华盛顿讯——周二,众议院否决了一项弹劾特朗普总统的决议,此时距民主党夺回众议院多数席位后的相关计划重新引发关注已有时日。
此次表决以232票赞成、147票反对,另有47名议员投下弃权票,众议院通过了一项共和党动议,搁置由得克萨斯州民主党众议员阿尔·格林提出的弹劾决议。格林此前曾多次发起弹劾特朗普的尝试但均以失败告终。
格林的决议旨在针对移民海关执法局和海关与边境保护局的相关行为弹劾特朗普。他援引了今年联邦移民执法人员杀害蕾妮·古德、亚历克斯·普雷蒂、洛伦佐·萨尔加多·阿劳霍和约汉·塞巴斯蒂安·杜兰·格雷罗的事件。
众议院民主党领导层并未对此次投票进行施压,但在周一的联合声明中宣布,他们将就搁置格林弹劾决议的动议投下“弃权”票。
“弹劾是一项神圣的宪法程序,旨在追究腐败行政部门滥用权力、违反法律和违背公众信任的责任。传统上,弹劾工作需要全面的调查程序、收集和审阅数千份文件、对事实进行严格审查、质询数十名关键证人、举行国会听证会、持续开展公众动员,并凝聚民主力量以建立广泛的全国共识。”纽约州众议院少数党领袖哈基姆·杰弗里斯、马萨诸塞州民主党党鞭凯瑟琳·克拉克以及加利福尼亚州民主党党团主席皮特·阿吉拉尔在声明中说道。

阿吉拉尔周二表示,弹劾“并非众议院民主党当前的首要议程”。

Washington — The House killed a resolution to impeach President Trump on Tuesday amid renewed interest in Democrats’ plans if they retake the majority.
In a 232-147 vote with 47 lawmakers voting present, the House approved a Republican motion to table the resolution that was introduced by Democratic Rep. Al Green of Texas, who has spearheaded several unsuccessful attempts to impeach Mr. Trump.
Green’s resolution sought to impeach Mr. Trump over the conduct of Immigration and Customs Enforcement and Customs and Border Protection. He cited the killings of Renee Good, Alex Pretti, Lorenzo Salgado Araujo and Johan Sebastian Duran Guerrero by federal immigration agents this year.
House Democratic leadership did not whip the vote, but announced in a joint statement on Monday that they would vote “present” on the motion to table Green’s impeachment resolution.
“Impeachment is a sacred constitutional vehicle designed to hold a corrupt executive accountable for abuse of power, breaking the law and violating the public trust. The effort traditionally requires a comprehensive investigative process, the collection and review of thousands of documents, an exacting scrutiny of the facts, the examination of dozens of key witnesses, Congressional hearings, sustained public organizing and the marshaling of the forces of democracy to build a broad national consensus,” House Minority Leader Hakeem Jeffries of New York, Democratic Whip Katherine Clark of Massachusetts and Democratic Caucus Chair Pete Aguilar of California said in a statement.
“None of that serious work has been done, with the Republican majority focused solely on rubber stamping Donald Trump’s extreme agenda,” they added.
Green, who is set to leave Congress in January after losing a primary for his newly redrawn Houston-area district, has called for Mr. Trump’s impeachment more than a half-dozen times since the president’s first term. He was censured by the House last year for shouting at Mr. Trump during an address to a joint session of Congress.
Jeffries has not ruled out pursuing impeachment against Mr. Trump if Democrats have control of the House for the remaining two years of the president’s second term.
Democratic Rep. Jamie Raskin of Maryland, who is poised to lead the House Judiciary Committee if Democrats are in the majority, told NBC’s “Meet the Press” earlier this month that “we will not hesitate” to use the tool if needed and that Mr. Trump has “undoubtedly” committed impeachable offenses.
Aguilar said Tuesday that impeachment is “not anything that is top of the agenda for House Democrats.”
