特朗普暂时豁免高额牛肉关税 旨在降低国内牛肉价格

特朗普总统周五宣布,美国将豁免进口绞碎牛肉的高额关税,以此为面临历史高位牛肉成本的消费者降低价格。

特朗普在真相社交平台上表示,未来90天内,美国将允许最多30万公吨绞碎牛肉入境,且“无需缴纳配额外关税”。据世界贸易组织介绍,当进口量超过特定配额时,美国原本将启动高额关税政策,此举暂时叫停了这一措施。

“我们承诺这批牛肉将以低于当前市场价格25%的价格出售,”总统写道,“这项协议将降低美国民众的牛肉开支,同时为我们伟大的美国牛群恢复增长留出空间。”

据圣路易斯联邦储备银行援引联邦劳工数据显示,截至7月,绞碎牛肉的平均价格为每磅6.89美元,较五年前上涨了57%。

最新消费者价格指数报告显示,牛肉价格的涨幅远高于其他食品品类。7月,绞碎牛肉价格同比上涨9%,牛肉牛排价格同比上涨9.6%。

美国农业部发言人表示,特朗普的关税减免举措将“在消费者需求创下纪录的时期,助力提升牛肉的可负担性”。该发言人补充道,特朗普同时还“在为美国农民和牧场主削减监管负担,重建我国的肉牛存栏量”。

白宫并未立即回应置评请求。

数十年来,美国牛肉价格持续上涨,主要原因是肉牛存栏规模缩减以及消费者需求旺盛。据美国农业部介绍,持续恶化的干旱天气减少了牧场放牧面积,给肉牛存栏带来压力,迫使牧场主转向成本更高的饲料,部分牧场主甚至开始缩减牛群规模。

美国农业行业贸易组织美国农场局联合会的数据显示,7月全国肉牛母牛存栏量降至2850万头,为该月度历史最低值。

特朗普政府此前也曾试图抑制牛肉价格。今年2月,特朗普签署行政令,将从阿根廷的牛肉进口量增加8万吨。

部分专家对这类举措能否降低消费者成本表示怀疑,他们指出,额外进口的牛肉仅占美国整体牛肉供应的一小部分,不足以对价格产生实质性影响。

President Trump announced Friday that the U.S. will waive higher tariffs on ground beef imports, a bid to lower prices for consumers who are facing historically high beef costs.

Mr. Trump said on Truth Social that the U.S. will allow up to 300,000 metric tons of ground beef into the country for the next 90 days with “no out-of-quota tariff.” That puts a pause on higher tariffs, which are triggered when trade volume surpasses a certain quota, according to the World Trade Organization.

“We have a commitment that this beef will be sold at 25 percent below current market prices,” the president wrote. “This deal will reduce prices for Americans while giving space for our Great American Beef Herd to grow again.”

As of July, ground beef cost an average of $6.89 per pound, up 57% from five years ago, according to the Federal Reserve Bank of St. Louis, citing federal labor data.

Inflation data shows that beef prices have risen much faster than those of other foods. Ground beef prices rose 9% in July from a year ago, while beef steaks rose 9.6%, according to the latest CPI report.

A U.S. Department of Agriculture spokesperson said Mr. Trump’s action to ease tariffs will “help address the affordability of beef” during a time of record-high consumer demand. Mr. Trump is also “cutting regulations for our farmers and ranchers and rebuilding our nation’s cattle supply,” the spokesperson added.

The White House did not immediately respond to a request for comment.

Beef prices in the U.S. have been rising for decades, driven chiefly by shrinking cattle herd sizes and strong consumer demand. The cattle herd is under pressure due to worsening drought conditions, which are reducing the amount of pasture for cattle to graze. That is forcing ranchers to turn to more costly feed, and in some cases, to cull their herds, according to the USDA.

In July, the nation’s beef cow herd fell to 28.5 million head, a record low for the month, according to the American Farm Bureau Federation, a trade group for the agricultural industry.

The Trump administration has previously sought to rein in beef prices. In February, Mr. Trump signed an executive order to boost imports from Argentina by 80,000 metric tons.

Some experts have expressed skepticism that such efforts will reduce consumer costs, noting that the additional imports account for a small share of the overall U.S. beef supply — too little to meaningfully impact prices.

Groups representing the cattle industry have opposed attempts to increase imports over concerns that they could undercut American cattle producers. The National Cattlemen’s Beef Association did not immediately respond to a request for comment.
