Republicans keep control of Congress.

U.S. producer prices posted their biggest increase in four years in April, boosted by soaring costs for goods and services since the war began.

The Trump administration insists that the war on Iran is necessary for U.S. national security, citing an urgent need to prevent the Islamic republic from developing a nuclear weapon.

Republican critics of the war powers resolutions call them political grandstanding by Democrats who want to weaken the United States and score points against Trump.

WASHINGTON, June 3 (Reuters) – U.S. President Donald Trump signed an executive order on Wednesday making it easier to fire 8,000 of ​some of the best-paid government workers, part of a broader effort to overhaul ‌the federal workforce.

The order, released by the White House and the Office of Personnel Management, strips job protections from a mostly senior group of federal workers earning up ​to almost $200,000 a year and who are deemed to be “influencing” government policy.

In ​a call previewing the move, Scott Kupor, director of the Office ⁠of Personnel Management, which oversees the government’s human resources policies, said the ​administration needs to employ people willing and able to carry out orders to ​achieve the administration’s policy priorities.

“You can have any political views, but if you allow those views to basically interfere with your willingness to actually carry out lawful orders and ​policy directives with the administration, then this provides a mechanism obviously for ​people in those agencies to be able to be removed effectively at will,” he said.

The ‌order ⁠shows Trump is persisting in his efforts to discipline and fire career employees who he sees as undermining his political goals, a year after billionaire Elon Musk left his post overseeing an effort to slash government spending and ​payrolls.

Trump believes his agenda ​was hampered by ⁠career federal workers who opposed his policies during his first term.

The number of workers affected by the order is ​well below a ceiling estimate of up to 50,000 ​workers who ⁠could have been made subject to the new rules. Senior administration officials on the call said Trump could expand the grouping but has no immediate plans ⁠to ​do so.

Federal worker unions and their allies sued ​in January to stop the policy before it was fully developed. Federal judges paused the litigation ​while the Trump administration finalized changes.

President Donald Trump carried Ohio by more than 11 percentage points in 2024, but a new Fox News survey finds his standing in the Buckeye State has deteriorated — a development that is benefitting Democrat Sherrod Brown in the Senate race.

By a 15-point margin, Ohioans view Trump negatively: 42% hold a favorable opinion and 57% an unfavorable one. That’s more than a 20-point swing compared to his +6 net positive rating (52-46%) in the November 2024 Ohio Fox News Voter Analysis election survey.

The poll of Ohio voters, released Wednesday, finds Trump’s ratings are about on par with views of Republican incumbent Senator Jon Husted (41% favorable, 50% unfavorable), while challenger and former Ohio Senator Brown is viewed significantly more positively (53% vs. 44%).

That helps Brown outperform Husted by a 53% to 45% margin in the race to fill the state’s Senate seat. His 8-point lead is outside the poll’s margin of sampling error.

Brown garners fully 98% support among Democrats compared to Husted’s 86% among Republicans. Brown also receives backing from outside the democratic base: 31% of non-MAGA Republicans and 13% of all Republicans. Only 2% of Democrats pick Husted.

Husted is favored by White evangelical Christians (+32 points), rural voters (+11), and White men without a college degree (+7). Brown is preferred by voters under age 35 (+33), independents (+18), and women (+14).

Non-white voters favor Brown by 58 points, while the race is a dead heat among White voters (49% each). And the candidates are nearly tied among voters ages 45 and over (49-48%), while Brown leads by 23 points among those under age 45.

The candidates are competing for the Senate seat Husted currently holds after being appointed to replace JD Vance when Vance became vice president.Brown is hoping to return to the U.S. Senate after he narrowly lost his seat to Bernie Moreno in 2024.

About 7 in 10 of both Brown’s (73%) and Husted’s supporters (69%) are certain of their choice.Overall, about one in four say they may change their mind before voting.

By a 6-point margin, more Democrats (82%) than Republicans (76%) say they are extremely or very motivated to vote this November.

Most Brown supporters, 68%, describe their vote as mainly for him rather than against Husted (30%). Those who are backing Husted are less enthusiastic about their candidate, with 58% saying their support is mainly for him rather than against Brown (39%).

