华盛顿9月16日电（路透社）——美国运输部长肖恩·达菲周三表示，特朗普政府正暂时放宽负责汽油和柴油运输的卡车司机的工时规定，理由是供应链和成本方面的担忧。
这项为期90天的豁免令于周三生效，允许司机在24小时内最长工作16小时，而现行规定为14小时，但前提是他们必须按要求休息。

达菲表示，出台这项豁免令是因为短期供应链中断可能延误汽油和柴油运输，进而影响货运交付。
此次调整之际，据美国能源信息署数据，美国柴油均价已达到每加仑6.29美元的历史新高，较一年前的3.74美元大幅上涨。美以针对伊朗的军事行动以及乌克兰袭击俄罗斯炼油厂正挤压全球燃油供应。
美国交通部下属的联邦机动车安全管理局表示，此次行动是“为应对需要更大工时灵活性的情况”。
交通部补充称，此举旨在“应对全球供应链中断，以及夏末秋季汽油和柴油需求预期增长的情况”。

当局还表示，此举旨在缓解运输企业、农业收割行业以及公众面临的燃油成本上涨和供应不足问题，同时满足日益增长的需求。
由于炼油产能闲置不足、俄罗斯出口禁令以及冬季需求峰值即将到来，全球柴油供应预计将持续紧张。
不过该机构指出，安全评级为有条件的货运公司不受这项豁免令约束，且需要立即休息的司机必须连续休息10小时后方可恢复工作。
此前这类行政令通常用于应对自然灾害或野火、飓风、冬季风暴等紧急情况。
2020年3月，一项全国紧急行政令豁免了商业货车司机的工时要求，涉及运输新冠疫情紧急救援物资、应急补货食品以及口罩、消毒剂等各类供应和设备。

WASHINGTON, Sept 16 (Reuters) – U.S. Transportation Secretary Sean Duffy said on Wednesday the Trump administration is temporarily relaxing rules on hours of service by truck drivers handling gasoline and diesel, citing supply and cost concerns.
The 90-day waiver takes effect on Wednesday, allowing drivers to operate up to 16 hours within a 24-hour window, versus 14 under existing rules, so long as they take required rest breaks.

Duffy said the waiver was because short-term supply chain disruptions could delay gasoline and diesel shipments, which could affect freight deliveries.
The move comes as the US average diesel price hit a record of $6.29 a gallon, up from $3.74 a year ago, according to the Energy Information Administration, as the U.S.-Israel war on Iran and Ukraine’s attacks on Russian refineries squeeze supply.
The department’s Federal Motor Carrier Safety Administration said it took the action “in anticipation of the need for greater hours-of-service flexibility.”
It aimed to “respond to global supply disruptions, anticipated increases in the demand for gasoline and diesel fuels in the late summer and fall,” the department added.

The move also sought to mitigate impacts on the costs and availability of fuel for transport providers, agricultural harvesting, and the public as demand grows, it said.
Global diesel supplies are expected to remain tight due to a lack of spare refining capacity, Russia’s ban on exports and the approach of peak winter demand.
Motor carriers with conditional safety ratings are excluded from the waiver, however, and a driver needing immediate rest is allowed 10 consecutive hours off-duty before resuming work, the agency said.
Such orders have routinely been issued previously to tackle natural disasters or emergencies such as wildfires, hurricanes or winter storms.
In March 2020, a national emergency order waived service requirements for commercial vehicle drivers transporting emergency coronavirus relief, food for emergency restocks, and supplies and equipment, ranging from masks to disinfectant.
