美国总统唐纳德·特朗普周五宣布与委内瑞拉达成一项协议,他表示该协议将让美国获得这个南美国家已探明储量中650亿桶石油的多数控制权,从而降低汽油价格。

此次突破性进展正值伊朗战争对全球能源市场造成持续 disruption,推高了加油站油价。根据美国汽车协会(AAA)的数据,目前美国普通汽油平均价格为每加仑4.08美元,高于一年前的3.20美元。

一位了解该协议的美国官员告诉美联社,与委内瑞拉达成的这项协议将让美国持有一家新成立的私人管理公司55%的实际权益,该公司将负责管理这些石油储备。

该协议还允许美国以成本价购买委内瑞拉石油,这一条款意味着一旦油田产量提升,美国买家将有机会获得更便宜的原油。

不过,该协议不太可能立即拉低美国汽油价格,因为专家表示,要将更多委内瑞拉原油推向市场,需要多年的基础设施建设和数十亿美元的投资,美联社报道称。

独立能源研究公司雷斯塔德能源(Rystad Energy)在7月份表示,若能取得重大进展,到2028年委内瑞拉石油产量有望增长17%。

根据该公司的报告,委内瑞拉需要“增加钻井活动、开展广泛的修井作业、改善基础设施,并大幅增加钻机可用量”。

由于委内瑞拉大部分原油为重质高粘度原油,该国还需要稳定的稀释剂供应——即与原油混合的轻质烃类物质,以使原油变稀,能够通过管道输送到炼油厂和出口码头。

2021年,标普全球曾将委内瑞拉原油描述为“粘度堪比沥青”。

特朗普抨击大型石油企业“赚得太多”

美国能源信息管理局也曾就委内瑞拉陷入困境的石油行业发表过看法。

2023年10月,拜登政府解除了对委内瑞拉石油行业的大部分美国制裁后,该机构指出,“多年的投资不足和管理不善”将限制行业增长。

但特朗普政府寄希望于美国的参与和大规模私人投资能够扭转行业下滑趋势。

特朗普周五表示,新协议将大幅增加美国石油供应,并“在未来很长一段时间内大幅降低所有美国人的汽油价格”。

美国国务卿马可·卢比奥也同样表示,该协议将为委内瑞拉带来近1000亿美元的私人投资,并降低美国的汽油价格。

美国石油企业对在委内瑞拉投资一直持谨慎态度,理由是该国基础设施破败不堪,商业环境存在不确定性。

特朗普政府罢免尼古拉斯·马杜罗几天后,特朗普与石油高管会面,讨论在委内瑞拉能源领域的潜在投资,但多位高管表达了保留意见。

埃克森美孚首席执行官达伦·伍兹当时表示,他认为委内瑞拉“不具备投资价值”。

President Donald Trump on Friday touted an agreement with Venezuela that he said would lower gas prices by giving the U.S. majority control over 65 billion barrels of oil from the South American country’s proven reserves.

The breakthrough comes as disruptions to global energy markets from the Iran war continue to push up prices at the pump, with Americans now paying an average of $4.08 per gallon for regular gasoline, up from $3.20 a year ago, according to AAA.

The agreement with Venezuela will give the U.S. a 55% effective interest in the output of a new private company formed to manage the reserves, a U.S. official familiar with the deal told The Associated Press.

While the U.S. will not immediately gain access to 35.75 billion barrels of oil, the 55% interest applies to the oil ultimately produced by the 17 Venezuelan fields covered by the agreement.

The agreement also allows the U.S. to purchase Venezuelan oil at cost, a provision that could give American buyers access to cheaper crude once production from the fields increases.

The deal is unlikely to translate into an immediate drop in U.S. gasoline prices, however, because experts have said bringing significantly more Venezuelan crude to market will require years of infrastructure work and billions of dollars in investment, according to the AP.

Rystad Energy, an independent energy research firm, said in July that Venezuelan oil production could jump 17% by 2028, but only if significant advances are made.

According to the firm’s report, Venezuela will need “higher drilling activity, extensive workover campaigns, improved infrastructure and significantly greater rig availability.”

Since much of Venezuela’s crude is extremely heavy and viscous, the country also needs a steady supply of diluents — lighter hydrocarbons blended with the crude to make it thin enough to flow through pipelines and reach refineries and export terminals.

In 2021, S&P Global described Venezuelan oil as having “the viscosity of asphalt.”

TRUMP BLASTS BIG OIL FOR ‘MAKING TOO MUCH MONEY’

The U.S. Energy Information Administration has also previously weighed in on Venezuela’s troubled oil industry.

In October 2023, after the Biden administration lifted most U.S. sanctions on Venezuela’s oil sector, the agency said “years of underinvestment and mismanagement” would limit growth.

The Trump administration, however, is betting that U.S. involvement and a massive influx of private investment can reverse the decline.

Trump said Friday the new agreement would greatly increase the U.S. oil supply and “substantially lower Gas Prices for all Americans, long into the future.”

Secretary of State Marco Rubio similarly said the deal would bring nearly $100 billion in private investment to Venezuela and lower gas prices in the United States.

U.S. oil companies have been cautious about investing in Venezuela, citing the country’s deteriorated infrastructure and uncertain business environment.

Days after the Trump administration ousted Nicolás Maduro, Trump met with oil executives to discuss potential investment in Venezuela’s energy sector, but several expressed reservations.

ExxonMobil CEO Darren Woods said at the time that he viewed Venezuela as “un-investable.”