In a state Trump carried with 55% of the vote, the survey finds being too close to him is now more of a liability than being too liberal. Some 39% of Ohioans are concerned Brown is “too liberal,” including 13% of his supporters.For Husted, 46% overall are worried he is “too close” to Trump, including 10% of his backers.

Inflation dominates, with 43% saying it is the most important issue in their Senate vote. All others trail far behind, including healthcare (12%), immigration and border security (11%,) political divisions (9%), jobs (8%), Iran (7%), abortion and crime (4% each). Notably, inflation is the top issue among independents (50%), Democrats (44%), Republicans (40%), MAGA (34%), and 2024 Trump voters (39%).

Voters focused on inflation favor Brown by 14 points, as do healthcare voters by 44 points, while those prioritizing immigration and border security go for Husted by 76.

On their family’s financial situation, 39% of Ohio voters say they are falling behind, up from 32% who said the same in the 2024 FNVA survey. The largest number, 49%, say their family is holding steady, down 9 points.

“There’s good reason for the Democrats to be bullish on Ohio,” says Republican pollster Daron Shaw, who conducts Fox News polls with Democrat Chris Anderson. “The state remains solidly Republican, but Democrats are united against Trump allies and independents prefer Brown.”

In the race for governor, Ohio voters are divided: half back Democrat Amy Acton (50%) and nearly half favor Republican Vivek Ramaswamy (49%).Fourteen percent who prefer Brown in the Senate race cross-party lines to support Ramaswamy.

President Trump’s pick for acting Director of National Intelligence Bill Pulte has become a point of contention on Capitol Hill, including on Wednesday, when Treasury Secretary Scott Bessent confirmed to senators that he had a heated argument with the Trump loyalist last year — but disputed some of the details.

The president’s decision to tap Pulte, who lacks a résumé in the national security field and oversaw the launch of mortgage fraud investigations into Trump critics as head of the Federal Housing Finance Agency, has been met with little joy from Republicans on Capitol Hill. On Wednesday, Republican Sen. Thom Tillis of North Carolina asked Bessent if he really threatened to punch Pulte in the face last year. Tillis was referencing a September Politico report of a heated argument between Bessent and Pulte during an event with dozens of administration officials and Trump advisers.

“I do have one awkward question to ask you real quick and then I want to get to some of the trends and how you’re going to work on them,” Tillis said during a Senate Finance Committee hearing on budget matters. “Did you actually tell Pulte you were going to punch him in the face?”

“No, sir. I actually said I was going to kick his a**,” Bessent responded with a slight smile.

“Good. Okay. Good. I share the emotion,” responded Tillis.

Bessent added, “And as I said, that was last summer, summer of ’25, and many teams have fights in the locker room and then go out and win for the team on the field.”

Tillis said he was “just curious” because he expects that story to resurface as Pulte steps into the nation’s top intelligence role.

Politico reported in September that Bessent heard Pulte was badmouthing him to the president, and the treasury secretary told Pulte, “I’m going to fing beat your a.” Bessent also reportedly said to Pulte: “I’m gonna punch you in your f**ing face,” according to the Politico story.

As FHFA director, Pulte sent criminal referrals to the Justice Department alleging mortgage fraud by a number of Mr. Trump’s political foes, including New York Attorney General Letitia James, Sen. Adam Schiff, Federal Reserve Governor Lisa Cook and former Rep. Eric Swalwell. Mr. Trump cited the fraud allegations against Cook to justify her attempted firing, which is currently before the Supreme Court.

All four have denied wrongdoing, and only the investigation into James has resulted in criminal charges to date. That case was eventually dismissed after a judge found the prosecutor was appointed invalidly.

Pulte can remain acting director of national intelligence for up to 210 days from when he begins the post, which he will be doing on top of running the FHFA, which oversees mortgage giants Fannie Mae and Freddie Mac.

Tillis isn’t the only Republican senator who doesn’t support Pulte taking the role. Former Senate Majority Leader Mitch McConnell has also expressed doubts about Pulte’s experience.

Johnson claimed all of the US objectives in Iran were “well defined” and “achieved,” despite some lawmakers, including Republicans, expressing interest in receiving further information from the administration.

“The president is now in the process of, of concluding a peace agreement, and we have to allow him the latitude to do that, and I think a war powers resolution right now is very untimely, and a very, very negative, and dangerous thing for the country,” he said.

The Pentagon, State Department and USAID inspectors general have launched a joint review of the US war with Iran, announcing in a press release Wednesday that they are mandated by law to probe overseas military operations that exceed 60 days.

The announcement is significant because it indicates that the watchdogs believe that, legally, the war has lasted more than 60 days from its commencement on February 28. Under the War Powers Act, the president is prohibited from keeping US troops in active hostilities for more than 60 days without congressional approval.

The administration never sought such approval for Operation Epic Fury, the name the US gave to its military campaign against Iran. Defense Secretary Pete Hegseth said last month that it was his understanding that the 60-day clock on the war “reset” when President Donald Trump announced a ceasefire in April.

After delays spurred by shock announcements from the Trump administration, Senate Republicans have officially launched their play to fund immigration enforcement.

The upper chamber took the first step in the last leg of the process to advance a roughly $70 billion package to fund Immigration and Customs Enforcement (ICE) and Border Patrol after being derailed by the administration’s surprise “anti-weaponization” fund.

It comes after uncertainty over whether acting Attorney General Todd Blanche’s testimony under oath that the administration was “not moving forward with the fund” would be enough to satisfy skeptical Republicans.

Republican leaders hope that the unity on display Wednesday afternoon carries through the forthcoming “vote-a-rama,” where Democrats, and some Republicans, are considering several amendments to ensure that the nearly $2 billion fund is dead and never returns.

Senate Majority Leader John Thune, R-S.D., acknowledged that there may be some Republicans who weren’t satisfied with Blanche’s testimony, and reiterated that the main goal was to “get the base bill across the finish line.”

“Hopefully, all of our members who have amendment ideas will, as they think through that, and they have the opportunities to have conversations… about their ideas, keep in mind we need to keep the bill together and make sure we’ve got 50 votes for it,” Thune said.

The fund, announced last month as part of a settlement between the Trump family and the Internal Revenue Service, received strong pushback from Republicans who feared that without proper guardrails, people convicted of assaulting police officers during the Jan. 6, 2021, riot on Capitol Hill could access the taxpayer funds.

Republicans who were irate at the fund are still deciding whether they’ll support amendments, and beyond that, whether they will support final passage from the upper chamber.

Sen. Thom Tillis, R-N.C., wanted a guarantee from leadership that his add-on to permanently kill any attempt at an “anti-weaponization” fund would at least get a vote. And if there’s no language that makes its way into the package that addresses the fund, he said, “It’s going to be hard for me to vote yes.”

“I mean, I think we got to know this is a huge political liability,” Tillis told reporters. “I said it was stupid on stilts a week or two ago.”

Senate Democrats intend to take advantage of any lingering fractures among Republicans with a plethora of amendments on the fund, along with other issues like the war in Iran and affordability.

Senate Minority Leader Chuck Schumer, D-N.Y., said, “Whenever we go into a vote-a-rama, Democrats will be ready.”

“Every vote, every amendment we bring to the floor will demonstrate that Democrats are standing up for the American people, and Republicans are selling out to Donald Trump,” Schumer said.

Meanwhile, the “anti-weaponization” fund, along with scrapped funding for security upgrades to President Donald Trump’s ballroom, became a distraction from the reconciliation package’s primary purpose.

Republicans turned to the process after congressional Democrats refused to fund immigration enforcement absent stringent reforms — that dispute led to the longest government shutdown in history.

But the march to fund ICE and Border Patrol has been marred at times by infighting, either within the Senate GOP or with the administration, that has threatened to blow up the exercise.

Senate Majority Whip John Barrasso, R-Wyo., said Republicans were “moving in the right direction,” despite the issues that have cropped up.

“We need to get border security funded, we need to get Immigration and Customs Enforcement funded,” Barrasso said. “And the Democrats continue to stand — and I am sure they will today — stand with illegal immigrant criminals over the safety and security of the American people.”
